• ILECs struggle with marginal increase in incremental revenue and high cost of fiber deployment for optical based Ethernet

• Average fiber build out (e.g. trenching) can cost $50 – 200K, depending on the terrain and distance involved and right-of-way issues

• Solution: ILECs will need to leverage their existing copper assets and utilize broadband over copper technology
