1.2.1 Development of walking trails

Establish/improve/maintain walking trails around Lake Woorabinda and the Lachlan River in Hillston township (During 2012-2016 maintenance unless grant funding sourced. Lachlan River, Desathlon Park to be identified in 2017-2021 Delivery Plan)

Continuing to work with the Hillston outdoor Gym committee regarding the running track at lake Woorabinda General maintenance undertaken.

Ensure provision of walking trails suitable for the elderly, frail and disabled

No new tracks developed. Existing tracks maintained and repaired as necessary. Ongoing maintenance

1.2.2 Access to lakes and rivers

Install a kayak launching ramp on the Lachlan River

1.2.3 Support the Healthy Hillston Project

The Community Development Officer to continue to work with the Healthy Hillston Project Officer to encourage physical activity by all in the community through education and promotion of events

Support provided to the Healthy Hillston Project officer. A number of new initiatives being considered for 2015. Promotion of Healthy Hillston activities through facebook, website and council corner.

1.2.5 Development of the Hillston Sports Pavilion

Support the Hillston Sports Pavilion Committee to build a new multi-purpose pavilion at Stan Peters Oval (Hillston)

Project complete and Pavilion formally opened.

1.2.6 Support the establishment of an outdoor gym area in Hillston

Work with the Healthy Hillston project and the outdoor gym committee to establish an outdoor gym in Hillston near Lake Woorabinda

Council successfully secured funding under the Southern Phone Grant Scheme allowing completion of the project.

1.2.7 Investigate the possibility of outdoor gym equipment in villages

Work with the communities to determine needs and interest in outdoor gym installation

All communities have expressed interest and funding secured as part of the Southern Phone Grant scheme for installation of one circuit at Goolgowi.

Advocate with relevant bodies to ensure that the standard of health services is the best possible within recognised constraints

Advocate for the community nurse to visit all villages on a monthly basis

1.4.1 Explore possibilities for regular transport to Griffith

Lobby as opportunities arise for the provision of a regular bus service between the Shire and Griffith

Continuing efforts being made to expand and enhance the community transport services, including regular trips to Griffith for social trips Opportunities are monitored, however, additional community transport funding has assisted to ease the demand

Develop existing Isolated Community Transport Program.

Develop Service Plan and business modelling Meeting held with Transport NSW about the difficult situations faced by regional Transport services. Reporting requirements being reviewed by Transport NSW. Ensure that planning and design of public places, including Council assets, are designed to accommodate the needs of an aging community

All new works are being assessed under the current legislative requirements and standards. Adult literacy classes held in Hillston through the Hillston-Gunbar Uniting Church Purchase of resources such as IELTS and Cambridge Easy to read stories for adults learning to read or pass the English speaking examination

Make council buildings available, where possible, to support classes

The library is open to all to provide equitable access to information which enables people to build life skills including literacy. The Library has an ongoing commitment to purchase support materials to improve literacy levels in the local community. The Library building has been used as a venue for Computer Classes. WRCC. Displays/Promotions and Author visits organised. Study rooms provided free of charge for students and tutors to use for tuition on learning to speak English.

Works staff attended an Energy Management Workshop in Wagga Wagga and will be utilising this information to implement more efficient energy practices. Initial consideration has found that solar, in most cases, would be financially unviable due to most events being held at night thus requiring battery storage. The initial trial of efficient energy usage has commenced and from the consultant’s report there are broad benefits to the use of solar energy in the region.

With sale of the Goolgowi General Store Council cancelled its licence as for the Postal Outlet. A transition period was undertaken with Council finishing all engagement in the final quarter of 2014.

Ongoing assessment of need with signage installed progressively. This has been included in Council’s Continuous Improvement Pathway Inspections carried out on pools and signage reviewed for upgrade/replacement. 4 signs replaced at swimming pools. No new signs installed this year.

6.7.1 Ensure that the road network is well maintained

Seek relevant government funding R2R funding and RMS repair funding is continuing for the next 4 years Council is utilising all funding received to maintain and where possible to enhance the road network within the shire.

Maintain a program of upgrading roads to road-train rating

One additional road is being gazetted Several additional roads are in the process of being assessed for Road Train compatibility

Provide adequate resources to continue to provide cyclic maintenance and repair across the shire

Continued to maintain our road network at a high standard within the budget requirements. Ongoing grant funding has enabled maintenance standards to be maintained New roads hierarchy has been approved by Council and will be implemented to ensure efficient and regular maintenance of all road networks. Cyclic maintenance has continued in line with existing programmes and budget allocations

Respond to storm damage in a timely manner within budget

All roads that had damage from the Feb/March 2012 event have been repaired using the funding that was made available from Government

Undertake exceptional circumstance/emergency work as required

Other then road incidents there have been no major circumstances that have required road closures. Target met during the Feb/March 2012 work with more than 60% of roads open within 1 hour month of the event and all long term repairs since completed. No addition work required at this stage.

Communicate and build community understandings of adopted condition ratings and road maintenance triggers

Audit of roads and development of road condition standards are currently being developed with a visual reference to be presented to Council. Community complaints are below the target level of 10 per month.. This low level has continued for more than a year

6.7.2 Ensure secure and quality town water supplies (TWS) are maintained and rural water supply networks effectively managed

Manage and monitor Town Water Supply quality to meet Australian Drinking Water Guidelines at all times

There have been no incidents of water quality being outside the NSW guidelines. Town water drinking standards have been maintained to the Drinking Water Standards

Develop and maintain effective asset management and maintenance of critical water assets

Review of Councils water and sewer assets has been completed by Director Works and will form the basis of capital works program going forward Asset management review has been completed of all water schemes and this information is being utilised to plan for long term future.

Manage a forward capital works and asset renewal program

Most major capital works have been completed for Water and Sewer schemes with some minor works to be completed in the coming years 10 year capitol works and asset renewal program has been developed and will be refined continually. Asset Management Plan for Water and Sewer has been completed.

Adopt water conservation strategies Council currently has a water conservation strategy as part of the Drinking Water Management System project in place which is reviewed periodically. As part of the review of all water schemes, issues relating to water loss have been identified and will be managed in the future.

Monitor consumptive use and implement demand management

Consumptive use is monitored regularly with any concerns reported to the GM Monitored on a monthly basis as part of the management of each water scheme

Identify grant funding opportunities for needed capital works

Funding has been applied for under Water Security for Regions for several projects. Funding has been secured for potable water to Rankins Springs village

Report annually to community and the NSW Office of Water on system-wide performance

All reporting is completed on time and to the requirements of NSW Office of Water

6.7.3 Implement the Roadside Vegetation Management Plan

Utilise funding from the Lachlan Catchment Management authority to engage a consultant to develop a Roadside Vegetation Management Plan

Roadside Management Plan has been developed and implemented.

Review plan, prioritise and action Plan will be reviewed in line with roads audit which is being conducted
