Conservation of Powerand Energy
POSTAL BULLETIN 20765, July 2,1971, requested that every effort bemade to conserve electric power andenergy without regard to emergencyconditions.
Regional Instruction No. 531-FAC-53 was issued outlining generalmethods and procedures for reducingenergy requirements, both of anemergency and continuing nature.
The Postmaster General has beenrequested by the Office of EmergencyPlanning to provide a quarterly re-port on USPS efforts toward the con-servation of power and energy.
All first class post offices are re-quested to provide a report to theregional director of engineering divi-sion on positive efforts they havetaken to conserve power and energy.Regions will provide the affected of-fices with a reporting program andschedule consistent with the require-ments of the Office of EmergencyPreparedness. Regions will compilethe information received from localoffices and prepare a quarterly reportto Headquarters of approaches andsuccessful actions.
The regional report should be for-warded to the Director, EngineeringOffice, Mail Processing Group, 1100L St. NW., Washington, DC prior toOctober 1, 1971, and quarterlythereafter.
Monthly reports are to be filedwhen there is something significantto report of an unusual nature ortrend and used to update the quar-terly report.
Reports should be as brief as pos-sible, covering: (a) Measures im-plemented, (b) their impact onpostal operation and on energy con-servation, and (-c) problems en-countered. Where possible, reportsshould include rough estimates ofpower reduction especially duringpeak periods. During the open season, an eli-gible employee not enrolled in a Fed-eral health plan may register to be en-rolled. Express Mail Service
For the past 9 months the PostalService has been offering on an ex-perimental basis a new service calledExpress Mail Service. The purpose ofthis notice is to provide postmasterswith background information on thisprogram.
Express Mail Service is designed tobe the fastest, most reliable service inthe nation for the transmission of highpriority business documents and ma-terials between major metropolitanareas.
Express Mail is now in an opera-tional test phase, wherein the serviceis offered on a limited basis for thepurpose of developing and perfect-ing operational procedures. To date,over 5,000 Express Mail shipmentshave been delivered by the PostalService with 97.5 percent deliveredon time. (If a pouch is delivered even2 minutes after the deadline it is con-sidered a failure.)
It is anticipated that in the comingweeks Express Mail will enter themarket test phase. The service willnow be widely promoted in an effortto generate substantial volume. Ex-press Mail service will be available inthe following offices which comprisethe operational test (plus some addi-tional offices under consideration):

Downtown service.
Express Mail offers a range of serv-ice options, from which a customercan select the degree of service mostsuited to his needs. With the excep-tion of the Downtown service de-scribed below, Express Mail services
are all prearranged and scheduled.The scope, frequency, and pick-upand delivery times are defined in asales agreement with each customer.Neither postal insurance nor registryservice is available for Express Mail.
An Express Mail customer maypurchase the full service, includingpickup and delivery, or he may deletethe pickup and/or the delivery fea-ture. When partial service is selected,the customer deposits and/or picksup Express Mail at airport mail fa-cilities. The rates for Express Mailvary with weight and distance, as wellas the amount of service (i.e. pickupand delivery) provided. When pick-up or delivery by special delivery mes-senger is involved, volume discountsare also applicable. (The currentminimum rate for airport-to-airportservice is $3; a 10-lb. piece, New Yorkto Chicago with pickup and delivery,would be $25 less any applicablediscount)
An Express Mail service may beimplemented 10 days after the PostalService determines it is operationallyfeasible to meet the potential cus-tomer's specific service request. If therequested service cannot be achievedwith reliability, the customer is in-formed and alternate service isnegotiated.
All Express Mail is transported inspecial orange and blue pouches. Thepouch is made up and sealed by thecustomer for services involving pick-up and/or delivery by special deliverymessenger. In these cases the pouchis the "envelope" and the weight ofthe pouch is included in determiningthe applicable rate. When only serv-ice between airports is desired, Ex-press Mail pouches are made up bypostal personnel.
Downtown-to-downtown service.—The Downtown service offers guaran-teed overnight service for mail de-posited at designated lobby windowsbefore 5 p.m. Pieces are available forpickup at 10 a.m. the next businessday at the designated window in thedestination city. The sender mayapply for a full refund for any itemnot available by 10 a.m. regardless ofthe reason for the delay.

Civil Service RetirementAnnuitants
The Civil Service Commission ischarged with the responsibility of ad-ministering the Civil Service Retire-ment System.
When an employee under CS re-tirement coverage separates from theU.S. Postal Service because he resigns,transfers to another Federal agency,retires, or dies, his retirement recordsare transmitted to the Civil ServiceCommission for appropriate action.
The Commission adjudicates thesecases and assigns a number to indi-viduals added to its annuity rolls.For retirees the number is prefixed bythe letters t'CSA"; for survivors of de-ceased employees and annuitants thenumber is prefixed with "CSF." Thisannuity claim number is includedwith initial correspondence from theCommission and appears on each an-nuity payment check to the right ofthe individual's name.
After receipt of this number anyquestion an annuitant (or his sur-vivor) may have regarding retire-ment benefits should be sent to theBureau of Retirement, Insurance andOccupational Health, U.S. Civil Serv-ice Commission, 1900 E Street, NW.,Washington, DC 20415. The annuityclaim number must be included insuch correspondence for positiveidentification of the individual'srecords. It is also helpful if the fullname and date of birth is included.—Support Group, 8-26-71.
The Downtown service, unlike theother Express Mail services, is avail-able to anyone, without pre-arrangement, Special Services arenot available, but a mailing receipt isgiven and proof of customer pickupis retained at the delivery office. Thecurrent rate increases with weightand distance, ranging from a flat rateof $1.50 for pieces up to 8 oz., to $22for a 40 lb. piece to zone 8.

DECALS FOR AIRMAIL ONLY COLLECTION BOXES
Beginning August 30,1971, all postoffices participating in the airmailimprovement program will receivedirect from the manufacturer a suffi-cient quantity of new decals and 154-inch width red reflective tape forimmediate application on all Air-mail Only collection boxes. This no-tice provides detailed instructions andillustrations for the proper applicationof the decals and tape.
These new decals are identified asLabel 7-A and Label 7-B. Label 7-Ais an outline of a jet plane in red onwhite background. Label 7-B readsAIRMAIL in red letters on whitebackground. These items will bestocked in the area supply centers ata later date. Do not submit requisi-tions for these labels or tape untilnotified of their availability.
Prior to application of the decalsand tape, the white portions of allAirmail Only collection boxes must,if necessary, be repainted to removeany Airmail and Airmail Only mark-ings and to insure that the white por-tion of the box extends down to apoint approximately 37J/fc inchesabove the ground (approximatelyone-fourth inch above collectionschedule holder on new styleboxes). Necessary painting must bedone just prior to the applicationof the decals and tape so thatthere will be no customer con-fusion as to the proper identity of theboxes. Previous painting instructionsrelating to the application of the newseal (Sign 70) were issued in POSTALBULLETIN 20806 dated March 18,1971.
Because of deviation from originalpainting instructions, some officeswill have to repaint the blue portionof the box to achieve the above di-mensions. Correct painting of theboxes is vital for proper applicationof the red reflective tape stripping. Ifthe blue and white separation pointis not as prescribed (one-fourth inchabove collection schedule holder),difficulty may be encountered apply-ing the tape securely due to rivets pro-truding from the box. The red reflec-

tive stripping tape is identified as postoffice Item No. D1188-E.
On snorkel boxes, the strippingshould extend only to the edges of thesnorkel portions of the box. The tapewill be positioned to extend up fromthe top of the collection scheduleholder on the new style boxes. On theolder model boxes, it will cover one-fourth inch of blue and will extendup to cover 1J4 inches of white. Stripsto cover all corners must be cut andapplied separately. This will providefor proper adhesion of the tape onthe corners of the boxes.
Label 7-A (the jet plane) will becentered on the shelf beneath thedrop handle one-half inch down fromthe top of the shelf. from the left side of the panel. It willnot be placed on the front or back.
NOTE: The dimensions indicatedwill be applicable on the majority ofall boxes. The dimension indicated as3J4 inches for centering purposes willvary depending on manufacturer andage of the box. Uniform appearancerequires the decals to be applied at thesame vertical height and identicallycentered on each panel {shelf). Themoveable adhesive feature allows forinitial decal placement using verylight finger pressure to "tack" in posi-tion. If misalined at this point, thedecal can be removed and reap pliedwithout damaging the adhesive sur-face. Executive Order 11615 Providing for Stabilization ofPrices, Rents, Wages, and Salaries
Pending further definitization of actions to be taken in support of the Presi-dent's wage-price freeze, the following interim procedures are announced:
1. Effective upon receipt of this announcement, the following certificationto be executed by the contractor, shall accompany all purchase orders anddelivery orders, and shall be included in new solicitations and resultingcontracts:
CERTIFICATIONSTABILIZATION OF PRICES, RENTS, WAOES, AND SALARIES
a. In accordance with the provisions of Executive Order 11615 ofAugust 15, 1971, stabilizing prices, rents, wages, and salaries, thecontractor certifies that to the best of his knowledge and belief, theprices quoted are not in excess of those pertaining to a substantialvolume of actual transactions in effect during the 30-day periodending August 14, 1971, for like or similar commodities or services.If no transactions occurred in that period, the prices quoted maynot be in excess of the highest price in the nearest preceding 30-dayperiod in which transactions occurred.
b. The contractor agrees to insert the substance of this clause,including this paragraph b, in all sub-contracts for supplies andservices issued under mis contract.
2. Solicitations which have been opened but not yet awarded need notbe amended to include the provision required for new solicitations in para-graph 1 above; however, if practicable, bid opening dates should be extendedso as to permit amendment of the solicitation to include the above provision.The provision in paragraph 1 above shall be included in negotiated procure-ments not yet awarded, and in all price-bearing contract modifications.
3. Contracting Officers shall promptly report through normal procurementchannels all suspected violators of Executive Order 11615.
4. The above instructions supersede those contained on page 1 of PostalBulletin 20829 of August 19, 1971, same subject.—Support Group, 8-26-71.

Reports have been received of ir-regular procedures in the handling ofregistered mail by city carriers usingcanvas satchels. As these satchels arenot equipped with pockets in whichto keep registered mail separated fromordinary mail, the proper handlingand protection of this type of mail isprecluded.
Sections 252 and 262.2 of City Car-rier's Instruction Handbook, M-41,provide for carriers to place registeredarticles in the pocket of their satchel.This provision is a safeguard to avoidpossible loss or misdelivery of valuablemail. Postmasters should review theprocedures at their offices to assurethat the instructions in M-41 arebeing followed.
Canvas satchels were originally de-signed for use by auxiliary carriers orhelpers employed at Christmas time.However, since some regular and sub-stitute carriers prefer to use the can-vas rather than the leather satchel,consideration is now being given tomodifying the canvas satchel to in-clude a pocket for registered articles.In the interim, postmasters willpromptly obtain and issue leathersatchels to carriers who are assignedregistered mail for delivery to pre-clude use of canvas satchels withoutpockets.
