Better Together!
What a wonderful time we had at the 2019 Historic Annual Meeting of the
Caprock Plains Baptist Association! This was truly a memorable day. In the after-
noon our three associations met separately to vote to disband and join a single new
association, the Caprock Plains Baptist Association!
In our evening session we met for the start of a new day and new association. The foundation of this
new association included the election of the officers, approval of the constitution, budget and com-
mittee members. Plus, there was be a great time of celebration with music and a consideration of
“Why it is Better to be Together”!
Why was this evening “Historic”?
Four Critical Times Past and Present
In 1892, the first of our associations, Staked Plains, was established at the same time that many of
our churches were established on the South Plains. Thus, our association has been serving the
South Plains of Texas since 1892.
In the late 1920s, through the leadership of Texas Baptists, Texas was divided into 12 (twelve)
districts and we were District Nine. District Nine was what today is called Lubbock Area,
South Plains Association, and our three associations.
In 1963, District Nine was dissolved and five associations were formed. Three of those associa-
tions, Caprock, Llanos Altos and Staked Plains, make up today’s Caprock Plains Baptist Area.
On November 3, 2019, our three associations formally disbanded and formed in the inaugural
meeting of one new association, the Caprock Plains Baptist Association.
Functionally, we have been one association for many years now. We have a central office in
Plainview staffed by three who serve all three associations uniformly. Structurally we have been
three, with officers, budgets and treasurers for each of the three areas. As of November 3, 2019, struc-
ture catches up with function, Better Together!
Many people have worked diligently to make this transition possible. These not only helped during
this inaugural step, but they shared in a united love for the churches of the South Plains of Texas! I
especially want to thank our transition team of Dr. Stacy Conner, chairman, David Williams, Mark
Snowden and Dr. Kris Knippa with our attorney Mr. Rudd Owen, all who have worked diligently
with endless details for this new association. Also, we were honored to have many of our partners in
ministry present, please note the “Partnership Booths” on the next page. A critical partner is Way-
land Baptist University and its’ president Dr. Bobby Hall. Wayland was a gracious host for this
historic meeting. Finally, I want to express deep appreciation to the staff of our association, David
Vela, our Associate Director of Missions and Susan Barkley, our Ministry Assistant. Thank you, Da-
vid and Susan!

MISSION STATEMENT
CAPROCK PLAINS BAPTIST ASSOCIATION exists to encourage and assist churches
in extending the Kingdom of God throughout the earth until the
Great Commission is fulfilled.
VISION STATEMENT
Our vision is to encourage and strengthen churches by assisting them
in developing mature disciples of Christ in order to transform their
communities and the world.
CORE VALUES
The Lordship of Christ – We acknowledge that Christ is Lord over individuals, churches and, ultimately, over the entire world. (Phil 2:9-11)
The Local Church – We believe that Christ will continue His work in this world through the local church until He comes. We respect the autonomy of each local church and will seek to foster healthy and maturing churches. (Matt 16:16-19)

Annual Meeting November 3rd, 2019
The meeting was held on Sunday, November 3, 2019, at Wayland Baptist University.
The meeting was called to order by Pastor Chris Tucker of FBC Quitaque.
Pastor David Williams of FBC Paducah made the following motion:
“We move that the Caprock Baptist Association cease operations and end its partnership with the Caprock Plains Baptist Area as
of November 3, 2019. We further move that the churches of the former Caprock Baptist Association formally join the newly form-
ing Caprock Plains Baptist Association at its inaugural meeting at 6:00 p.m. on November 3, 2019, at Wayland Baptist University.”
A second was made by Nathan Mulder of Flomot Baptist Church.
The motion passed unanimously.
Pastor Mark Snowden of FBC Floydada made the following motion:
“We move that the Caprock Plains Association disburse any remaining bank funds and assets to the Caprock Plains Baptist Associ-
ation.”
A second was made by James Palmer of FBC Matador.
The motion passed unanimously.
Pastor G.J. Walton of FBC Silverton made the following motion:
“We move that the Caprock Baptist Association transfer any and all real property to the Caprock Plains Baptist Association. Fur-
thermore, we move that Moderator Chris Tucker be authorized to sign any necessary paperwork on behalf of the Caprock Baptist
Association.”
A second was made by Randy Stark of FBC Quitaque.
The motion passed unanimously.

Llanos Altos Baptist Association
Annual Meeting November 3rd, 2019
The meeting was held in the Black Box Theater on the Campus of Wayland Baptist University.
This is officially noted as the last meeting of the Llanos Altos Baptist Association, November 3, 2019, at 4:30 PM. Rev. Rob Norris, FBC Springlake, Llanos Altos Moderator, welcomed the members and guests for the purpose of a meeting to dissolve this associa-tion to allow the combining of the three associations to form one.
Dr. Stacy Conner, FBC Muleshoe, opened the meeting in prayer and read from Ecclesiastes 4:9.
At this point attention was focused on the provided Book of Reports, Appendix B, of the minutes from the last annual meeting in November of 2018 at FBC Sudan. Rob Norris explained some of the events that will take place today. The minutes were approved as presented by unanimous vote.
Next, attention was turned to a Financial Report by Harlan Gilley, the Llanos Altos Association Treasurer. He referred us to the re-port from last year and explained that the funds are being gathered to be transferred to one account for the newly to-be-formed Caprock Plains Baptist Association. He reviewed the written report that he had available and a few questions were answered from the audience. He stated that from this point on the new Association Treasurer will be Randy Kaufman, CPA, of Plainview, and that he will be preparing the monthly CPBA Financial Reports from this point.
On page 22 of the Book of Reports, the Plains Baptist Camp report was reviewed and highlights were given. Approximately 7000 have attended camp this year, 2774 in summer camp, with 347 decisions being made for Christ. Rob Norris also noted that Wayne Davis had a booth in the registration area of this year’s annual meeting and urged those present to visit that booth for further camp information.
At this time, the business at hand was addressed. First a motion was made by Mike Woods of FBC Sudan that the Llanos Altos Bap-tist Association cease and that the member churches join the newly-formed Caprock Plains Baptist Association. Tanner Wilson, FBC Littlefield made a second and the motion carried by unanimous vote.
A second motion was made by Russ Ponder of FBC Farwell that all the funds from the bank account for the Llanos Altos Baptist Association be moved to a single account for the Caprock Plains Baptist Area. A second was made by Gary Johnson of Calvary Frio-na and the motion carried by a unanimous vote.
A third motion was then made by Alan Debnam that all property held by the Llanos Altos Baptist Association be transferred to the newly-formed Caprock Plains Baptist Association. Property owned by the Llanos Altos Baptist Associate include the property in Littlefield know as New Beginnings (formerly Primera). This is a church plant, led by a pastor supported through Texas Baptist funds and they are not able to support themselves financially at this time. Rob Norris will go to the courthouse to begin paperwork to change ownership to Caprock Plains Baptist Association. Jonathan Sullivan of FBC Dimmitt made a second and the motion carried by a unanimous vote.
At this time Brent Edwards of the International Commission spoke to everyone about the numerous opportunities available to churches and individuals through their organization. He shared a story of Dub Jackson, a pilot in WWII, who wanted to go the Ja-pan. He also went to Mexico and was involved in ministry to 80 people during the late 60’s. By partnering with the International Commission, churches are able to explore the many options to participate in missions at home and abroad. He brought pamphlets with him and he also has a table in the registration area of today’s Annual Meeting.
At this time Russ Ponder made a motion that this meeting adjourn. Mike Woods made a second and the motion carried by unani-mous vote.
Kent Parish then closed this meeting in prayer.
The attendees then moved to the Laney Center where Sodexo had prepared a meal for all of the adults prior to the combined meeting.

Staked Plains Baptist Association
Annual Meeting November 3rd, 2019
The meeting was held in the Harral Auditorium on the Campus of Wayland Baptist University.
Moderator for this meeting was Jason Smith, Pastor of College Heights Baptist Church. Jason opened the meeting with prayer.
Brent Edwards, Representative of the International Missions spoke to us about International Missions. He asked for churches to
partner with IM to further the evangelism all over the world.
Jason Smith spoke to the purpose of this meeting was to bring the three Associations of the Caprock Area into one association,
the Caprock Plains Baptist Association. Better Together-Three to One.
The Minutes were read, and a motion was made by a member of FBC Hale Center to accept as read. Joseph Tillery of FBC
Lockney made the second. The motion passed.
Randy Kaufman presented the Budget Report. James Williams of Northside of Plainview made the motion to accept the budget
report. David Azam of FBC Olton made the second. Motion passed.
Wayne Davis, Director of PBA, gave a report of the camp activities this year. The camp had 7,000 attendance this year. There
were 347 professions of faith during the camp season.
Motion was presented by the CPBA Board: “We move that the Staked Plains Baptist Association cease operations and end its
partnership with the Caprock Plains Baptist Area as of November 3, 2019. We further move that the churches of the former
Staked Plains Association formerly join the newly forming Caprock Plains Baptist Association at its inaugural meeting at 6:00
pm, November 3, 2019, at Wayland Baptist University.”
Kris Knippa, FBC Hale Center, made a motion for an Amendment to the motion to remove the time from the motion. Jacob
West, FBC Plainview, made a second to that motion and the motion passed.
Jason now brought this motion to a vote with the Amendment. It passed unanimously.
Motion two by the CPBA Board: “We move that the Staked Plains Baptist Association disburse any remaining bank funds and
assets to the Caprock Plains Baptist Association. The Motion passed unanimously.”
Motion three by the CPBA Board: “We move that the Staked Plains Baptist Association transfer any and all real property to the
Caprock Plains Baptist Association. Furthermore, we move that Moderator Jason Smith be authorized to sign and necessary
paperwork on behalf of Staked Plains Baptist Association.” Motion passed unanimously.
Moderator Jason Smith asked for a motion to cease business.
Lee Truett, Northside Baptist Church, made a motion to cease business. Brad Miles, Stonebridge Plainview, seconded the mo-
tion. Motion passed unanimously. David Azam, FBC Olton, closed the meeting in prayer.

Better Together – Three to One Inaugural Meeting of Caprock Plains Association
2019 Historic Annual Meeting
Sunday, November 3, 2019
We enjoyed a great time of worship and praise by our guest musicians, Robby & Celia Ramirez and the Praise Band of Commu-nity Heights, Lubbock.
Scripture Reading was from John 11:25-26 by Tanner Wilson, Pastor, FBC Littlefield.
Opening Prayer was offered by Jonathan Sullivan, Pastor, FBC Dimmitt.
Welcome – Dr. Lester Griffin, DOM, CPBA
Dr. Lester Griffin introduced and thanked those who took part in the afternoon during registration manning the demonstration booths. Those included Texas Baptists, Southern Baptists of Texas, International Mission Board, North American Mission Board, 5-Star Women’s Retreat, Disaster Relief, KALEO, Plains Baptist Camp & Conference Center, Buckner and the International Commission.
Next we heard from Donnie Brown, Wayland Baptist University, Director of the Mission Center and KALEO Youth Program, who shared with us the programs available for students in Christian Leadership, as well as the Hispanic Student Scholarship that was available, and the opportunities for church partnerships in which students can help fill positions in area church worship. For more information on these, he will be glad to help. We then enjoyed a quick video clip of some great opportunities for students attending Wayland and the importance of Christian education.
Dr. Bobby Hall, President of Wayland Baptist University, then welcomed us to the Wayland campus. He spoke of the impact they have across the state and across the world with campuses and online students. He expressed his appreciation to everyone in their dedication and desire to support the university. He expressed the gratitude for the 111 years of Christian Education made possible for more than 50,000 students over the history of the university. Dr. Hall expressed his wish to encourage involvement with our churches, our pastors, our students and potential students through different activities and events like this one. He expressed his appreciation for all the staff who helped make this event possible.
At this time, Greg Hall, Minister of Music & FBC Praise Band, FBC Plainview, led us in a time of congregational praise and worship.
Next, we enjoyed a quick video sharing the testimonies from people around the area and their experience of working with the association and what it has meant to them. This video included Judy Gattis, retired Secretary for CPBA, Jason Smith, pastor of College Heights, Santos Rodriguez, who is supplying at Primera Petersburg, Chris Tucker, pastor of FBC Quitaque and Dr. Stacy Conner, pastor of FBC Muleshoe.
At this time the business portion of the evening began. David Williams, Pastor of FBC Paducah and Chairman of the Caprock Plains Area Board called the meeting to order, and we entered a time of presentation of the first organizational motions.
David Williams recognized Jason Smith, Pastor of College Heights, for three motions from the Caprock Plains Area Board. Ja-son Smith made the first motion that David Williams, Pastor of FBC Paducah, be elected Moderator for the inaugural meeting of the Caprock Plains Baptist Association Meeting. Jonathan Sullivan, Pastor FBC Dimmitt, seconded that motion. There was no further discussion and the motion carried by a unanimous verbal vote of “Amen.”
Next, Jason Smith made a motion that we use Robert’s Rules of Order as a parliamentary guide for the organizational meeting of the Caprock Plains Baptist Association. A second was made by Rob Norris, Pastor of FBC Springlake. There was no further dis-cussion and the motion carried by unanimous verbal vote of “Amen.”
Jason Smith then made a motion that we adopt the agenda as presented for the organization meeting of the Caprock Plains Baptist Association, located on page 5 of the Book of Reports. Mark Snowden, Pastor of FBC Floydada, seconded that motion. There was no further discussion and the motion then carried by a unanimous verbal vote of “Amen.”
David Williams then recognized Dr. Stacy Conner, Pastor of FBC Muleshoe, and member of the Caprock Plains Area Board to share with the audience a brief history of the “Three Associations to One” and the process by which this has come to be. He ex-plained that over the last 18 months we have been evaluating the process of how funding and representation are determined. We

have been operating as one area really for quite some time as far as ministry opportunities, training opportunities, fellowship oppor-tunities and at this time it just makes sense to streamline and work better together as one when it comes to our business and ac-countability practices. He asked our attention to the documents in the Book of Reports and the page numbers so that everyone can see what we are working towards. We are seeking to work more towards a “nonprofit” type of document with the appropriate legal language that is necessary. We have had a lot of help from Rudd Owen, local attorney, who has given his time in helping us develop the appropriate documents required by the Secretary of State. Dr. Conner then asked us to look at the Zone Chart labeled Appendix D to help us understand that we have sought to represent our churches better. Every Sunday approximately 4400 people meet in their respective churches for worship so we will look at our area in four zones, giving appropriate representation to approximately 1100 people in each zone. Dr. Conner also stressed the great importance of our churches participating in ministry by supporting our association in their faithful giving. He stressed that a church striving to give 2% of undesignated gifts allows every church to do their part and allows us to faithfully carry on the missions of our work together.
At this time Dr. Stacy Conner made a motion that the Caprock Plains Baptist Area cease operations and that we form a single asso-ciation to be called the Caprock Plains Baptist Association. A second was made by Santos Rodriguez, Pastor of Primera Petersburg. There was no further discussion and the motion carried by the unanimous vote of “Amen!”
Dr. Conner then pointed our attention to page 8 of the Book of Reports for the Constitution and Bylaws for our review. At this time Dr. Conner makes the motion by the Caprock Plains Area Board that the Caprock Plains Baptist Association be governed by the Constitution/Bylaws as presented. A second to that motion was made by Gary Johnson, Pastor of Calvary of Friona. There was no further discussion and no further questions. The motion carried by unanimous vote of “Amen.”
Our attention was then drawn to page 10 of the Book of Reports where Dr. Conner shared the new Guidelines. The Guidelines can be changed from time to time as needed. They are used within the association and do not have to be a legally binding document with the Secretary of State and they just explain the way that we operate together. Dr. Conner stated that the Caprock Plains Area Board now moves that Caprock Plains Baptist Association operate under the Guidelines as presented. A second to that motion was made by Will Fish, Pastor of FBC Kress. There was no further discussion and the motion carried by the unanimous vote of “Amen.”
David Williams, the Chair, then recognized Eddy Smith of FBC Floydada who gave an introduction for Mark Snowden, Pastor of FBC Floydada, as he presented him for nomination of Caprock Plains Baptist Association President. A motion was made by Jona-than Sullivan, Pastor FBC Dimmitt, and seconded by Dr. Kris Knippa, Pastor of FBC Hale Center. There were no further nomina-tions and the nominee was approved by vote of acclamation by the group stating “Amen.”
The chair then recognized Sheron Collins of Happy Union Baptist Church who introduced her pastor Richard Miller, as she present-ed him for nomination for Caprock Plains Baptist Association Vice-President. A motion was then made by Jason Smith, Pastor of College Heights, and seconded by Will Fish, Pastor of FBC Kress. There were no further nominations and the nominee was ap-proved by vote of acclamation by the group stating “Amen.”
The chair recognized Dr. Jacob West, Pastor of FBC Plainview, as he introduced Randy Kaufman, CPA, for the nomination as Caprock Plains Baptist Association Treasurer. A motion was made by David Azam, Pastor of FBC Olton, and second was made by Steve Paschall of FBC Paducah. The chair again recognized Dr. Jacob West, Pastor of FBC Plainview, as he introduced Susan Barkley, Caprock Plains Ministry Assistant, for the nomination as Caprock Plains Baptist Association Secretary. A motion was then made by Gary Johnson, Pastor of Calvary Friona, and a second was made by G.J. Walton, Pastor of FBC Silverton. There were no further nominations and the nomi-nee was approved by vote of acclamation by the group stating “Amen.”
For the next portion of this meeting, the Chair recognized Rob Norris, Pastor of FBC Springlake, for a motion from the Nominating Committee. Pastor Norris referred us to page 15 of our Book of Reports for the names of those being nominated to serve on the As-sociation Board. Listed from Zone 1 are Mike Woods of FBC Sudan, Rob Norris of FBC Springlake and Dr. Stacy Conner of FBC Muleshoe. From Zone 2, Tanner Wilson of FBC Littlefield, John Gillespie of FBC Tulia and Jason Smith of College Heights, Plainview. From Zone 3, Santos Rodriguez of Primera Petersburg, Dr. Kris Knippa of FBC Hale Center and Dr. Jacob West of FBC Plainview. From Zone 4, G.J. Walton of FBC Silverton, Chris Tucker of FBC Quitaque and David Williams of FBC Paducah. Pas-tor Norris then made a motion that the names listed be elected to serve on the new Board of the Caprock Plains Baptist Association. A second was made by Harold Abney, Pastor at Afton. Next Pastor Norris again pointed us to that same page where names were submitted to serve as members of the Board of the Plains Baptist Camp & Conference Center. Those included, from Zone 1, Robert Fowler of FBC Farwell, Coby Gilbreath of FBC Dim-mitt, from Zone 2, Kim Vaughn of FBC Petersburg, from Zone 3, Edna Evans of FBC Kress, and from Zone 4, Tammy Brannon of FBC Silverton. Pastor Norris made a motion that the names listed be elected to serve on the Board of the Plains Baptist Camp. Pas-tor Santos Rodriguez seconded the motion. There was no further discussion. The congregation then gave their vote of acclamation by saying “Amen.”

As we entered the next portion of the meeting for the evening, David Williams recognized Dr. Kris Knippa, Pastor of FBC Hale Center, as he brought forth the presentation regarding the 2020 Budget. Dr. Knippa directed us to page 16 of the Book of Reports for the proposed budget. Dr. Knippa encouraged us as we noted the items that were supported by the different associations were still included in the annual budget. Those include items like Christian Women’s Job Corps and Baptist Student Ministries, as it was felt important to continue to fund and support those favored causes. At this time a short video was shown regarding the im-portance of support of the Association Budget for 2020. The video included testimonies of Dr. Kris Knippa of FBC Hale Center, Bill Martin of FBC Tulia, Margarita Gonzales of Primera Petersburg, John Gillespie of FBC Tulia, Mel Gomez of Iglesia Date Street Plainview, and Ray Travenia of St. John’s Littlefield, emphasizing the importance of supporting the association as we min-ister together. Following this moving video of personal testimonies, Dr. Knippa expressed again the importance that his own con-gregation has found in supporting the association and urged others to consider a 2% giving of their undesignated receipts. He asked those of us present to “join with us” as we continue the work to our area and beyond. Dr. Knippa made a motion from the Caprock Plains Area Board that we approve the inaugural budget of the Caprock Plains Baptist Association. A second was made by David Muller of FBC Bovina. There was no further discussion and the group gave their vote of enthusiastic acclamation by saying “Amen.”
At this time, David Williams, the Chair, stated that this concluded the Inaugural Business Meeting of the Caprock Plains Baptist Association. He thanked Wayland Baptist University for hosting this historic meeting, FBC Plainview for providing childcare, and the Baptist Student Ministries for leading in youth activities and those who led the children’s activities, including Abby Ma-nes of FBC Muleshoe and her great group of volunteers. He also thanked those on the Transition Team, including the attorney Rudd Owen, and the Area Board who worked tirelessly to bring us to this point. He also thanked the churches and representatives of those churches present today as we work together now and in the future.
G.J. Walton, Pastor of FBC Silverton, then came to the podium for our dedication prayer. Pastor Walton ended with words from the scripture, of “let the Word of Christ dwell in you richly…do everything in the name of Jesus!”
Dr. Griffin, CPBA Director of Missions, and David Vela, Associate Director of Missions, then shared encouraging words with us on “Why Together is Better” by expanding on these four items:
Collaborative “…to the church of God in Corinth” (1 Corinthians 1:2) and “to the church of the Thessalonians” (1 Thessaloni ans 1:1), on the importance of working together.
Stronger “Two are better than one, because they have a good return for their work.” (Ecclesiastes 4:9)
Fruitful “This is to my Father’s glory, that you bear much fruit, showing yourselves to be my disciples” (John 15:8)
Healthy “But to each one of us grace has been given as Christ apportioned it … to prepare God’s people for works of
service…until we all reach unity in the faith and knowledge of the Son of God.” (Ephesians 4:7)
The final video presentation included Jonathan Sullivan, Pastor of FBC Dimmitt, Sharlotte O’Daniel, Mario Parra of Petersburg, Abby Manes of FBC Muleshoe and Bill Mason of FBC Plainview regarding the recent building the chapel for the prison. These shared the blessings they have experienced in working with the local association, staff, and churches, and as Bill Mason said as he finished, “God is good.”
At this time, we entered into a great time of music and celebration with Greg Hall and the praise band from FBC Plainview.
Following this, Chris Tucker, Pastor of FBC Quitaque, offered our closing prayer for the evening and we were dismissed.

CONSTITUTION/BYLAWS
THE CAPROCK PLAINS BAPTIST ASSOCIATION
Article I — Name and Nature
A. The name of this corporate body shall be the CAPROCK PLAINS BAPTIST ASSOCIATION, hereafter Association.
B. This Association is and always shall remain, only and solely a medium through which Baptist churches may work harmoniously in cooperation with each other, promoting the work and objects set forth in this constitution.
Article II — Purpose & Mission
A. The purpose of this Association shall be cooperation among churches in evangelism, missions, Christian education, benevolence, and other enterprises.
Article III — Membership
A. This Association’s members are comprised of cooperating Baptist Churches. A cooperating Baptist Church is one who affirms either the 1963 and/or 2000 Baptist Faith and Message.
B. Members select messengers to the annual or special meetings to vote on behalf of members.
Article IV — Meetings
A. The members of the Association shall meet annually at such a time and place selected by the Association Board.
B. All messengers to the Association Annual Meeting must be members of the church by which they are elected. A mes-senger must be enrolled at the Association Meeting in session to be qualified to vote. The messengers have no right to act except for annual or special meetings constituting the Association in session for which they have been elected by their cooperating churches.
Article V — Officers
A. The officers of this Association shall be a President, a Vice President, a Treasurer and a Secretary.
B. Officers shall be elected at the annual meeting.
C. No one shall be eligible for the office of President for more than two successive years. No one shall be eligible for the office of Vice President for more than two successive years.
Article VI — Committees
A. A single standing committee of the Association shall be a Nominating Committee. Members of the Nominating Com-mittee are appointed by the President and Vice President of the Association. The Nominating Committee will nominate the Association Board Trustees. The composition and duties of the Nominating Committee are stated in the Association Guidelines.
B. Special committees may be established at the annual meeting of members or by action of the Association or Associa-tion Board to serve for specified periods of time and perform specific duties.
Article VII — Association Board
A. Association trustees will be nominated by the Nominating Committee and elected by the Members at the Annual Meeting.
B. The Association Board acts in the interest of the Association and has authority and accountability over the work of the Association between annual meetings.
C. The Association Board shall hold in trust and shall administer all the properties, annuities, trusts, and invested funds of this body except as otherwise provided for by the Association, and the Board shall report annually to the Association the state of all funds which the Board administers.
D. Officers of the Association Board shall attest to legal papers of the Association, except when altered by the Board Guidelines.

Article VIII — Affiliated and Related Ministries
Conventions, institutions, agencies, or organizations which formally partner with the Association are considered affiliat-ed only with consent by the Association Board and the Members of the Association. The Association Board can make recommendations to the Members concerning affiliated ministries and relationships.
Article IX — Contributions and Funds
A. The Association Budget shall be the chief means through which this Association shall support its missionary endeav-ors. The mission causes shall be reviewed annually and the Association Budget through which they are supported shall be adopted annually. The chief means of contributions that support the Association are from members and individual gifts.
B. All designated offerings or special gifts shall be strictly applied according to the expressed will and direction of the contributor.
Article X — Offices
The Association Board shall, from time to time, amend the Articles of Incorporation of the Association as necessary to reflect the then current address of the registered office and the registered agent.
Article XI — Amendments
Alterations may be made in these Articles by two-thirds of the votes entitled to be cast by the messengers present when the vote is taken without regard to total enrollment at any annual or special meeting of the Association.

GUIDELINES
CAPROCK PLAINS BAPTIST ASSOCIATION
Article I — General Provisions
A. For purposes of usage in the Constitution, a church is deemed to be affiliated with the Caprock Plains Association if such church (1) identifies itself with, aligns itself with, and endorses, generally, the purposes and work of the Associa-tion, and endorses either the 1963 or 2000 Baptist Faith and Message.
B. Affiliated Churches are eligible to send messengers to the annual meeting of the Association.
C. All Association officers, messengers, members of Association Board Trustees, and all non-trustees of any special committee, subcommittee, group, team, council, or other entity created under or permitted to be created under these guidelines shall be members of affiliated churches.
D. If a person named in Section 2 is no longer a member of a church affiliated with the Association, or otherwise va-cates the position, the position will be deemed vacant, and the vacancy will be filled according to the provisions of these guidelines.
Article II — Messengers
A. Each messenger elected by their church shall register with the Secretary prior to being seated as a messenger to the Annual Meeting.
B. Determining Messengers for the Annual Meeting
Each church cooperating with this Association shall be entitled to:
1. Two (2) messengers for the first one hundred (100) members or fractional part thereof. 2. Two (2) additional messengers for the first two hundred fifty dollars ($250) given during the previous fiscal year to the Association budget as adopted by The CAPROCK PLAINS BAPTIST ASSOCIATION in annual session, and 3. One (1) additional messenger for each additional one thousand dollars ($1,000) given during the previous fiscal year to the Association budget as adopted by The CAPROCK PLAINS BAPTIST ASSOCIATION in annual session, and 4. If, as calculated under B above, a church's giving surpasses its membership, then one additional messenger for each two thousand dollars ($2000) given during the previous fiscal year to the Association budget as adopted by The CAPROCK PLAINS BAPTIST ASSOCIATION in annual session, not to exceed six additional messengers, provided. 5. No church shall be entitled to more than ten (10) messengers. 6. A mission church shall be considered a church under the Constitution solely for the limited purpose of electing messengers to the Annual Meeting if it is identified as a body of believers separate from its sponsoring church and it contributes to the Association in an identifiable way either directly or through the sponsoring church from its resources.
Article III — Meetings
A. The annual meeting of the Association shall be a gathering for the purpose of worship, fellowship, mobilizing, en-couraging, informing and uniting Caprock Plains Baptist Association to accomplish the Great Commission, as well as to elect officers; receiving recommendations and reports of officers and committees for any other business that may arise or be scheduled.
B. The President, Association Board Chairman, and Director of Missions shall determine the order of business approxi-mately 30 days prior to the annual meeting.

C. Special meetings may be called according to the provisions of the Constitution.
D. In all questions covering the proceedings of the Association in both annual and special meetings, Robert's Rules of Order (latest revised edition) shall be the authority used by the presiding officers and by the Association, unless the Con-stitution has special rules of order that apply.
E. Ministries with official and/or direct financial relationships with the Caprock Plains Baptist Association may address the Annual Meetings. (Discretion and time permitting time as determined in Article III - B.)
F. The Association Board shall assign a preacher for the annual meeting.
G. The Association Board will rotate the location of the Annual Meeting among the four geographical zones of the Asso-ciation.
H. In case of emergency, the Association Board is empowered to change the time and place of the meeting. The minutes of the annual meeting of the CAPROCK PLAINS BAPTIST ASSOCIATION are to be approved by the Association Board at their first meeting following the Annual Meeting.
I. No notice of annual or regular meetings of The CAPROCK PLAINS BAPTIST ASSOCIATION shall be required.
J. Notice of a special meeting shall be given at least 10 days prior to such meeting by publication in any method of gen-eral circulation in the area in which the principal office is located, which would include email, newsletter, phone calls, and texting as needed.
K. The right to vote is limited to the duly elected and enrolled messengers who are present in the session at the time the vote is taken. There will be no proxy or absentee voting.
L. The quorum for conducting business during any session of the annual meeting shall be the enrolled and present mes-sengers in any given session.
Article IV — Association Officers and Duties
A. Officers shall be President, Vice President, Treasurer, secretary, and other such officers as the Association Board may determine needed from time to time.
B. Nominations for the election of officers are from the floor at the Association Annual Meeting. A person must be elect-ed by majority vote. C. By unanimous consent, any officer of this Association may be elected by acclamation. Officers shall hold their offices until the end of the Association Annual meeting at which their successors are elected. D. In any election for office, the nominee who receives the vote of a majority of the enrolled messengers present in the session shall be elected. If on the first vote no nominee is elected, there shall be a run-off election between the two nomi-nees who received the greatest number of votes on the first vote. E. In case of the death, resignation, or disability of the President, or if the President is no longer a member of a cooperat-ing church, the Vice President shall automatically succeed to the office of President in the order of their election. Should the Vice President then be unable to serve, the Nominating Committee can select someone to complete that term. F. The term of service for elected officers is one year. A person is limited to a maximum service of two consecutive years in the same office. The exception to these provisions is the treasurer and secretary. G. It shall be the duty of the President to preside over the deliberations of the Association and to discharge such other duties as are usually incumbent on the presiding officer of a deliberative body. H. The Vice President shall discharge such duties as requested by the President. In the absence of the President from a business session, a Vice President in the order in which he or she was elected shall preside.

I. If the President is no longer a member of a church cooperating with the Association, a Vice President shall succeed to the office. This action will be recognized by a vote of the Association Board. J. It shall be the duty of the recording secretary to keep an accurate record of the proceedings of the Association and to file and keep all papers deemed important to be preserved. K. The Treasurer shall provide financial management and oversight as well as provide an accurate accounting of the As-sociation funds for the annual meeting of the CPA and the Association Board.
Article V — Association Board Section 1. Duties A. The Association Board speaks for the interest of the Association and has authority and accountability over the work of the Association in the interim between annual meetings. B. A Director of Missions (DOM) Search Committee will be appointed by the Association Board and may be comprised of Trustees and non-Trustees. C. The Association Board will present to Caprock Plains Baptist Association the DOM Nominee recommended by the DOM Search Committee. D. The recommendation of the DOM may take place at the annual meeting or a special called meeting of the Caprock Plains Association. E. The Association Board has the authority to evaluate the performance and set compensation for the Director of Mis-sions. If circumstances warrant, the Association Board may dismiss the DOM for cause. Dismissal of the DOM requires a two/thirds majority vote by the Association board. F. The DOM shall serve as chief association officer of The Caprock Plains Baptist Association and its Association Board. G. The Association Board has the authority to elect an Associate Director of Missions, who shall serve under the direct supervision of the Director of Missions. The Director of Missions is authorized to employ other staff as provided by the approved budget of the Association. H. The Association Board shall approve a compensation plan for Association employees. I. Association Board Chairman will serve a maximum of a two-year term. J. The position Association Board Chairman will be rotated between the four zones. K. Special meetings of the Association Board may be called by the Director of Missions or the Association Board Chair-man. The call for a special meeting shall state the purpose of the meeting and the date, time, and place for the meeting. The special meeting shall be limited to the purpose stated. L. The Association Board may create or dissolve committees upon the need of the Association. Section 2. Membership A. The authorized number of elected directors shall be 12 directors from 4 geographic zones in the Association. B. The geographic zones are based on the annual church profile’s reported weekly worship attendance, and such zone criteria will be included in the Caprock Plains Association Guidelines upon the recommendation of the Association Board. C. Zones will be reapportioned every five years. D. A minimum of three Trustees will be elected from each zone. E. One-third of the number of Association Trustees are elected each year to serve a three-year term. Trustees are eligible for election to a second three-year term.

F. Trustees are not eligible to serve more than six consecutive years. G. All Association Board trustees, including the ex officio officers, must be members of churches that are supportive of the CAPROCK PLAINS BAPTIST ASSOCIATION.
Article VI — Association Nominating Committee A. The Nominating Committee shall be responsible for nominating persons for election by the Association to serve on the Association Board. B. The President and Vice President may appoint replacements to fill vacancies. C. The committee shall have four (4) members appointed for two-year terms. D. The Nominating Committee member will be comprised of one member from each geographical zone, serving a two (2) year appointment. E. Nominating Committee members from Zones 1-3 and Zones 2-4 will rotate from the committee on alternating years. F. The Director of Missions and the Associate Director of Missions areEx Officio Members of the Nominating Com-mittee. G. The Nominating Committee shall also nominate representatives to other Representative Bodies as necessary. (An example is the Plains Baptist Encampment Board.)
