Foreword

The Secretariat of Commerce and Services (SCS) of the Brazilian Ministry of Industry,

Foreign Trade and Services (MDIC, by its Portuguese acronym) presents the

BILATERAL SERVICES TRADE PROFILE – 2015. By using data collected by the

Integrated System of Foreign Trade in Services and Intangibles (Siscoserv), this

publication brings information on bilateral trade between Brazil and selected countries,

according to criteria given in Annex. The purpose of this work, initiated in 2014, is to

provide a picture of the main services exported and imported by Brazil in relation to its

trading partners. In addition, there are other information on these countries, as basic

economic indicators and the trade flow in services with the world.

In 2015, the tertiary sector was responsible for 72% of Brazilian Gross Domestic

Product (GDP), which represents a small increase in comparison to the previous year,

when the sector contributed with 70.8% to the value added to the GDP. In 2014, the

services sector, including jobs in the public sector participated with 73.4% of formal

jobs in the country, according to the Ministry of the Labor and Social Assistance

(CAGED/MTPS). The services sector in Brazil is a fundamental part in economy,

especially for its crosscutting character and the volume of jobs created, as well as

representing both, positive and negative externalities for the industrial and agricultural

sectors, affecting their competitiveness.

Over the past years, Brazil increased its participation in the world trade in services, with

the performance of exports and imports surpassing the rest of the world. In 2015, there

was a reversal in that trend. According to the World Trade Organization - WTO, global

services exports reached US$ 4.75 trillion, or 6.1% less than in the previous year. Brazil

followed this global trend, but with a performance inferior to the average of other

countries, with a drop of 15.5%.

In 2015, the top markets for Brazilian services and intangibles were the United States

(US$ 6.16 billion), the Netherlands (US$ 1.78 billion), Germany (US$ 1.09 billion), the

United Kingdom (US$ 899 million) and Switzerland (US$ 876 million). Brazil’s five

major export markets represented 57% of all the transactions registered at Siscoserv that

year. Considering the main trading blocs, the European Union (EU) purchased US$ 6.3

billion in services and intangibles from Brazil in 2015 (taken as a bloc, the EU would be

the main target market for Brazilian exports of services); the Mercosur countries

purchased US$ 843 million; and the BRICS purchased US$ 411 million.

Regarding imports, the main supplier markets were the United States (US$ 13.05

billion), the Netherlands (US$ 11.9 billion), the United Kingdom (US$ 2.63 billion),

Germany (US$ 2.6 billion) and Norway (US$ 1.73 billion). This group of countries was

responsible for 70% of Brazilian imports, with the first two countries accounting for

54.7% of the total. The item “leasing operations” contributes significantly to the high

degree of concentration of imports, representing the main service imported by Brazil

from 4 of the 5 major supplier countries. Considering the weight represented by the

major economic blocs, the European Union (EU) sold US$ 22.8 billion in services and

intangibles to Brazil in 2015 (from this point of view the EU is the main supplier of the

Brazilian market for services); the Mercosur countries sold US$ 1.62 billion; and the

BRICS sold US$ 687 million. Brazil shows a deficit in its foreign trade in services with

all the mentioned blocs.

It should be noted that Siscoserv data differ from the data obtained from the Services

Account of the Balance of Payments (BoP). These sources are not directly comparable

because BoP data generally capture the international financial flows and Siscoserv

registers the foreign trade flow of services and intangibles, identifying services as

products and not by sectors, as in the National Classification of Economic Activities

(CNAE). In order to facilitate understanding by the general public, what in the

Siscoserv context we would refer to as “sales” and “acquisitions” of services will be

treated here, respectively, as “exports” and “imports” of services .[1]

The Bilateral Profiles explore Brazil’s relations with these trading partners and with the

aforementioned Blocs, increasing the information available on trade in services and

intangibles of Brazil with its main trading partners. As the foreign trade in services has

the potential to impact the competitiveness of the entire Brazilian economy, the

Secretariat of Commerce and Services believes in the importance of offering business

intelligence tools that can contribute to improve the identification of opportunities and

markets for Brazilian companies.

[1] The language used at Siscoserv was defined in such a way as to allow for the registration of the four modes of supply provided for in the General Agreement on Trade in Services (GATS/WTO). This was necessary to avoid interpretative conflict with the current Brazilian tax laws and regulations. It should be pointed out that the data regarding the mode of supply 3 (commercial presence abroad) are registered in a specific module at Siscoserv and shall be made public when they are consolidated in the second semester of 2016. The intangibles and other transactions that result in asset variation, which are presented at the Brazilian Nomenclature of Services and Intangibles (NBS), shall be generically referred to as “services”, with the specific purpose of simplifying the understanding of all the information presented throughout this publication.

Siscoserv and NBS

On August 1st, 2012, the Brazilian Federal Government implemented the Brazilian Integrated System of

Foreign Trade in Services and Intangibles (Siscoserv), which is used for the improvement of actions related

to the stimulation, conception, supervision and measurement of public policies related to services and

intangibles, as well as to the orientation of business strategies of foreign trade in the area. More information

The System complies with the guidelines of the General Agreement on Trade in Services (GATS) of the World

Trade Organization (WTO), incorporated to the Brazilian Law System by the Legislative Decree nº. 30 dated

December 15th, 1994 and promulgated by the Decree No. 1355, dated December 30th, 1994.

The target audience of the Siscoserv are natural and juridical persons resident and domiciled in Brazil that

perform operations involving services and intangibles with natural and juridical persons resident or domiciled

abroad, among which the operations of exports and imports of services and intangibles.

The Siscoserv allows the registration of two modules: Sale and Purchase.

Sale Module: refers to operations of services and intangibles sales by residents or domiciled in Brazil to

residents or domiciled abroad. This module also covers the registration of transactions through commercial

presence abroad.

Purchase Module: refers to services and intangibles acquired by residents or domiciled in Brazil from residents

or domiciled abroad.

The legislation related to the System and the user manuals of the Sale and Acquisition Modules, containing

For registration purposes at Siscoserv, and to enable better targeting of public policies in this sector, all

services and intangibles will be classified using the Brazilian Classification of Services and Intangibles (NBS),

having as subsidiary element for its interpretation the Explanatory Notes of the Brazilian Nomenclature of

Services and Intangibles (NEBS). More information is available at: http://www.mdic.gov.br/comercio-

servicos/a-secretaria-de-comercio-e-servicos-scs-13.

The NBS and the Explanatory Notes had their institution authorized by Article 24 of Law nr. 12.546/2011 and

were regulated by Decree nr. 7708 of April 2nd, 2012. Their preparation was based on the Central Products

Classification (CPC 2.0), the classifier used in all commercial agreements signed and negotiated by Brazil as

well as other WTO Members.

Recognizing the dynamism of the tertiary sector and the role of the NBS as the official Brazilian classification

system of transactions involving services and intangibles, the Joint Act nº 385 of November 29th, 2012 was

published, with the intent of creating the NBS Commission, composed by members of the MDIC and the RFB,

whose main attribution is to permanently review and improve the NBS and the NEBS.
