Budget Process!

▪Governor starts with budget proposal—timeline depends on state but in many places, starts being put together post-election

▪One chamber then puts together their budget proposal, followed by the other

▪State appropriations committees and sub-committees typically develop specific area state budgets (i.e. Health & Human Services, Education, etc) but often given “targets”/direction by senior leadership

▪State agency staff weigh in at each level and are a constituency to consider

▪Conference committees often ceremonial to resolve differences between chambers
