Paper 1 Section II – Short Essay Questions Question 1 (Compulsory Question – 30 marks) Read the supplied material carefully : Please refer to the site plan (Appendix A) provided. The combined site, assembled under a single ownership, has frontages on three streets, Roads A, B and C, with widths as shown. Area of the combined site is approximately 3,472 m². Existing buildings are generally 4-storey tenement houses, each with a single access staircase. Please also refer to the abstract from the relevant Outline Zoning Plan (OZP) (Appendix B) for the area, and the accompanying Notes, also provided. The site is zoned R(A)2 with qualifications and restrictions that can be gathered from information shown on the OZP and the accompanying Notes (Appendix C). Lease conditions are not provided. For this exercise: assume that under the lease conditions any buildings erected on the lots are restricted to four storeys for residential purpose, and that shops are allowed on ground floor only. Then elaborate on the following issues: 1(a) Identify and discuss the restrictions to possible redevelopment of

the combined site, as stipulated under the OZP and accompanying Notes.

1(b) Identify and discuss the criteria, under Building (Planning) Regulations, governing any kind of redevelopment with respect to the actual site constraints, by referring to the site plan provided.

1(c) Considering the given restrictions under the land lease, how would you advise your client on a more intensive redevelopment, as permitted under the OZP?

1(d) How would you advise your client, if he were to redevelop the site as a hotel? What are the planning procedures involved and what concessions would the redevelopment qualify for, with reference to Building Authority’s Practice Notes for Authorized Persons and Registered Structural Engineers (PNAP)?

1(e) Assuming redevelopment with a commercial podium on the lower three levels, one or more residential towers above, and provision for parking of facilities (make your own reasonable assumptions for private cars, loading/unloading and refuse collection), demonstrate maximum development potential with broad calculations of permitted gross floor areas and site coverage.

Question 2 (15 marks) A local non-government welfare organization is considering to extend an existing residential care home for the elderly by erecting a new multi-storey annex block within the garden area of the existing home. The existing home is situated at a site zoned “Green Belt” in the Outline Zoning Plan. You are engaged as the architect to conduct a feasibility study for this extension proposal. 2(a) Advise the issues relating to land grant and statutory control to be

covered in the feasibility study and describe how these issues affect the extension proposal.

2(b) Addressing the issues relating to land grant and statutory control,

suggest to your client what other professionals and specialists should be engaged to conduct this feasibility study and describe their duties in the study.

2(c) Your client also intends to modify the existing home to suit the operation of the expanded home. Suggest and explain to your client the statutory submission strategies that may be followed to implement the modification works under 2 scenarios :

Question 3 (15 marks) The Minor Works Control System (MWCS) has been fully implemented since December 2010. 3(a) Describe the aim of the MWCS.

3(c) Explain the purpose of classification of minor works and describe the notification procedures of each class of minor works.

Question 4 (15 marks) You are administering a foundation contract for a development in Scheduled Area No. 3 and are assisting the Authorized Person (AP) to compile his own part of site supervision plan. The foundation contract involves construction of large diameter bored piles, socketted H-piles, pile caps and sheet piles for the construction of the pile caps. All plans for the works as well as the hoarding have been approved. The following are some details of the foundation contract. A. Contract period : 12 months including certification of completion for

all works by Buildings Department.

B. Time required for major site activities are : - Mobilization and site preparatory works : 0.5 months

- Site construction of hoarding : 1 month - Site construction of large diameter bored piles : 5 months - Site construction of socketted H-piles : 5.5 months - Site construction of sheet piles : 1 month - Site construction of pile caps : 2 months

C. Total costs of the works are : - large diameter bored pile : $ 27M

- socketted H-pile : $ 66M - sheet pile : $ 2M - pile cap : $ 50M

4(a) Draw a programme for the foundation contract in the attached Gantt chart (Appendix 1) based on the time provided for the major site activities. Insert critical activities and their durations as well as milestones related to the requirements of the Buildings Ordinance / Buildings Department in the Gantt chart.

You should work out the calculation for combination of TCPs on Form C of Code of Practice for Site Supervision 2009 (Appendix 2 attached to the question paper) and submit it together with the answer book.
