One thing that has always been important to us is giving back to our community and to

children in particular.

We’ve always been big supporters of children’s charities: donating renovations for kids that need accessible homes, sending kids to camp, or providing auction

items to help fund children’s hospitals. We don’t do this because our children need accessibility, can’t afford camp, or are ill, we do it because we have children and there are cracks in the foundation of our communities. When you think about it, we’ll all grow old one day and we’ll all need a strong foundation to lean on. If society is the house, children are certainly the foundation.

However, foundations don’t build themselves, which is why we’ve invested a lot of time and energy in to our next project: the Baeumler Family Foundation for Kids (BFF). The primary mandate of the BFF is to provide renovations for children and families in need of accessibility, safety and security in order to create a nurturing and positive environment in the home.

Through our support of local children’s organizations, we ensure that we all have a rock to lean on in the future.

Children in Halton are currently waiting two years for mental health services. For some kids, that’s half their life. Reach Out Centre for Kids is a Halton-based mental health centre that serves thousands of local children struggling with mental health issues. ROCK deals with every aspect of childhood development from parental abuse and neglect, to childhood trauma, eating disorders, teen suicide, anxiety, depression and more.

As a sufferer of anxiety during my late teens, I have personally felt a strong desire to become involved and lend my building expertise. ROCK is currently planning an expansion of their existing building with the support of the Baeumler Family Foundation. The 16,000 square foot new facility will help ROCK to provide services to an ever-growing number of children struggling with mental health issues in the Halton community.

Happy, well-adjusted kids with strong coping strategies grow up to be happy, productive and successful people who give back to their communities. That’s the kind of community we all want to grow old in.

This capital build will enhance ROCK’s mission and vision by increasing the number of people that they are able to serve, thereby allowing us to provide the necessary prevention and intervention services in a timely fashion to children in need.


One in five Ontarians under the age of 17 has a mental health disorder causing significant distress, impairing their functioning at home, school, with peers or in the community.(Children’s Mental Health Ontario, 2012)

Suicide is the second-leading cause of death for Canadian’s aged 15-24, second only to accidents.(Report by the Advisor on Healthy Children and Youth, 2008)

70 per cent of mental health problems and illnesses have their onset during childhood or adolescence. (Centre for Addiction and Mental Health, 2012)

While mental illnesses constitute more than 15 per cent of the burden of disease in Canada, these illnesses receive only 5.5 per cent of health care dollars.(Centre for Addiction and Mental Health, 2012)

Young people aged 15-24 are more likely to report mental illness and/or substance use disorders than any other age group.(Centre for Addiction and Mental Health, 2012)

Mental health problems among children and youth are predicted to increase by over 50 per cent by the year 2020 to become one of the five most common causes of morbidity, mortality and disability among children.(Children’s Mental Health Ontario, 2012)

The Funding Gap

Relative to inflation and funding changes, the children and youth mental health sector is facing a funding gap of nearly 37 percent.

The cost of preventing and treating mental health issues and addiction is only a fraction of what these issues cost society in lost productivity and other social costs.

Every dollar spent on mental health issues and addictions saves $7 in health costs, and $30 in lost productivity and social costs.

ROCK Reach Out Centre for Kids is a non-profit, registered charitable organization, and the largest accredited children’s mental health centre in Halton Region. We provide a multi-disciplinary approach to the diagnosis, assessment and treatment of mental health issues for children, youth and their families. With a budget of nine million and a full time staff of 150, the expertise of our specialized and skilled workforce distinguishes ROCK as a high-quality health care provider in our community, unique in our field.

From the board of directors, to front-line staff, we operate within a wellness framework; helping families and our community understand that mental health is part of overall health and wellbeing. Our agency provides prevention and early intervention programming as a key strategy in wellness, and our community and youth development programs have been developed to respond effectively, with immediacy, to the needs of the families we serve. Our clients include the community at large, and children and their families who are experiencing emotional, behavioral,

developmental or social difficulties that put them at risk for/currently have serious mental health problems. Our services are available to children, youth and their families from pre-birth and infancy to 18, up to 21 in the case of residential services. Last year we provided over 12,000 services regionally to children, youth, and their families.

The age of onset for childhood mental health disorders varies, with first signs sometimes present during the pre-school years and emerging through to the age of 18. A full 20 percent of Ontario children will experience some form of diagnosable mental health disorder during their school-aged years. Treatment has been shown to reduce mental health problems for 63% to 76% of children served, and timely access is critical for ensuring the best possible outcomes. Studies show that children who have untreated emotional and behavioral problems suffer from a lower quality of life and have reduced life chances.

Mental health disorders are the second highest source of direct health care costs in Ontario.

The average cost of a pediatric hospital bed is $2,500 per day. In a community-based agency, such as ROCK, the average cost is less than $2,500 per child per year. Yet ROCK remains under-funded. This leads to misappropriate and overuse of more expensive health services, like emergency rooms and in-patient services, at great economic and social cost to our communities.

Key Advantages to our New Space:

• Allows services within ROCK and the community to be more collaborative and coordinated

• Stabilize overhead costs

• Allow ROCK to be more environmentally friendly and fully accessible

• Increase service space for assessment and treatment

• Increase clinical space for interns and residents

• Create income generation opportunities by renting meeting space to other not-for-profit organizations to offset operational costs

• Provide a larger space for OEYC programs

• Provide a separate play space for ROCK early years programs so as not to confuse fee-for-service programs with OEYC free programming

• Promote easier access for OEYC families to clinical services if required

• Allow OEYC staff to receive quick on-site support re: clinical or developmental inquiries from parents

• Allow for more and easier access to on-site professional development for OEYC staff (clinical rounds)

• Be a more multi-service site; takes us one step closer to the vision for best start child and family centres (one stop shopping under one roof)

• Improve parking for OEYC families (96 spaces of parking on site currently)

• Put the OEYC in the Burlington downtown core with access to the main bus terminal

• Allow for more OEYC outdoor mobile programming on-site due to the Lion’s park

• Encourage the de-stigmatization of children’s mental health by having non-clinical services (OEYC) in the same building

• Provide a facility that decreases mental health stigma within the community, through its design and usage

An investment in ROCK is similar to the conventional wisdom that an ounce of prevention is worth a pound of cure.

From prevention to early intervention, crisis services, assessment, diagnosis and treatment, ROCK is the only resource in Halton that has the capacity to provide this broad range of services. Private donations will ensure that we retain the flexibility and ability to respond to the growing need of children, youth and families in our communities.

Many people assume that the government provides adequate funding for children’s mental health. In fact, government funding has not kept pace with the population growth, resources have decreased relevant to expressed need, and waitlists across the province are projected to triple in future years. Service demands for children’s mental health have doubled in the past 15 years, while service capacity has diminished by at least 25 per cent.

ROCK’s Pearl Street location was originally built in 1992, ROCK (then CATC) provided services to 400 children per year. ROCK now provides over 9,000 services annually to children

and their families at this location, and still has an extensive waiting list. There is a clear and demonstrated need for our increased capacity, and provincial trends indicate further demand for services in subsequent years. ROCK must address this need in order to be responsive to the children and youth who depend on us now, and in the future.

ROCK has clearly outgrown the Pearl Street facility, with staff sharing offices and even located in

hallways.

Programs have been curtailed in line with our existing space realities, and the needed expansion of services cannot occur in our current facility.

We have planned a 16,000 square foot expansion of our Pearl Street location. A three-story addition, the fully-accessible, and environmentally-friendly, expansion will allow ROCK to reduce overhead costs, and better serve the needs of our clients, staff and community. The new facility will allow ROCK to bring more of its Burlington programs and services under one roof, co-locate programs, consolidate administrative and reception functions, save on rent, and allow for efficient use of agency space.

The capital build will increase the number of people we are able to serve, thereby allowing us to provide the necessary prevention and intervention services in a timely fashion to children in need. The new addition has been designed as an accessible, open, family-friendly, community facility that will help to reduce the stigma associated with institution-like mental health centres of the past.

Enhancing Our Mission And Vision.Increasing The Number Of People That We Are Able To Serve.


The new building is a needed resource that will allow ROCK to grow, develop and increase our service to respond to the growing needs of our increasingly diverse community. ROCK will relocate its newest services, the Burlington OEYC (Early Years Programs) into the new building, giving more space to this needed program, and integrating prevention programs more fully into the agency. The OEYC provides a drop-in centre and organized early intervention programs for parents and children up to six years of age. To date, increases in leasing costs have meant a significant reduction in OEYC services. OEYC had to refuse 86 families entrance into their programs this year because of lack of space. By moving OEYC from storefront operation to Pearl Street, we will maintain and increase our OEYC services to newcomer children and families. By relocating OEYC, high rent costs can be diverted, stabilizing programs in the long-term, which is critical for children and families.

In addition to providing the early intervention and prevention services that research demonstrates are critical to preventing more significant mental health challenges later in the developmental years, OEYC provides a forum for referrals into ROCK’s clinical programs if those services are needed. In a similar manner, some of ROCK’s Community and Youth Development programs,

currently housed in other sites, will be located in the new expansion, allowing for greater integration into the agency’s overall programming.

ROCK also plans to lease out the third floor of the new expansion, to help offset overhead costs, and to co-locate similar agencies for greater integration of similar programs and services within our community. By having ROCK and potentially other Regional children’s service providers located at the new Pearl Street expansion, we create a one-stop centre for families, simplifying access to services and reducing transportation barriers and travel challenges.

As a learning organization, ROCK is committed to knowledge transfer, mentoring and coaching, and sharing the expertise we learn in the field. The new addition will house ROCK’s Centre of Learning, further expanding our educational reach into the community. ROCK’s Centre of Learning has a thriving internship program, and solid relationships with college and university programs across the province; we consistently turn away students and education partnerships due to space restrictions. The new space will allow for an expansion of internships and residencies, partnerships with hospitals, universities and collaborative agencies, both in the region, across the province and country. The space will allow us to expand our training offerings, helping share knowledge, and build capacity across sectors, including child welfare, education and primary health care.

Through the Centre of Learning and expanded clinical space, ROCK will also be able to host pilot and demonstration projects that implement best practices and innovations in children’s mental health. We have research capacity so that we can evaluate what is

necessary to achieve better clinical outcomes, economic efficiencies in practice, and increased client satisfaction. ROCK is currently involved in some provincial efforts around brief services and walk-in clinic innovation, and ins exploring a ground breaking partnership with pediatricians in primary health care. The Centre for Learning will give a physical presence to these initiatives, and allow for ROCK to serve as a learning community and teaching centre for the next generation of students, front line staff from other agencies, andinterested partneragencies.

September 15, 2012 marked the launch of The Baeumler Family

Foundation for Kids (BFF); dedicated to enhancing children’s physical and mental well-being, and building a better foundation for our future. Through the support of our generous corporate partners and personal donors

we are proud to report that BFF has already donated in excess of

$225,000 towards children’s physical and mental health initiatives across Canada.

The primary mandate of the BFF is to provide renovations for children and families in need of accessibility, safety, and security in order to create a nurturing and positive environment in the home.

Our secondary mandate is to support existing organizations that provide important physical and mental services for our children’s health and well being. Numerous local and national children’s charities have already received support from The Baeumler Family Foundation including such respected organizations as The Sick Kids Foundation of Canada, ROCK Reach Out Centre for Kids, and Easter Seals of Canada. Our goal is to raise in excess of $2 million dollars over the next 5 years in support of our children – the foundation of our future.
