The light vehicle validation results show that all sites meet the Flow or GEH criteria.

The HGV flows also meet the validation criteria, but at Barncoose Terrace (A3047 near Redruth) modelled flows are significantly higher than observed. This is similarly visible for the Interpeak and PM peak results. The observed HGV flows at this location in 2005 were significantly greater than the 2010 count, and the reduction in observed flows is not replicated by the model because the model update to 2010 flows did not include any factoring of the HGV flows at this location. At East Hill, the observed volume of heavy vehicles is well represented by the model. The impact on scheme benefits of this over-estimate of heavy vehicles at this location is described in the Economics Report and is not significant.

The journey time calibration also shows that the speeds in the model match the observed well. The overall modelled journey time for all four routes is within 15% of the observed and meets the DMRB criteria.

In all three time periods the journey time graphs show a modelled delay greater than observed for Route 1 eastbound through the East Hill signal junction. In the am peak and inter-peak, the modelled delays are within the DMRB validation criteria, and in the pm peak are within the maximum observed time.. Although average modelled journey times eastbound in the pm peak are over-estimated, this is more than offset by the under-estimate in Route 1 westbound and Route 2 northbound. The model overall does not over-estimate pm peak delays.

Figure 7.10 shows the Annual Average Daily Traffic (AADT) for the final validated 2010 modelled flows.

Camborne Pool Redruth Transport Package

The VISUM public transport model was also updated to 2010. This included only the bus elements within the 2005 calibrated model. As rail trips are not expected to change as a result of the project, they are no longer included in the Public Transport model.

8.1 Network Update

The bus network was updated by incorporating the changes to the bus timetable since 2005.

8.2 Matrix Update

The bus matrices were updated using TEMPRO v6.2 with the following factors:

� No car available: 0.924

� Car available: 1.022

8.3 Model Validation

Camborne Pool Redruth Transport Package

The 2005 SATURN Base traffic model for Camborne Pool Redruth has been updated to 2010. The network and matrices from the previous model formed the basis for the update. The updated networks take account of highway construction since 2005, and the 2010 matrices include traffic generated by new developments as well as generic traffic growth in line with TEMPRO.

In order to achieve the best match of observed and modelled traffic flows at all approaches of East Hill junction the 2010 counted flows were included in the calibration process. The model validation was undertaken for traffic flows along the A3047 east and west of East Hill junction and Barncoose Link. For all time periods both flows and journey times validate well.

The Highway traffic models for all three time periods therefore provide a good basis for traffic forecasting.

The public transport model from 2005 was updated by factoring the bus matrices in line with Tempro growth and incorporating timetable changes since 2005.

1. The results of six roadside interviews (RSIs) were used as the basis for the demand matrices in the Camborne-Poole-Redruth SATURN model. Four of the roadside interviews were carried out during the course of a previous Halcrow study in the area in 2003. In order to ensure the development of a robust model a further two RSIs were commissioned in June 2005.

2. Manual and automatic traffic counts were also carried out along the routes on which the RSIs took place. It is only possible to stop a proportion of passing traffic for RSIs. The recorded responses for each site and for each time period therefore have to be factored up to take account of this discrepancy. First an expansion factor is applied to each response to bring the number of vehicles of a particular type (light or heavy) up to the number recorded by the manual count for a particular time period. A correction factor was then applied in order to correct the manual count figure to the automatic count figure.

3. The RSIs themselves provided the extensive information that was required for the development of the demand matrices. Each respondent, where possible, gave their postcode of origin and postcode of destination. The postcodes could then be cross tabulated with the decreed SATURN zones, thereby creating a zonal origin-destination.

4. Those interviewed were also asked to provide a reason for being at the origin of their journey and similarly a purpose for travelling to their destination. Their responses could then be used to create matrices based on around similar journey purposes, for instance work-to-home and home-to-work trips would be grouped into a single home-based work matrix.

5. For reasons of practicality the RSIs could only be carried out in one direction, therefore it was necessary to calculate accurate movements for the ‘reverse’ direction. For most journey purposes there was an assumed ‘reverse’ purpose, i.e. those travelling from home-to-work during the morning peak would be travelling from work-to-home during the evening peak.

6. Thus to calculate the non-interview direction matrix for work-to-home PM Site A the full six (or twelve hour) matrix for home-to-work was loaded into SATURN. It was then multiplied by a conversion factor so that the total movements were correct for the reverse direction as per the traffic counts. The matrix was then transposed. Following this the matrix was multiplied by the proportion of work-to-home trips occurring in the PM period for the interview direction at Site A. Finally the matrix was corrected so that the sum of all movements in the matrix added up to the figure provided by the automatic counts for that time period.

7. Each related purpose matrix for each site was then combined into a single purpose matrix so for instance there would be a home-based work matrix for site A, site B1, etc.

8. There are numerous sector to sector movements that could occur in such an area and so it was necessary to establish which movements would be fully observed at the roadside interview sites. A table was created which established each of the movements that could be considered fully observed and it was then necessary to designate which interview site was best placed to provide an accurate record of movements. Interview direction was the most important determinant of this, followed by year off survey.

9. Each purpose matrix for each site was then loaded into SATURN and all movements that were not deemed observable at that site were zeroed out. Thus leaving, for instance, a purpose matrix for site A that only included movements that would have been fully observed at Site A.

10. Finally each of the purposes matrices for each interview site was combined to provide an overall fully-observed purpose matrix.
