To the editor... Another well stacked edition. In response to Eddy Wilkinson, (No.225) I think we should go back to the original argument in that NBN is not performing as it was set up to. Why does any concerned body have to fund a fibre connection when the NBN was supposed to be all things to all areas (well, almost, as 98% coverage would have it). The selective planning process has not allowed, it seems, discussion on coverage or method, rather that NBN has 'arbitrarily' decided what is going where based on predicted revenue. To go to the railway analogy, if revenue was the criteria for building the rail system in the 1800's, then Canowindra may not have had it pass through. There is a greater social need for ALL Australians to have access to the NBN system as would be provided by forward-thinking-beyond-the-next-election government. But those are thin on the ground. On the free kick to THAT bank, I am glad he has a sensible banker to help him foster his business but that minnow has a larger owner whose history would have it as being rather terse come foreclosure time. So they are not necessarily bringers of 'softness and light'. Steve Brown has a reasonable question-ing of Mr Cobb's Lithgow Workers Club power cost increase of $5,000 per month (that's a lot of beers); we should know from Mr Cobb the starting and end points and when exaggeration kicks in. If in fact he has 'overstated' the situation, then he should stand with one hand on his heart and confess. Whoops, flying pig hit window! There is no doubt, though, that every tax impost is factored into the overhead costs of running a business (or household) in some way, whether it be a hidden cost within a service delivery, or a calculated cost on the spread-sheet; the end result is that the cost of doing business rises and it is reasonable to blame the 'flavour of the month' Carbon black tax as being one of those costs. NOMINATIONS FOR AUSTRALIA DAY Nominations are now open for Citizen of the Year, Young Citizen of the Year and Community Group of the Year awards in the various towns and villages within Cabonne Shire, with the winners to be announced on Australia Day next year. Cabonne Mayor Ian Gosper said this was a perfect opportunity to recognise the work of worthy volunteers within the community and urged as many people as possible to nominate someone who should be honoured. Nomination forms will be available from Council’s Molong, Cudal and Canowindra offices, as well as from Council’s website. Forms will also be sent to all Australia Day Committees and schools within the Shire. Nominations will close on Friday 30 November 2012. Following the introduction of a three-year cycle for attendance by Cabonne’s Australia Day ambassador and official party at Australia Day celebrations, the ambassador will visit Cumnock, Molong and Eugowra. However, council representatives will attend all award presentations in towns and villages not included in the official itinerary.

The Cabonne Home and Community Care Service provides services to help people who are frail aged or young people with disabilities maintain an independent life-style in their own homes for as long as it is safe for them to remain. Without this support they may be at risk of premature or inappropriate institutionalisation. Council receives funding from the State and Federal Governments to provide a range of Home and Community Care Services. The services provided include Food Services and Neighbour Aid. As most provision is volunteer based the service offers support, information and training to all volunteers currently assisting clients. There are currently 180 clients receiving various levels of support through this project. Cabonne Council provides a range of Meals on Wheels / Food Services including: hot delivered meals; delivered frozen meals; shopping service; nutrition and budge t adv i c e ; cook i ng demonstrations; community restaurants; various needs based food packs and more. CRIME ON THE RISE Residents are encouraged to lock vehicles and homes after the increase of thefts over the last few weeks. Monday night 8 October two separate incidents occurred where property was removed from vehicles without permission. One incident involved an ambulance vehicle being broken into on Ryall Street and a first aid kit bag removed. Fortunately the bag was found a couple of doors down. Canowindra Ambulance Station Officer Gary Murphy would like to thank the staff of the Canowindra Trading Post for reporting the discovery. "Fortunately we were not called out on a job, as the time it would have taken to restock and repack the bag could have meant the difference of life or death in an emergency situation," warned Gary. Another instance of theft was experienced at a Clyburn Street address where a rural worker had tools and tool-boxes stolen from the back of his ute parked on the premises. Bill Watson of the Showground Trust advised that the Showground will need to be locked and secured after 12 cattle panels were stolen between the Canowindra Show, 22 September and last weekend 7 October 2012. The panels, which were set up as part of the Team Penning arena, are owned by Canowindra Pony Club. Both the Pony Club, Team Penning, as well as the Canowindra Show Society which managed the event for which the team penning arena was set up, are all not for profit organisations and the cost of replacing the panels will be exorbitant. Should anyone have witnessed any suspicious behaviour, or have any information in regards to these incidents please contact the Police Assistance Line on 131 444. PLEASE: DRIVE CAREFULLY Police and emergency services were called to the scene of a two-vehicle collision near Cargo around 10.40pm Fri-day 5 October 2012 in which a man died. The driver of the westbound car, a man, died at the scene. The occupants of the other vehicle, a woman and her three young children aged between 12 months and four years, were treated at the scene by NSW Ambulance Paramedics before being taken to Orange Health Services where they are being checked. The driver is being treated for a leg injury. A report will be prepared for the information of the coroner. On Wednesday 3 October six cars from the GTR & XU-1 Owners Club of Queensland visited Charlie McCarron's Holden Museum at Canowindra Motors, pictured above. The Torana XU-1 enthusiasts called in to Charlie's after visiting the Forbes Museum and stayed over two hours admiring the authentic collection of cars. It was found that one of the owner's cars was sequentially three VINs different from Charlie's XU-1. Last weekend marked the 40th anniversary of Peter Brock's first Bathurst win in a Torana XU-1 .

A BETTER DEAL FOR ENERGY CUSTOMERS The Member for Dubbo Troy Grant has praised the efforts of the NSW, Victorian and Queensland Governments to join forces and fight for regulatory reform of the federal energy sector. NSW Energy Minister Chris Hartcher, Victorian Energy Minister Michael O’Brien and Queensland Energy Minister Mark McArdle will call for major changes to national regulatory arrangements to better protect the interests of households and small business. Mr Grant said rising electricity prices is one of the major issues facing households in the Dubbo electorate. "I know there are many people in the Dubbo electorate who are struggling to make ends meet due to higher electricity bills and the increased cost of living pressures, this decision will go some way towards ensuring greater protecting for consumers," said Mr Grant. Mr Grant said a standalone regulator is in the best interests of energy customers as the size of household power bills are directly affected by the strength and capacity of our energy regulator. "The interests of consumers have been ignored; this is demonstrated by a 60% increase in electricity prices in NSW over the last five years." "I congratulate the three Energy Ministers who continue to identify opportunities that promote the best interests of electricity consumers across the three states."

MOLONG TO HOST 100 CHARITY RIDERS More than 100 cyclists will converge on Molong on Saturday as part of a marathon charity ride between Taronga Park zoos in Sydney and Dubbo. The riders and their support crews are pedalling more than 400 kilometres to raise awareness and much needed funds for the Black Dog Institute. Cabonne Mayor Ian Gosper will welcome the group to Molong about 4pm and later they will be guests at a special zoo2zoo dinner at the Molong Ex-Services Club. The riders have booked out all accommodation in the town and nearby, and local residents have responded well to calls to host participants in their homes. Now in its seventh year, the charity ride is raising funds for the Black Dog Institute, an educational, research, clinical and community-oriented facility offering specialist expertise in mood disorders - a range of disorders that include depression and bipolar disorder (formerly called 'manic depression'). “Cabonne really values the association we’ve developed with the zoo2zoo organisers in recent years and it is very satisfying to see local residents opening their homes to help with this great fund-raising effort,” he said. “The zoo2zoo rides have raised hundreds of thousands of dollars over the past six years and I know the riders had raised about $25,000 three weeks before the ride began this year. I’m sure that amount will have swelled by the time they reach Western Plains Zoo at Dubbo on Sunday.” The cyclists will leave Taronga Park Zoo in Sydney on Friday morning, riding more than 150 kilometres over the Blue Mountains to Mount Victoria. On Saturday, the group will ride 182km to Molong before completing the final 115km leg to Dubbo on Sunday. CANOWINDRA BOWLS LIFE MEMBER Mr Ronald Brooks was presented with Life Membership of the Canowindra Bowling and Recreat ion Club at the recent Annual General Meeting held 23 September 2012. Life membership is an award that is highly respected by the current and previous boards, as evident by the fact that since the Club's inception in 1933, only nine Life Memberships have been awarded. Ron's association with the Canowindra Bowling Club commenced in July 1972 when he commenced as a casual bar person. Due to his dedication and professionalism he was appointed to the permanent staff in December 2000, with the Board recognising and rewarding his expertise, integrity and loyalty by promoting him to the most senior and responsible position is the Club, "Licensee", a position he held until his retirement in November 2011. During Ron's 39 Year working association with the Club, he has seen and more importantly adapted to the many changes that have effected the liquor industry. He has also trained and supervised numerous members of the community who have elected to work in the industry. Ron's involvement with the Club is not restricted to his bar work. He is also a competitive bowler of note, collecting 13 Club titles as well as representing the Club at District, Zone and State level in Pennants.

MOWING LAWNS, HIDDEN GARDENS A large number of visitors are expected in Canowindra to attend the Open Gardens Australia event 'Hidden Gardens of Canowindra' on Saturday 20 October between 11am-5pm. Best ever Bathurst 1000?: The Bathurst 1000 is over for another year, and I must extend congratulations to all those involved in delivering what’s been labelled the best Race Week yet. An amazing 207,000 people attended Race Week on its 50th year, smashing the 2006 record of 192,000. Despite this, police say the number of arrests was down on previous years - a great result. It’s a job very well done to all those involved – the organisers, the police, the hotels and venues, and all those who attended. And of course a big congratulations to the Whincup/Dumbrell team on a thrilling win. Dental health at the forefront: Federal Parliament returns this week, and fighting for Calare’s dental patients is at the top of my list, with the Federal Labor Government’s changes to the dental care scheme up for debate. The Gillard Government is scrapping the Medicare Chronic Dental Disease Scheme - no new patients have been able to access the scheme since September, and the entire scheme will be wiped at the end of November, , with no alternative in sight, apart from a vague and unfunded plan for 2014. The MCDD scheme, which was introduced by Tony Abbott when he was Health Minister in the Howard Government, has been immensely suc-cessful, providing more than $4,000 in Medicare dental benefits to help pay for important dental procedures for eligible patients. Over 17 million services have been provided to approximately one million patients since 2007. Pensioners are contacting my office regularly fearful they will no longer be able to afford vital dental treatments. Dental health is key to over-all health, and Labor’s plans are terrible for Calare patients. 100 Days of the Carbon Tax: With Monday marking 100 days since the introduction of the Carbon Tax, I was dismayed to learn one charity organisation in Orange had actually run out of vouchers used to help people pay their power bills, with more than one thousand vouchers handed out to struggling families and pensioners in the last three months. Earlier this year, Salvation Army revealed it could be forced to cut back essential services for needy families, with the Carbon Tax adding around $3.5 million in operating costs. This latest revelation by St Vincent de Paul goes to show why Australia does not need a Carbon Tax. Households were already struggling to pay their power bills even before the Tax was introduced. Yet Labor has seen fit to impose this Tax on Calare families, making that feat even harder, and with absolutely no environmental gain. Labor must reverse ban on Fenthion: I have joined local apple growers in lobbying the Federal Government to rethink its pending ban on Fenthion, the last legitimate chemical left to control fruit fly, amid fears it could devastate the industry. It’s another misguided and ill conceived decision made by a Government completely ignorant about the agricultural industry. This chemical has been around for 50 years and has not caused any major problems, and banning it would be devastating for our apple and cherry and export

MATTERS OF STATE with TROY GRANT MP Member for Dubbo 8 October 2012

It's pleasing to see that three significant health projects in the Dubbo electorate have been accorded a high priority in the State Infrastructure Strategy (SIS). The proposed redevelopment of the Forbes Hospital and construction of the Parkes Hospital ranked second place among the 24 health related projects recommended to commence within the next ten years. The Dubbo Base Hospital redevelopment stages one and two ranked third and stages three and four ranked fifth. This reflects a growing recognition within Government that this region offers enormous potential for growth and with that comes an expectation that we will be able to provide the infrastructure and services to match the demand. The Dubbo Base Hospital Redevelopment and Forbes and Parkes Hospital projects high priority on the list demonstrates their importance as regional facilities that will be expected to cater for a larger population through migration to the area from elsewhere within the state. It also reflects the NSW Government's determination to deliver improved health services to the region in response to community expectation for better access to and higher level of care provided. The SIS lends further weight to the argument that Federal and State Governments ought to be setting aside additional funds to complement existing health services in particular radiotherapy and cardiology. I will continue to work with my Federal colleague Mark Coulton to advocate for more services and fund-ing in the region. I am determined to deliver improved health services through effective representation to a Gov-ernment that I am honoured to represent on your behalf. For far too long the bridges linking our important regional roads have suffered from a lack of attention. This prac-tice will cease with the announcement of the Government's Bridges for the Bush infrastructure program. The Warroo Bridge over the Lachlan River between Forbes and Condobolin is one of many bridges to be upgraded over the next five years at 17 key locations in regional NSW. The NSW Government will spend $10 million on the Warroo Bridge to enhance road safety and provide better access for freight trucks servicing the region’s agricultural indus-tries. Bridges for the Bush is an initiative to help rebuild the NSW economy by investing in critical infrastructure to remove a number of significant freight pinch points and bottlenecks on the state road network. Transport assistance grants are being offered to enable women in isolated areas the opportunity to attend the NSW Rural Women’s Gathering in Parkes. Six thousand dollars will be made available by the NSW Government to subsidise CountryLink fares, assist with the cost of privately chartered buses and hire buses to transport participants between venues in Parkes. The NSW Rural Women’s Gathering is a three day event to be held on the 12th to 14th October and includes educational workshops and presentations by prominent women in the community. I'm encouraged by a renewed level of interest in the progress over the proposed redevelopment of the Forbes Hospital and construction of the Parkes Hospital since the recent Local Government elections. The level of support displayed by both Forbes and Parkes Council's for the upgrade of facilities demonstrates the community's desire for better targeted health services in the Lachlan region. Western NSW Local Health District (LHD) representatives met with the Mayors of Forbes and Parkes recently to be briefed on progress with these projects. Council support for both hospital upgrades is a crucial element in spreading the word among residents of the benefits each community will derive from the health services provided. Dubbo artist Eddy Harris has been selected as a finalist in the 2012 Parliament of New South Wales Aboriginal Art Prize. Eddy's work 'Baka Billabongs' is currently on display at NSW Parliament, along with the work of 37 other finalists from around the state. It is heartening to see that the rich artistic talent possessed by the local Indigenous population in the Dubbo electorate has been recognised in this way. Born in Wilcannia, Eddy now resides in Dubbo and is a descendant of the Bakandji Naton. He has exhibited locally, nationally and internationally, with his works held in various private collections in Asia, the USA, the UK and Europe. Eddy drew inspiration for his work 'Baka Billabongs' from the Bakandji Aboriginal people that lived traditionally along the banks of the Darling River near Wilcannia. The winning artist will receive a $40,000 cash prize and their work will become a permanent part of the Parliament's art collection.

RISING STAR TO PERFORM LOCALLY Sydney born Melissa Robertson is a Country/Folk Singer and Songwriter. Melissa began performing solo at the young age of 16 representing her school in regional concerts, musicals, and the school rock band. After school Melissa studied singing and won prizes in the Cowra and Penrith Eisteddfods. Moving to the Cowra Melissa's passion for country and folk music grew as she began writing songs about her life experiences and her country surrounds. CANOWINDRA TOUCH FOOTY COMPETITION There are only five vacancies left to be filled in the Canowindra Touch Football Competition. If you are interested in entering a team you MUST have a representative attend the next meeting 6.30pm Monday 15 October at the Canowindra Golf Club. Teams are 12 players with two being over 30 and at least one female. Registration night will be held on Monday 22 October at the Canowindra Rugby Club House from 6.30-7.30pm. All fees MUST be paid at registration. Competition begins Monday 29 October and all teams are asked to be at the Oval by 6.15pm for a pre-competition briefing.

EXTRAORDINARY AGM The Canowindra Junior League have rescheduled their AGM due to insufficient numbers attending. It will now take place at 7pm Tuesday 23 October 2012 at the Services Club. All positions remain open. The committee currently consists of less than 10 members. It is these people that week in, week out make sure OUR children get to play junior league. The fact is we need MORE members to ensure this happens. If the committee positions are not filled there will be NO CLUB for Canowindra. These are not scare tactics this is REALITY. These jobs do not take up a lot of time and they are not hard to do. So if YOUR child plays league or wants to please help by joining our committee and putting your hand up to fill positions of President, Vice President, Secretary and many more. The Club will also be looking for a canteen coordinator, Someone to order stock etc. and create a roster for our home games. Without a canteen registra-tion fees will be huge. EVERYONE IS WELCOME AND ENCOUR-AGED TO ATTEND!

SWIMMING CLUB Swimming Club held their first meeting of the year and a few essential things were decided. Swimming Club will commence on Friday 2 November 2012 at 5:45pm. Fees for the 2012-13 season will remain at $65; most of this goes to Swimming NSW with Canowindra Swimming Club only receiving a small portion of the money. Registration will be online as usual with payment via a credit/debit card. Sharon Hawker will be emailing the information out to all swimmers shortly. This year Canowindra Swimming Club has a coach who is interested in running two coaching sessions a week for either fitness and stroke correction with a more serious squad if required. Payment would be up front in two sessions; a preChristmas and a post Christmas session. The approximate cost would be about $5 per week per swimmer with the pre Christmas session costing $35. Without point scorer the only trophies presented at Presentation Night will be the Championships as there will be no point score points.
