• Allows contractors to view their own past PPI and ratings

• Provides source selection teams, contracting officers, contract administrators, and buyers capability to retrieve past performance information and assess offeror’s ability to fulfill provisions of contract
• Integral to best value source selection
• Reduces risk to government and need for costly oversight
• Enables government to be an informed and discriminating consumer of material and services

• FAR 9.105-1(c): Contracting Officer shall consider information in PPIRS when making responsibility determination
• FAR 12.206: Past performance should be an important element of every evaluation and contract award for commercial items
• FAR 13.106-2(b)(3)(c): When awarding using Simplified Acquisition procedures, may consider information from PPIRS when conducting comparative evaluations of offers
• FAR 15.305: Past performance is indication of offeror’s ability to perform contract successfully. Consider currency and relevance of information, source of information, context of data, general trends in contractor’s performance
• FAR 42.15: Agencies shall submit past performance evaluations to CPARS with automatic transmission to PPIRS & shall use information in PPIRS
