o Federal Criteria requires that the NYS Office for People with Developmental Disabilities (OPWDD) move Medicaid Service Coordination to a Conflict Free model by 7/1/2018 (1115 Waiver).

oLike other states, NY is moving to a Medicaid Managed Care model within the next few years. People with Intellectual or Developmental Disabilities will be the last group to move to managed care.

o Local Hubs and Satellite Offices will be established

Create a responsive, person-centered care coordination organization that provides quality supports and services to people with IDD and their families.

Provide people with flexible services and supports that span their lifetime and meets their changing needs.

Build a valued, well-trained team of care management professionals.

Develop a comprehensive provider network that is committed to the health and well-being of people with IDD.

Prepare our IDD partners to succeed in the complex world of Medicaid managed care.

Create a successful business that reflects our values and maximizes the value of our shareholders.

LIFEPlan’s Goal

o MSC Agencies--LIFEPlan is offering a choice of options to agencies who have aligned with us:

Transition MSC Services into LIFEPlan CCO on July 1, 2018, or

Subcontract Services for 6 months through December 31, 2018, or

Subcontract Services for 12 months, the limit set by OPWDD, through July 1, 2019

o People receiving MSC services—MSC ends 6/30/18. People need to be enrolled into CCOs by MSCs. People will be given the choice to enroll in Health Home Care Management, or receive a lesser level of service called Basic HCBS Plan Support.

o MSCs--LIFEPlan CCO anticipates needing all qualified MSC staff to help create our CCO.

CCO TRANSITION PLAN:

MSC Services

FEB/MARCH 2018

• MSC/Supervisors trained on OPWDD’s pre-enrollment process

• Salary, Benefits, PTO packages are finalized

MARCH/APRIL 2018

• MSCs begin enrollment process with their caseloads

APRIL/MAY 2018

• Begin Care Manager training for current MSCs

• Satellite Offices established

• Begin Care Manager Supervisor Training

MAY/JUNE

• Application process for MSCs who will be employed day one

• IT Related Equipment Provided to Care Managers

JULY 2018 – CCO Operations begin with a mix of direct-employed and subcontracted CM services
