1. INTRODUCTION
The Samuel Jackman Prescod Polytechnic was established in 1969 and is the leading Tertiary Institution in Barbados for the preparation of a highly trained workforce. Its patron is one of the National Heroes of Barbados – The Right Excellent Samuel Jackman Prescod. The Polytechnic provides qualified persons with quality competency-based technical and vocational training that responds to the future employment and lifelong needs of its over 3,000 students.
The Institution combines excellence in the delivery of world-class training and education in technical and vocational studies to build and add course offerings in a proactive and dynamic fashion. In 2003, the Open and Flexible Learning Centre was added to provide more access to training at the Institution through distance learning.

2. INSTITUTIONAL MANDATE
The Samuel Jackman Prescod Polytechnic was set up to train persons for entry level and technical positions in the thriving industrial sector that was developing in Barbados in the 1960’s. Over time, its role has changed with the changing economy of Barbados from agricultural-industrial based to a service-oriented one. Its main purpose however has remained the same over the years.
3. BRIEF HISTORY
The Samuel Jackman Prescod Polytechnic, was established in 1969, at University Row, Deep Water Harbour, Bridgetown. In 1972 the Barbados Technical Institute was merged with the

Polytechnic which operated branches at Richmond and Grazettes Industrial Park located in the parish of St Michael.
In 1975 there was a further extension of the Polytechnic when the Division of Agriculture was set up at Eckstein Village, St Michael. Later in the year the main branch of the Polytechnic was removed from the Harbour and resited at "Melbourne", Belmont Road in order to make room for the Harbour expansion.
During this period technical and vocational training experienced changes following the building of the new Polytechnic at "Wildey" on eleven (11) acres of land. The facilities at House Craft Centre, Bay Street, St Michael had become inadequate to serve the needs of students and to service the new programmes in Home Economics and so, on May 26, 1982, when the new Polytechnic was opened, expanded programmes offering full- time courses in Home Economics, Clothing Craft, Cosmetology, Industrial Sewing Machines and Garment Making formed the Division of Human Ecology.
Apart from its own programmes, the Polytechnic also provides training for the Barbados Vocational Training Board in skills such as Motor Vehicle Engineering, Electrical Installation and Mechanical Engineering. Arrangements are in place for the preparation of students of Secondary Schools for the Caribbean Examinations Council (CXC) Secondary School examination in Electronics. We provide hands on training to the Bachelors level for Technical and Vocational Teachers. On request, and for a fee, we offer specialized training to the private and public sectors.
In 2003 the Open and Flexible Learning Centre was established. This Centre affords students the advantage of acquiring new skills through distance learning methods and face-to-face support for practicals.
4. PRIORITY ISSUES FOR THE SJPP

SJPP’S Specific Goals and expectations from the partnership
Assist in the development of the curriculum and lesson planning in renewable energy training programmes and courses which will enable our students to benefit from relevant education for current and future employment.
Work together to develop short and medium duration training programmes and courses, workshops and seminars in renewable energy. (Photovoltaic, wind, water etc.)
Support the SJPP’s renewable energy programme by providing expert hands-on advice and guidance.
Faculty and student exchanges.
The institution must be made aware of any Canadian Government regulations which may impact on the partnership.
Sector for programme development: Renewable Energy
Overview of the Contexts for developing programming
Two members of the teaching staff were exposed to photovoltaic training. The SJPP is experimenting with this form of renewable energy and has started a pilot project, which is being contributed to from a number of divisional faculty. With success of the project it is hoped to advance the knowledge in this and other forms of renewable energy and to make the SJPP a renewable energy centre for Barbados and the wider Caribbean.
The Polytechnic has a training role to play within the sustainable energy framework which seeks to unlock economically viable investments in renewable energy and energy efficiency that will reduce Barbados’ dependency on fossil fuels thereby reducing energy costs and enhance environmental sustainability. Along with the construction, technical and maintenance skills, persons will have to be trained in preparing environmental impact assessments (EIA) for renewable energy. There is currently a shortage of these skills.
It is projected that there will be a rise in the use of solar photovoltaic and other energy saving systems in Barbados.
The Government’s Energy Division which is responsible for regulating the sector, is launching a project called “support for the Energy framework for Barbados” under this project 28 photovoltaic systems and one wind energy turbine system will be installed on residential homes and Public buildings.
Occupational Standards for the Caribbean Vocational Qualifications (CVQ) and National Vocational Qualifications (NVQ) in new and renewable energy are being developed by the Technical and Vocational Education and Training (TVET) Council. The SJPP is a TVET approved facility and can offer CVQ’s and NVQ’s and would want to offer levels I and II of the NVQ/CVQ’s. Instructors will need further guidance and support in CBET approach to deliver the programme, particularly in the area of portfolio building. An Advisory Committee for this discipline will have to be set up and should include persons from the Energy Division and from the Pro-Barbados Renewable Energy Association.

Gender equality in TVET
The courses and programmes are structured for both genders. However some disciplines tend to be either male or female dominated. Our learning environment promotes equality by removing barriers which are associated with the de-motivation of our students whether male or female.
What assistance would you request in terms of building the capacity of Institutional leaders to manage the programme developed through the partnership :
The performance of the Institution can improve if Managers at all levels benefit from training in the areas of educational planning for the institution, management, and in leadership functions.
Career guidance at the SJPP
Career Guidance is the responsibility of the Guidance Officer. The SJPP has submitted a proposal paper to the Ministry of Education for the appointment of admission advisors who will give students information on course and career choices in order to increase their knowledge about the programmes and courses that are being offered by the institution. The Paper further recommended that academic advisors be put in place, who will help the student make the most of his/her educational opportunity at the Institution.
Do we have evidence of demand for the programme- who will constitute the target market.
It is projected that 1,200 direct jobs could be created through the development of the energy Industry in Barbados. The SJPP and the UWI were identified as the tertiary Institutions to deliver training. The target market will be school leavers and those who are already employed in the sector who will need retraining.
The Inter-American Development Bank (IDB) has estimated that approximately $45M could be saved by Barbados over a twenty year period if renewable energy programmes are adopted and that this would contribute to reducing 132,000 tons of carbon dioxide emissions over the same period.
Prerequisites for Applicants to the Programme
Applicants will be required to write the SJPP’s Entrance Examination in English and Mathematics, unless they already possess the Caribbean Examinations Council General Level subjects in Mathematics, English favourable consideration will be given to applicants with a qualification in Physics.
The Role of Industry Partners - Industry partners serve on Advisory Committees. Companies sponsor and support exhibitions and open days. They also provide practical training through industrial attachment for our students. The SJPP provides specific training for employees from the private and public sectors on request.
The Institution has awarded recognition using the PLAR system in the past. Assistance will be required in verifying the specific knowledge and skills as they apply to renewable energy.
Staff Members who are involved in the development, implementation and training in the project can be released for short-term training.
What infrastructure/equipment/machinery/space/workshop is/are available to deliver the programme. The Polytechnic does not have a workshop allocated for this type of training, but it

already has partners in the new and renewable energy field who would be willing to share their plant where internships can take place. It is expected that the SJPP’s workshop would be established.
Description of other international partnerships:
The SJPP has a Memorandum of Understanding with the Nova Scotia Community College in Canada which speaks to staff and student exchanges; staff and student training and development as well as information sharing.
