Because of the control difficulty and the pervasiveness of the plant in the lake, treatments will need to be made very methodically over the summer in a series of treatments. The aquatic herbi- cide selected is effective at very low rates – just 10 parts per billion rate. Monitoring will be done between treatments to ensure each successive “bump” application to be adjusted so reset the 10 ppb concentration to achieve the desired results. FAQs Will swimming or fishing be affected? No. The product used works on the photosynthesis of the milfoil by blocking chlorophyll production. Thus is has no impact on people, pets or fish. Can the treatment affect boats in any way? No. It does not react with any boat surface material or motor parts. How quickly will it work? This is where the patience comes in. This is a slow-acting process to ensure removal of the weed does not drop the oxygen levels so low that a fish kill occurs. The plants will start to die two to three weeks after the first treatment. Candlewick Collection PolicyAnnual invoices for assessments (dues) are mailed out at the end of March each year. The due date for payment of annual dues is May 1st. Payment covers the time period of May 1st through April 30th. PAYMENT OPTIONS:Monthly Electronic Fund Transfer (ACH)US Mail or online bill pay to Candlewick’s lockbox (27 N Wacker Dr. #825, Chicago IL 60606-2800)Online one time payment via echeck or credit card (MasterCard, or Discover). There is a $14.95 convenience fee if paid via a credit card. Log into www.smartstreet.com and select “Online Payments” Pay in Person at the Association Office by check or cash. Credit cards are not accepted for dues payments in the office. DELINQUENT ACCOUNTS:An account is considered delinquent if payment in full is not processed before May 1st or an Electronic Fund Transfer Agreement is not submitted by May 1st. To be considered current, monthly payment of dues is only allowed if processed via an Electronic Fund Transfer (ACH). President’s Prerogativeby Ken Dillenburg, Board President January 24th in a non-unanimous vote, the Board voted to offer the restaurant lease to the Tripolis. Their success will depend upon the support of the Candlewick community. If you truly want a restaurant here, now is the time to show it with your patronage. Candlewick has pulled together in the past as needed for other situations. Let’s do it again. I have been asked in the past about our income from investments. I have said it is not much. We keep your money only in safe investments and anyone trying to purchase government-backed income vehicles will agree, there has been nothing out there with a decent yield for some years now. As I type this, the picture is starting to change. CDs with as little as three-year maturity are now running over two and one half percent. This will be good news for our investment returns going forward. Our annual meeting is to be held March 18th this year. I know I beat the drum on this every year, but it is so

important. Please get those proxies signed and turned in so we can call the meeting to order and conduct the neces-sary business of your association. Without the meeting, the new Board members cannot be seated as well as other important actions. Everyone knows the new tax cut is going into effect this year. Not only individuals will see lower taxes, but corporations will get a huge cut. Top tax rates for corpora-tions will go from 39% to 21%, a drop of 18%. Why am I mentioning this you may ask? It should be a windfall for AQUA, our water and sewer provider. You will recall they have filed for a rate increase. Those ruling on the rate increase request should certainly look at the extra cash AQUA will have and hopefully tell them they need no increase now or for some time. We will see if they truly represent those paying the AQUA bills or special interests. The attendance at the Candidate Forum and Budget Hearing was fair, considering the weather. After listening

to all the candidates, I would like to make one point. I heard a lot about cutting the fat and current overspend-ing. I will be very interested to see our next fiscal year’s budget. We have had one of the most conservative boards as a whole that I have witnessed. I wish the new members a lot of luck cutting. As in most businesses, there are a lot of mostly uncontrollable expenses. The main controllable expense is payroll. Cut payroll without reducing necessary services? We will see. I saw a cartoon in Barrons that reminded me of the Outpost situation. (By the way, an IPO is when a new stock starts trading.) Two guys are talking and one says to the other, “Our IPO has taken so long our business has gone from a chain of preschools to now a chain of nursing homes.” Outpost AD HOC now for THREE YEARS and nothing passed the Board. It will now be the problem of the next Board. Possibly they will move it one way or the other. Time will tell.

Boat Dock Timeline• Balance for 2018 – due by April 2, 2018

issued 66 Citations (50 Traffic, 0 Parking, 16 Ordinance) and 23 Warnings (16 Ordinance and 6 Parking) during the month of January.

2. Completed Community Events: Bunco (1/19 – 20 participants and 2 hosts) and (2/16), Blood Drive (1/15),

3. Restaurant Survey – At the Board’s direction, A survey was conducted to see if residents wanted a restaurant in the Rec Center if it was at no cost to Candlewick. Results were presented at the January Board meeting.

4. Restaurant Equipment – Final inventory on the restaurant equipment has been completed. A bid from March Equipment to purchase our equipment was received. With the restaurant being leased again, the equipment will not be sold.

5. Chief of Public Safety Position – Chief Roland Wood submitted his resignation effective January 26, 2018. The replacement process has been completed with Sergeant Matt Studt being promoted to Chief of Public Safety.

6. Restaurant Space Leased – Candlewick has leased out the Restaurant space to Dockside Eatery. It is expected to open in late March, early April.

ON-GOING PROJECTS1. Programs: The programs currently running at

the Rec Center include: Fitness Orientation Class, Pickleball, Karate, CWL Morning Walkers, Walk Off Weight Class, Sewing by the Lake Club (for quilters, knitters, and crocheters), Tot Gym Time, Mexican Train Dominos, Rummikub, weekly Pony Canasta, Afterschool Care, School’s Out, Yoga/Yo-Chi, Cardio Drumming, Pick Up Volleyball games, Biggest Loser Began (1/8).

2. Upcoming Events: Valentine Bingo (2/9/18- postponed due to the weather until 2/23/18), Ice Hogs Game (2/18/18), Dues Raffle (3/1/18), Lunch with the Easter Bunny (3/24/18).

3. Outpost – Ad Hoc Commission worked with an architect to come up with a rebuilding plan. A town hall meeting was held on 3/13/16 to get public input. The Board approved contracting with Saavedra Gehlhausen to be the architect for the project. The committee met with Saavedra Gehlhausen on 8/11, 10/13, and 11/3; plans were presented at November Board meeting. A Town hall meeting was held on 3/12/17. A survey went out to the property owners in the paper and online. The results were discussed at the May Board meeting. Other options are being considered. A proposal for remodeling the Outpost was received from KLH Construction. This was discussed at the September meeting and then tabled.

General Manager’s ReportThe Ad Hoc committee continues to meet and make recommendation to the Board. The Ad Hoc Committee held a Town Hall Meeting on 11/12 to get further community input. A recommendation was discussed at the November Board meeting. Further information on the cost of changing the roof line are now available to allow for further discussion. Waiting on a Board decision on how to proceed.

4. Sprinkler System Computer Upgrade – The Board approved the purchase of new software and computer equipment from Rainbird to operate the sprinkler system at Savannah Oaks. This has been received and will be in place before the 2018 opening.

5. 2018-2019 Budget – A Budget meeting was held November 8th to discuss “wish list items”. The proposed budget was presented to the Board for review 1/8/18. It was published in the February paper. The budget hearing was held February 11, 2018. The Board will approve in early March. The approved budget will be published in the April paper.

6. Tallgrass Proposal for Stewardship – The proposal from Tallgrass for the stewardship of the natural areas including the bioswales and no mow areas and a Spring prescribed burn was received and discussed with Lake Management. The contract was approved by the Board at the December meeting.

7. Board Elections - Statements of Candidacy for

The Truth about the Public Safety Sales Tax Referendum!Vote: March 20, 2018What is the question that has to be answered at the election? To pay for public safety purposes, shall Boone County be authorized to impose an increase in the existing Public Safety Sales Tax of one half (1/2) percent? This would mean that a consumer would pay an additional $0.50 in sales tax for every $100 of tangible personal property bought at retail. 55ILCS 5-1006.5 (a)(1). What is “tangible personal property?” Anything that you buy that can be moved…not real property or land. It generally includes things like comput-ers, furniture, tools, machinery, clothing, jewelry and supplies. Who has to pay this extra tax? Anyone who buys something in Boone County will pay this. That includes those who live in the county and those who do not. What if I don’t buy anything in Boone County? Then you will not pay any of this additional tax. What if I buy things in other counties? If you shop in Winnebago or McHenry counties you are already paying this extra tax. So you are contributing your money to them to use for their safety, not ours. Do I have to pay this tax on everything I buy in Boone County? No. You do not pay this tax on groceries, medicine, including diabetic supplies, farm equipment, cars, boats, motorcycles and services such as labor to fix a car or get your hair cut.Why should I vote YES for this? Money from this referendum will be used to help pay for the safety of the citizens in this county. This money will help pay to operate the jail and courthouse, including

repairs to both of the aging structures, and all activities needed to staff and run the courthouse and training and equipment for the Sheriff’s department. Why is this necessary now? Income from sales tax has been falling for the last decade due to a loss of businesses in the county with few, if any, sustainable businesses to replace them. That coupled with the fact that Boone County receives only 11.64 % of the total amount of taxes while the remainder goes to many other taxing districts with the school districts receiving the largest amount at 64.32 %. The ½% increase in this tax is a way to help increase the funds needed to pay for our safety without having to increase taxes on property owners. What is the General Fund in Boone County? The General Fund is Boone County’s “checkbook.” There are many funds listed in the county budget; however, the general fund is the one that money flows into and from which bills are paid. Just like your check book…there is money that you earn and there are bills to be paid. And, there are times when the balance in your checkbook drops and you have to find other money to build it back up. Boone County’s “checkbook” has been dropping for a decade and we must now find additional money to build it back up. Why should I vote for this if I live in Belvidere? Because the Belvidere police and the Boone County Sheriff are located in the same building, use the same courthouse and all other court activities. Belvidere and Boone County both pay for these services. Money from this referendum must be used in the Boone County jail for sorely needed repairs and maintenance, to help the police forces in our county prevent crimes and prosecute and detain those that have committed them. Vote YES on March 20, 2018 to keep our county safe!

Yard Waste Pick Up Advanced Disposal will start picking up yard waste on April 5, 2018. No Yard Waste Stickers are required this year.

Amenity Usage The Rules and Regulations state that a Candlewick Lake Photo ID Membership Card (Member Card) are required for use of the amenities (pool, golf course, fitness center, gymnasium, and boating and fishing facilities). The rules further state that any Member that is not in good standing shall have their Membership Card privileges suspended until said Member rectifies his/her membership standing. This includes the privileges for all registered Members. The rules do not say that a Member can’t pay the daily fee for use of the amenities. The Board of Directors passed a resolution at the April 21, 2015 Board meeting that any Owner, Associate Members, Tenant, and any other family members who reside in a House will not be allowed to pay the daily fee to use the amenities if their amenity privileges have been suspended. Additionally, any Owner, Associate Members, Tenant, and any other family members who reside in a House and are not in good standing they will not be permitted to rent any of the Candlewick Lake facilities.

Denominations of Currency Accepted The Board of Directors passed a policy that limits the amount of currency that will be accepted in various denominations at the office. Following is the maximum amount of currency that will be accepted: Maximum of 25¢ in pennies; maximum of $2.00 in nickels; maximum of $2.00 in dimes; maximum of $3.00 in quarters and maximum of $25.00 in singles.

ROADS ARE POSTED This is just a reminder to all property owners that Candlewick Lake has posted the roads the effective 2/26/18 at 6:00 AM. This is to protect the roads and is determined by weather conditions. Since the weather has started to get warmer, the postings went into effect. Once the frost is out of the ground the postings are lifted, usually between four to eight weeks. Road postings pertain to all vehicles, which include construction and delivery vehicles. If you are planning on making purchase which will require a delivery, please plan accordingly. Order so that your delivery can be made on a truck that will be allowed into CWL. Advise the store that deliveries must be made on smaller trucks. Vehicles and trailers with tandem axles are not allowed access into Candlewick Lake during the postings. The maximum weight of a vehicle with four tires is 7,000 pounds and 18,000 pounds on six tires.

Please Return Your Proxy Forms The Annual Meeting will be held on Sunday, March 18, 2018. If you are unable to attend the meeting, please sign and return the general proxy you received in the mail. For the meeting to take place, a quorum consisting of at least 466 members must be present in person or by proxy. If a quorum cannot be established, the meeting must be rescheduled to a future date at which time we must again try to obtain the necessary quorum of mem-bers. The process of sending out another notice is very costly. To avoid this additional cost, we are asking for everyone’s cooperation in helping to obtain a quorum on March 18th. Please encourage your friends and neigh-bors to return their proxies as well. If you have any questions as to how to fill out the proxy, you may call the Administration Office for assistance. Proxies are available at the office if you have misplaced yours. Reminders regarding the proxy: If you are appoint-ing yourself as your proxy holder, you must attend the meeting to be counted. If you are appointing someone else as your proxy holder, they must attend the meeting. Before you appoint someone, verify that they will in fact be attending the meeting, so the proxy may be counted. For the proxy to be valid, it must be properly filled out, signed and dated.

Egg Addling Volunteers Needed If you have a nest with goose eggs on your property, please call the office, and we will put you on a list for our volunteer egg addlers. The volunteers will be going out, starting the end of March/early April depending on the weather, looking for nests with eggs. When they find the eggs, they oil them, thereby prohibiting them from developing. If you remove the eggs yourself, the geese will just lay more eggs. If you give us permission to go on your property, allow us to addle the eggs, you will be helping to improve the water quality of our lake. If we can keep the population of our resident geese down, we will help reduce the nutrients that they bring into our lake. If we can reduce the nutrients, we will have a healthier lake. If you would like to become a volunteer for this project, please call Theresa in the office at 815-339-0500 x 204.

Prescribed Burns Please be advised that there will be prescribed burns taking place in all areas of the bio-swales, Friendship Park and Savannah Oaks Golf Course this spring. Please watch the sunshine signs for when dates become avail-able. This work will be scheduled depending on weather and area conditions. Prescribed burns are a safe way to apply a natural process, ensure ecosystem health and reduce wildfire risk. Many of our plant and animal communities are dependent on a regular occurrence of fire for a healthy existence. Prescription burning is appropriate for modifying vegeta-tive communities/structure without the use of herbicides; accelerating nutrient cycling, spring green-up, sprouting, forage availability, modifying soil temperatures; and modifying soil moisture conditions.

NEW PROJECTS1. Clarke Aquatics Meeting - A Lake Meeting with

Clarke Aquatics Services has been scheduled for February 21, 2018. Discussion will be held on what the treatment plan is, what the expectations will be and what the residents can do to ensure that the treatment is effective.

2. Charters – All Commission and Committees are in the process of reviewing their charters. All charters for 2018-2019 will be approved by the Board at the April meeting.

3. Employee Handbook – We are in the process of reviewing the Employee handbook to make sure we are compliant with the changing laws.

4. Job Descriptions – We are in the process of updating all job descriptions.

5. 2017-2018 Audit – RFP letters have gone out for the 2017-2018 audit. The bids are due back by 2/22/18. A recommendation for auditor will be made at the February Board meeting.

TO: LAKE FRONT PROPERTY OWNERS RE: GOOSE CONTROL, EGG ADDLING Candlewick Lake Association has become part of the Illinois Department of Natural Resources Canada Goose Nest and Egg Destruction Program. This is a program designed to reduce the number of geese that hatch at Candlewick. The program has been a success for the past four years thanks to the Lake Management Committee. The volunteers will start in late March locating the nests. Canada Geese can live up to 8 years and each goose lays approximately 6 – 8 eggs (some may lay as many as 14). Since many of the nests can be on private property and volunteers need to come on to the property to check the nests over the next month, we have asked for permission to be on your property for this program. You are not required to participate, however Canada Geese have become a problem with their overabundance and this program attempts to control population. If you signed a waiver in a previous year, it is still on file and will be considered valid every year until you notify us that you waive your approval. If you did not give us approval last year and would like to participate in the program this year, please complete the bottom and return to the Candlewick Lake Administration Office as soon as possible. DID YOU KNOW…That the money from the cans collected at the three can bins (Castaway, Highland Valley Green, and the Recreation Center Peninsula) is used for funding projects to benefit both the lake and the community. The funds have been used to help pay for fish stocking, building fish structures, purchase of a GPS that is used for lake related issues, lake plantings, waders, laser lights (to chase the geese), and the Kids Fishing Tournament. If you have aluminum cans that you are either throwing away or putting in the recycling bin, please consider bagging them and taking them to one of the can bins located in Candlewick. The Friends of Candlewick have recently voted to use funds from the cans for projects that could either benefit the lake and/or the community. This is expanding the scope beyond specific lake use, and may be used to benefit the entire community where needed.

2017/2018 CWL Ice Fishing Regulations• A State Fishing license is required for all persons age 16

and over.• A Candlewick fishing permit is required for all residents

age 16 and over.• A guest fishing pass is required for each guest. It may

be a non-designated seasonal or a one day, both can be purchased at the Administration office or at the Recreation Center. Guest passes must be purchased by resident with proof of residency.

• Guest use of the lake is permitted provided that the property owner is on or within the immediate vicinity of the lake at all times. The immediate vicinity is defined as the shoreline or a property owner’s lakefront property. Exceptions will be made when there are extenuating circumstances, predetermined by Public Safety that would prevent a property owner from being with their guest. The property owner is responsible for contacting Public Safety, in advance, so that the request may be considered and logged. The log will be maintained so that an individual that has an “approved situation” will not have to call Public Safety every time their guest wants to use the lake. If Public Safety Staff members or certified volunteers see any pattern of abuse to this rule exception, it will result in a withdrawal of the exception privilege for the remainder of the season/year. When there are extenuating circumstances that prohibit the property owner from being on or within the immediate vicinity of the lake, the property owner must still be within the Candlewick Lake Community. (Policy 09-11)

• All shanties must be marked with name and address of CWL property owner or resident, and cannot be left on the ice overnight unattended.

• Only 2 lines per person.• This could include: 2 rods, 1 rod and 1 tip up, or 2 tip ups.• No Minnows allowed. You can use a bluegill or perch

on a tip up if they have been caught in Candlewick Lake. Worms, leeches or dead smelt may also be used. Bluegill & Perch being used as bait may only be collected with hook & line.

They were second place in state for 2016, first place in state competition in 2017, and National Champs in 2018. We just returned from Dallas, Texas where we performed and won the national championship. It was the first time for the team at Nationals. Candlewick Lake Association LAKE & LINKS FEST 2018

Planning Meeting

Things are shaping up for the Lake & Links Fest 2018. Some

favorites from last year will be returning including kids games, open houses, pony cart rides and pontoon boat rides on the lake along with new some new including a craft show and raffles. All residents are invited to attend this meeting to plan and discuss ideas for the Lake & Links Fest 2018 which will be

held on Sunday, June 10th from Noon until 5:00pm.

Event coordinators and volunteers will be needed to pull off everything we have in mind. Last year more than 70 residents volunteered their time and it was a fun and successful event.

This is an event for the residents of CWL, their guests and the general public as the gates are open on this day to showcase

our community.

The March 12th meeting will be held in the Recreation Lakeview Room.

Dues Reduction Raffle Rules1. The cost of the raffle will be $5.00 per ticket. There is no limit to the amount of

tickets which can be purchased.2. Tickets will be sold only at the Administration Office and the Recreation Center.

Tickets will not be sold by individuals. Tickets will not be sold door-to-door.3. The raffle will run from March 1, 2018 through April 16, 2018. Tickets will be avail-

able during normal business hours.4. Selected recipients (winners) will have the amount deducted from their Association

dues as a credit; no cash or checks will be distributed. This will apply only to the 2018-2019 dues. Should a property owner be in arrears then the amount will be deducted from back dues owed to the Association.

5. Raffle to apply to Property Owners only. 6. Raffle will be advertised in the CWL newspaper, on the Sunshine Boards, blast

e-mails, website, posters and/or flyers and a notice will be included in the 2018-2019 dues notices mailing.

8. So as to allow for the most number of recipients a property owner can only win once no matter how many lots are owned.

So as to allow for the most number of recipients monies will be distributed as follows: For every $500.00 in raffle tickets sold a recipient will be selected (i.e., if $1,500.00 in tickets are sold then 3 recipients will be selected each receiving a $500.00 dues reduction; if $1,800.00 in tickets are sold then 3 selected recipients will each receive a $600.00 dues reduction. If $2,000.00 in tickets is sold then a fourth recipient will be selected and so forth).

A Message from the Chief of Public Safetydon’t know it happened. The way times are now, our first reaction is to go to social media and let everyone else know what has happened instead of contacting Public Safety or the BCSD. Even if it is something small, call us! This way, we can track what is happening and where. Then we will be able to focus in on problem areas. Never hesitate to call our 24-hour dispatch number where you can reach Public Safety to report anything at 1-815-339-0503. As I was growing up, right before the news started at 10 PM, the wonderful reminder message chimed in and said “It’s 10 PM. Do you know where your children are?” I recall hearing this and thinking, “Right here! Not sure where else I would be.” But how times have changed. Do you know where your children are at 10 PM? 11 PM? And what about 2 AM or 3 AM? Of course, they must be sleeping, or are they? One of our biggest challenges has been vandalism that happens late at night or very early morning. Public Safety will continue to conduct foot patrols and patrolling all areas, but your help is needed, by knowing where your children are, who they are with and what they are doing. Ask questions, call other parents, confirm what is happening. Knowing is half the battle. We all can do things to help deter these events. Candlewick is a dark place at night; so, leave the outside lights on and call if you see something suspicious. I look forward to working with all of our residents to make Candlewick the best place we can, together. If you have any questions or concerns or would just like to say hi, please don’t hesitate to call, e-mail or just stop in. My door is always open. I will close with a quote from Walt Disney, “Around here, however, we don’t look backwards for very long. by Chief Matthew [email protected] FROM PUBLIC SAFETY Hello residents of Candlewick Lake. As you may or may not know the previous Chief of Public Safety has retired. Since his departure I have been promoted from the Sergeant of the Public Safety Department to the Chief of Public Safety. I am honored and thrilled to accept this new position and all the challenges that will come with it. Some of you may know me and some may not, so allow me to tell you a bit about myself. My name is Matthew Studt and I have been working in the Public Safety Department for almost 11 years now. I started my adventure here at Candlewick as a part-time gate officer then moving to a full-time gate officer. Moving from the gate, I began to work as a patrol officer and gate officer trying to learn all aspects of the job then being promoted to the field training officer for the gate. After that, I moved into a full-time patrol officer and was promoted to the Sergeant of the Public Safety Department for the last 3 ½ years. And now being promoted to the Chief of Public Safety, I couldn’t be happier. A little about myself - I grew up in Roselle, Illinois. My parents were both teachers. My dad was a high school teacher, and my mom was a librarian. I have an older brother who is also a teacher. I am 38 years old and have been married for 12 years. I have two children. My son is 11 years old, and my daughter is 7 years old. We lived in Candlewick for four years before moving to Capron and now reside in Machesney Park. In whatever spare time I have, I enjoy spending it with my family. I am a big fan of movies and TV. I also have a slight obsession with all things Disney and Star Wars. I really can’t express how excited I am to begin this next chapter in my life here at Candlewick. I will continue to work to improve things to make it a safer place to live. I believe we can have a beautiful community here, but to accomplish that, we do need a little help from everybody. Environmental ControlApprovals/Permits Required & Obtaining Building Permits Any type of construction project requires approval by the Environmental Control Committee and/or Building Inspector and most cases a building permit must be issued. Applications must be submitted and plans approved for any project. Application forms along with specification sheets for individual types of construction are available in the office or can be found in the rules under the Building Department (ECC/Building Department Rules and Regulations) on the web site at www.candlewicklake.org. The Rules and Regulations can also be checked to find out if the construction project needs approval. The ECC meets the first and third Wednesday of each month. Please see the schedule for the deadlines for submitting plans for approval. After applications for construction projects are approved by the ECC, approval letters are sent out to the property owner. If the construction project requires a permit, the approval letter states at what meeting the application was approved, that a permit must be purchased in the Candlewick Lake Office before construction may begin, the cost, the office hours, a reminder that all dues, fines and fees must be paid before the permit is issued, a list of projects that also need a Boone County building permit and a notice to call the CWL Building Department for a final inspection when the project is complete.

Vacant Lots for Sale If you have your unimproved (vacant) lot for sale, you may keep the selling information on file in the Candlewick Lake office. This information will be available to anyone interested in purchasing a lot in Candlewick Lake. Forms are available in the Administration Office, which must be filled out and placed in the book by the property owner. It is the responsibility of the lot owner to remove the form when the lot has been sold or is no longer for sale. Candlewick Lake Association does not act as a selling agent for property owners. By signing the form, you are authorizing Candlewick Lake Association to provide the information to the general public. Some of the listings go back to 2009. If you have put a form in the book, you may want to consider stopping in the office to review your form to be sure it has updated information with regards to your address, phone number, asking price etc.

If the construction project requires a permit, the approval letter states at what meeting the application was approved, that a permit must be purchased in the Candlewick Lake Office before construction may begin, the cost, the office hours, a reminder that all dues, fines and fees must be paid before the permit is issued, a list of projects that also need a Boone County building permit and a notice to call the CWL Building Department for a final inspection when the project is complete.

Driveway Extensions & Parking Areas Property owners wishing to add a driveway extension or a parking area need to be reminded that the rules have changed. Any driveway extension or parking area must be paved with concrete, asphalt or paving bricks. Gravel or stone as a surface is no longer acceptable. Additionally, the rules were recently changed to state that plans for extensions and parking areas needs to be submitted for ECC approval.

Ditch & Culvert Work Many property owners would like to do work in the ditch and/or install block, stone or wood retaining walls around the ends of the culvert (the metal pipe under the driveway) in front of their property. Please remember that anything you do in the ditch must be approved. The area from the edge of the road in toward your house approxi-mately 20’ is defined as the ditch area and is owned by Candlewick Lake. Application forms along with rule sheets are available in the office or you can find the rules under the Building Department (ECC/Building Department Rules and Regulations) on our web site at www.candlewicklake.org. Section 510 is applicable to ditches. The ECC meets the first and third Wednesday of each month. Please see the schedule for the deadlines for submitting plans for approval.

Do You Have a New Address or Phone Number: Contact Office with Change If you have recently moved, please take a few minutes to contact the Administration Office to give us your new ad-dress. Many mailings done by the Association are sent out bulk mail. Unfortunately, the post office will not forward bulk mail, but will instead return it at a considerable fee. We are charged about $4.00 to receive the CWL News back. If you have disconnected your house phone (land line) and are only using cell phones, chances are the Office does not have your current number. The Association has no way of contacting you in an emergency. The same is true if you change your phone number. Please take a few moments to contact the Administration Office at 815-339-0500 ext. 200 to be sure we have your address and phone number(s) on file.

Signs Please be reminded that the only type of signs that are allowed in Candlewick Lake are real estate and political signs. Real estate signs must be placed against the house or garage and may not be out in the yard. Political signs are only allowed to be displayed 30 prior and 10 after an election. Political signs may not be placed in the ditch, on common ground or any CWL owned property. Contractors are not permitted to place signs on your property. These include but are not limited to siders, roofers, landscapers, remodeling and driveway companies or any other type of construction. In addition, no event or any other type of signs are allowed. When you are having, work done on your house or yard, please advise your contractor that they may not display their signs. Citations will be issued to the member if signs are displayed.

Use of Common Ground Use of the common ground for personal prop-erty is prohibited unless the General Manager grants permission. This includes gardens, woodpiles, etc. Trampolines, swing sets, pools, boats, etc. are strictly prohibited and permission for these types of items will not be granted. If you would like to use the common ground, you may pick up an application form in the office, to be filled out and submitted for approval by the General Manager.

New Roofs & Windows If you are changing the color of the shingles on your house, you need to get the color change approved by Candlewick Lake but a permit is not necessary. However, a Boone County Building permit and inspections are required. Please contact the County Building Department at 815-544-6176 for further information. Because of changes in the energy code, the County now also requires a permit for any window change. If you are changing any window, please contact the Boone County Building Department. If you change a window but the size does not change, Candlewick Lake approval isn’t necessary. However, if the size does change or if you are changing a window into a door or a door into a window, you must submit plans for ECC approval.

Important NoticeIn order to more efficiently handle your checks, we have elected to use a check scanner to process your checks in the office. This will turn your paper check into an electronic check transaction. You will not receive your paper check back in your statement. The payment will be reflected as an electronic transaction on your banking statement and can clear as soon as the same day we receive your payment.

Candlewick Lake Association offers several different ways to pay assessments; see below for details. An account is considered delinquent if payment of dues in full or an ACH is not processed by May 1st.

ACH – EXISTING SETUPWhat do I need to do? If you have a current ACH in place, you consent to the new current year’s monthly amount, and there are no changes required then you need to do nothing! Again, if you had an ACH processed in March, we will process the next payment in May unless otherwise directed by you. Your Electronic Fund Transfer Authorization Agreement is for the withdrawal of funds in payment of the current Candlewick Lake Association Dues Assessments, Road Trust/Long Term Capital Funding, and accumulated interest. We will begin taking out the upcoming year’s (2017-2018 Fiscal Year) assessments in May. If you do not consent to continue your ACH and/or would like to pay in full, you must notify us in writing on or before April 15, 2017. Unless we receive such a request, your current ACH Agreement will continue with your consent to the new current year’s monthly assessment. Attach a voided check to a completed Electronic Fund Transfer Agreement if you want to utilize a new bank account. Forms must be received in the Candlewick Lake Office on or before April 15, 2017. CODE OF CONDUCT Following is a reminder of the guidelines that have been put in place regarding conduct at meetings and organized events. 1. All Candlewick Lake Staff, Directors and Members are

required to conduct themselves in a respectful manner at all times while participating in discussion and activities.

2. No foul or disrespectful language or gestures shall be used.

3. Hostile advances shall not be tolerated.4. No physical or verbal acts of hostility or aggression shall

be used. If above mentioned actions occur during Candlewick Lake activities or events which include any public func-tions, forum, meetings (including but not limited to Board, Committee or Commission) the offender will be asked to leave the function by the Board or whomever is deemed in charge of the activity or event. In the event the offender refuses to remove them self or themselves from the activity or event, the proper authorities will be called to remove the offender from the premises and any consequence at that point will be determined by those authorities.

Revised Rental Restrictions The rental restrictions were revised and the changes are listed below. The Articles for Agreement for Deed form will be available in the Administration Office and on the Candlewick Lake website. The Board of Directors approved capping the number of houses that can be rented at any given time to 15% and implemented restrictions. Below are the restrictions for rental properties:

1. There will be a 15% cap on Houses that can be subject to Rental Agreements at any given time. This 15% rental cap will be effective October 1, 2015.

2. There will be a “Waiting list” for Rental properties once the cap has been met.

3. Should a property on the “Waiting List” become eligible to rent and the Property Owner decides not to rent, they will be removed from the waiting list.

4. There will be no granting or giving of one properties’ eligibility to another property.

5. If a “Rental” Property should not be rented for a period of six (6) months then it will no longer be considered a “Rental” property and will have to go on the waiting list should they want to rent it in the future. Property owner does have the right to request up to a three (3) month extension from the Board of Directors. Request must be made in writing.

6. If a property owner has multiple rentals, each property will be considered on an individual basis.

7. There will be a $250.00 fine for failure to register a rental property. If the rental property has not regis-tered within 30 days of the initial fine, a second fine in the amount of $500.00 will be issued. Subsequent fines in the amount of $500.00 will be issued every 30 days until compliance is met. The fine(s) will be charged for each property not registered.

8. “Hardship” situations will need to be appealed to the Board of Directors in writing. The Board will consider these on a case by case basis.

9. In order for a house not to be considered subject to the rental restrictions the following must be met:

a. An “Articles of Agreement for Deed” form must be submitted to and approved by the Candlewick Lake Administration.

b. A meaningful build-up equity must be included in the Agreement for Deed as follows:

i. End of Year 1: 6% (5% down and 1% over the first year)

ii. End of Year 2: 8% iii. End of Year 3: 10% iv. End of Year 4: 12% v. End of Year 5: 15%c. The seller’s use of amenities must be waived.d. A memorandum of the Articles for Agreement for

Deed must be recorded with the Boone County Clerk’s Office.

Garbage Company Proper Disposal Info Normal household trash must be put out in sealed containers. Bags set next to the toter are prohibited and citations will be issued to those violating the rules. If you need an additional toter, please contact Advanced Disposal at 815-874-8431. If you only occasionally have an additional bag of garbage that doesn’t fit in your toter, you may put it in a regular garbage can. You are required to have your garbage at the curb by 6:00 AM on the day of collection. To avoid being missed, please be sure to have your garbage out by 6:00 AM. An electronic recycling drop-off site is located at the Boone County Highway Department. Hazardous waste materials (paints, paint thinner, oil, etc.) can be taken to the Rock River Water Reclamation District located at 3333 Kishwaukee Street in Rockford. Their hours are Saturdays from 8:00 AM to 4:00 PM and Sundays from noon to 4:00 PM. You can call 815-387-7510 to get a com-plete list of what is accepted and what is not. Things they don’t accept are compressed gas, explosives and radioactive material. Tires (except tractor tires) may be taken, up to four at a time, to Rock River Water Reclamation District. Sharps (used syringes, needles and other medical equip-ment) should not be disposed of in your household trash or recycling as this poses a significant health risk to waste haulers. Anyone working in the trash handling industry can unexpectedly come in contact with these materials and is in danger of accidentally puncturing themselves and be at risk of contracting any number of diseases – including Hepatitis B and HIV – from contaminated syringes. Most pharmacies offer a free sharps collection program. You can pick up a sharps container at no charge; once your container is full, you can exchange it for a new container. This free service is a simple solution for the safe disposal of SHARPS.

Bulk Garbage Pick Up Every year, there are two bulk garbage pick up days scheduled. This is normally scheduled for the Thursday following the garage sales. This means that Advanced Disposal will pick up unlimited “household items” on that day only. Please keep in mind that every week, you are allowed to put out one extra “household item” with your normal garbage. Please make sure that your garbage is placed off the roadway and shoulder and is secured. The following items are not accepted and will not be picked up:

The public forum policy was read.Karl Steiskal of 1625 Candlewick Dr. SW stated on the agenda un-der Unfinished Business the Board will be voting on the restaurant; in the e-blast he couldn’t get a form; seniors don’t get e-blasts and paper copies of the survey were submitted. Regarding the Outpost blue prints, CWL should have prints from when the building was constructed, and we shouldn’t have to get more and wants a vote from the property owners on this; we should use money in the reserves and don’t spend anything on the prints. Steiskal asked how much we get on investments and wants a better answer than “not very much”. Steiskal stated if the restaurant gets approved the Board should get ahold of the people so they can get in here and clean it up and get a list of equipment. Dillenburg explained the excess cash and how it is handled and stated the kitchen equipment that is being stored at Maintenance is “garbage”; it is kept indoors but is not wrapped in cellophane. Corso stated the prints we have for the Outpost would be for the existing structure.Judy Rio of 1700 Candlewick Dr. SW passed out a document to the Board and then read “what it takes to be a director”; gave reasons why people moved to CWL; is against getting rid of the Outpost and using the money in the reserves for something else; asked how long the Ad Hoc Committee has been in existence with Dillenburg responding “almost three years”. Rio commended those who worked on the Committee. End of Public Forum.Corso made a motion to approve the agenda, seconded by Witt with removing Executive Session from the agenda. The Aqua report was given by Dillenburg who stated that Beth Penesis was not present as there was nothing to report.MONITORING REPORTS 1.) General Manager’s Report: The January 2018 report was reviewed. Dillenburg stated that Roland Wood is leaving CWL after 6-1/2 years and appreciates his work and wishes him the best for his future.2A.) Maintenance Department Report: The December 2017 report was reviewed. Witt asked how the sink at the Outpost got damaged, if it was from a rental. Balk thought it might be but wasn’t sure. Dillenburg asked about the steam cleaning of the carpet getting started with Balk responding it was started and they work on it in between snow plowing, etc.2B.) Building Department Report: The December 2017 report was reviewed. 2C.) Public Safety Report: The December 2017 report was reviewed. Kurpeski said at the last meeting they were talking about the egging that is happening and that he got hit. Wood stated the offender has been caught and citations have been issued.2D.) Savannah Oaks Golf Course Report: There was no December 2017 report as the golf course is closed.2E.) Savannah Oaks Clubhouse Report: There was no December 2017 report as the clubhouse is closed. BOARD COMMITTEE REPORTS1.) There was no Financial Report as the meeting date was changed to 1/22/18. 2.) Citation Review Hearing: The 1/13/18 meeting report was reviewed. Kurpeski made a motion, seconded by Witt to ratify the decisions of the Citation Review Commission subject to the Member’s right to appeal for the 1/13/18 review. Motion carried unanimously. 3.) ECC: The 12/20/17 meeting report was reviewed. 4.) Lake Management: The 1/9/18 meeting report was read by Dillenburg.

The restaurant space usage and survey were discussed. Dillenburg stated that 91.32% of the returns were yes votes and 8.66% were no votes (526 yes and 50 no votes). Dillenburg asked if any of the Board was in favor of changing the previous motion to allow the restaurant. Witt made a motion, seconded by Budreau to allow the restaurant. Dillenburg stated he felt it would be a dis-service to CWL and to the leasee based on the seven previous failed attempts. There was discussion on the restaurant. Witt’s motion was to allow a restaurant, not who was running it. Dillenburg asked if the Board feels that the restaurant will make it. Corso stated he doesn’t feel they will do well; there is a trend of seven others that have failed; thought survey would have been worded differently. Witt stated the Hyde Out had numerous other previous owners and now they are making it. A vote was taken on the motion which carried 4/1 with Budreau, Corso, Witt and Kurpeski voting aye and Dillenburg voting nay. Budreau stated that we need to get people to the restaurant. 2.) Resolution 17-R-49 (A & B) to sell the restaurant equipment was on the agenda for approval but were no longer necessary since the restaurant will remain open. 3.) The Outpost update and to disband the Ad Hoc Committee was discussed. Dillenburg stated that after three years the Ad Hoc Committee has given its recommendation and asked if we still need a committee since we have all their information. It was stated that if someone doesn’t stay on top of it the Board or staff will have to keep up with it. Dillenburg stated the staff will have to do the work to get the bids out, etc. It was decided that no action needs to be taken; the Ad Hoc Committee will stay in place.NEW BUSINESS 1.) A list of bad debt write-offs in the amount of $50.00 was reviewed which consisted of one account and was for a citation posted after the property was sold. Dillenburg made a motion to approve writing off the bad debt, seconded by Witt. Motion carried 5/0 by a roll call vote with all voting aye. Accounting adjustments in the amount of $110.00 which consisted of one account and was for Associate Member Fees for renters purchasing the house. Dillenburg made a motion to approve writing off the accounting adjustments, seconded by Witt. Motion carried 5/0 by a roll call vote with all voting aye. 2.) Resolution 18-R-01 for the Outpost furnace replacement for a cost of $2,925.00 was read by Witt who motioned to approve, seconded by Budreau. A roll call vote was taken on the motion which carried 5/0 with all voting aye.3.) Resolution 18-R-02 for Outpost blue prints for a cost not to exceed $25,000.00 was read by Witt who motioned to approved, seconded by Budreau. Discussion was held with Budreau asking if we got a cost for getting a second set of prints for the second roof line option. There was discussion on the cost difference of the two roof lines. Kurpeski asked Valerie Alt questions on building requirements and what was required for approval and permits for both residential and commercial structures. A vote was taken on the motion which failed due to a tie vote with Budreau, Corso and Witt voting aye and Kurpeski, Dillenburg and Lambright voting nay. After the vote Kurpeski discussed various building options and what would be required for various options involving “prints” versus “plans”. Alt was asked to get this information. 4.) Policy 18-01 for a change to Section 3.6 in the Board Policy was read by Corso who motioned to approve, seconded by Witt. Motion carried unanimously. 5.) A property owner requested to park his truck with a “P” plate (rated at 50,000 pounds) in his driveway at 1010 Candlewick Dr. NE overnight. The Board discussed the request and Witt made a motion, seconded by Corso to allow the truck to be parked temporarily in the driveway but will not be allowed in when the roads are posted. Service Activity Projects – There was no report.Lake/Water Safety – Pam Cangelosi’s article will discuss caution on the lake because of the changing weather, carrying proper ID for resident and guest, and ice shanty identification.Volunteers – There was no report.Unfinished Business: 1. Lake Conditions – Chuck Hart and Todd Jones went out to three spots (North end and firefly bay area), drilled holes and put a camera through to check conditions. They reported that there were no signs of active weeds growing. They did see evidence of dead or dormant weeds. Joe Rush and Theresa Balk met with the farmer from the other side of Caledonia road. We hope to work out an agreement to create a buffer strip of between 6 – 7 acres. 2. Fish Shocking – Joe Rush gave a verbal report. The final written will be available at the next meeting. Joe reported that the October shocking had less than average conditions due to the cold. The findings continue to be consistent with past results. There were eight (8) different types of species, seven (7) were game species, one (1) was a non-desirable specie. He recommends continuing with the catch and release of the large mouth bass. They are growing and doing well. The blue gill had good relative weights. Spawn and recruitment of small mouth bass was seen. Yellow perch were found. They did not see any channel catfish. The number of Northern pike 19” – 26” in size is increasing. The relative weights are low. The number of walleye collected has been boing down. The spring shocking will take place mid-May.3. Clarke – Chuck Hart is going to invite Tim Gardner from Clarke to come out and look at the conditions under the ice.New Business:1. Fish Structures – Chuck Hart was contacted by Barb Appelhans regarding tree structures she will have available. The trees are Mulberry and will work fine for the fish structures. Chuck Hart will coordinate with Barb as far as when they will be put out on the lake. Trees from the previous source may not be available this year. 2. ILMA Conference – March 22 – March 24 – will be held in Bloomington. Anyone interested should contact Theresa. 3. Policy to ban wake and surf boats – This was tabled until next month. Theresa will get information from the other lake communi-ties experiencing problems with this issue. The idea is to come up with a policy in place before they would be purchased and want to be registered. These boats would impact the safety of smaller boats and have an impact on the shoreline erosion.4. Dredging – This is in the reserve study to be done in 2025. Joe Rush testing be done ahead of time to see if this timeframe needs to be adjusted. Joe Rush suggests that the grant planning committee should get together at least once a year to review the established plan and make any changes.
