Reporting to the Coordinator – Civil Construction, the Capital Project Officer is responsible for

coordinating the construction upgrades or rehabilitation of Infrastructure assets and delivery of

assigned civil engineering works. This is achieved through a focus on the key responsibility areas

outlined below.

Coordinate the administration of assigned

municipal civil engineering projects to

delivery for Bass Coast Shire Council.

Supervision of engaged contractors for

capital works projects to ensure compliance of strict specifications, implementation of

quality systems, environmental and traffic

management practices.

Responsible for project and contract

administrative tasks and supervision, whilst

monitoring budget, time, safety, quality and

maintain Councils records/systems.

Provision of technical advice on inspections, incident analysis and risk exposure

applicable to key internal staff.

Manage system analyses to identify project

risks and treatment plans before approval of

works.

Key responsibility areas

Provide technical advice to internal and external stakeholders, including facilitation

of meetings to obtain agreed outcomes

with contractors, consultants and

stakeholders.

Develop and maintain relationships with key

stakeholders to ensure effective delivery of

projects.

Accountability and extent of authority

While being accountable for the quality, cost and timeliness of work carried out, there is freedom to act

by set objectives or budgets. May have formal input into policy development and be required to give

specialist advice with regular supervision. Contribution to emergency management activities when

required and directed by the General Manager.

Qualifications and experience

A tertiary qualification with substantial experience needs to be drawn upon to meet key responsibilities.

Key Selection Criteria

Selection will be based on the following key selection criteria; however reference will also be

made to other listed skills, knowledge and attributes as required in the position description.

A tertiary qualification in Civil

Engineering or related Discipline;

Proven experience in the design,

supervision and construction of civil

infrastructure projects (local

government experience is desirable);

Broad knowledge of civil engineering

practices renewal, maintenance or

rehabilitation of roads, bridges, culverts,

plant, cattle, underpass, drainage and

other infrastructure projects;

Knowledge and management skills of

budgeting, financial, project management

procedures/plans including special

charge scheme projects;

Knowledge of legislation and

regulations that are applicable to these

types of infrastructure projects;

Demonstrated ability to develop and

maintain effective relationships that

work towards achieving positive

outcomes

Well-developed negotiation and time

management skills

Performance Criteria

Performance criteria will be developed within the first three months of appointment, recorded and

reviewed in accordance with Council’s Performance Development Policy and Framework.
