In Feb 2004, IMO adopted an INTERNATIONAL CONVENTION FOR THE CONTROL AND

MANAGEMENT OF SHIPS' BALLAST WATER AND SEDIMENTS (commonly known as “Ballast Water Convention”)

BW Convention

Objective – to regulate discharges of ballast water and reduce the risk of introducing non-native species from ships’ ballast water.

Applicable to all vessel types operating in aquatic environment which are designed to carry ballast water & are entitled to fly the flag of a Party to the convention

Regulates the discharge of BW either by BW exchange (Reg.D1) or by treating ballast water to meet certain standard (Reg.D2) by gradual implementation of convention depending on ships’ build date and quantity of ballast carried on-board.

Convention also issued Guidelines – G1 to G14

The requirement of TREATMENT comes from Reg D2.

USCG has proposed a regulation to be implemented in two phases:◦ Phase 1 same as IMO-D2. ◦ Phase 2 is around 1000 times stringent

applicable for ships built after 2016, Ships built before 2016 should comply first docking or

Practicality review is proposed in 2013 to evaluate availability of technology to achieve set standards.
