    What Is Cape Seal?

    Cape Seal is an integrated process, with one roadtreatment followed by another.

    It begins with chip seal, followed by a slurry seal.

    Developed in South Africa by the Cape of Good

    Hope Provincial Administration in the 1950s.

    Cape seal has been used successfully in the U.S.

    since the 1970s, and by VDOT in Richmond and

    Shenandoah Valley neighborhoods.4

    What Is Cape Seal?

    Step 1: Street Preparation

    Begins Monday, March 25

    Workers will be milling the asphalt to repairdistressed or damaged areas.

    Workers will remove grass, weeds, and other

    debris so work will begin on a clean surface.

    Step 2: Chip-Sealing

    Workers will seal the road surface with a layer of

    asphalt chips, which is a mixture of liquid asphalt

    and stone.

    To prevent asphalt from damaging vehicles, it is

    blotted with a layer of stone dust.

    There will be a rougher surface than usual during thisphase. Pedestrians and bicyclists should use caution.

    Step 3: Sweeping

    Approximately two weeks after the application of chip

    seal, workers will return to sweep or vacuum loose

    stone and sand.

    Step 4: Slurry Seal

    The final travel surface is applied, a mix of crushed

    stone and liquid asphalt.

    The surface will have a slightly texturized surface,which will be smoothed out over time by traffic.

    The new surface will have a slightly brownish tint for

    several hours until it has cured. When it has cured,the material will darken to black.

    Why was Cape Seal chosen for our

    neighborhood?

    Cape seal is ideal for residential neighborhoods that

    call for a smoother texture than chip seal.

    Cape Seal addresses fair-to-moderately crackedpavement, and provides a skid-resistant surface with

    a long service life.

    Cape Seal combines the advantages of two sealingpreventive maintenance methods.

    Cape Seal minimizes water penetration, reducing

    damage to the road bed.14

    Why was Cape Seal chosen for our

    neighborhood?

    Finish and ride is similar to asphalt, but the price is

    substantially lower, allowing us to improve more

    neighborhoods every year.

    Cape seal combines the durability of a chip seal with

    the smoothness of a slurry seal.

    Less expensive than patching only, waiting for 10+

    years, and having to do a complete road

    reconstruction or rehabilitation.
