Break and Enter and Assault on Woodburn
Residents of the Woodburn Mobile Home Park were at their windows late Saturday afternoon watching as multiple police vehicles and an ambulance attended one of the homes before a search of the area took place.
A 48-year-old male, according to RCMP, had illegally entered a residence at the trailer park and assaulted the resident with an undisclosed weapon.
We received a call at about 5:20 about a suspected break and enter and assault at a residence in the 2700 block of Woodburn Road, said Cpl. Gordon Hay of the Campbell River RCMP. The suspect was located upon search of the area and taken into custody.
The victim was transported to hospital, treated and released.
The nature of those injuries was not disclosed.
The suspect was released after charges were laid for break and enter and assault with a weapon, Hay said, and will appear in court at a later date.
Hay said that while the emergency response may have looked especially large to those nearby, it was just a matter of protocol, and the public should not use the level of response to assume the severity of an incident.
We send all available personnel when we get a call of that nature, he said.
Hay wouldnt comment on whether that particular residence is known to be troublesome.
Hay did, however, confirm that the victim and suspect are known to each other and it was not a random attack.

The public got a chance to get a first-hand look at the John Hart Generating Station Replacement Project last weekend, and, despite the dreary weather, many happily took advan-tage of that opportunity.
Buses left every 10 minutes or so from downtown at Spirit Square Sunday from 9:30 a.m. to 2:30 p.m. shuttling the public to and from the site, giving the public a once-a-year chance to see for themselves whats going on up the hill.
BC Hydro mainly provides community updates through the Interpreta-tive Centre thats open five days a week and the monthly construc-tion reports that has pictures and overviews, but theres really noth-ing like actually seeing it, said Stephen Watson of BC Hydro, who welcomed visitors to the tour and introduced them to the site in a general way before sending them on the circuit where various project coordinators and managers would be giving presentations and answering questions.
So once a year, and only once a year, were going to open up cer-tain areas of the site for people to come in and have a look, Watson said. That way they can really get a perspective of what its going to
look like. If they come out every year, they can really see the project evolve and develop.
He said despite the weather, people seemed enthusiastic to have this opportunity.
The weathers not great, so we dont know how many people are going to come out, but were pre-pared for quite a few and so far the response has been good and its
been great to see all the community inter-est.
At the first stop on the self-guided tour, Marty Klotz introduced the public to how the system will work, why it has been designed the way it has, and where things are in relation
to everything else, just so people could get their bearings on the whole thing. He also explained the process and progress of the excava-tion and introduced people to some of the machinery.
The procession then continued down to the entrance of the main access tunnel, where Project Man-ager for Frontier Kemper/ASL Matt Kendall was waiting to answer more questions.
The biggest questions Ive gotten have been about ventilation, how the tunnel interfaces with the pow-erhouse, and about where the water goes, said Kendall.

Theres now one less hurdle for Quicksilver Resources Canada to go through in its attempt to export Liquified Natu-ral Gas (LNG) from its Discovery LNG site in Campbell River.
Last week, Quick-silvers application for an export licence was approved by the National Energy Board.
The licence is good for 25 years and allows Quicksilver to export natural gas with a maxi-mum term quantity of 733 billion cubic metres.
The board, in coming to its decision, consid-ered that the amount of LNG to be exported by Quicksilver would not be a detriment to the coun-trys needs.
The NEB (National Energy Board) has deter-mined that the quantity of gas proposed to be exported by Quicksilver is surplus to Canadian needs, according to a release. The NEB is sat-
isfied that Canadas gas resource base, and the overall gas resource base in North America is large and can accommodate reasonably foreseeable Canadian demand. This demand would include the LNG exports pro-posed by Quicksilver as well as a plausible poten-tial increase in Canadian demand.
The licence will allow Quicksilver to export natural gas from its pro-posed natural gas lique-faction terminal at the former Elk Falls mill site.
Quicksilver purchased the property in May of 2013 from Catalyst Paper for $8.6 million.
It intends to export LNG to Pacific Rim mar-kets in Asia, starting as early as 2021.
Project plans for Dis-covery LNG involve transporting processed natural gas to the Camp-bell River site through a yet-to-be determined transmission method from Quicksilvers sites in the Horn River Basin in northeastern B.C.
The gas would then be converted at the Discov-ery LNG site to a liquid form through refrigera-tion.
The gas, in its liquid form, would then be exported to LNG receiv-ing terminals in Asia.
But one big hurdle remains.
The 10-inch gas pipe-line that supplied the for-mer Catalyst mill is not long enough for Quick-silver which requires a 36-inch pipeline to the project.
Quicksilver has been searching for an invest-ment partner, likely a company from Asia, to assist with the pipeline.
The company also proposes to undergo a comprehensive assess-ment and impact study to ensure the project has no significant effect on the environment.
Quicksilver Resources Canada is headquar-tered in Calgary and is controlled by holding company Quicksilver Resources which is based out of Fort Worth, Texas.

To paraphrase Dorothy in the Wizard of Oz water and power and fire, oh my!
Unlike Dorothys fears of walking through the unknown and creepy forest, the fear of forest fires, of power outages and water shortages are only too real this summer for citizens of the Fraser Valley.
Hot dry weather has the province raising a flag on water usage, B.C. Hydro expressing concern about power usage across the province and the Coastal Fire Centre declaring a total ban on campfires.
Taken together, it all sounds a bit apocalyptic. But we havent reached the end of times just yet
these are necessary precautions being taken by those in positions of authority.
Here in Campbell River were fortunate that were still only in stage one watering restrictions.
Thanks to what the city is calling a marked dili-gence by residents in conserving water, weve yet to enter stage two watering restrictions. Under stage one, residents are restricted to watering their lawns only on certain days of the week. Odd numbered houses can water on Sundays, Tuesdays and Thurs-days from 5 a.m. to 9 a.m. and from 7 p.m. to 10 p.m. and even numbered houses can water between those same times but on Mondays, Wednesdays, and Sat-urdays.
Are these measures inconvenient? Maybe a little. However, a few simple restrictions may prove to
have a huge impact down the road. Perhaps it is time to take notice of these times, when our systems are being pressed to the limit and wonder what it might be like in years to come, when severe restrictions are placed on power and water as a routine measure.
Are we ready to handle an extreme shortage for any serious length of time?Sure, conserving a few drops of water here and there might not seem like a lot, but those drops add up fast. And developing a conserva-tionist attitude now, both as individuals and as a com-munity, is the path to ensuring there will be resources available for our grandchildren.

Weekend brought a small blessing from the skyOn Saturday morning I woke
up to a puzzling sound.But after intently listening for
a minute or two, the tap, tap, tapping was unmistakeable.
Rain!Normally, waking up to the
sound of rain on a Saturday morning would dampen my mood but right now, we can use all the rain we can get.
Its been so long since we had a good drenching that I almost forgot what it feels like to be out in the rain.
And though the rain decided to come on the weekend, I was glad to see it even if it did ruin my plans to hike the Rip-ple Rock Trail.
Figuring that it might be hard to hike in our gum boots, we changed course and went on a shopping excursion to Nanaimo where the rain was all the rage and the talk of the town.
And for good reason.We havent had any signifi-
cant rainfall for nearly two months.
As a result, the tinder-dry conditions have seen 251 active wildfires ignited as of last Sun-day, and homes have been lost.
Dan and Jan Coates, the owners of Woodland Cari-
bou Resort, west of Williams Lake, B.C., lost everything last weekend after an aggressive fire burning near Puntzi Lake destroyed their property, tak-ing with it their livelihood.
The BC Wildfire Service estimates that more than 280,000 hectares roughly the size of metro Vancou-ver have burned across B.C. since April.
The fires have a l s o b r o u g h t smokey skies , which arrived in Campbell River last week. The poor air qual-ity prompted warnings from Island Health to refrain from any kind of outdoor physical activity.
Being told not to going run-ning outside, play sports, or even go for a walk, quickly makes you realize how we take things for granted. It was a big deal for us Island folk who arent used to those kind of conditions like they are in the B.C. Interior.
The smokey skies were a challenge for me as Im sure
they were for others with at-risk health conditions.
As an asthmatic, the smoke bothered my lungs but at the same time, I wanted to keep my
windows open because it was so hot inside my house.
It seemed like a Catch-22, but I survived and was happy to see the smoke clear late last week.
To then see the rain and cooler t e m p e r a t u r e s prevail over the weekend was the icing on the cake.
I realize, though, its not enough and we need buckets more to get the wildfire situa-tion under control.
The BC Wildfire Service is urging people to not become complacent because of two days of rain. In spite of the wet weather, approximately 60 new wildfires ignited over the week-end.
There is still a campfire ban in place across the province and roughly 2,400 personnel are on the front lines fighting fires throughout B.C.
But help is on the way.A contingent of firefighters
from Australia arrived this week to help fight the flames and the Mars water bomber, based in Port Alberni, will be coming out of retirement after the B.C. government last week signed a one-month contract to use the aircraft.
While the Mars is yet to be tasked with a specific mission, hopefully theres some peace of mind in knowing its there as an option.
In the meantime, Im hoping for the best for our firefighters, crossing my fingers for more rain, and praying that no more homes are destroyed.
Its been a hot, dry summer and it only just begun three and a half weeks ago.
We still have more than nine weeks left of a summer that meteorologists have predicted to be drier than normal with above average temperatures.
So, lets all do our part and think twice about where youre dropping that cigarette, and respect the fire ban which applies to both campfires and beach fires.
So far weve been lucky in Campbell River; lets keep it up and dont be a firestarter.
Theres no Litter Fairy at Elk Falls, folksKudos to everyone who made the suspension
bridge at Elk Falls possible. It is a fantastic addition to the many attractions
we have here in Campbell River. The hard work that went into erecting the bridge and fencing and wheel-chair friendly access is there for all to see.
Its just a pity some people have no respect for the wonderful setting. Im referring to those who before they arrive grab a coffee or some other beverage to carry down to the falls but who having consumed the contents then leave the cups/bottles littered along the walkways. I know its uphill on the walk back but are these individuals so weak they cannot carry the empty cups etc back with them to the parking lot and dispose of them in the garbage bins that are there? Who do they think cleans up their mess, the litter fairy?

Council was happy to learn at its last meet-ing that the city will get emergency back-up power for more facilities than it had bargained for.
Council, during 2015 financial planning in Februar y, budgeted $365,000 for a single portable generator and independent switches at three city-owned build-ings.
Dave Morris, the citys general manager of facil-ities and supplies, told council at its July 6 meet-ing that after staff put out a Request for Proposals, it became apparent the city would be able to get more for its dollar than originally thought.
As it turns out, the market was much more competitive and we were able to get all three buildings permanently serviced for well under the $365,000 budget,
Morris said.Using Apple Electric
Ltd., council will be able to install emergency generators at City Hall, the Community Centre and the Sportsplex for $285,277.
Coun. Larry Samson, who sits on the citys safety committee, said hes pleased all three facilities will have their own generators.
Its been a priority of the public safety sub-committee to have emer-gency back-up power to our facilities, Samson said. With City Hall being our emergency operations centre, its crucial for our opera-tions centre to have such a back-up in emergency power. This really is good news. I want to thank staff for coming back with this.
Clinton Crook, the citys senior buyer, said after council approved the budget for a single generator, staff real-
ized that simply using switches for the other facilities to piggy-back off the one generator could pose difficulties.
It became apparent that acquiring an on-site generator at each build-ing provided a much better solution due to the differing voltages at each building and the requirement for the por-table generator to be able to operate on those volt-ages, Crook said.
Connecting a portable generator in a power out-age would also require a ticketed electrician to be on site and only support emergency power at a single building, provid-ing a limited level of service in a major black-out. For these reasons, staff opted to tender the
project using stand-by generators at each site, budget permitting.
Apple Electric came back with the lowest price among seven bid-ders.
Houle Electric was sec-ond at $328,196 followed by Discovery Diesel who put forward a price of $337,239.

The strata council of a downtown complex wants the city to clean up its mess.
Beverley Ebert, sec-retary of the strata at Pacific Plaza, said the council is concerned about an adjoining, city-owned property to the north of their building.
Ebert, in a letter to city council which is a matter of public record, said the
property is a fire haz-ard and a disgrace to the area.
The city property in question is an empty lot full of bushes and tree branches at 325 Beech Street. Pacific Plaza, which is off to the side of City Hall, is next door.
Ebert said in her let-ter that the property has been neglected and is an eyesore.
Trees and branches have been cut down over the years and the
remains have been left on the bank for junk to accumulate and pose a threat to our homes, Ebert wrote.
She also offered to have the strata council directors meet with city council to show them the condition of the site.
C ou n c i l re c e ive d Eberts letter at its July 6 meeting and Coun. Charlie Cornfield said he was under the impres-sion that the Beech site had been dealt with.
I thought that we had budgeted for this area to be cleaned up and brushed out in last years budget, Cornfield said.

That is not my recol-lection but we can look into this and get back to council either in a report or on a bulletin item for further action, Morris said.
Cornfield said he would be glad to get back some more information.
I thought there was some work to be done there, so if staff were to bring back a report that would be great, Corn-field said.
From time to time, staff do bring reports
to council on problem properties but not usu-ally on city-owned prop-erties.

have garbage accumu-lating on their law, or have overgrown hedges and shrubs. Once coun-cil approves the reme-dial action, the property owners have 30 days to clean up their property before the city will go in and do the work at the owners expense.

At the next stop, Head Surveyor Jim Allen wel-comed people to a booth back near where they got off the busses, in front of the entrance to the service tunnel, where he pointed to specific areas on the project drawings that people were still interested in, and answered questions about depth of drilling, slopes and spacial relationships between sections.
The public was then shuttled up the hill to the Interpretative Centre and upper parking lot, where there was a barbecue happening courtesy of Save-On Foods with proceeds going to Campbell River Kinsmen rides up into the trees in BC Hydro bucket trucks, periodic puppet shows by the staff of the Museum at Campbell River, and various kiosks from organizations such as the Chamber of Com-merce, North Island Employment Foundations Society and BC Parks and Recreation.
After the event, Watson said they saw just over 1,000 people, take the buses from downtown out to the facility, and considering the weather and it being the first of these, I thought the support was really great, and hes looking forward to next years event, which he hopes will see even more commu-nity members take advantage of the tours.

Local charities will benefit from the Campbell River Mirror Charity Jazz & Blues Weekend at Spirit Square which kicks off tomorrow at 7 p.m. and runs Friday and Saturday.
Each evening of the annual jazz and blues festival will be hosted by a local charity who will be collecting toonies from the audience which will help them continue providing the needed services they provide the community.
Three prime jazz and blues acts will perform that classic music that we all love.
The festival kicks of tomorrow night with David Vest and his quartet playing guitar and piano-based blues. Thursdays performance will be hosted by Camp-bell River Special Olym-pics. Look for their vol-
unteers to be circulating amongst the audience collecting toonies.
The music and fun continues Friday night with the Desperation Jazz Band whose version of ever-lively Dixieland Swing will have Spirit Square jumping.
Fridays charity hosts will be the Campbell River Hospice Society which will have volun-
teers there to collect your generous donation of toonies.
The festival concludes Saturday night with the rockin blues of Brick-house.
Each show runs from 7-9 p.m., so, come on down to Spirit Square Thursday to Saturday for great live music and give local charities a helping hand.
With the closing of the Quinsam Hotel just over a month ago, Camp-bell Rivers options for live entertainment have dried up a bit.
In an effort to do something about this, local musicians Steve Ringer Ring, Larry Anderson and Ray Shar p, c o l l e c t ive ly
known as Ten Times Big-ger, have joined forces with the Campbell River Legion to host a series of dances at the Legion Hall beginning Saturday, July 18 (not the 11th as it was accidentally made to appear last week).
We really want to give people a safe, fun option for going out for a night of dancing and partying, says Ringer. Were hop-ing that there is enough of an appetite to do something like this on a regular basis.
The band decided that the Legion was the per-fect place to try this idea out and help the local legion.
We all feel strongly ab out he lping t he Legion, Ringer says. Its an important link to a
very critical part of our history and its getting more and more impor-tant to preserve the memory of the men and women that all Legions represent.
It also puts a lot of money into the commu-nity by supporting the likes of the Food Bank, Knights of Columbus, Cadets, as well as a host of other local causes.
Ten Times Bigger is a local cover band that for over 10 years now have been entertaining Van-couver Island with music from the last six decades.
Tickets for the dance are $10 and are available at the Legion and at the Music Plant. Doors open at 8 p.m., the show starts at 9 p.m. You must be 19 years of age to attend.
