With summer comes, vacations, budgets, year-end planning, hurricane preparedness and a real appreciation for air conditioning... I am grateful that I will be attending the NIGP Forum in Kansas City this August representing our Chapter. As we gear up for the busy summer months, the Reverse Trade Show Committee will be hard at work with their marketing plan for the November 5, 2015 Reverse Trade Show while I will continue to research options for changing our quarterly business meeting format. My idea is to have two Educational Workshops separate from the business meetings during the year. The quarterly business meetings would include a networking luncheon with round table topics to promote sharing of ideas, experiences and support from your colleagues. Will keep you posted on the change to the meeting format and have a great summer!

Spring 2016 The 2015 Buyer of the Year award goes to…

Lynne Piper
Lynne has been a Buyer with the City of Boca Raton since 2008. Her
dedication to her work has always been apparent, with a recent example
being the $300,000 savings she yielded the City on a vehicle purchase bid
versus other options. She also works hard as the Website Liaison Chair for
the SEFL Chapter – updating the website on a daily basis with new
information, members and co-op contracts. Lynne’s dedication has led
her to attend special trainings, such as the annual Chapter Manager
conference where she learns how to maximize our use of the Chapter
website and teach us about new tools, features and functions.

Procurement Services staff = 9 “Hollywood is home to more than 60 parks, seven golf courses, seven miles of pristine beaches, and the one-of-a-kind Hollywood Beach Broadwalk, a promenade that stretches nearly 2.5 miles along the Atlantic Ocean. Named one of America's Best Beach Boardwalks by Travel + Leisure magazine, this brick-paved thoroughfare hosts pedestrians, joggers, bicyclists, rollerbladers, and millions of others every year.
The City of Hollywood has a centralized purchasing operation. We also have a Hybrid Engineering, Construction Services
Department: This department handles their own solicitations & Contract Management. In addition to the regular procurement functions, the Procurement Division also handles the Sales & disposition of surplus equipment and City asset property as well as inventory of all warehouses. Joel Wasserman, CPPO is the Procurement Services Director who oversees eight staffers handling projects that stem from several City divisions.
This Summer, the City will celebrate the opening of the new Margaritaville Hollywood Beach Resort. Plus, additional developments on the beach and in the downtown area. Also, this year the City of Hollywood is turning 90 years old!”

With the overarching theme of “Elevating Our Professionalism”, attendees enjoyed a productive and informative FAPPO conference. The four-day event featured a vendor trade show, keynote speakers, Presidential Banquet, award presentations and more than a dozen thought-provoking seminars given by public procurement professionals.

As announced at the June Chapter meeting, there will be a Reverse Trade Show (RTS) this year! As part of an understanding between the Southeast
Florida Chapter and Greater Miami Chapter, the Chapters will hold their RTS on opposite years. Each year, volunteers from either Chapter are welcome to assist in that year’s RTS and also help promote the event to vendors. In each Chapter’s “off year”, new approaches such as Speed
Buying events may be planned. We are excited about these fresh opportunities and hope you are too!

NIGP Launches Industry-first Accreditation Program for Public Sector Purchasing
Cooperatives Herndon, VA, May 18, 2015 --- NIGP: The Institute for Public Procurement announces the launch of the NIGP Accredited Cooperative© (“NIGP AC”) accreditation program. This unique, first of its kind accreditation supports public procurement professionals’ need to quickly identify cooperative programs that consistently practice sound public procurement behaviors. “Public spending through cooperatives has grown steadily for more than a decade, as has the number of cooperative programs,” NIGP’s CEO, Rick Grimm, observed. "The NIGP Accredited Cooperative program and “NIGP AC” mark will go a long way toward overcoming practitioners’ confusion and ensuring the integrity of cooperative practices as a long-term, viable procurement option.” To earn the NIGP AC mark, cooperatives will undergo a rigorous evaluation process against 148 criteria across three domains of practice: procurement and contracting processes, procurement agency management, and cooperative program management. Assessment is a two-step process that requires programs to first successfully pass 77 mandatory criteria and then earn passing scores in each of the three practice domains based on 71 scored criteria. Accreditation is awarded for a three-year period and requires ongoing, 18-month mini-assessments to maintain active status. NIGP offers two accreditation application and award announcement periods each year. The Institute is currently accepting cooperative accreditation applications through June 1. NIGP Accredited Cooperative criteria and a comprehensive NIGP Accreditation Guide are available for download.
NIGP Congratulates the UPPCC and Their New
Management Partner As an independently incorporated organization, the Universal Public Procurement Certification Council’s (UPPCC) Governing Board has selected AMR Management Services as its new management partner effective July 1, 2015. NIGP congratulates the UPPCC for its continued efforts to realize its potential as an independent organization administering the CPPO and CPPB certification programs. And NIGP wishes the AMR team the very best as they assume the management and administrative functions of the Council. NIGP remains fully committed to the UPPCC as the premier public procurement certification program for professionals. NIGP will continue to provide quality education – via the classroom and eLearning – that covers the key aspects of the body of knowledge examined by the UPPCC for the CPPO and CPPB designations. The Institute will continue to offer coursework and materials to prepare for the exams. And NIGP will continue to provide educational and professional contribution opportunities for recertification. In short, the NIGP/UPPCC partnership remains vital to the public procurement profession: NIGP will continue to be the go-to resource for education and preparatory support as professionals seek the go-to certifications provided by the UPPCC. And finally, NIGP will continue to support the governance of the Council through its three representatives on the UPPCC Governing Board.

Taking LEAP courses, obtaining the PREP Guides from the NIGP bookstore, participating in a study group or reviewing the material on your own are just some of the ways to prepare.
