PROJECT DETAILS

1. CALL FOR EXPRESSIONS OF INTEREST/ CREDENTIALS

The Centre for Addiction and Mental Health in Toronto (CAMH) is undergoing a multi‐phased redevelopment of its entire Queen Street campus in downtown Toronto. The current Phase 1C includes two new clinical buildings that will house CAMH inpatient, outpatient, emergency, research, education and public programs.

Statement of Intent and Five Guiding Principles

CAMH envisions art installations woven throughout the property. Part of daily life, art will be experienced by all – patients, families, staff and visitors.

CAMH’s art program will be founded in its mission to transform lives. As an integral part of the therapeutic environment, art will inspire hope and support recovery. Art works will be a reflection of CAMH’s drive for innovation and excellence.

Open and inclusive in its overall approach, the art program will be a “big tent”. Art works will be an expression of the diversity of human experience, as well as the cultural and demographic diversity of the West Queen West community. Art is a powerful form of story‐telling – sharing, learning, and giving pleasure – an instinct and practice as old as humanity. Art will create pause for wonder and thought, foster connection and conversation, build understanding and respect, generate smiles and laughter.

Art will create moments of calm.

Art will inspire insight.

Art will delight.

Engaging the architecture, art will be an integral part of CAMH’s presence in the city. Installations will provide important landmarks both indoors and out. They will contribute to sense of place, orientation and wayfinding.

Art will draw people in and build community. Art‐making and celebrating the work of artists with lived experience is a long‐established part of CAMH activities, with patients, families and community members – through Workman Arts and others. It is imagined that this activity will result in some of the installations, permanent and/or changing over the years, in both public and patient spaces.

Installations will stimulate the senses and connect with people on many levels –through sight, sound, touch, intellect and emotion, movement, and experience of space. They may be representational and/or abstract. In different ways, they will appeal to children, youth and adults.

They will take many forms and may include:

painting, print‐making, photography, photo-based artwork and sculpture; work in the material arts of wood, stone, ceramic, glass and possibly new‐

generation manufactured materials such as epoxy terrazzo; digital/generative and video, light, sound and multi‐media work

Installations will be completed and installed for the opening of Phase 1C in 2020. CAMH will manage and implement a thoughtful process to define art opportunities and locations, engage the professional arts community, select artists and works with an emphasis on artists with lived experience, and carefully integrate their procurement, development and installation with the work of the team awarded the project contract for design and construction of the new buildings. This process will be guided by the CAMH Art Selection Panel (CASP), individuals with lived experience, consultants, and other stakeholders.

Preference will be given to artists who are resident in Ontario.

2. CAMH PHASE 1C REDEVELOPMENT

Phase 1C consists of the following:

Complex Care and Recovery Building (B1):

The Complex Care and Recovery Building will be one of CAMH’s signature buildings on Queen Street West. It will sit just east of Lower Ossington, next to the existing Intergenerational Wellness building. It will house a number of programs and features, including:

Inpatient complex mental illness units Simulation Learning Centre Temerty Centre for Brain Stimulation ‘Therapeutic neighbourhood’ where clients can choose skill development

and other types of programming to enhance and support their recovery, such as a professional teaching kitchen, life skills, yoga, and the arts.

Research and Education facilities Library and Patient & Family Mental Health Education and Supports (open

to the public) Workman Arts offices and artist studios Auditorium

Crisis and Critical Care Building (D1):

The Crisis and Critical Care Building will be located on Queen Street West just west of Gordon Bell Rd. Programs and features will include:

24/7 Emergency Department and Extended Assessment Unit Inpatient complex mental illness units Partial Hospital Program Outreach Service (formerly Telepsychiatry) Transitional Age Youth Day Program (formerly Board of Education

classrooms)

The two new buildings will eventually replace two of the current units on the site, Units 2 and 4, and the maintenance building. In addition, all emergency and inpatient services currently located at CAMH's College Street site will be relocated to Phase 1C at Queen Street.

3. THERAPEUTIC ART INSTALLATIONS

CAMH plans to commission and purchase fine art based on the recommendations of a CAMH Art Selection Panel (CASP) which will review all complete and compliant submissions received from this Call and identify advancing artists.

The purpose of this call is to invite artists to submit their credentials for consideration as part of a two-stage selection process to commission artworks for CAMH. As part of this process, CAMH will conduct a workshop for artists interested in applying for consideration.

Dates are as follows:

Artist Workshop: Wednesday September 7th, 5:00-6:30pm

In general, the artworks can be divided into two types:

A. Integrated Artworks conceived as designs that will make use of building systems or that will be constructed as part of the building program in specific areas.

Some components of the integrated art may be supplied by the artist or the artist may simply provide the design.

Integrated fine art and design may be:

· fabricated as discreet units, installed over or applied in place of finished surfaces;

· constructed as part of the actual architectural finishes or embellishments (for example as patterns and designs in walls, floors, glazing, lighting or other architectural elements).

B. Stand-alone artworks that may be installed in specific areas of the completed facility

In this instance artists may elect to produce their own work or work in teams on the design and fabrication of the artwork.

4. ELIGIBILITY

To be eligible for this program, applicants must be professional artists, that is, artists who are recognized as such by their peers, have specialized training in the field, and who have a history of public exhibition. Preference will be given to artists who are resident in Ontario.

CAMH may seek recommendations from curators of contemporary Canadian art, from Workman Arts and from other cultural and community organizations for names of artists who meet the eligibility criteria and who would bring special skills and understanding to this program.

CAMH actively seeks Aboriginal peoples, visible minorities, women, people with disabilities, (including people with who have experienced mental health and substance use challenges), and additional diverse identities for these projects.

5. OBJECTIVES

The Objectives of the Therapeutic Art Installation Program is clearly articulated in the aforementioned Statement of Intent and Guiding Principles.

The CAMH Therapeutic Art Installation program will provide excellent opportunities for a wide range of artists. Included in this will be the opportunity for skill development, learning to work with a team and the community, share knowledge and create work of enduring value and significance for the community. For artists working on opportunities that are integrated with the building or using building systems, the process will encourage collaboration and consultation with the broader project team, in a manner which complements and enhances both the art and the building itself.

6. SELECTION PROCESS

A two-stage selection process for the commissioning of Therapeutic Art Installations has been devised to ensure:

· a fair, professional and arm’s length evaluation process;

· the aesthetic quality of the art;

· the relevance of the art to the specific locations within CAMH;

· that CAMH’s Therapeutic Arts Installations Guiding Principles are met;

· that the final commissions can be implemented within the budget and site constraints.

Stage One:

In Stage One we are seeking artists to submit images of recent work (with a detailed description of the artwork), an up to date curriculum vitae or resume, a statement of interest that responds to the questions posed in this document, and a completed Agreement to Propose & Consent Form. Refer to “Call to Artists - Submission Requirements Checklist” in section 9 below.

Stage Two:

In Stage Two we will invite specific artists (the “Finalists”) to develop artistic concepts conceived as site-specific public artworks for specific public art locations. The Finalists will be asked to develop ideas that respond to the goals and objectives laid out in the CAMH Therapeutic Art Installations Program. Finalists will be paid an honorarium for their complete and fully compliant submissions.

The overall selection process will unfold over the next two years.

Integrated artwork designs will be addressed in the first competition process to be carried out through 2016.

The process for the stand-alone artworks will advance in late 2017- 2018.

All projects must be complete by the end of 2019 in time for opening of the project in 2020.

CAMH, at its sole discretion, based on the recommendations of CASP and the Jury, may choose to award commissions to single artists, groups of artists working collaboratively, or to award no commission at all for some locations.

7. EVALUATION CRITERIA

Provided that you meet the Eligibility Requirements (Part 4) and send in a complete submission (including submission of signed Agreement to Propose, Application Form and a Statement of Interest for working on this very special CAMH project), your Expression of Interest will be reviewed by CASP. Each Stage One candidate will be evaluated using a point system based on the following Criteria:  

 

Example: Criteria #1 is weighted at 30% - 2 points would mean a score of 30; 1 point would mean a score of 15; a half point would carry a score of 7.5.

Other factors that will be considered for artists showing a preference for working on Integrated Art opportunities include: 1. References that confirm the candidate’s willingness and ability to work within a

team environment, with a generosity of spirit and patience. 2. Proven track record and ability to complete projects on time and within budget

(either public art commissions or museum and gallery projects) 3. Professional standing by peer or art expert references.

CAMH may also take into consideration information provided by curators or in the public domain about the artists’ history and work. CAMH will assign candidates to opportunities based on the above criteria as well as an assessment of the preferences indicated by each artist.

Successful commissions ultimately rely on the artists’ vision, imagination, passion, abilities and willingness to work within a project construction environment. A supportive team is in place to work with the winning artists throughout the process.

9. CALL TO ARTISTS - SUBMISSION REQUIREMENTS CHECKLIST

Please note that Stage One is an open call to artists. No payment is made for submission to Stage

This is a critical and key part of your submission. A written description of what interests you about this project and how your skills

and/or life experience can add to the creation of artwork that will meet the 5 Guiding Principles of the CAMH Therapeutic Art Installations Program. We are asking for more than a simple statement of your philosophy as an artist. The artists working on this program should be sensitive to the goals we hope to achieve. (max 1 page)

Terms and Conditions

Each artist, or if the artist is forming a team, each artist team member, must complete this form and return it to CAMH along with their submission. Submissions must be received not later than 5:00PM (Eastern Daylight Saving Time) on Thursday September 29, 2016.

I, the undersigned artist(s), hereby declare that I (we) have read the Call for Expressions of Interest/Credentials Therapeutic Art Installations, CAMH Phase 1C, and that I am submitting my credentials for review. Should the submission of these credentials not result in advancement to future stages of the selection process, I shall not hold any agent or employee of CAMH, CASP, the Jury or the Public Art Consultant /Administrator personally liable.

I stipulate and agree that under no circumstances may I or my representatives or others acting for me, lobby members of CASP, employees of CAMH, its consultants, or Jury or engage others to lobby on my behalf for advancement in the selection or for a commission. I understand that all decisions made by CAMH are final. The number of commissions to be contracted is at the sole discretion of CAMH.
