The Draft EIR and Proposed RAP are now available for public comment. PROJECT LOCATION: The Former Kast Tank Farm Property (site) is a 44acre site located in the City of Carson, County of Los Angeles, California (see Figure 1). The site is bounded to the north by East 244th Street, Lomita Boulevard to the south, Marbella Avenue to the west, and Panama Avenue to the east. The site currently is a residential neighborhood known as the Carousel Tract. Lomita Boulevard generally forms the jurisdictional boundary between the City of Los Angeles and the City of Carson. PROJECT DESCRIPTION: This site was owned and operated by Shell Oil Company (Shell) from the early-1920s to the mid-1960s as a crude oil storage facility (i.e. tank farm). In the mid-1960s, the tank farm operation was closed and Shell sold the site. The site was subsequently developed into the Carousel residential neighborhood. However, due to the former tank farm activities, the site is contaminated with both petroleum and non-petroleum chemicals. On March 11, 2011, the Regional Board issued Cleanup and Abatement Order No. R4-2011-0046 (CAO) requiring Shell to cleanup and abate the effects of petroleum hydrocarbon compounds and other constituents of concern (COCs) discharged to soil and groundwater at the site. Among other requirements, the CAO required Shell to investigate the site and prepare a Remedial Action Plan (RAP). The project subject to CEQA is the RAP. The RAP proposes to remediate the site to achieve site-specific cleanup goals established by the Regional Board. The RAP presents Shell’s proposed remedy, which is evaluated in the Draft EIR, and consists of the following multi-media components to remediate the site: excavation of soils at impacted properties to a depth of 5 feet and targeted at some properties to 10 feet below ground surface; soil vapor extraction (SVE)/bioventing; sub-slab vapor mitigation at a subset of properties; removal of oil, i.e, Light Non-Aqueous Phase Liquid (LNAPL) from groundwater; and groundwater source reduction and monitored natural attenuation. commence in Fall 2015. Excavation actions would take approximately 6 years with the remaining technologies taking 30 to 40 years to fully achieve the cleanup goals. ANTICIPATED SIGNIFCANT ENVIRONMENTAL EFFECTS: The Draft EIR describes and evaluates the potential environmental impacts associated with implementation of the RAP. The Draft EIR evaluates potential impacts with regard to air quality, geology and soils, greenhouse gas emissions, hazardous materials, hydrology and water quality, noise and vibration, transportation and circulation, and utilities and service systems (solid waste). Based on the analysis contained in the Draft EIR, implementation of the RAP would result in significant and unavoidable noise and vibration impacts. With implementation of project design features, no other significant and unavoidable impacts are expected to occur as a result of the implementation of the RAP. In addition, the Draft EIR evaluates three alternatives to the RAP including a No Project Alternative, Excavation Beneath Landscape and Hardscape to 10 Feet Alternative, and No Excavation Beneath Hardscape – 5 Feet With Targeted 10 Feet Alternative. POR MEDIO DEL PRESENTE SE NOTIFICA QUE la Junta Regional de Los Angeles de Control de Calidad del Agua (Junta Regional) ha preparado un borrador del Reporte de Impacto Ambiental (borrador del EIR) en conformidad con la Ley de Calidad Ambiental de California (CEQA) para el Plan de Acción de Remediación (RAP) propuesto para la antigua propiedad de Kast de Tanques de Almacenamiento (Kast Tank Farm), ahora conocido como el Carousel Tract en Carson, California. El borrador del EIR y el RAP propuesto están disponibles para comentarios del público. LUGAR DEL PROYECTO: La antigua propiedad de Kast de Tanques de Almacenamiento (sitio) es un sitio de 44 acres localizado en la Ciudad de Carson, en el Condado de Los Angeles, California (ver la Figura 1). El sitio colinda al norte con East 244th Street, al sur con Lomita Boulevard, al oeste con Marbella Avenue, y al este con Panama Avenue. El sitio actualmente es una colonia residencial conocido como Carousel Tract. Lomita Boulevard generalmente forma el límite jurisdiccional entre la Ciudad de Los Angeles y la Ciudad de Carson. DESCRIPCION DEL PROYECTO: Shell Oil Company (Shell) era dueño y operario de este sitio desde principios de los 1920s hasta mediados de los 1960s, y usaba las instalaciones para almacenar petróleo crudo en tanques (propiedad de tanques de almacenamiento). A mediados de los 1960s, fue cerrada la propiedad de tanques de almacenamiento y Shell vendió el sitio. Posteriormente, la colonia residencial de Carousel fue construida en el sitio. Sin embargo, debido a las actividades previas realizadas en la propiedad de tanques de almacenamiento, el sitio está contaminado con sustancias químicas derivadas y no derivadas del petróleo. El 11 de Marzo de 2011, la Junta Regional (Regional Board) emitió la Orden de Limpieza y Abatimiento (de la contaminación) (CAO) Núm. R4-2011-0046, requiriendo que Shell limpie y mitigue los efectos de compuestos de hidrocarburos de petróleo y otros compuestos de interés (COCs, constituents of concern) que fueron descargados al suelo y al agua subterránea en el sitio. Entre otros requisitos, la CAO requirió que Shell investigara el sitio y preparara un Plan de Acción de Remediación (RAP).

El proyecto sujeto a consideración, siguiendo las directrices de CEQA, es el Plan de Acción de Remediación (RAP) para la limpieza del sitio. El RAP propone remediar el sitio para lograr las metas específicas establecidas por la Junta Regional. El RAP presenta la remediación propuesta por Shell, la cual es evaluada en el borrador del EIR, y consiste de los siguientes componentes para remediar el sitio: excavación de suelos en las propiedades afectadas a una profundidad de 5 pies y en algunas propiedades hasta 10 pies bajo la superficie del suelo; extracción de vapor del suelo (SVE), bioventilación; mitigación de vapores debajo de cimiento (sub-slab vapor mitigation) en un subconjunto de propiedades; remoción de petróleo y aceite (conocido como LNAPL) del agua subterránea; y reducción de fuentes de contaminación de agua subterránea; y monitoreo de la atenuación natural de los contaminantes en el agua subterránea. La implementación de las actividades de remediación comenzaría potencialmente en el otoño del 2015. Las actividades de excavación tomarían aproximadamente 6 años. Se estima que las otras tecnologías de remediación pudieran tomar de 30 a 40 años para alcanzar completamente las metas de remediación.

EFECTOS AMBIENTALES SIGNIFICATIVOS QUE SE ANTICIPAN: El borrador del EIR describe y evalúa los impactos ambientales potenciales relacionados con la implementación del RAP. El borrador del EIR evalúa los impactos potenciales respecto a la calidad del aire, geología y suelos, emisiones de gases de efecto invernadero, materiales peligrosos, hidrología y calidad del agua, ruido y vibración, transportación y circulación, y sistemas de servicio (manejo de residuos sólidos). Con base al análisis contenido en el borrador del EIR, la implementación del RAP resultaría en impactos de ruido y vibración significativos e inevitables. Con la implementación de componentes del diseño del proyecto, no se espera que ocurran otros impactos significativos e inevitables con la implementación del RAP. Además, el borrador del EIR evalúa tres alternativas al RAP, incluyendo una Alternativa de No Llevar a Cabo Ningúna Acción; la Alternativa de Excavación a una profundidad de 10 pies debajo de áreas verdes y patios; y la Alternativa de No Excavación Debajo de Patios de Concreto, únicamente en áreas verdes con una profundidad de 5 pies o un máximo de 10 pies.
