ABSTRACT
TheCaliforniaEnergyDemand20142024FinalForecast,Volume1:StatewideElectricityDemandandMethods,EndUserNaturalGasDemand,andEnergyEfficiencydescribestheCaliforniaEnergyCommissionsfinalbaselineforecastsfor20142024electricityconsumption,peak,andnaturalgasdemandforeachoffivemajorelectricityplanningareasandthreenaturalgasdistributionareasandforthestateasawhole.Thisforecastsupportstheanalysisandrecommendationsofthe2012IntegratedEnergyPolicyReportUpdateandthe2013IntegratedEnergyPolicyReport.Theforecastincludesthreescenarios:ahighenergydemandcase,alowenergydemandcase,andamidenergydemandcase.Thehighenergydemandcaseincorporatesrelativelyhigheconomic/demographicgrowth,relativelylowelectricityandnaturalgasrates,andrelativelylowefficiencyprogramandselfgenerationimpacts.Thelowenergydemandcaseincludeslowereconomic/demographicgrowth,higherassumedrates,andhigherefficiencyprogramandselfgenerationimpacts.Themidcaseusesinputassumptionsatlevelsbetweenthehighandlowcases.Forecastsareprovidedatboththeplanningareaandclimatezonelevel.Inadditiontothebaselineforecast,additionalachievableenergyefficiencysavingsareestimatedforthethreeinvestorownedutilityserviceterritories.Adjustedforecastsincorporatingthesesavingsareprovidedfortheseareas.
