Develop strategies to increase knowledge and skills of NARS scientists, Private Public partners and farmer associations
Several contributors With regard to promoting M&E, & strategic
planning with partners --Held workshop to characterize existing M&E
processes from experiences in M&E in the last phase
--The working group reviewed preliminary results of an assessment study that had results of 2007 and 2009 from 5 countries
--Two experiences of NARS work in M&E reviewed --6 guiding principles defined
Summary of Guiding principles drawn from experiences in the last phase
Performance improvement Building on experiences from participatory M&E Stronger partnership platforms in Southern DRC
& Northern Tanzania Generating, managing and sharing data,
information and knowledge for institutional innovation at both Nars and PABRA level
Evidence based policy support Focus on the farmers and key partners in the
entire bean value chains “from production to food baskets”
Proposed steps to Building on achievements Enhancing accountability-Improving
monitoring and evaluation quality Enhancing information generation & sharing ----Catalyzing institutional learning Proactively Engaging with new partners here
policy makers Facilitate capacity building (longterm, short
term targeting scientists and technicians; in m&e and partnership related topics
Contribute to Training 2000 trainees 40% trainees are women by 2013 Areas of training as these relate to M&E and working
with partners Applied program monitoring and evaluation for
agricultural research programs Strategic planning for agricultural research for
development Qualitative methods for evaluation---A training Manual being designedTarget :Southern DRC (26, 6 women), Zambia, Northern
Tanzania, Madagascar, Western Kenya, Eastern Kenya NARS scientists advance their knowledge and skills to
plan and implement impact pathways with critical development partners and the civil society
Assessing bottlenecks and develop strategies for strengthening the functioning of PABRA Initially Exploring a monitoring and learning system
that accompanies implementation at the level of NARS and partners, thereafter building on corrective measures
Funds to every national program in support of monitoring their 2009 2010 work plan
Excel templates for recording progress made towards realizing outcomes and outputs if used these can give the status on progress for the targets the program made
Monitoring instruments for detailing activity progress ---as good as put to use.
Departure of Mildred Barungi; Obtained A M&E network resource person Dymphina Andima
Monitoring visits to review implementation progress as at early Feb 2010 Recent bottlenecks to the PABRA program
functioning
Institutionalize (with PABRA partners) use of Monitoring & Evaluation in PABRA networks 2 field studies to assess and evaluate
institutionalization options/practices for M&E designed Identified the participating individuals and national
partner institutions Defined the parameters for the assessment framework Funds to support in country training for NARS scientists Facilitated partnership forums as platforms for learning
and innovation-32 partners in southern DRC met for three days to review implementation against a mutually defined strategic plan, and draw out insights for improvement. Other countries planned in first quarter 2010
Improve on the quality of evaluation Explore a diffusion model used in the commercial
sector to inform the PABRA targets for reached beneficiaries
Using some variables to work out a model in a workshop setup
-Number of farming households under coverage areas
-Number of NARS scientists and staff involved in the dissemination and project, numbers of partners staff involved
-Number of current adopters -Sum of target households in bean growing regions Drawing on IFPRI experiences with the model
Establish a knowledge and information database and promote its utilization To explore diverse means for packaging knowledge
and information received from PABRA and its partners
To explore diverse means for improving access and utilization of these resources both online and in print
--A database of pabra work in 2003 and 2007 --in progress is work to Ease of access to resources
on CIAT Africa and Pabra webpages --Explore social networking tools to diversify online
access to the resource base --Departure of Agnes Tumusiime
One online information & data management system in place: 1 Knowledge sharing Tool kit and #s utilizing information by 2011 Assess knowledge and information needs in PABRA
-- 32 respondents particiapted in an online survey monkey - preliminary studies indicate over 75% have access to and are utilizing online information on a continous basis
Exploring with the Social Net work Analysis (SNA) –a methodology ------for measuring innovators and imitators -------for measuring relationships on the basis of
information/knowledge flows between people, groups, organizations, using a workshop setting in February
-------translate results of the audit in to a proposed knowledge and information strategy
We are tapping into experiences of other cg centers IFPRI to make headway
Seeking favorable policy environments for the bean sector in PABRA Identify and analyze key gaps in existing seed
related policies which inhibit development of efficient and sustainable delivery systems and establish strategies to influence regulatory bodies and agricultural policy makers to address policy gaps.
Drafting the Terms of reference for the study We have obtained referred resource people in
the SABRN region that can review specific policy areas for germplasm exchange and cross border seed regulation in SABRN. Waiting clearance from ourselves.
8 PABRA counties sensitized and 3 involved in engaging policy advocacy groups to positively influence policy formulation by 2013
We are strategically seeking to partner to make headway in this output in 2011.
We are also enlarging the funding for this output to make the necessary progress required in this output.
Outcome level requirements for immediate consideration
In addition to delivering on the output numbers ( 2000 trainees, one online information system, one knowledge tool kit, 8 countries sensitized & 3 involved in engaging policy advocacy groups, the outcome will assess extent of utilization
Outcome looks at: PABRA and its partners have increased ability to respond to demands in the bean sector
At the outcome level we will access customer satisfaction ----Looking at new products and services provided by PABRA &
partners -----we are initially looking at two areas markets and nutrition -- Register customer satisfaction amongst women represented in
the partnerships – target at least 50% women --- in at least 5 countries in each network----We are working towards 2013. We start tracing customer satisfaction in mid 2010
