GUIDELINES FOR CAPITAL SUBSIDY SCHEME FOR SOLAR LIGHTING SYSTEMSAND SMALL CAPACITY PV SYSTEMS UNDHR JAWAHARLAL NEHRU NATIONAL
SOLAR MISSION - MODIFIED SCHEME
1. lmplementation Period
The modified scheme witt be effective from 15 March 2012. Loans sanctioned
from 15 March 2012 can be covered under the scheme. The earlier scheme of
capital subsidy cum refinance scheme witl be closed as on 12 March zo1z.
2. Unit Cost
2.1 Onty Models approved by MNRE witt be etigibte for coverage under the
scheme. The models approved by MNRE are indicated in Annexure l.
Presently the benchmark cost for SPV system is Rs. 270 per wp. The banks
are eligibte to finance onty units conforming the conditions/stiputations laid
down in the model projects and more specificatty under the Special Terms
and Conditions (Annexure l l & l l l).
2.2 ln case units are financed with cost over and above the approved unit
cost (benchmark cost), capital subsidy witt be timited to the maximum capitat
subsidy ceiting as indicated in these modlets (i.e. not more than 40% of the
Total Financial Outtay). However, in cases where the actual cost is less than
the indicative cost of the approved models, the etigibte capital subsidy witt
be 40yo of the actual cost of the pnoject. systems manufactured by
companies/instatted by deaters not approved by MNRE witt not be etigibte for
coverage under the scheme (For tist of marnufacturers ptease visit MNRE website

2.3 Revision in Unit Cost
Based on the prevailing cost and feedback received from NABARD, banks andmanufacturers, MNRE witt undertake revision in the unit cost (benchmark
cos;t) from time to time.

3. Location of the unit
Thre unit could be [ocated in urban or rural areas.
4. Pattern of Assistance
4.1 Subsidy at 40Yo of the approved unit cost (benchmark cost) witt be etigibte
surbject to etigibitity as indicated at paragraph 2.2 above.
4.2 The above subsi{y pattern wilt be the same for al[ categories of
borrowers (SC/ST, women, smatt farmers, physicatty handicapped, etc.) and
also irrespective of the tocation of the unit.
5,, Margin
Bilnks have to ensure that beneficiary contributes margin as per RBI norms.,
wherever the same is qppticabte.
6, Security
Banks may follow RBI guidelines in this regard.
7. Insurance
Banks shoutd ensure that the units are insured. The insurance premia may
also be inctuded in the Total Financial Outtay.
8. Eligibte Institutions
Att Scheduted Commercial Banks and Regional Rurat Banks are etigibte to
participate in the scheme.
9. Etigibte Borrower$
lndividuats, group of individuals, SHGs, JLGs, NGO, Farmers' Clubs etc. witt
be etigibte for subtidy. However, Private/Pubtic Limited Companies/
Corporates witl not be etigibte.

10. Release of subsidy
10.1 The etigibte borrowers shatt appty to the banks for sanction of the
project. The bank shall appraise the project as per the norms and if found
el.igible, sanction the loan excluding the margin subject to technical
feasibitity and financial viabitity. Based on the fietd visit and after
satisfactory instattation of the unit, the bank shatl arrange to make payment
directly to the supplier. After sanction of the loan inctuding subsidy, the bank
shall approach NABARD for capital subsidy in the specified format (Annexure
lV) NABARD witt sanction and retease subsidy subject to the admissibitity of
the ctaim and avaitabitity of funds from Government of India. As in the case
of other Govt. Sponsored Scheme, the subsidy woutd be credited to the
"subsidy Reserve Fund Account" of the borrower. No interest witt be charged by
the bank on the subsidy component. Subsidy witl, be back ended with a minimum
tock in period of 3 years. lf the loan is repaid before three years, the borrower witl
not be etigibte for subsidy.
11. Interest Rate
The loans extended by the banks would carry the rate of interest as per RBI /
bank norms.
12. Repayment period
Repayment period witt be for 5 years.
13. Misuiitization of subsidy
ln case the unit is found to be incomplete or the subsidy is misuti l ised, Bank
shatl arrange to recatl the subsidy and refund the same to NABARD. ln the
event of loans becoming NPA beneficiary witt not be etigibte for subsidy and
the same witt have to be refunded.

1 4. Utitisation Certificate
Banks have to submit the consotidated utitization certificates for capital
subsidy in the format indicated in Annexure V. Banks have to submit the
utitization certificate to NABARD within 3 months from the date of
disbursement. Atthough the rate of subsidy is uniform for all categories of
borrowers, banks may maintain data retating to loans disbursed to
SC/ST/women/Minority Community, physicatty handicapped, etc.
15. Monitoring
A State Level Monitoring Committee witt be constituted by NABARD for
smooth imptementatior.r of the scheme. Apart from CGM, NABARD and official
from MNRE r(State Nodat Agency (Annexure Vl), the Committee witl also
include Convenor, SLBG and Chairmen of 2-3 RRBs. NABARD Regional Office
would convene the meeting once in a quarter under the chairmanship of
Officer-in-Charge. At Nationat tevel the programme wi[[ be reviewed by a
Committee consisting of Secretary, MNRE, Executive Director, NABARD and
Executive Director of a Commercial bank (by rotation).
16. Refinance
Loans disbursed under the Scheme witl be etigibte for refinance as per
refinance poticy of NAEARD.

ANNEXURE II
Special Terms and Conditions
The modets could be home tighting systems or inverter based systems
capable of handting general AC toads.
Manufacturers to provide Compact Ftuorescent lamps (CFLs) of 9 W/11 W
and LED (Light Emitting Diode) for home tighting systems.
The battery will be tead-acid of flooded electrotyte type, positive tubular
plate or gel type Vatve Regulated Led Acid and low maintenance.
Inverter should be of quasi sine wave/sine wave type.
PV modute (s) shalt contain crystattine siticon solar cells.
PV modutes must be warranted for their output peak watt capacity, which
shoutd not be less than 90% at the end of 10 years and 80% at the end of
25 years.
7) The batance of systems provided must be warranted against any
manufacturing/ design/ instattation defects for a minimum period of 5years.
8) The manufacturer has to give an undertaking with the invoice (Annexure
lll) that the system offered meets the Technical requirements/ standards
contained in ANNEXURE-3 of the MNRE guidetines Ref. 5/2312009 - P&CDated: 16.6.2010 on off grid sPV power ptant systems under Nationat
Solar Mission.I
