Firstly, as the organizer of the “World Cadastre Summit, Conference and Exhibition” event, I would like to extend my sincerest welcome to all of the participants on behalf of the Turkish people and government. We, as the Republic of Turkey Ministry of Environment and Urbanization, are honored to be inviting you and hosting this grand international meeting which will be held in Istanbul between the 20th and 24th of April, 2015.

In our globalizing world, land registration is of great importance for countries’ development. The concept of “Cadastre” forms the basis of land administration and needs to be better understood by nations and individuals. Because, while maintaining a secure land ownership structure the cadastre creates the new areas for better livable cities and environment. In order for countries to form modern property infrastructures for land management and to have ideal cadastral systems, the need for new and dynamic cadastral structures which are integrated with contemporary information technologies and has global values, is obvious. This is the reason why we planned to organize the “World Cadastre Summit, Conference and Exhibition”: to discuss Cadastre in every aspect and to adopt technical and legal land administration principles.

By this special organization, world’s leading scientists, experts, researchers, managers and public and private sector representatives in the field of Cadastre will come together and share their knowledge, thoughts and projects. And by this organization, it is aimed to create a mutual Cadastre vision for our common world and common future. We wanted to map our future together by sharing our experiences. This is why the event’s theme is designated as “Let us Cadastre the World...”

Within the scope of the event, along with keynote speakers, oral presentations, private workshops and training sessions, and a special “Summit” session will be held with participation of country representatives. Also an exhibition that will give the public and private sector representatives an opportunity to share their works and technologies will be open to all participants throughout the event. As an addition to the scientific program, participants will find an opportunity to closely experience Istanbul’s and Turkey’s extraordinary social and cultural heritage and values by social activities and will have unforgettable moments.

I would like once more to express our pride for hosting this extensive scientific event that will tackle an important subject as “Cadastre” in a worldwide scope and also for inviting you, prominent guests to Istanbul.

Dear Friends,

Land registry and Cadastre service, today, is a dynamic chain of service covering services such as preparing source data for all kinds of planning and organization on the ground and underground, providing geo-data and displaying topographic structure, producing data that can meet the information need required for economy, law, statistics, management, planning and various different scientific researches as well as all kinds of contractual transactions related to land registry and register of immovable properties, to follow-up, and control changes on the registers, to ensure the protection of archive records and documents.

In Turkey, The General Directorate of Land Registry and Cadastre (TKGM in Turkish) has been carrying out its duty determined by the law in its 22 Regional Directorates, 81 Cadastre directorates and 970 land registry directorates, serving 20 million citizens every year as well as producing required basic data for many offices and institutions.

Although there are land registry transaction records since 1460s in our archives, the first organization of land registry in our was established under the name of “Defter-I Amire Kalemi” on May 21, 1847 and our institution celebrated its 167th anniversary under the name of General Directorate of Land Registry and Cadastre in this year.

TKGM carrying out the mission of maintaining and protecting ownership and rights related to land. It has been fulfilling one of the most important functions of the state and playing a significant role in the service sector. These services have the quality of fulfilling the requirements of our county as well as increasing and changing demands in the international basis, finding solutions, amenable to the expected sensibility and credibility within the framework of laws, capable of using the recent technology of today. Many projects have accomplished within this framework since 2004 till today. It would be seen that every single project would contribute to the development of our country in the short, medium and long term.

Now we think that it is the time for all worldwide cadaster-related people should come together to share their very valuable experiences and create a network for a better mapping for our common future. As the organizer of the “World Cadastre Summit, Congress and Exhibition”, we also would like to welcome all of you and to give us an opportunity to show you our warm hospitably. Greeting from the Chairman of WCS-CE Dear Colleagues,

First of all, we would like to thank you for visiting to our web site. We are proudly inviting you to “The World Cadastre Summit, Congress & Exhibition (WCS-CE)” that will be held in Istanbul where is a bridge between Asia and Europe; East and West; one of European Capital of Culture, historical and natural beauties, on the April 20-24, 2015.

Today as all of you aware of that Cadastre is a big challenge in all aspects of the land-related progression, from the basic property use to geo-data assembly, analysis and dissemination. It plays great roles in allowing people, governments, local communities, non-government organizations and the academicians to make progress in addressing many of the worlds most pressing land-use and recording by land problems. The Cadastre has ability to support human lifetime in a better way, but failures are still exist. Is the cadastre really being used well and changed our social, economic and cultural creations and future of our world so far? So, we have to think globally about the cadastre for a better land use for our common future…

We think, now it is the time to make a worldwide road map for the Cadastre itself… For the first time ever, this congress will bring together cadastral people, land administrators, politicians, scientists, investors, geo-data providers and GIS/LIS/SDI users dealing with cadastre from all over the world to share their ideas. Thoughts that related to any aspects of the cadastre proper for land-use people are welcome to the WCS-CE. Presentations should focus on the national and international policies, standards, methodologies, tools; and any developments involved with cadastral developments and new ideas and technologies. The call is also open for contributions that cover land-related functions in any part, intersection of phases, and/or integration of phases of Surveying, Geomatics, Planning, Land Management, GIS, Geo-Spatial Information, Data Standards, Land Law and Policies, Cadastral Training and Developers etc..

The WCS-CE will cover all details in cadastral fields and aims to bring together cadastre specialists all over the World. We aim to discuss the latest issues and developments on the Cadastre in a scientific platform and to bring together researchers, experts in many countries. The WCS-CE is most timely and, in addition to hearing presentations from experts and interesting speakers, participants will be able to attend in a number of Panel Discussions, Tutorials, Workshops, Keynote Speakers, Technical Tours, Exhibitions, Social and Cultural Events particularly during the congress days. In addition, a special “Cadastre Summit” section will be held with the contribution of authority delegates of the world-nations to make a global declaration on the cadastre. The WCS Congress&Exhibitions (WCS-CE) opening ceremony will provide a spectacular introduction to the congress, its theme, and its unique location - a festive start of the Summit. Each day invited recognized experts will deal with topics within the overall theme of the congress. They will address key challenges of our time within the cadastral profession.

The technical program of WCS-CE will include a broad professional and scientific programme: during congress days, offering up to 10 parallel sessions, 4 plenary sessions with keynote speakers and special training workshops. This will allow about 150 presentations in the entire broadness of the cadastral profession. The carefully prepared Technical Programme will offer both specially invited high profile presentations and papers that are selected through the open call for papers procedure.

The WCS-CE will be organized through a series of plenary sessions addressing common policy issues, and parallel sessions from the call for papers, workshops, poster sessions and an exhibition. A summit subject to cadastral policies will be held with the participations of world-nations representatives.

A number of attractive and informative Technical Tours have been organized to complement the WCS-CE experience. These tours will visit sites and organizations of particular interest to Congress delegates.

Within the World Cadastre Summit, “ISTANBUL WCS’2015 COUNTRIES ROUND TABLE MEETING” will be held with the mere participation of the almost 80 official delegations of the countries on April 23, 2015 between 14:00-17:00 p.m., 30 ministries and 50 General Directories respectively.

In this meeting that will be chaired by Mr. İdris GULLUCE who is the Minister of Environment and Urbanization of Republic of Turkey, all country representatives will have the opportunity to describe the current situation in the field of cadastre and express their expectations.

As a global call, “ISTANBUL DECLARATION ON CADASTRE” will be prepared based on congress presentations and opinions of the country representatives and will be made public as a memorandum of understanding…

Land Administration Systems – LAS dynamic are as follows; these systems are directly affected by rapid technological developments, they are the main source of land information, including land policy making, that all public institutions and private sector need, and government wants to provide more effective service by using these systems. “Cadastre” is one of the main components of LAS. In addition, as the main source of data concerning the land use, “topographical map producing” and “land valuation” activities fall within the field of cadastre.

A well-functioning cadastre guarantees property, reduces land conflict, supports real estate taxation, ensures loan security, protects land sources, monitors environment and ameliorates urban planning and infrastructural development. Today, the most important duty of cadastre is to support sustainable development…

WCS recognize the statement of “FIG- International Federation of Surveyors Statement on the Cadastre”. As stated by the FIG;

This statement of the International Federation of Surveyors highlights, from an international perspective, the importance of the Cadastre as a land information system for social and economic development. It gives examples of legal, organisational, and technical issues that need to be addressed in order to establish and maintain a Cadastre. The statement also describes some of the different roles that surveyors play in the management and operation of a Cadastre. This statement does not recommend a uniform cadastre for every country or jurisdiction.

A Cadastre is normally a parcel based, and up-to-date land information system containing a record of interests in land (e.g. rights, restrictions and responsibilities). It usually includes a geometric description of land parcels linked to other records describing the nature of the interests, the ownership or control of those interests, and often the value of the parcel and its improvements. It may be established for fiscal purposes (e.g. valuation and equitable taxation), legal purposes (conveyancing), to assist in the management of land and land use (e.g. for planning and other administrative purposes), and enable sustainable development and environmental protection.

Professor of Engineering and President Emeritus at the University of New Brunswick, Canada. He served as Chair of the Department of Surveying Engineering, Vice-President and was the University’s 17th President and Vice-Chancellor. John introduced and developed the first land administration program at a North American university and the first program in land information management to be taught anywhere in the world. He has been a leader in building the North American Geomatics industry and has worked extensively overseas, in more than 40 countries, on the development of property systems with the World Bank, UNDP, and other international agencies.

Stig Enemark is Professor of Land Management at Aalborg Uni-versity, Denmark. He is Honorary President of the International Federation of Surveyors, FIG (President 2007-2010) and Past President and Honorary Member of the Danish Association of Chartered Surveyors (DdL). He worked for 12 year as a licensed surveyor in private practice before entering the academic world. He is a well-known international expert in the areas of cadastre, land administration systems, land management and spatial planning, and related educational and capacity building issues. She is the President of International Federation of Surveyors (FIG), Associate Professor, School of Rural and Surveying Engineering, Technical University of Athens, Greece. She has 30 years experience in education, training and international capacity building. She is elected member of the bureau of the Hellenic Association of Rural and Surveying Engineers. Since 1982 she is active in the FIG especially in the work of Com 7 (Cadastre and Land Management) and Com 3 (Spatial Informa-tion Management). She was the Chair of FIG Commission 3, the ACCO representative at the FIG Council, FIG Vice President. She has organized several international conferences. She has been contributor, co-author or main author of many publications and has written more than 110 scientific papers.

PhD, Dr. Chair of the UNECE Working Party on Land Adminis-tration, Head of Investment, International Cooperation and Stra-tegic Planning Department of the State Committee on Property Issues, the Republic of Azerbaijan. Educated in Baku, Moscow and London, had been working as the Regional Sales Manager (Caucasus) of the Gillette International several years, before he began his career at the State Committee on Property Issues in 1999. He is involved as a Chair and/or a Project Manager in a number of projects like the management and privatisation of large-sized state-owned enterprises, creating of digital cadastre database, improving Real Estate Registration system, develop-ment of Address Register Information System in Azerbaijan, etc. He closely cooperates with both international organisations and national authorities of foreign states.

He is the Senior Director for the new Social, Urban, Rural and Resilience Global Practice at the World Bank Group. As senior director, Mr. Ijjász will lead a team of over 600 technical experts deployed across the world, leveraging global knowledge and collaborating with partners to help tackle the world’s most complex development challenges. Prior to joining the World Bank, Mr. Ijjasz was a Senior Associate with ICF Kaiser International where he provided technical and policy advisory services to the U.S. Environmental Protection Agency on pollution issues, and led the preparation of environmental impact assessments of large infrastructure projects in Latin America and the United States. Mr. Ijjasz has a Ph.D. and a M.Sc. from the Massachusetts Institute of Technology (MIT) in civil and environmental engineering. He is a Colombian and Hungarian national.

He is Practice Manager of the Global Land and Geospatial Unit overseeing the World Bank’s land administration portfolio ($1.2 bil-lion in commitments). Mr. Muñoz joined the Bank in 1998, where he has worked on land policy reforms and land administration projects in over 20 countries across the globe, mostly in Africa and Latin America. For two years he was Head of the Bank’s regional office in Recife, Brazil. He also serves as the Bank’s focal point in several global partnerships related to these issues. Mr. Muñoz holds a B.S. in Engineering from Swarthmore College and an M.A. and Ph.D. in Economics from Stanford University.

He is a surveyor and engineer, and an Emeritus Professor in the Centre for Spatial Data Infrastructures and Land Administration at the University of Melbourne, Australia. His interests include cadastral, land and GIS; land administration and spatial data infrastructures, in both developed and developing countries. He has published widely on these topics. He has undertaken re-search or consultancies worldwide, including for various country development assistance agencies, FIG, the United Nations, the Asian Development Bank and the World Bank, most govern-ments in Australia. For almost four decades he has taught, consulted, researched, published and provided leadership on cadastral and related matters globally.

He is Director of Kadaster International at the Cadastre, Land Registry and Mapping Agency (Kadaster), The Netherlands. He holds an MSc. degree in land and water management (1989). After long term contracts in Rwanda and Bolivia he has been working more than 10 years in environmental and geo-informa-tion sciences at Wageningen University and ResearchCentre. After being responsible at Kadaster for product and process innovation (2007 – 2010), he now is responsible for the coor-dination of Kadaster’s international activities and international cooperation projects. Kadaster International provides world wide advisory services in the domain of land administration, e-gover-nance, geo-information services and SDI.

PE, PLS. He is the Cadastre/Land Record Global Manager of ESRI. Based in Washington D.C., Brent Jones oversees ESRI’s worldwide strategic planning, business development, and mar-keting activities for cadastral, surveying, and land administration. Jones specializes in modernizing existing land administration systems and designing new GIS-based cadastral management platforms for small and large governments across the globe. Established in 1969, ESRI creates systems that drive all compo-nents of land and cadastral administration, including addressing, registration, taxation/valuation, planning, and development.

Head of Department of Infrastructure Engineering at The University of Melbourne. He is also Director of the Centre for Spatial Data Infrastructures & Land Administration. He was President of the GSDI Association; Vice Chair of Working Group 3 of the United Nations supported Permanent Committee on GIS Infrastructure for Asia and the Pacific, is a member of ICA-Spatial Data Standard Commission, and is a member of Victorian Spatial Council. She is a Senior Advisor in Headquarters of the Austrian Federal Office of Surveying and Metrology (BEV). Graduated as a DI (MSc) of Geodesy from Vienna University of Technology. In BEV, where she held the position as head of a regional cadastral office for 15 years. Since 1998 she has represented BEV in several European and international organisations and associations as well in projects on Geoinformation and on public administration issues. Member of Executive Committee of EUROGI, Vice-President of Austrian Umbrella Organization for GI (AGEO), Member of Executive Board of the Austrian Society for Surveying and GI (OVG), former Vice-Chair and Member of the WG on Gender issues in the Austrian federal Ministry of Science, Research and Economy.

Dr. Vanessa is Co-Chair of the United Nations Committee of Experts of Global Geospatial Information Management (UN-GGIM), formerly Director General and Chief Executive of Ordnance Survey and Patron of MapAction, UK. She was, from 2000 to 2014, the Director General and Chief Executive of Ordnance Survey and the adviser to the British Government on mapping, surveying and geographic information. She was the longest-serving Director General since 1875 and she was the first woman to hold the post. She is also a Visiting Professor at the University of Southampton and Kingston University. In 2008, Vanessa was appointed as a Companion of The Most Honour-able Order of the Bath (CB) in the Queen’s New Year Honours List. In 2009, Vanessa was appointed Honorary Colonel of 135 Independent Geographic Squadron, Royal Engineers. In 2011, She was awarded the GeoSpatial Personality of the Decade 2000 – 2010. In 2011, Vanessa was appointed as Co-Chair of the United Nations Committee of Experts on Global Geospatial Information Management.

Dr. Steudler has a degree from the Swiss Federal Institute of Technology (ETH) in Zurich, the University of New Brunswick, Canada and from the University of Melbourne. Since 1991, he is working for the ‘Swiss Federal Directorate of Cadastral Surveying’. He was member in several working groups and committees for geospatial information. He was participant at the UN-FIG-Workshop on ‘Land Tenure and Cadastral Infrastruc-tures for Sustainable Development’ in Bathurst. Since 1994, he is involved in activities of FIG-Commission 7, such as “Cadastre 2014”, “Reforming the Cadastre”, “Spatially Enabled Society”, and “Cadastral Template A Worldwide Comparison of Cadastral Systems”. Since March 2015, he is chair of the EuroGeograph-ics “Cadastre + Land Registry” Knowledge Exchange Network.

PhD, he graduated from the Surveying Engineering Karadeniz Technical University (KTU), Trabzon in 1985. He worked on Land Information Systems at the University of New Brunswick in Fredericton, Canada. In 1993, he obtained his Ph.D. from the University of Newcastle upon Tyne, England. In 1994, he was appointed as a full-time Professor in 2001 at KTU, then at Istanbul Technical University (ITU) in 2009. He has been the Deputy Chairman of the Department, and the Head of the both Cartography and the Land Management divisions at KTU. He also appointed as the General Secretary of KTU, and an adviser to the Rector of KTU and the Rector of ITU. He has served a member on various commissions, and also worked as a project manager and consultant in several public and private institu-tions. He established ITU-GeoIT graduate program and the first national GIS R&D innovation center of Turkey. He has published many scientific-research publications in the field of GIS&Land Management.

He is a full professor and head of the section GIS Technology at TU Delft since 2000. From 1995 to 1999 he was senior infor-mation manager within the Dutch Cadastre. Since October 2005 he is member of the INSPIRE drafting team Data Specification and Harmonization. He was member of the INSPIRE thematic working group on cadastral parcels. He is co-editor of ISO 19152 LADM, member of the editorial boards of several journals and member of the program committees of the major GIS conferences. He is the chair of the FIG joint working group ‘3D Cadastre’ of commissions 3 (Spatial Information Management) and 7 (Cadastre and Land Management). He is the (co) author of more than 100 publications.

Ph.D., He was from 1984-2007, a senior engineer at the General Directorate of Land Registry and Cadastre in Turkey. He executed some of the World Bank`s Project, and worked as executive staff at Turkish NSDI, CORS, TAKBİS Projects. Since 2007, he was involved in private sector as company manager and freelancer both in Turkey and Libya. From 2001 to 2010 he was the part-time lecturer at university. He was the member of scientific commission C of OEEPE in 1993-94 and member of FIG working group 5.4.3 in 1995. He is an active member of FIG Commission 7 and Congress Director of FIG2018. Since 2012 he is the chair of International Affairs Commission of Turkish Chamber of Survey and Cadastre Engineers.

As an exhibitor you will promote your company, organization or countries products and services over five days to global cadastral people and land-decision-makers from up to 130 different countries. The congress, summit meetings, primary plenary, technical and business meeting sessions will be held in the Halic (Golden Horn) Sutluce Congress Center in Istanbul, Turkey.

All concurrent sessions, exhibits, breaks and lunches will be held in the same place. The Halic Congress Center has wireless Internet access to which conference participants will be able to link.

Estuary Culture and Congress Centre, Turkey’s largest and most modern convention and cultural center is the distinction. Established in an area of approximately 65 thousand square meters of the center, 88 thousand square meters of construction area. In the center, three-thousand-seat concert hall, 1120 seat theater, 900 person capacity and 14 study rooms for three cinema halls are located. Also, 650 seat restaurant, seven thousand seven hundred square meters of outdoor space was built. 8 thousand 250 square meters of construction area with a dock in the center, with 700 car parking spaces is 17 thousand square meters of green space.
