Dear Fraternity/Sorority President or Chapter Advisor: The CSU Stanislaus Greek Handbook is designed to assist student organization officers and members as an officially recognized Greek Student Organization. You will find many helpful items throughout this handbook, and a variety of useful resources that will enhance your experience here at CSU Stanislaus. This Greek Handbook is an addition to existing student organization policies, procedures and handbook. RECOGNITION OF STUDENT ORGANIZATIONS  

University  recognition  is  a  privilege  granted  to  student  organizations  by  the  University.    Recognized  organizations  are  afforded  access  to  campus  resources  and  in  turn  agree  to  comply  with  regulations  and  procedures  established  for  the  governance  of  student  groups.  

Title  5  of  the  State  Administrative  Code  permits  campus  recognition  of  student  organizations  and  states  that  such  recognition  may  include  “allowing  the  use  of  campus  facilities  to  any  such  organization.”  Recognition  of  a  student  organization  creates  and  solidifies  an  official  relationship  with  the  University.  University  recognition  is  granted  by  the  Office  of  Student  Leadership  and  Development  under  the  authority  of  the  President  of  the  University.      

 

Recognition  in  no  way  implies  that  California  State  University,  Stanislaus  approves  of,  supervises,  sanctions,  or  takes  responsibility  for,  the  actions  and  activities  of  the  organization.  The  University  does  not  encourage  or  condone  illegal  or  dangerous  activities,  and  individuals  involving  themselves  in  student  organizations  do  so  at  their  own  risk.  Recognized  groups  are  expected  to  

adhere  to  this  policy  document,  all  other  policies  of  the  University,  all  Trustee  policies,  and  federal,  state  and  local  laws.  In  addition,  organizations  must  conduct  their  activities  in  keeping  with  the  mission  of  the  University.

SERVICES PROVIDED BY STUDENT LEADERSHIP & DEVELOPMENT

Involvement in a fraternity or sorority student organization sponsored activity offers an opportunity to experience personal growth and provides an outlet for the practical application of classroom theories, concepts and principles to real life situations. The Office of Student Leadership and Development sponsors and advises the men's and women's Greek-letter social organizations, their representative councils, and affiliate organizations that are officially recognized by California State University, Stanislaus. The Office of Student Leadership and Development serves as the University liaison for affiliated member chapters and the collective Fraternity and Sorority Community. The Office of Student Leadership and Development provides a central location for the dissemination of information, guidance and advisement to the approximate sixteen (16) Greek-letter social organizations and councils. Services provided to the Greek-letter social organizations and councils by the Office of Student Leadership and Development include (but not limited to): CHAPTER OPERATIONS AND PROGRAM ADVISEMENT

• Advise and provide referrals and resources in the areas of chapter development, programming, leadership development, community outreach and service, risk management and personal safety.

• Provide scholastic improvement information and assistance. • Provide access to new student admits for the purposes of membership,

outreach, and recruitment. • Assist with advisement of alumni Chapter Advisors, Corporation Board

Members, in the areas of University policies, procedures and effective strategies for chapter development.

• Provide advisement to each chapter in the areas of governance, judicial concerns, University policies, membership activities, educational and social programming, general fiscal matters, fire and safety codes.

• Provide electronic mail, and assistance in identifying technical resources. • Assist in the ongoing interaction within and among the men’s and women’s

Greek-letter social organizations, the University community, and the neighboring community.

• Provide information about University facilities for meetings and programs, and assist with campus program funding resources and information.

• Provide leadership equipment and literature to enhance the development of men and women.

CAMPUS RULES AND REGULATIONS

• Assist student organizations with the interpretation of rules and regulations that apply to campus activities and chapter sponsored activities.

• Facilitate educational programming and seminars to assure compliance with University policies, procedures, state and municipal law when necessary.

COUNCIL AND SUB-GROUP ADVISEMENT

• Provide advisement to the established student run governing councils and their Executive Board, associated committees, and members in the areas of University procedures and policies, programming, judicial affairs, and leadership development.

• Advise and support student organizations such as CSU Stanislaus GLU (Greek Life United), College Panhellenic and Order of Omega Honor Society.

WOMEN’S SOCIAL FRATERNITIES AND OTHER SIMILAR ORGANIZATIONS AT

__________CALIFORNIA STATE UNIVERSITY, STANISLAUS_________

I. GENERAL PROVISIONS A. CSU Stanislaus may officially recognize and assist men’s and women’s fraternities, and other similar organizations, hereinafter referred to as "fraternities," whose purposes and practices are, and remain, consistent with those of the University. University policy in respect to fraternities is in accord with Title IX of the Education Amendments of 1972, of the United States Civil Rights Act. 1. Official recognition of men's and women's fraternities may be conferred by Student Leadership and Development, which serves as the sponsoring University Unit for all recognized social fraternities.

a. Each student organization (fraternity) is expected to maintain membership in one of the established governing councils, as applicable:

b. Each student organization seeking official recognition must be in good standing with its inter/national organization. All local and/or regional fraternities may be required, as a condition of recognition, to adopt standards equivalent to those of the appropriate inter/national organizations.

c. Ordinarily, the recognition process will occur on an annual basis at a time determined by the Office of Student Leadership and Development. In unusual circumstances, the University may review the status of an organization at any time prior to the annual recognition process. Unusual circumstances may include, but are not limited to a recent history of repeated infractions of policies and laws, or cases where an organization is under sanction by its inter/national organization, governing council or the University.

2. Each student organization seeking official University recognition must place a copy of its inter/national and local governing documents on file with the Office of

Student Leadership and Development. Student organizations previously or currently identified with the University by their inter/national organizations as being strictly prohibited from filing their constitutive documents, will provide them for review at the time of seeking official recognition, and will make them available to the University upon request at any future time. The governing documents shall include (if they exist): Inter/National Constitution and Bylaws Inter/National Standing Rules and Policies

Local chapter Bylaws, Operating Procedures, and Chapter Code of Conduct

Local Articles of Incorporation Copies of the above documents, when revised, are to be promptly filed with the Office of Student Leadership and Development. Each student organization must adhere to the provisions of its governing documents. 3. Greek Life Expansion Policy

In order to charter a new fraternity or sorority at California State University, Stanislaus, the interested students must do the following (in order):

1. Meet with the Greek Life Programs Advisor, located in the Office of Student Leadership and Development, Union Building, Room 103.

2. Obtain a chartering packet from the Office of Student Leadership and Development website at www.csustan.edu/SLD/pages/Chartering.html, and return it to the Office of Student Leadership and Development for approval by the chartering deadline.

3. Submit a one page statement including reasons for why the addition of the proposed organization would enhance Greek Life at CSU Stanislaus and what need the organization would serve that is currently not being served by the already existing fraternities and sororities on campus. This statement will be submitted with the necessary requirements and chartering packet. (Please see requirements below)

4. Once the chartering packet and expansion requirements have been submitted, the proposal will be reviewed (if all necessary requirements have been met). Permission may be granted for an interest group to meet for the period of one calendar year. During the calendar year the group is required to abide by the California State University, Stanislaus Greek Life Standards and all other applicable student organization regulations, policies and

procedures. Also during the year, the group is required to become a member of Greek Life United and/or any other applicable council.

5. At the end of the calendar year of the designated interest group status, the interest group must submit a report outlining their year spent as an interest group, articulating how they have upheld the Greek Life Standards. This report will be submitted to the Greek Life Programs Advisor and Greek Life United Council.

6. Once it has been determined by the Office of Student Leadership and Development that the group has met all the requirements set forth by the Greek Life Standards and by California State University Stanislaus and the Office of Student Leadership and Development, the group will have the opportunity to charter as an official fraternity or sorority student organization on campus.

Expansion Requirements Any Greek Organizations wishing to affiliate at the CSU Stanislaus campus should submit an Expansion Packet to the Office of Student Leadership and Development. The Interest to Expand packet should include the following: I. A written request expressing the desire to establish a chapter at California State University, Stanislaus from the Regional Director or a staff member from headquarters, documenting support of the Greek organization. II. Alumni information:

A. Total number of alumni within a sixty-mile radius of CSU Stanislaus, as well as national/regional alumnae information. B. List of alumni who have indicated interest in working with the proposed chapter in an advisory capacity C. Nearest alumni chapter

III. A copy of the constitution of the National/ Regional Greek organization

IV. A copy of the following policies and educational programs:

A. Anti-Hazing Policy and enforcement guidelines B. Proof of insurance C. Alcohol and Substance Abuse Policy and related educational program(s) D. Scholarship Policies and academic program(s) E. Member Education Policy and educational program(s)

F. Recruitment Policy/Program(s) G. Leadership development and officer training programs H. Other applicable educational programs V. A copy of the most recent National/Regional quarterly magazine (if available) VI. Colonization procedure, timeline and standards for chartering a chapter VII. Proof of NIC/NPC/NPHC/NALFO/NAPA/AGC membership (if applicable) Data about the fraternal organization, must include: A. Total number of chapters nationwide and distribution area

B. Total number of chapters in the Central Valley area and the state of California

C. Total number of colonies during the last five years and where they were located (College/ University name) D. Total number of initiated members E. Number of chapters dissolved in the past three years (where and when) F. Average size of chapters G. Percentage of new members initiated Nationwide/ Regionally VIII. Information regarding support from the National/Regional office: A. Number of traveling consultants and description of the organizations consultant program, (if the organization has no consultants, please include regional leadership information) B. Nearest region/province or other support person (paid staff or volunteer) C. Description of national staff assistance to colonies and established chapters D. Descriptions of conventions, leadership training and scholarships available IX. A summary of the organizational structure of the fraternity/sorority both at the national and chapter levels X. Purpose and goals of organization XI. A description of what your organization will bring to the California State University, Stanislaus Greek Community XII. A description of how the interested organization has demonstrated efforts to support and communicate in an honest and involved dialogue with the Greek

Community at CSU Stanislaus XIII. Interest from at least five California State University, Stanislaus students (include name, Student ID#, contact information) and proof of eligibility XIV. List 3 University personnel reference’s (name, contact number and email addresses) that can speak on behalf of your organizations accomplishments

Note: Any students wishing to affiliate with a National Panhellenic Conference (NPC) organization must follow the process set forth by the NPC and the CSU Stanislaus College Panhellenic Association. Groups wishing to affiliate with other inter/national organizations must also meet any requirements of those organizations.

4. All officially recognized student organization are required to abide by all applicable University and governing council rules and regulations, including, but not limited to, the CSU STANISLAUS POLICIES AND PROCEDURES APPLYING TO CAMPUS ACTIVITIES, ORGANIZATIONS, AND STUDENTS; CSU STANISLAUS ALCOHOL POLICY; CSU STANISLAUS POLICY ON SOCIAL ACTIVITIES; CSU STANISLAUS POLICY ON SEXUAL HARASSMENT; and CSU STANISLAUS POLICY ON NO HAZING. 5. Each student organization shall comply with all applicable federal, state and local laws and ordinances. Frequently referenced areas in which compliance is expected include: The use, service, and abuse of alcohol No hazing The use and abuse of narcotics or drugs Noise control Sexual harassment, assault, and abuse 6. Each student organization must conduct all recruitment programs and activities as alcohol-free events and may not include, in any form, the use, service, or consumption of alcohol. 7. Each student organization must annually file a current certificate of liability insurance coverage with the Office of Student Leadership and Development. Organizations which do not have continuous year-round coverage must file a

certificate of insurance showing proof of liability coverage on an event-by-event basis. 8. A student organization may use the name of the University only while it is officially recognized and only in connection with actions, activities, and programs which have the express prior approval of the Office of Student Leadership and Development. 9. Each student organization shall undertake programs consistent with the organization's mission and primary goals, contributing to responsible social interaction, community relations, and service to the University and local community. 10. Each organization is expected to conduct its business practices in a lawful and ethical manner. 11. Each student organization shall establish, maintain, and comply with a well-defined code of conduct, and shall ensure that all members have an understanding of the student organization’s code of conduct. The fraternity shall have an internal judicial system to enforce this code. The University must receive an annual copy of the student organization’s code of conduct if it is not clearly included in the organization’s governing documents submitted to the Office of Student Leadership and Development. 12. Each student organization shall establish and maintain a program for the academic advancement of each of its members and shall designate a person to maintain accurate membership rosters, receive chapter grade reports, and act as a liaison to the Office of Student Leadership and Development. 13. Each student organization is required to have appropriate officers, representatives, or members attend educational programs, activities, and initiatives sponsored and coordinated by the Office of Student Leadership and Development and Greek Life United. Student organizations may also be required to meet periodically with the Greek Advisor. 14. Each student organization shall be required to have and maintain a Faculty/ Staff Advisor to assist with general chapter management and operations and act as a liaison to the Office of Student Leadership and Development. 15. Each student organization President is required to attend a fraternity/sorority

President’s Meeting once a month, and maximum of four times during each semester. A President may send an executive board officer as his/her designee. 16. The University may periodically require student organizations to demonstrate that the provisions of the provided policies have been met. However, the University assumes no responsibility or liability for enforcing compliance and such compliance is and remains the sole responsibility of each student organization. 17. The majority of the membership in each student organization is required to attend the All Greek Meeting, once each semester. B. Student organizations which agree to and abide by the aforementioned provisions and regulations for official recognition, and are in good standing (i.e., not subject to any sanction imposed by their respective inter/national organization, governing council or the Office of Student Leadership and Development), are eligible to receive the following services from the University: 1. An officially recognized student organization may use the name of the University in connection with actions, programs, and activities which have the express prior approval of the Office of Student Leadership and Development. 2. Officially recognized student organizations may participate in all University sponsored programs and activities (e.g., Welcome Week, Recruitment Programs, Intramurals, Homecoming, Club Fair, Preview Day, Warrior Day, etc.). 3. Educational training and programs may be developed for student organizations in a variety of areas such as new member education and orientations, risk management, social events programming, leadership training and education, social issue awareness, internal chapter operations, membership development, communication, community relations, and officer training. The Office of Student Leadership and Development Staff Advisors have many resources and materials, beyond the aforementioned list, please feel free to ask an Advisor for additional topics and support. 4. Additional assistance is available in the areas of student organization governance, judicial concerns, interpreting University policies, procedures and regulations, providing information on state and municipal laws as they relate to membership activities.

5. The University will provide access to campus facilities for meetings and programs (through the R25 master calendar) and assist with on campus program funding information and resources. 6. The Office of Student Leadership and Development will provide contact information for all student organizations. 7. The Office of Student Leadership and Development will provide, upon written request and approval and within applicable University policy and law, access to lists of new student admits for the purposes of membership outreach and recruitment. 8. The Office of Student Leadership and Development will provide, upon request and within applicable University policy and law, such services as maintaining membership records and computing student organizations grade point averages and standings. 9. Officially recognized student governing councils may be eligible to share the limited use of storage space within the Office of Student Leadership and Development.

Discipline of Student Organizations The  Division  of  Student  Affairs  is  responsible  for  the  discipline  of  student  organizations.  Minor  infractions  (expired  charters,  overdraft  accounts,  incomplete  purchase  orders,  failure  to  reserve  facilities,  improper  food  sales,  improper  posting  of  information,  inadequate  officer  training,  noise  violations,  inadequate  advisor  supervision,  etc.)  are  handled  by  the  Office  of  Student  Leadership  and  Development.  Major  violations  (hazing,  discrimination,  alcohol  or  drug  violations,  sexual  misconduct,  theft,  assault,  etc.)  will  be  investigated  by  the  Office  of  Student  Leadership  &  Development  and  could  be  referred  to  the  Student  Affairs  Judicial  Officer,  Senior  Director  for  Campus  Life,  Vice  President  for  Student  Affairs,  and/or  the  Department  of  Public  Safety,  at  the  discretion  of  the  Director  of  Student  Leadership  and  Development.  

DISCIPLINARY PROCEDURES A. Discipline may be imposed upon a recognized student organizations in accordance with these procedures and following the filing of written charges with

the Office of Student Leadership and Development alleging that the student organization does not meet, or has violated, one or more of the applicable regulations set forth in this policy and/or the following University policies: CSU STANISLAUS REGULATIONS ON ACTIVITIES, REGISTERED CAMPUS ORGANIZATIONS, AND USE OF PROPERTIES; CSU STANISLAUS POLICIES APPLYING TO CAMPUS ACTIVITIES, ORGANIZATIONS, AND STUDENTS, CSU STANISLAUS STUDENT ALCOHOL POLICY, UNIVERSITY POLICY ON SOCIAL ACTIVITIES, CSU STANISLAUS POLICY ON SEXUAL HARASSMENT, AND CSU STANISLAUS POLICY ON NO HAZING. B. CSU Stanislaus is responsible for the administration of the student discipline process. The University recognizes the following formal disciplinary procedures through Administrative Review. Administrative Review is conducted by the Dean of Students, or designee. Further, the Office of Student Leadership and Development may conduct mediation or issue warnings in an effort to resolve complaints informally without initiating the formal adjudication process. ADMINISTRATIVE PROCESS A. Following the receipt of the written charges, the Office of Student Leadership and Development will notify the student organization President and Faculty/ Staff Advisor (and, when appropriate, the inter/national executive office) of the alleged accused organization. The student organization President may be requested to meet with the Assistant Director of the Office of Student Leadership and Development to determine the next course of action. B. In the event of a serious allegation which affects the health, safety, and/or security of the organization and/or the campus community, the University, may impose suspension of all student organization activity, pending the completion of the investigation. The governing Council having jurisdiction for the student organization(s) will be notified of any such recognition change. C. The Office of Student Leadership and Development will notify, in writing, the student organization President and Faculty/ Staff Advisor of the alleged accused organization with notice of the infraction and/or violation; a general description of the facts, and its determination of whether the matter will advance through administrative review. D. For administrative review, the student organization President shall within ten

(10) working days schedule and attend an administrative review hearing for adjudication of the matter. E. The Office of Student Leadership and Development will provide written notification of the disposition of the charges and any resulting sanction(s) imposed at the conclusion of the administrative review process to the student organization President, the Faculty/ Staff Advisor, and the inter/national executive office within ten (10) working days. SANCTIONS: If it is determined that a student organization does not meet, or has violated, one or more of the aforementioned standards and/or regulations, one or more of the following sanctions may be imposed: A. WARNING: Written notice to the organization that continued or repeated violations may be cause for further disciplinary action. Additionally, the warning will outline a reasonable time frame for corrective action. If that action is not taken in the time frame specified further sanctions may be implemented. B. PROBATION: Probation will be for a specific period of time. It may include terms and conditions, including a time frame for corrective action by the student organization. If any of the terms or condition is not met in the specified time period, further sanctions may result. C. SUSPENSION OF OFFICIAL RECOGNITION: The suspension shall be for a specific period of time during which all actions and activities of the student organization previously recognized by the University may be suspended, and all University rights and privileges pertaining to official recognition may be revoked. The organization, working with the local Alumni(ae) Advisory and/or Corporation Board, will be required to submit a written plan of corrective action to be implemented by the student organization in order to meet the standards established. Conditions may be placed upon the suspension. D. WITHDRAWAL OF OFFICIAL RECOGNITION: In the case of withdrawal of official recognition, such directives or sanction(s) must be specifically approved by the Vice President of Student Affairs. Upon withdrawal of official recognition, the student organization will lose all rights and privileges pertaining to student organizations such status including, without limitation, the right to participate in any University sponsored event as a student organization.

APPEALS PROCESS: A. Judgments issued after administrative review may be appealed in writing to the Dean of Students, within five (5) working days, with a copy to the Office of Student Leadership and Development. Where the recommended sanction is withdrawal of official recognition, appeals may be directed to the Vice President of Student Affairs. B. Should an appeal be denied, appropriate notification shall take place within 48 hours to the appealing student organization and information to clarify the sanction. Written notification to the student organization President, Faculty/ Staff Advisor, and inter/national executive office will be made in a timely manner.

At the 2003 California State University Greek Life/Affairs Summit, students, staff and administrators adopted the following “Shared Principles for Greek Life Organizations and the California State Universities”, as revised at the 2008 Summit:

The individual universities that make up the collective body of the California State University (CSU) system view fraternities and sororities as invaluable partners in the educational mission of the university and the development of successful citizens.

The CSU will support fraternities and sororities on their campuses in the promotion of:

• The academic success and retention of fraternity and sorority members and support of members’ academic pursuits

• The development of well-educated, well-rounded individuals who positively impact their campuses through personal integrity, social responsibility, leadership, and appreciation for diversity

• Positively impacts their campus and community through community service, philanthropy and involvement in campus programs and activities

• Peer education to promote fraternal values, healthy living, substance abuse awareness and prevention, personal responsibility and accountability, and concern for the safety and welfare of others

• Unity of purpose and collaboration within the Greek community contributing to a wider sense of community on campus and throughout California and the nation

• Promotion of inclusiveness and diversity within membership • Strong alliances with fraternity and sorority alumni that foster lifelong support of the

university and its fraternity and sorority community • Leadership development opportunities and programming to serve the Greek

community beyond their university experience • Development of positive relationships with the campus community, including

faculty, staff, administration, unaffiliated students and the broader community and region

• Development of learning outcomes and assessment for the Greek community based on these Shared Principles

The Chapter Standards of Excellence Program serves to assist the CSU Stanislaus Greek community and each chapter in functioning at the most effective and efficient levels possible. The program also intends to help provide for the best possible experience for individual members.

The Chapter Standards of Excellence Program serves to assess chapters on the minimum standards they should be meeting to be viable and successful organizations within the campus Greek community. In doing so, the Office of Student Leadership and Development can more accurately target and provide assistance to individual chapters in the specific areas in which they may have areas of opportunity of growth.

In addition, the University understands that Greek achievements and excellent chapters often go unnoticed; therefore, the Chapter Standards of Excellence program serves as a tool to publicly recognize high performing chapters.

METHOD OF EVALUATION

All chapters who would like to be recognized for their effort will submit a self-evaluation annually, at the conclusion of the academic year, according to the following standards. The Office of Student Leadership and Development is responsible for reviewing and scoring the evaluations. It is the responsibility of each chapter to ensure that each of the area’s components have been completed and that the necessary forms, reports, and verification are submitted between May 1 and June 15. The annual self-evaluation shall include activities for the twelve-month period beginning June 1 and ending May 31. It is strongly recommended that each chapter assign one of its officers (e.g., the awards chair) the responsibility of maintaining the required documentation throughout the year. The Office of Student Leadership and Development staff will provide the self-evaluation form to each chapter electronically and will provide notebooks with instructions for collecting the required documentation. A training session for the chapter officers responsible for documentation will be held each semester. Each area (Membership Development, Chapter Management, External Relations, and Policy Compliance) will be evaluated separately with the possibility of receiving accolades in the individual areas of evaluation. Each chapter’s self-evaluation and documentation forms are considered confidential, for the review only by the chapter, the Office of Student Leadership and Development Advisors, its (inter)national organization (if applicable), and the Office of Student Leadership and Development staff. Upon request, the documentation forms and disk will be returned to the chapter after they have been reviewed and scored.

Documentation for many of the standards can be fulfilled by verification from an Advisor. A chapter is expected to meet 60% of the standards points that apply to their organization. A chapter that fails to attain this recognition level shall be required to meet with the Greek Advisor to develop written performance standards for improvement.

A chapter that attains 80% of the standards points shall be designated as a Silver Warrior Chapter and shall receive recognition.

A chapter that attains 90% of the standards points and all of the standards designated as requirements for the highest level of achievement shall be designated as a Gold Warrior Chapter and shall receive recognition.

Awards will be presented to chapters who attain 90% of the points in each of the four evaluation categories.

The chapter(s) who qualify for recognition will be recognized with a plaque and have their organizations name engraved on a perpetual plaque.

The standards are intended to be dynamic so that the “bar” can be adjusted each year as chapter’s progress. At the conclusion of each evaluation period, the Greek Advisor will review the Standards of Excellence for each chapter and meet with necessary executives to discuss the year after evaluation.

Standards

Section I - Membership Development

A. ACADEMIC ACHIEVEMENT – 125 POINTS

California State University, Stanislaus provides a range of academic programs and the opportunity for all students to prepare themselves to assume roles in society. The academic progress of all chapter members considered collectively indicates the relative strength and vitality of the chapter itself. Above average collective academic performance ensures a chapter’s relevance to the mission of California State University, Stanislaus. The standards outlined below have been shown to be standard practices that help fraternity and sorority chapters to perform well academically. 1. Chapter GPA - Maintain a chapter grade point average equal to or higher than the all

undergraduate men’s/women’s semester average. Chapters below the all undergraduate men’s/women’s average are encouraged to show improvement each semester to meet the all men’s/women’s average.

Documentation: To be provided by Office of Student Leadership and Development. Be certain chapter rosters are up to date to ensure it accurately reflects chapter performance.

In order to qualify as a Gold Warrior Chapter, a chapter must be above the all undergraduate

men’s/women’s average during both the fall and spring semester. 2. Academic Success Program - Submit a written academic success program for initiated

and new members and demonstrate how the plan is being implemented.

Documentation: Provide a copy of written academic success program. This may be the inter/national program; however, it must demonstrate localization to CSU Stanislaus and the local chapter. _____ 15 points/year

3. Academic Success Presentations – Points will be awarded for academic-related presentations hosted with at least 50% attendance of the entire chapter, up to a maximum of 20 points per year. Presentations must be conducted by a trained presenter.

Documentation: Letter or form signed by the presenter including the topic, date, location, length of program, and number of attendees. A signed roster may be submitted as proof of attendance. ______10 points Event #1

and honor those members who have excelled academically. Examples of recognition activities include, but are not limited to, recognition dinners or ceremonies, certificates or awards to members for academic performance, advertisements in the The Signal congratulating members for their academic achievements, and incentives and rewards for members who excel academically.

Documentation: Brief description of your chapter’s method of recognizing members for their academic achievements. ______10 points/year

5. Individual Member Standards – Establish and enforce minimum individual

expectations for academic performance (a minimum 2.25 cumulative GPA is recommended) and make use of a process of constructive activities to identify and help those members who are on academic probation. The chapter should have a program (e.g. tutoring, study hours, etc.) to assist members having academic difficulty.

Documentation: Description of the standards, enforcement mechanisms, and assistance programs and signature of chapter advisor verifying that the requirements are enforced and that an academic assistance program has been utilized. Do not include any personally identifiable information in your documentation. ______ 10 points/year

6. Faculty/Staff Advisor – Have an active California State University, Stanislaus faculty member or staff member as faculty advisor.

Documentation: (1) name, department, campus address, campus phone, and e-mail must be on file with the Office of Student Leadership and Development (2) brief statement from the faculty/staff advisor documenting how the advisor was involved with the chapter.

B. MEMBERSHIP ORIENTATION AND EDUCATION – 70 POINTS

The strength of any Greek-letter organization is its membership. The skills, experience, personalities, and attitudes of each member defines the levels of attainment possible for the chapter in leadership, scholarship, social awareness, involvement, and career preparation. These qualities are also indicative of the way the chapter maintains its traditions and imparts them to future generations. Maintenance of the basic principles of Greek-letter organizations is influenced by the ability of the Greek community as a whole, and each of its member chapters in particular, to anticipate and address relevant issues. The standards of this section provide focus for a chapter’s processes for inducting new members into the organization, and its programs for developing the full potential of each member.

1. Written Education Program – Utilize a written education program for new member education and a continuing education program for all members.

Documentation: (submit all of the following) (1) copy of the chapter’s written new member education program (this may include the national program), (2) schedule and description of all new member activities excluding bona fide esoteric ritual ceremonies of the inter/national organization, and (3) copy of the chapter’s written plan for the continuing education of all members of the chapter.

Alternative Documentation: In lieu of (1) and (2) above, a chapter advisor can complete a form provided by the Office of Student Leadership and Development that includes a checklist of new member education program components and a statement certifying that the advisor has reviewed the chapter’s written new member education program and that all activities are in compliance with the California State University, Stanislaus anti-hazing policies.

2. New Member Series - The required percentage of new members and the new member

educator or representative attend the New Member Orientation each semester. The required percentage will be determined by the Fraternity & Sorority Life Staff each semester.

60% of points awarded for attendance. 40% of points awarded if 50% or more of chapters

attendees complete the evaluation.

3. Chapter Educational Programs – Host, co-host, sponsor or co-sponsor a minimum of two

personal development educational programs per year, with attendance by a minimum of 50% of the chapter membership at each program. Attendance at an approved program will also

count for credit. Acceptable programs include, but are not limited to: social responsibility, leadership development, personal financial management, service learning, time management, health issues, career development, campus involvement, social etiquette, values and ethics, gender issues, sexual responsibility, diversity issues, sexual orientation issues, cultural issues, and current events. (Do not include academic skills workshops, risk management workshops, alcohol and other substance abuse workshops, external leadership programs since those are included in other categories.) Programs must be conducted by trained presenters and must be at least 30 minutes long. One must focus on cultural awareness/diversity issues.

Documentation: Submit attendance “sign-ins” of programs. Include the date, time, location, length of program, presenter contact information, and description for each program. Please use the Standards of Excellence Educational Program Form.

C. LEADERSHIP DEVELOPMENT – 30 POINTS

Membership in Greek organizations offers students many opportunities to develop their leadership potential. Greek organizations not only provide training in the principles of leadership, they are laboratories in which these principles can be tested. Each member is actively involved in decision-making processes, teaching and encouraging students to utilize their leadership talents in the chapters and on the California State University, Stanislaus campus.

1. External Leadership Programs - 10% of the chapter participates in at least one external leadership program per year. Examples of programs include but are not limited to, leadership workshops offered by the University (Student Leadership Program, New Student Orientation, etc.), leadership conferences offered by international or national organizations (national/regional fraternity leadership conferences and conventions, Undergraduate Interfraternity Institute, Western Regional Greek Leadership Association Conference, LeaderShape, etc.) and leadership programs offered by other colleges and universities (EXCEL, etc.). The Office of Student Leadership and Development will make every effort to inform chapters of the availability of such programs, workshops, and conferences.

Documentation: List of members with the name of the conference(s)/workshop(s) attended with verification of attendance (letter from the sponsoring organization, etc.)

2. Individual Leadership Positions, Non-Greek – One point for each of the membership who holds a volunteer executive office (on the organization’s executive board) in a campus organization or community organization (excluding Greek-related organizations), serves as a CSU Stanislaus Ambassador, ASI committee member Fanatics, a peer academic mentor, or serves as an Associated Students Executive Officer or Council member, up to a maximum of 10 points.

Section II. – Chapter Management

A. PARTICIPATION – 30 POINTS

Chapters are successful when they collaborate with other chapters and fully participate in the activities of respective Greek governing Council (Interfraternity Council, College Panhellenic Association, Greek Life United).

Documentation: To be provided by Fraternity & Sorority Life.

1. Attendance at Council Meetings – Chapter delegate present at a minimum of 80% of the Greek Council meetings.

2. Chapter Presidents Meetings – Presidents (or vice president) are present at a minimum of 80% of the Presidents meetings.

B. FINANCIAL MANAGEMENT – 45 POINTS Sound financial management is essential to the successful operation of a chapter. Through discipline, consistent bookkeeping, proper budgeting, qualified supervision, and fiscal control, the chapter will build an atmosphere of fiscal responsibility and security.

1. Bookkeeping – An adequate bookkeeping system is maintained with monthly reporting to the chapter.

Documentation: Description of the accounting procedures of the chapter including types of records maintained and types of financial reports produced (include sample), signed by the treasurer and the advisor. The sample report does not need to include actual figures.

3. Financial Policies – The chapter strictly enforces a financial discipline (financial

requirements for a member to remain in good standing) as prescribed by the chapter’s bylaws or (inter)national fraternity/sorority policy.

Documentation: Copy of the financial discipline policy, with a statement by the treasurer and chapter advisor that they are strictly enforced. _____ 10 points

4. Council and University Debts – The chapter has paid all dues, fees and assessments to their Council, the University, Chartwells and the Associated Students on time.

Documentation: To be provided by Office of Student Leadership and Development. _____ 5 points

A chapter must meet this standard in order to qualify for recognition. C. Goals and Action Plans – 30 points

Successful organizations regularly establish goals and objectives and develop strategies and action plans to achieve those goals.

1. Goal Setting – The chapter conducts at least one goal setting session each semester and establishes specific written goals and objectives, approved by the membership. A chapter that only conducts an annual goal setting session can obtain full credit by conducting a review of goal progress each semester. Documentation: Brief description of (1) the chapter’s goal setting process including dates and locations of goal setting/review sessions, (2) process for goal selection, approval and review, and (3) list at least three significant goals for each semester and progress made toward goal attainment.

Successful student organizations have active advisors to assist with organizational development, provide continuity, and ensure compliance with University and (inter)national fraternity/sorority policies (if applicable).

1. Chapter Advisor - The chapter has an advisor (either alumni/graduate or faculty/staff) who attends at least one chapter or executive board meeting per month and maintains regular communication with the chapter.

Documentation: Letter signed by chapter advisor and president.

2. Campus Chapter Advisor Meetings – The chapter advisor, or another member of the advisory board, attends at least 50% of the meetings for chapter advisors for their respective Council per year. Documentation: To be provided by the Office of Student Leadership and Development.

E. EXECUTIVE BOARD TRAINING AND TRANSITION – 20 POINTS 1. Officer Notebooks - Each chapter officer has a notebook, handbook or manual.

Documentation: Statement from chapter president and table of contents for each manual. If officer notebooks are provided by the (inter)national organization, a title page is sufficient.

2. Transitional Meeting – A transitional meeting with incoming/outgoing officers (held each semester, unless officers are elected annually), or the description of the chapter’s transition process.

1. Standards Self-Evaluation and Awards Applications – Chapter’s Annual Standards of Excellence self-evaluation and Council awards applications are to be turned in on time. Five points will be deducted from final score for each day the self-evaluation is late, for a possible total of minus 25 points. After five days a chapter will be disqualified from the awards process. If a self-evaluation has not been submitted by the start of the fall semester the organizations on campus recognition will be in jeopardy.

Section III. – External Relations

A. CAMPUS INVOLVEMENT – 70 POINTS Greek organizations are structured as small communities within the larger campus community. Involvement in campus life outside of the Greek community is highly encouraged for all chapter members. Co-curricular involvement of chapter members, chapter participation in campus events enhances the campus image of Greeks and enriches the collegiate experience of chapter members. 1. Clubs and Organizations – At least 20% of the membership has joined at least one other

non-Greek-related campus or community organization. This can include on-campus organizations at CSU Stanislaus and community organizations (religious organizations, service and civic organizations, political organizations, Associated Students boards and committees, academic honoraries, inter-collegiate sports clubs/teams, non-Greek intramural sports leagues, pre-professional organizations, academic honoraries, residence hall councils, etc.). Documentation: List of chapter members and the organizations to which they belong. _____ 15 points if at least 20% of the membership has joined another organization _____ 10 additional points if at least 40% of the membership has joined another organization

2. Campus Activities – There are a variety of ways that chapters can support campus

events. Accordingly, for this component, chapters can accumulate up to 45 points for participation, at various levels, of campus events. Campus activities can be, but are not limited to:

• Having at least 20% of the chapter attend an event of a non-Greek

campus organization (5 points) • Submit applications for Student Leadership Awards (5 points) • Submit a nomination for Homecoming King or Queen (5 points) • Participation in a campus-wide event tabling, serving on a panel,

hosting receptions, or planning events to promote and assist with such events as Family Weekend, Homecoming, Campus Dialogue, Student Involvement Day, etc. (10 points)

• Collaborating with other student organizations to co-sponsor an event or speaker. Co-sponsorship includes a financial contribution (at least 10% of the event budget), promotion of the event, attendance by least 25% of the chapter members at the event, and assisting with on-site management. (20 points)

• Participation in peer education programs that make presentations to classes, leadership conferences, and organizations dealing with social issues, health issues, etc. (such as sexual assault, alcohol and substance abuse.) (5 points per member involved as a peer educator, speaker, panelist, etc.)

• Participation in an academic peer mentoring program (5 points per member)

• Participation in Associated Student’s Campus Clean Up Program. (1 point per member who volunteers 10+ hours, up to 10 points)

Documentation: List of activities with brief descriptions, date, location, and attendance and a letter or other written verification from the sponsoring organization/department.

B. ALUMNI AND FAMILY RELATIONS – 50 POINTS Alumni and parents can assist a chapter in a variety of ways including advising, financial support, and networking. Successful chapters, therefore, nurture their parents and alumni by maintaining frequent communication and hosting activities.

1. Newsletters / Routine Communication – The chapter sends at least one newsletter per year to both alumni and parents. This can either be the same newsletter distributed to both groups, or separate newsletters for each. The newsletters can be mailed, sent as an email, or presented at an alumni chapter meeting. Each chapter can decide which alumni are included. For example, it might include just alumni who were initiated at California State University, Stanislaus or it might include all alumni of the (inter)national organization residing in Turlock. (New organizations without local alumni can receive full credit by mailing newsletters to parents only.) Documentation: Copy of the newsletters / presentation.

2. Alumni Events – The chapter sponsors at least one event per year for alumni such as Founder’s Day dinner, Homecoming tailgate, BBQ's, Holiday Parties. (This section is not applicable to new organizations without local alumni.) Documentation: Copy of the invitation for the event. _____ 10 points/year

3. Family Events – The chapter sponsors at least one event per year for family members (Mom or Dad’s Day, Family Weekend, etc.). It is strongly encouraged that one event coincide with the CSU Stanislaus Family Weekend and that the chapter not plan any conflicting events that weekend. Documentation: Copy of the invitation for the event.

4. Other Parent and/or Alumni Involvement Activities – The chapter can accumulate up

to 20 additional points per year through the following activities:

• Additional parent or alumni events (5 points per event) • Have a parent or alumnus/alumna speak to the chapter on career

development, leadership development or related topics (5 points)

• Involve parents and/or alumni (other than chapter advisors) in community service projects (1 point for each parent and/or alumnus/alumnae who participates, up to 10 points total)

• Present an award to an outstanding parent or alumnus/alumna (5 points)

• Have an Alumni Big Brother/Sister program, where new members are paired up with alumni for activities (10 points)

• Have a Parents Advisory Board or Parents Club for your chapter (10 points)

Documentation: Description of the activity, dates, names or parents and/ of alumni who participated, and signature of chapter advisor as verification. _____ 20 points maximum/year A chapter that receives a minimum total of 35 points in the Alumni and Parents

categories in order to qualify as a Gold Warrior Chapter.

C. COMMUNITY SERVICE, PHILANTHROPY AND COMMUNITY ENGAGEMENT – 90 POINTS Greek organization mission statements reflect a commitment to the service of others. Community service has been shown to provide value-added educational experiences. To assist chapters in fulfilling their mission and providing members an opportunity to learn from helping others, the following standards were developed. While raising money for charitable organizations clearly provides a valuable service to the community, the emphasis on these standards is a more direct means of serving the community (such as tutoring children, volunteering at a homeless shelter, building a home with Habitat for Humanity, beach clean-ups, etc.). 1. Community Service / Philanthropic Donations – The chapter conducts a variety of

community service activities and/or completes philanthropic activities to raise money for a specific beneficiary. 3 points per hour per member will be awarded for a maximum of 90 points for community service. 1 point per dollar raised per member will be awarded for philanthropic endeavors – for a maximum of 20 points. Chapters can receive all 90 points for community service.

D. FACULTY/STAFF RELATIONS – 10 POINTS

Recognizing that chapters would not exist without the University, chapters should take action to educate the University’s faculty and staff about chapter life and events. 1. Faculty/Staff Programs – The chapter conducts a minimum of one annual program to

recognize or interact with faculty/staff. This might include a Faculty Appreciation Dinner, recognition of outstanding faculty and staff, inviting faculty and staff to speak to the chapter, distributing a newsletter to key faculty/staff, sponsoring an appreciation day for a University department, etc.

Documentation: Description of the activity, including date, and names of faculty and staff who participated OR letter from University department.

A chapter must attain this standard in order to be a Gold Warrior Chapter. E. GREEK RELATIONS – 15 POINTS

In addition to participation in Council and All-Greek activities, effective community building occurs when chapters do activities with one another. 1. Greek Relations Activity – Chapter conducts at least one joint alcohol-free non-social

activity with another Greek chapter from the CSU Stanislaus Greek community each semester. Activities can be, but are not limited to, community service projects, educational programs, and cultural events. At least one of the two events must be between a chapter in a general fraternity/sorority and a chapter from a culturally-based fraternity/sorority. (Note: Educational programs and community service projects included in other categories can also be included in this section for additional points if the program is done with another Greek chapter.)

Documentation: Brief description of the activity including date, location and number of participants from each chapter.

A chapter must receive 15 points in this category in order to be a Gold Warrior Chapter.

F. (INTER)NATIONAL FRATERNITY/SORORITY RELATIONS – 10 POINTS

Chapters that are affiliated with an (inter)national organization benefit from utilizing the services and programs of the organization and networking with other chapters. Local organizations should leave this section blank.

1. Attendance at (Inter)national Organization Events – The chapter has the required

attendance at mandatory programs and events of the (inter)national organization (national or regional leadership conferences, conventions, and/or meeting/functions).

Documentation: Letter from the (inter)national headquarters or regional officer. _____ 5 points/year 2. Interaction with Other Chapters – Chapter conducts at least one joint activity (social or

non-social) with another chapter of the same affiliation. This can include Founder’s Day events that involve two or more chapters. (Chapters with no chapters within 100 miles are exempt from this standard.)

responsibility of coordinating positive relations with alumni, Greek, University, and the Turlock community.

Section IV. Policy Compliance An excellent Greek chapter places a strong emphasis on risk management, risk reduction, adherence to Greek and University policies, and encouraging responsible social events. It is the obligation of each chapter to provide a safe environment and to respect the rights of others.

A. RISK MANAGEMENT – 40 POINTS

1. Risk Management Officer - The chapter has an elected/appointed risk management officer or other-named officer whose duties include, but are not limited to, coordinating risk management programs, overseeing social functions, being responsible for adherence to the University, local chapter, and (inter)national alcohol/social/risk management policies (if applicable) and fire code/safety compliance.

Documentation: Copy of the section of the chapter’s bylaws that indicate the duties of the position and the names of the member(s) who held the position during the year.

_____ 20 points/year 2. Risk Management Educational Sessions. The chapter sponsors/attends one risk

management-related program each semester with at least 50% attendance at each program. (Examples of such programs include: alcohol/drug issues, hazing issues, fire safety, crisis management, rape/sexual assault awareness, etc.). At least one program per year must focus on alcohol and drug issues. This program must be University approved. One program per year must focus on sexual assault/rape awareness issues. Student Leadership & Development will make every effort to inform chapters of the availability of such programs on campus throughout the year. Do not include programs that are conducted as part of a judicial sanction. Programs must be conducted by a trained presenter and be a minimum of 45 minutes.

Documentation: Letter or form signed by the presenter including the topic, date, location, length of program, and number of attendees.

B. SAFE SOCIAL EVENTS – 50 POINTS

1. Dry Events. The chapter co-hosts, with at least one other Greek organization, at least one alcohol-free social function/exchange each semester with at least 50% attendance from each chapter involved. Dry Events may be held with organizations from a different college or university. Please include the name of the chapter and the name of the institution on your documentation. (Examples of such functions include: movies, ice cream socials, game nights, sporting events, etc.).

Documentation: Description of the event, including date, location and number of attendees per organization. Form must be signed by the presidents of the organizations co-hosting the event and their advisor.

3. Event Notification Forms. The chapter files the required Alcohol Request Form and

Event Verification Form for all events where alcoholic beverages are consumed (at least 14 days in advance.) The form must be signed by the appropriate officers and advisor of each sponsoring or co-sponsoring organization, must be completed, and must be submitted on time.

Documentation: Office of Student Leadership and Development will keep notification forms on file, with the date received, along with a list of any events for which the required form was not submitted.

C. MEMBER CONDUCT – 40 POINTS

1. Chapter Code of Conduct – Chapter has a written Code of Conduct or membership contract which includes member expectations regarding alcohol and drugs, hazing, fighting, and other risk management issues. The Code must be signed by every member each semester and a copy of the University’s policies on Hazing shall be attached to each member’s copy. It is also recommended that copies of the (inter)national organizations risk management policies also be attached to each, if applicable.

Documentation : Copy of the Code of Conduct with attachments and an affidavit signed by all members indicating that they received and signed the Code of Conduct form. (In lieu of submitting the signatures of members, the advisor can submit a letter verifying that an affidavit has been signed by all members.)

2. Chapter Judicial/Standards Board - The chapter has an internal discipline board or

process that handles violations of the chapter’s Code of Conduct and/or bylaws. It is strongly recommended that an advisor be part of the process.

Documentation: Copy of the chapter’s judicial procedures and sanctioning guidelines or brief description of the chapter’s process for internal discipline. Note: Records of chapter judicial actions shall not be required.

D. COMPLIANCE WITH CAMPUS POLICIES – 80 POINTS 1. Incentive for Compliance - Chapters shall comply with the CSU Stanislaus Greek

Handbook and Student Organization Handbook. Each chapter shall receive 80 points, and 50 points shall be deducted for each major violation such as hazing, alcohol at recruitment, new member or philanthropy events, widespread underage drinking at an event, drug sales or use at a chapter event or in a chapter facility, common source of alcohol at a chapter event, and having hard alcohol at a chapter event that is not held at a licensed establishment. 15 points shall be deducted for all other violations. (Note: The maximum total deductions for violations is 80).

A chapter with ANY major violation, as defined and determined through

the Council and/or University judicial process, shall automatically be considered ineligible as a Gold or Silver Warrior Chapter.

Documentation: To be provided by the Office of Student Leadership and Development.

_____ 80 points/year EXTRA CREDIT Extra credit will be awarded at the discretion of the Office of Student Leadership and Development staff. All organizations are eligible for extra credit opportunities. No more than 50 points of extra credit will be awarded. If self-evaluations are received more than five days past the due date any extra credit earned will not be awarded.
