The Coral Reef Targeted Research and Capacity Building forManagement Program (CRTR) is a leading internationalcoral reefs research initiative that provides a coordinatedapproach to credible, factual, and scientifically provenknowledge for improved coral reef management.

The CRTR Program is a partnership among the GlobalEnvironmental Facility (GEF), the World Bank, the Universityof Queensland (Australia), the United States NationalOceanic and Atmospheric Administration (NOAA), andOceanic and Atmospheric Administration (NOAA), andapproximately 40 research institutes and other third partiesaround the world, including the Philippines.

The CRTR Program established the Southeast Asian Centerof Excellence (SEA CoE) in the heart of the region, based atthe Marine Science Institute (MSI) of the University of thePhilippines and at the Bolinao Marine Laboratory innorthwestern Philippines. The CoE is one of fourinternational centers under the program.
