Now, modified/revised operational guidelines for Rural Godowns Scheme have been received from NABARD/Govt., of India for the year 2013-14, which are reproduced here under. SALIENT FEATURES: Eligible Organizations : i) The projects for construction of rural godowns can be taken up by individuals, farmers, Group of farmers/growers, Partnership/Proprietary firms, Non-Government Organisations (NGOs), Self Help Groups (SHGs), Companies, Corporations, Co- operatives, Federations, Agricultural Produce Marketing Committees, Marketing Boards and Agro Processing Corporations in the entire country. Projects for renovation of rural godowns under the above scheme can be taken up by cooperatives only. Size : i. Under the scheme, entrepreneur will be free to construct godown at any place, as per his / her commercial judgement except for restriction that it would be outside limits of Municipal Corporation area and be of minimum capacity of 100 Metric tonnes. ii. Rural godowns of smaller size upto 50 tonnes capacity will also be eligible as a special case, based on viability. In hilly areas*, rural godowns of smaller size upto 25 tonnes capacity will also be eligible for subsidy. In case, the capacity of godown is 1000 MT & above, the promoter has to execute an under taking (Annexure-V) stating that he / she would comply with the Negotiable Warehouse Receipt System (NWRS). iii. Godowns built under the scheme shall be structurally sound on account of engineer- ing considerations and functionally suitable to store agricultural produce. To ensure scientific construction and operation of rural godowns, entrepreneurs will be required to obtain license from State Warehousing Corporations to operate such godowns under State Warehousing Act. iv. Subsidy under the scheme is linked to Institutional credit and will be available to only such projects as are financed by Commercial Banks, Cooperative Banks and Regional Rural Banks. Loans to entrepreneurs from Banks for construction / renovation / expansion of godowns would carry an adequate long term repayment period. Depending upon the cash flow, the term loan would carry an adequate long term repayment period, not less than 5 years including a grace period of one year.

Attention of the Branches/Regional Offices/Societies is drawn to the cited references,

wherein detailed guidelines were issued on Capital Investment Subsidy Scheme (CISS)

for Rural Godowns. Now, modified/revised operational guidelines for Rural Godowns

Scheme have been received from NABARD/Govt., of India for the year 2013-14, which

are reproduced here under.

SALIENT FEATURES:

Eligible Organizations :

i) The projects for construction of rural godowns can be taken up by individuals,

farmers, Group of farmers/growers, Partnership/Proprietary firms, Non-Government

Organisations (NGOs), Self Help Groups (SHGs), Companies, Corporations, Co-

operatives, Federations, Agricultural Produce Marketing Committees, Marketing

Boards and Agro Processing Corporations in the entire country. Projects for

renovation of rural godowns under the above scheme can be taken up by

cooperatives only.

Size :

i. Under the scheme, entrepreneur will be free to construct godown at any place, as per

his / her commercial judgement except for restriction that it would be outside limits of

Municipal Corporation area and be of minimum capacity of 100 Metric tonnes.

ii. Rural godowns of smaller size upto 50 tonnes capacity will also be eligible as a

special case, based on viability. In hilly areas*, rural godowns of smaller size upto

25 tonnes capacity will also be eligible for subsidy. In case, the capacity of godown

is 1000 MT & above, the promoter has to execute an under taking (Annexure-V)

stating that he / she would comply with the Negotiable Warehouse Receipt System

(NWRS).

iii. Godowns built under the scheme shall be structurally sound on account of engineer-

ing considerations and functionally suitable to store agricultural produce. To ensure

scientific construction and operation of rural godowns, entrepreneurs will be required

to obtain license from State Warehousing Corporations to operate such godowns

under State Warehousing Act.

iv. Subsidy under the scheme is linked to Institutional credit and will be available to only

such projects as are financed by Commercial Banks, Cooperative Banks and Regional

Rural Banks. Loans to entrepreneurs from Banks for construction / renovation /

expansion of godowns would carry an adequate long term repayment period.

Depending upon the cash flow, the term loan would carry an adequate long term

v. Assistance under the scheme will be on capital cost of construction of godown only,

including allied facilities like consumer cooperatives, agri clinics, weighing, grading,

packaging, quality certification, warehousing etc., to meet various requirements of

farmers. The promoter has to execute an undertaking, if he /she is not filing IT

returns, in the form of a Notarised Affidavit (Encl. to Annexure –III) to the effect that

his / her major source of income i.e. more than 50% of income is from Agriculture

for the last 3 years. In this regard, the branch also has to give a certificate

(Annexure – III) and submit the same along with enclosure (Encl. to Annexure-III).

vi. Farmers keeping their produce in godowns will be eligible to avail pledge loan on

hypothecation of their produce. The terms and conditions as enunciated under

produce loans shall be followed while arranging such type of loans to the farmers.

vii. Rural godowns constructed in food parks promoted by Ministry of Food Processing

Industries will also be eligible under the scheme for assistance, provided the same is

in rural area and satisfy other conditions of the scheme.

viii. The NABARD also informed that

a) the godowns constructed with common wall are also eligible to receive subsidy

under the captioned scheme. However, the total project cost and corresponding

subsidy is required to be reduced to account for common wall.

b) The pre-engineered building structured godowns would also be eligible for

subsidy under Rural Godown scheme provided all the laid down norms /

conditions under the operational guidelines of the scheme are fulfilled.

c) The provision of minimum percentage of term loan is waived subject to ensuring

minimum prescribed percentage of owner‟s contribution and financial implication

in terms of subsidy outgo remaining unchanged in case of units sanctioned

during 11th five year plan and rendered ineligible under the scheme on account of

minor shortage in the minimum percentage of term loan under the project, till

implementation of amended provision.

ix. The scheme shall be implemented by Directorate of Marketing and Inspection (DMI),

Faridabad, an attached office of Department of Agriculture and Cooperation. The

branches shall invariably verify the checklist (Annexure IX) and ensure that all the

required documents are submitted for claiming advance subsidy or for taking up

joint monitoring inspection or for claiming final subsidy, as the case maybe.

All Rural Godowns to be constructed under the Scheme in future, should be

confirming to the technical specifications relating to the implementation of the

Negotiable Warehouse Receipt System (NWRS). The rural godowns of 1000 tonnes

capacity and more shall be considered as eligible for assistance under the Scheme, only

on giving an undertaking along with the application that they would be implementing the

Negotiable Warehouse Receipt System. DMI in consultation with the Department of Food

and Public Distribution and NABARD shall modify godown specifications to meet the

requirements of implementation of Negotiable Warehouse Receipt System and NABARD

shall ensure that these specifications are in-built in the eligibility criteria for giving

subsidy to the rural godowns of any size under the Scheme.

Training :

A general awareness programme on the scheme for the farmers and a training

programme for the entrepreneurs for construction, maintenance and operation of rural

godowns will be organised by the Charan Singh National Institute for Agriculture

Marketing, Jaipur (NIAM) and other National/State Level Institutions.

Implementation Period: Implementation of the scheme shall be for the year 2013-14.

Insurance:

It will be the responsibility of the owner of the godown to have the insurance for the

godown.

Subsidy:

Rate of subsidy shall be:

1. 25% OF THE CAPITAL COST OF THE PROJECT TO ALL CATEGORIES OF FARMERS

(OTHER THAN Women Farmers), agriculture graduates, cooperatives and

State/Central Warehousing Corporations subject to a maximum ceiling on subsidy

of Rs.2.25 crore. The capacity ceiling for the purpose of subsidy is 30000 metric

tonnes. No maximum ceiling on subsidy in the case of cooperatives assisted by

NCDC.

2. 33.33% of the capital cost of the project in case of projects located in North-

Eastern States, Sikkim and hilly areas subject to a maximum ceiling on subsidy of

Rs.3.333 crore. The capacity ceiling for the purpose of subsidy is 25000 metric

tonnes. No maximum ceiling on subsidy in the case of cooperatives assisted by

NCDC.

3. 33.33% of the capital cost of the project in case of SC/ST entrepreneurs, Women

Farmers and their Co-operatives in other than North-Eastern Regions, Sikkim and

hilly areas, subject to a maximum ceiling on subsidy of Rs.3.00 crore. The

capacity ceiling for the purpose of subsidy is 30000 metric tonnes. No maximum

ceiling on subsidy in the case of Cooperatives assisted by NCDC.

4. 15% of the capital cost of the project to all other categories of individuals,

companies & corporations etc., subject to a maximum ceiling on subsidy of

Rs.1.35 crore. The capacity ceiling for the purpose of subsidy is 30000 metric

tonnes.

5. For renovation of godowns of cooperatives with the assistance from NCDC –

Project cost as appraised by the Bank / NCDC or actual cost or Rs.750/- per MT of

the storage capacity, whichever is lower.

Capital cost of the project for release of subsidy:

a. For godowns upto 1000 tonnes capacity – Project cost as appraised by financing

Bank or actual cost or Rs.3500/- per MT of storage capacity, whichever is lower;

b. For godowns exceeding 1000 tonnes capacity – Project cost as appraised by

Bank or actual cost or Rs.3000/- per tonne of storage capacity, whichever is lower.

For North-Eastern region / hilly areas, normative cost will be Rs.4000/- for MT or as

appraised by Bank / Financial institution, whichever is lower irrespective of godown

capacity.

c. For renovation of godowns of cooperatives with assistance from NCDC – Project cost

as appraised by the Bank / NCDC or actual cost or Rs.750/- per MT of the storage

capacity, whichever is lower.

Revised cost norms are applicable for the Financial Year 2013-14 and projects already

sanctioned prior to this period will not be covered under the revised capital cost norms.

Note:

* Hilly areas : Where the project site is located at a height of more than 1000 meters

above Mean Sea Level (MSL).

Branches and Regional Offices are advised to take note of the above guidelines wh`ile

financing Rural Godowns. The NABARD has advised to ensure that the subsidy claims

originating at the branch level are carefully scrutinized at the controlling office level and

the claims, which are complete in all aspects and duly authenticated should be submitted

to NABARD in the prescribed formats. NABARD will not process and return the claims,

which are not in the prescribed format and are deficient / incomplete in any respect.

The NABARD is the nodal agency for administering subsidy of the Govt. of India under

Grameen Bhandaran Yojana (GBY). Since the budgetary resources of GoI are involved,

it is necessary to exercise utmost care and ensure that the subsidy is utilised in the

manner prescribed by the GoI and claims are made accordingly. The NABARD also

informed that they have observed the following short comings in many of the claims

submitted by the Banks to NABARD.

Copy of detailed project report is not enclosed.

Approved lay out plan clearly indicating location and dimension not enclosed.

Copy of sanction letter with project appraisal note not enclosed.

Copy of land documents (tile / lease deed) not enclosed.

Certificate from financing Banks with regard to category of promoter (if promoter

is not an IT assessee, then original notarised affidavit (Encl. to Annexure – III)

from promoter/s that their major source of income is from agriculture. If he /

she is an income tax assessee, copy of IT returns for the last 3 years. Original

notarised affidavit from promoter that he / she will not avail subsidy for the

project from any other source.

Undertaking in original (Annexure V) by promoter that he / she would comply

with Negotiable Warehouse Receipt System (NWRS), in case the capacity

of rural godown is 1000 MT and above, for the proposed godowns.

The NABARD also informed that “ it’s a matter of serious concern that officials of

some Banks at the branch and controlling office levels authenticate incorrect

and incomplete information and submit the same to NABARD.” Hence, NABARD

advised to properly verify the claims to avoid further correspondence and delay

in processing of such claims as the onus of submission of timely and correct

claims and proper utilization of GoI subsidy lies solely with the implementing

Bank.

The Branches / Regional Offices are advised to carefully scrutinize all the claims and

ensure that they are complete in all respects and submit two sets in the prescribed

formats i.e. Annexure-I for advance subsidy & Annexure-II for final subsidy to Head

Office through concerned Regional Office for onward submission to NABARD.

The Regional Offices shall submit a consolidated statement (Annexure VII) indicating

location of projects sanctioned, approved outlays, subsidy component (The information

with break-up maybe furnished for projects sanctioned to farmers/SC/ST entrepreneurs

and their co-operatives based on the capacity of Godowns separately).

The said progress report (Annexure VII) indicating physical and financial achievements

shall be submitted by Branches to ROs, every month by 10th day of succeeding month.

The Regional Offices shall submit a consolidated statement to HO every month by 12th

of succeeding month and the Head Office will submit the consolidated report to

Directorate of Marketing and Inspection.

In case of Rural godowns for which the advance subsidy was already released in the

years shown in the following table, the GoI has decided to stipulate the following time

limit for submission of request for Joint Monitoring Inspection (JMI), conduct of JMI and

submission of final subsidy claims. The Proforma in Annexure-VI shall be used for joint

inspection of Rural Godown.

The Branches / Regional Offices are advised to strictly follow the above time limit for

completion of JMI and submission of claims for final subsidy. The GoI also advised to

strictly adhere to the stipulated time limits and if a project is not completed within the

stipulated time, it may not be considered eligible for subsidy and the advance subsidy

may be refunded.

The branches are advised to submit the subsidy claims with full details in the required

format to respective Regional Offices and the Regional Offices are advised to thoroughly

scrutinize the claims and ensure to submit the claims to Head Office, CRD, in full shape

without fail.

The branches are required to submit Utilization Certificate in Annexure VIII after

completion of the project to Head Office, Credit & Recoveries Department through

respective Regional Office.

Clarifications required, if any, on this circular may be sought from Credit & Recoveries

Department, Head Office.

It is further noted that in case of any delay in refund of subsidy, the participating bank/beneficiary will be liable for payment of penal interest. ANNEXURE IX

Capital Investment Subsidy for Construction / Renovation of Rural Godowns

A. Checklist of documents required for claiming Advance Subsidy (only one copy)

A-1 Forwarding letter of Controlling Office of the financing branch. The advance subsidy claim application of financing branch should be routed through the Controlling Office to NABARD clearly certifying that all documents as per this check list are enclosed.

The complete address with telephone / fax numbers of the controlling office as well as the financing branch are required to be furnished.

A copy of the letter together with a copy of the claim application should be endorsed to the Directorate of Marketing & Inspection, South Central

Region, II Floor, Kendriya Sadan, Sultan Bazar, Hyderabad – 500 095.

A-2 Advance subsidy claim applicant as per format in Annexure-I of Guidelines on Capital Investment Subsidy Scheme (CISS) issued by GoI.

A-4 Copy of the approval / NOC of Gram Panchayat for construction of godown at proposed site, copy of the approved plan / map and civil drawings clearly indicating the dimensions and capacity.

A-7 Bank‟s certificate on category of the Promoter as per format enclosed. To determine the category as farmer the following procedure may be adopted. (i) In the case of promoter who is filing income Tax Returns, copies of the IT Returns of the last three years may be submitted for

deciding his / her major source of income and accordingly the category could be decided. The promoter may be classified as farmer only if the

Income from Agriculture is more than 50% of his / her total income for all the three years.

(ii) In case of promoter who is not filing IT returns, a Notarised affidavit in original from the borrower to the effect that his / her major source of income is from agriculture may be obtained by the financing bank, along with Tahsildar‟s certificate and the farmer / non-farmer category could be accordingly decided.

(iii) In case of SC/ST entrepreneur and Cooperative, certification by the competent authority should be obtained.

A-8 Notarised Affidavit in Original executed by the promoter on a non-judicial stamp paper stating that he has not availed / shall not avail subsidy for the project from any other source.

JM-3 Item-wise actual cost of construction of the godown and the cost incurred

on provision of amenities duly certified by the licensed Engineer and

verified by the Branch Manager.

JM-4 Certificate issued by the lincened Engineer that the Godown has been

constructed as per specifications of APSWC / CWC / CPWD and is fit for

scientific storage of food grains and agricultural produce.

JM-5 Licence issued by the competent authority for commissioning of the

Godown / Warehouse obtained.

JM-6 Valid Insurance Policy of the godown.

Documents to be obtained by the financing branch at the time of submitting claim for release of Final Subsidy

F -1 Claim application (as per Annexure II to Operational guidelines) to

NABARD with a copy endorsed to DMI, Hyderabad for release of final

subsidy through the Controlling Office.
