What the service has done since the last inspectionSince the last inspection in November 2014, a new manager and new staffmember have been recruited and are settling into their respective roles withinthe service. The manager was previously a practitioner in the service.

There have also been changes to membership of the committee, however, wefound that the current committee is enthusiastic and keen to progressdevelopments in the service.

The new staff team, supported by the provider, is making good progress withthe development of children's personal plans and is beginning to implement theScottish Government guidance, Building the Ambition. They are moving forwardwith quality assurance and monitoring systems.

Staff held an information evening for parents. They consulted with parents,collated the information and created a wall display to demonstrate how theyintended to address action points raised.

Committee members, staff and parents recently re-decorated the premises.

New resources have been purchased.

ConclusionThe provider should support the new manager and staff within the service toensure that positive outcomes for children are achieved.

The manager should also use the support provided by the local authority as partof the partnership arrangement.

This service was previously registered with the Care Commission and transferredits registration to the Care Inspectorate on 1 April 2011.

St. Joseph's Nursery operates from accommodation which is situated within thegrounds of St. Joseph's Primary School in Milngavie, Glasgow.

The service is provided by St. Joseph's Nursery Committee, a voluntarymanagement committee.

The registration enables the service to care for a maximum of 24 children in thefollowing age ranges:

Morning sessions - 24 children aged 3 years to those not yet attending primaryschool.

Afternoon sessions - 10 children aged 2½ to those not yet attending primaryschool.

During the operating times the service will have the exclusive use of identifiedpremises.

The care service operates between 8.45am to 11.55am, Monday to Friday, duringterm time only (morning session) and 12.45pm to 3.55pm, Tuesday to Thursday,during term time only (afternoon session).

The aims of the service state: "To provide a curriculum which has breadth andbalance and is responsive to the children's individual needs and interests. Toprovide good communication links with parents and carers and to providesupport as appropriate. A committee run management team who are involvedwith staff in the monitoring, evaluation and development of the serviceprovided."

RecommendationsA recommendation is a statement that sets out actions that a care serviceprovider should take to improve or develop the quality of the service, but wherefailure to do so would not directly result in enforcement.

Recommendations are based on the National Care Standards, SSSC codes ofpractice and recognised good practice. These must also be outcomes-based andif the provider meets the recommendation this would improve outcomes forpeople receiving the service.

RequirementsA requirement is a statement which sets out what a care service must do toimprove outcomes for people who use services and must be linked to a breachin the Public Services Reform (Scotland) Act 2010 (the "Act"), its regulations, ororders made under the Act, or a condition of registration. 2 How we inspected this service

The level of inspection we carried outIn this service we carried out a medium intensity inspection. We carry out theseinspections where we have assessed the service may need a more intenseinspection.

What we did during the inspectionWe wrote this report following an unannounced inspection. This was carried outby an inspector from the Care Inspectorate. The inspection took place onWednesday 21 October 2015 between 9.15am to 2pm. We gave feedback to themanager on the same day.

As part of the inspection, we took account of the completed annual return andself assessment forms that we had asked the provider to complete and submitto us.

We sent 20 care standards questionnaires to the manager to distribute toparents/carers who use the service and received eight completedquestionnaires before the inspection visit.

During the inspection process, we gathered evidence from various sourcesincluding the following:

- the service registration certificate- the service insurance certificate- evidence from the provider's self assessment- policies and procedures- observations of how staff work with children- registration information and personal planning records about children- parent information displays and handbook- staff training and supervision records- maintenance records- administration and storage of medication- audit of accidents and incidents- risk assessments

We spoke with seven parents and a committee member.

Grading the service against quality themes and statementsWe inspect and grade elements of care that we call 'quality themes'. Forexample, one of the quality themes we might look at is 'Quality of care andsupport'. Under each quality theme are 'quality statements' which describewhat a service should be doing well for that theme. We grade how the serviceperforms against the quality themes and statements.

The annual returnEvery year all care services must complete an 'annual return' form to make surethe information we hold is up to date. We also use annual returns to decidehow we will inspect the service.Annual Return Received: Yes - Electronic

Comments on Self AssessmentEvery year all care services must complete a 'self assessment' form telling ushow their service is performing. We check to make sure this assessment isaccurate.

We received a fully completed self assessment document from the serviceprovider. We were satisfied with the way the service provider had completedthis and with the relevant information they had given us for each of theheadings that we grade them under.

The service provider identified what they thought they did well, some areas fordevelopment and any changes they planned. The service provider told us howthe people who used the care service had taken part in the self assessmentprocess.

Taking the views of people using the care service into accountWe observed children in the nursery to be familiar with the daily routine and tobe very well settled in the environment. Children were able to choose from avariety of resources which allowed them to play independently or in smallgroups both indoors and outdoors. We saw staff responding in a very caringmanner to the individual care needs of children.

Children were independent and looked after themselves and others well, forexample by sharing and taking turns at activities. Staff made good use of praiseto promote the children's confidence and achievements.

Children were observed to enjoy playing in the house corner, story corner andoutdoors in the garden.

Children commented:

"I'm going out to play.""I've not got a car.""I've got a bat mobile.""A doctor can help you."

Taking carers' views into accountWe sent 20 care standards questionnaires to the manager who gave them toparents. Eight were completed and returned to us before our inspection.

When asked if they were overall happy with the quality of care their childreceived in the service, seven parents strongly agreed and one parent disagreedwith the statement. Comments we received included:

"Staff are very approachable and always care about my son. They try their verybest at all times. 10/10 for this nursery. No issues at all."

"We are very happy with the staff at the nursery. They work very hard to makethe children feel settled and happy. Staff are always communicating withparents regarding topics, fundraising and projects."

"My son has settled well and I am always kept well informed. He has madegood progress and staff are always friendly and willing to discuss my child.Overall, I am very happy with the care my son has."

"Fabulous nursery. Happy children."

"The staff provide an excellent service and my child loves going to nursery. Shehad made friends and has a lovely relationship with nursery staff."

"The staff structure has undergone massive change over the last 2-3 years. Thenew manager is much more organised than the last. I feel there is not enoughinformation given to parents. The children are happy, but I am unsure as to howmuch structure regarding learning that they receive."

"Communication from staff/management to parents is woeful. Snack: Fruit/toast/pancakes I'd expect. Not cake or a handful of raisins. The amount of milkgiven is so little it wouldn't drown a fly. Updates. How is my child progressing?No idea. Sponsored events are not advertised well. Snack/toy fund. I'mexpected to pay 2 months in one lump sum. Surely this is crazy."

We discussed all of these comments with the manager.

We observed a display in the foyer, 'We asked, You said, We will/did'. This wascreated to display the collated feedback from questionnaires distributed toparents in September 2015 and to show parents the intended action.

The service also held an information evening in August 2015 to inform parentsof the staff changes, new committee and the way forward for development ofthe service.

We looked at children's personal plans and saw that they were updated withcurrent information. The manager told us that they intended to hold parentevenings on 10 and 12 November 2015.

The manager told us that a new newsletter was under development.

We observed that children were given a healthy snack in accordance with NHSHealth Scotland guidance, Setting the Table.

We spoke with seven parents at the end of the morning session. Theycommented:

"Very happy. Great wee nursery.""Staff are great. Everything settling down after changes.""Much more confident in the new manager. Staff are brilliant."

3 The inspectionWe looked at how the service performs against the following quality themesand statements. Here are the details of what we found.

Quality Theme 1: Quality of Care and SupportGrade awarded for this theme: 4 - Good

Statement 1“We ensure that service users and carers participate inassessing and improving the quality of the care and supportprovided by the service.”

Service StrengthsAt this inspection, we found the performance of the service was good for thisstatement.

The service had a partnership with parents policy and we observed that parentsand carers were comfortable to approach and share information with staffabout their children.

There were noticeboards in the foyer that displayed information on variousaspects of the service including a copy of the registration certificate, CareInspectorate inspection report, Pre-Birth to Three information, Getting it rightfor every child (GIRFEC) guidance and details about My World Triangle and thewellbeing indicators that may be of interest to families.

A Meet Our Team photo board was displayed showing staff photographs, jobtitles and office bearers of the committee.

A display about settling in and all about me showed children's family trees anda nursery friendship tree. Children compared their height with their peers,talked about their families and made a house collage. They participated in a'show and tell' session to show and talk about family photographs. Childrenwere learning to choose and prepare their own snack, exploring the dangers ofthe kitchen and using knives to chop their fruit and practising setting the table.

We observed comments on a display that collated parents' responses toquestionnaires distributed in September 2015. The manager and staffdeveloped a 'We Asked, You Said, We Will/Did' display including commentssuch as 'How well do staff settle your child on arrival?' and 'What could themanagement do to make improvements?'

Parents' comments included:

"Every day welcomed with a smile and personal greeting.""The staff do a great job at settling my child.""I'm very happy with the service.""Working together we can all help improve resources and the learningenvironment. I feel that steps are already being taken to put this into place."

The committee commented:

"Management and staff will always work together with parents/carers toensure as smooth a transition from home to nursery as possible."

"We will always be open to any suggestions and improvement parents andcarers feel necessary."

Children's folders included opportunities for children to have their voice heard.They could contribute to 'I'm a star...' and 'I need help with...'

We observed children making choices and being well supported by staff duringthe inspection visit.

Parents told us that the manager greeted them each morning and staff werealso available to speak with at any time.

A welcome handbook was available for parents.

There were lots of ways that parents could find out more or add theirsuggestions and ideas for the service, these included:

- nursery facebook page- newsletters- membership of the committee- opportunities to give feedback using communication sheets.

An achievements display recognised children's achievements at nursery andhome.

Parents and carers had clearly taken time and effort to complete our carestandards questionnaires and had included detailed comments. Please seesection two of the report Taking carers' views into account.

Parents and children had recently participated in a fundraising sponsoredbounce activity. The manager told us that they had received an excellentresponse to this.

Areas for improvementThe new committee and staff should continue to provide parents/carers withopportunities to assess and improve the quality of care and support.

Statement 2“We enable service users to make individual choices and ensurethat every service user can be supported to achieve theirpotential.”

Service StrengthsAt this inspection, we found the performance of the service was good for thisstatement.

Staff were improving their knowledge about national guidance such as Buildingthe Ambition. This is new national practice guidance on early learning andchildcare for staff working in all childcare settings across Scotland. Staff werebeginning to implement the Scottish Government guidance, Getting it right forevery child (GIRFEC) to ensure that children and their families were fullyinvolved in decision making.

Staff implemented a variety of strategies to ensure that children could maketheir own choices and be supported to achieve their potential.

Staff held keyworker roles where they were responsible for individual children.Parents could speak with key staff at any time.

The new manager and staff team were in the process of developing ways offully involving parents as partners in their children's learning using children'scare plans. These included home to nursery transition records, early entry firstassessments, progress and development records of children's achievements andphotographs of children linked to aspects of Pre-Birth to Three, Curriculum forExcellence and GIRFEC. Next steps for individual children were identified andrecorded.

Parents had completed a settling in questionnaire at the start of the term toreflect on their child's experience. An information evening had been held toinform parents of planned developments in the service. Parents' evenings wereplanned for November 2015.

Staff promoted child initiated learning. We saw examples of children makingchoices and decisions about their play.

Children were consulted about their learning and were able to express andshare their ideas. We saw children's comments in the consultation aboutsettling in and all about me.

We saw staff promoting children's independence during snack time and whendressing to play outdoors.

The nursery implemented an induction process to ensure that children wereappropriately supported. We saw staff supporting younger children to settle andspeaking with parents about this.

Areas for improvementDuring the inspection, we observed that although some activities were child led,other activities were more structured and adult led. We discussed the balanceof free flow, spontaneous, child led and adult led activities with the manager inrelation to Building the Ambition guidance. She agreed to review this with staffto ensure that children could make individual choices at all times. (SeeRecommendation 1)

The manager and staff should continue to develop children's plans asdiscussed.

Quality Theme 2: Quality of EnvironmentGrade awarded for this theme: 4 - Good

Statement 2“We make sure that the environment is safe and service usersare protected.”

Service StrengthsAt this inspection, we found the performance of the service was good for thisstatement.

There was a secure entry system and signing-in procedures for all visitors to theservice. We saw that comprehensive registers were kept for children in each ofthe playrooms. This meant staff could monitor who was in the service at anygiven time and who they needed to account for in an emergency, thus keepingchildren safe and secure.

The premises were clean and children's resources were well-maintained. Acleaner was employed. The committee, staff and parents had recently re-decorated the playrooms.

The service had a secure outdoor play area at the rear of the nursery. Themanager and staff had developed risk assessments for outdoors to ensure thatchildren were safe.

We were able to see an appropriate accident and incident policy was in placeand accident records were kept. The child protection policy was on display sothat everyone was aware of staff responsibilities.

Policies and procedures were in place to prevent the spread of infection and tokeep children and staff healthy. For example, there were cleaning schedules toprevent any cross infection between areas such as food preparation and playareas.

Children participated in hand washing and were encouraged to takeresponsibility for their health and wellbeing. For example, children washed theirhands before eating and after playing outdoors and handling messy resources.Children also participated in tooth brushing.

During the inspection, children could participate in free play and organisedactivities. We observed children making different use of resources availabledepending on their needs and wishes. They made use of their outdoor learningenvironment, developing investigative skills through exploring a range of naturalresources and their natural environment.

Areas for improvementWe discussed service policies on medication and nappy changing andencouraged the service to ensure that these were in accordance with the CareInspectorate guidance - Management of medication in daycare of children andchildminding services and Nappy changing facilities in early years, nurseries andlarge childminding services, respectively. (See Recommendation 1)

The outside of the premises was in need of re-decoration. We discussed thiswith the manager who told us that the committee hoped to address this whenfunds became available.

Statement 3“The environment allows service users to have as positive aquality of life as possible.”

Service StrengthsAt this inspection, we found the performance of the service was good for thisstatement.

As reported under Quality Theme 1, Statement 1, we found that children'sopinions and views were listened to and responded to which contributed totheir quality of life.

The service was well-resourced and offered children a variety of activities tostimulate and provide challenge in their learning. Children could use a resourcecatalogue to choose resources that were not displayed. A new play kitchen hadbeen purchased.

Children's work was displayed in the nursery. There were displays about 'Wholives in my house', 'In nursery we use our kind hands' and 'Family trees'.

We observed children planning their new focus area, 'People who help us'. Theywere completing a mind map to make decisions about this and plan theirlearning. We saw a display of photographs reflecting a recent 'Show and Tell'activity.

We talked to the manager and staff about planning and how the new children'scare plans would reflect individual children's interests and needs.

Staff were building relationships with children and their families, conductingobservations and considering next steps for children.

Children had opportunities to learn about healthy living, diet, exercise,environmental issues, personal hygiene and tooth brushing.

The service promoted physical and active play and sufficient outdoor space wasprovided. Physical play was planned as part of the nursery curriculum.

Children were aware of hand washing procedures and staff effectively promotedhand hygiene prior to eating and after toileting.

Service StrengthsAt this inspection, we found the performance of the service was good for thisstatement.

There was a recruitment process in place and staff were either registered or inprocess of registering with the Scottish Social Services Council (SSSC). The SSSCis responsible for registering people who work in social services and regulatingtheir education and training.

Throughout the course of the inspection, we saw that staff engaged with thechildren and listened to their ideas. The staff we spoke to were familiar withbest practice guidance that could support them in their work with children.They had participated in collegiate visits to two other services in June 2015 toobserve good practice.

Staff also acknowledged the importance of reporting a colleague's poorpractice; this helped maintain good outcomes for children in keeping them safe.

We observed respectful interactions between staff, children and their families.The wishes and needs of the children were at the heart of staff planning. Staffwere building their knowledge about the needs of individual children andworking with them to plan activities around their interests.

Staff were motivated and enthusiastic. They were committed to building a teamto drive forward the development of the service. They were beginning to sharelearning and discuss how to implement this in the service. We saw that the newstaff team was working well together and supporting each other in aconstructive and caring manner.

The manager and staff had recently participated in an appraisal process andwere receiving support from the provider.

The provider ensured that staff had access to training and developmentopportunities. The manager and staff had recently completed training onplanning, development and outdoor learning, food hygiene, improvementplanning, strengths and difficulties, Pre-Birth to Three and first aid. Themanager had provided in service training on Building the Ambition guidance.

Service StrengthsAt this inspection, we found the performance of the service was very good forthis statement.

We found that staff were respectful towards children and each other in theirinteractions. We observed positive, supportive relationships between all staffand children. The manager and staff modelled caring, open and honestbehaviour when engaging with children. They used positive language andsensitively managed behaviour to ensure that outcomes for children were good.

Staff had created a positive ethos within the nursery, warmly welcomingchildren, parents and visitors and creating a nurturing and caring environmentfor children. We saw staff listening to children, being responsive and involvingchildren in decision making.

Staff celebrated children's achievements, helping to build motivation, resilienceand confidence.

Parents who completed care standards questionnaires and whom we spokewith during the inspection provided very positive comments about the ethoswithin the nursery.

Service StrengthsAt this inspection, we found the performance of the service was good for thisstatement.

We spoke to staff and management about roles and responsibilities and staffinvolvement in the ongoing development of the service. We also sampled stafftraining records and relevant documentation to assess this statement.

The staff team had recently changed with an existing practitioner taking on theresponsibility of being manager and a new practitioner being recruited.

All staff were responsible for planning activities for children, ensuring thatresources were available to support children, engaging with children in play andlearning and conducting and recording observations of children so that theycould plan to meet their individual needs. Staff were in the process ofdeveloping new children's care plans. They had attended in service training andalso planned to attend training such as child protection.

Staff had keyworker roles and were beginning to build relationships withparents and families. The manager modelled good leadership qualities whichhelped to promote a culture of participation and involvement within the staffteam.

Staff attended staff meetings and were encouraged to bring new ideas andlearning into the service.

Service StrengthsAt this inspection, we found the performance of the service was good for thisstatement.

The committee (provider) was making progress with quality assurance, involvingstaff and parents. Discussions at meetings centred around moving the serviceforward and supporting the staff team. A service improvement plan was inplace.

The manager told us that the main focus over the last few weeks was settlingthe children into nursery with the new staff team. The manager took theopportunity to welcome parents and children every morning and took time tospeak with parents to build relationships and develop knowledge of childrenand their families.

The provider had recently consulted with parents and displayed responses inthe service as described in Quality Theme 1, Statement 1. They had held aninformation evening and recruited new committee members/office bearers.

The support teacher from East Dunbartonshire Council visited the serviceweekly to support the new staff team as part of the partnership arrangement.She also assisted staff with the implementation of the service improvementplan.

We found that the manager was very enthusiastic and committed to developingthe service and supporting the staff team.

We spoke with parents and committee members who told us that they werevery positive about the new manager and staff team.

Parents told us that all staff were very approachable and willing to listen.Parents also liked the welcome from the manager each morning and talkedabout the positive changes in the nursery. They told us about staff, goodinformation sharing and communication. (Please refer to section 2, Takingcarers' views into account).

Areas for improvementThe provider, manager and staff should continue with plans to develop theservice.

We discussed the accident and incident records with the manager andencouraged her to regularly audit these to identify and respond to any patternsassociated with accidents or incidents. (See Recommendation 1)
