1. Last meeting minutes Up-dated minutes of the last steering committee meeting, performed on 23rd of September via
phone, have been sent out to the steering committee members. The minutes were approved.
2. BWR-Club Charter: review and prolongation BWR-Club charter valid for 2013 and 2014 has been signed by 7 utilities. Copies of the signed version
have been sent out to all members and associated members.
A draft report of a new Charter from 2015 and forward had been sent out to all members before the
meeting. The text in the charter was reviewed sentence by sentence during the meeting. Several
minor changes was proposed and accepted. The following main decisions were made
- The coming charter shall cover a period of 3 year (2015, 2016 and 2017)
- The charter shall be updated related to the existing views related to contacts with JBOG and
BWROG
- Include the role of the vice-chairman
- Members shall be split in “Funding Members”, “Full Members” and “Associate Members”
- It is (more or less) a demand to participate in workshops for the members -anyhow the text in
the charter should be less demanding
- The charter shall specify that a technical secretary support the chairman’s work. The cost for
the technical secretary shall be covered by the member
- The charter shall include an addendum specifying the approx. yearly costs for the members
Both Iberdrola and OKG have indicated that they will be member for the coming period. The Charter
will be based on this knowledge.
Ringhals position was unclear. Forsmark will take contact with Ringhals to get their view on being full
member for the coming period.
The chairman shall take contact with OKG and Iberdrola to get confirmation that they support the
proposed changes in the Charter.
On the next steering committee meeting a final version of the charter shall be confirmed.
3. Chairman and vice chairman
a. Chairman and vice chairman 2015 It was decided and confirmed that Petri Lavi will be chairman for year 2015.
It was decided but not fully confirmed that Ringhals should have the vice –chairman role for 2015.
Forsmark will discuss this with Ringhals and propose a name for the vice chairman position.

b. Chairman for 2014 The sequence of the chairmanship is stipulated in the charter.
Daniel Schupp (KKL) is the chairman for 2014.
Notes from BWR-Club European Conference 2013 in Adelsried:
Daniel Schupp will be the chairman for 2014. At the steering committee meeting at Adelsried the
transfer of chairmanship will be discussed.
Daniel Schupp reconfirmed that he will be the chairman for 2014. His vice chairman will be Petri Lavi
from TVO. It was discussed that the BWR-Club should assign about 3 persons who can contribute to
the work of the committee and the club. In addition, a secretary responsible for communication and
the continuous flow of information would be extremely useful.
To ensure an efficient use of available financial and human resources, a job description is to be
drafted up for administrative support, outlining in detail the tasks to be accomplished, together with
the associated costs. According to the Charta, costs for administrative work would have to be paid
for by Leibstadt as the chairman’s plant. If the BWR-Club wishes to formalize a technical secretariat,
it was suggested to change the Charta with regard to the secretarial costs to be distributed equally to
all members.
c. Vice Chairman for year 2014 At the European Conference 2013 in Adelsried it was suggested that the Vice chairman should be
that person who will be chairman in the following year (e.g. chairman 2015 is vice chairman in 2014)
to bring a continuity in the rotation of the vice chairman.
The steering committee confirmed unanimously that Petri Lavi (TVO) will be the vice chairman for
2014.
Before Göran Hultqvist was vice chairman in 2012 and 2013.
4. Technical Secretary The former vice chairman Göran Hultqvist (FKA) retired at the end of 2013. He stated that he would
be willing to continue working for the BWR-Club as a consultant.
Since beginning of 2014 Göran supports the BWR-Club as Technical Secretary with his company
HAVSBRUS Consulting. Göran is willing to go on in this function during the coming years if the
members support that.

5. Homepage The technical secretary is developing a Homepage supported by a consultant specialized in
homepage development. The address is: www.bwrclub.org
The homepage contains different libraries where we will store BWR-club documentation:
- Presentations from workshops
- Conference reports
- Reports
- Invitations
- Contact person lists
- Steering committee meetings
- etc.
BWR-Club members will get a password to access the content.
Göran will inform about new developments by emails.
A request to review and update contact person lists was sent out during June 2014. The updated
contact lists were then uploaded to the homepage.
The (draft) Homepage was presented on the JBOG – BWR-Club meeting in Nagoya in July as well as
on the BWR-Club PSA Workshop in September 2014 and on the BWR-club Structural Integrity
Workshop in Oskarshamn in October 2014.
The review of the homepage is now in progress. In September 2014 Göran sent out an email to the
Steering Committee with the request to review the homepage. After implementing the comments
and responses from the Steering Committee a further request to review the homepage was sent to
all persons from the contact lists of BWR-Club.
The feedback is very positive. The homepage will make it easier to communicate within BWR-Club
and help to make new documents and information faster available.
The homepage has been updated with recommendations from this review process.
The aim is to make the homepage open to all persons in BWR-Club member organizations after the
Steering Committee meeting on the 3rd of November 2014. On this meeting the last issues regarding
IT-security, specific restrictions on homepage access etc. shall be discussed.
At the steering committee meeting in November 2014 the actual status of the homepage was
accepted. The following remaining issues have to be handled before the password to the homepage
will be distributed to members and associate members.
- Restrictions to use the homepage for associate members for different categories as utilities,
JBOG, Vendors. Tech.secretary sends out proposals before the next meeting.
The following issues related to further update of the homepage was discussed without any decision:

- Expand the homepage with information from the AP-program in BWROG (1993- 2009)
- Include a list that couple presentations from different workshops to specific topics. Tech.
secretary develop a test case.
- Password to the homepage should be changed each year
a. Contact person list The homepage include a list contact persons for different topics. The persons have been approved by
the steering committee members. The meeting supported that the following demands/requests
were put on the contact persons:
- Respond to emails from members – (transfer emails to the steering committee member if he
cannot respond)
- Responsible for status of plant specific parts of BWR-club reports
- Co-ordinate work for new reports or up-dating of reports
- Preparations of coming workshops related to the specific area
- Promoting BWR-club and its homepage to colleagues
The list of contact persons shall be up-dated at least every year.
6. OKG and Iberdrola: new membership? OKG have informed that they will not join BWR-club during 2013/2014 – but will follow and
participate in several workshops and common actions. Joining BWR-club could perhaps
happen 2015.
A letter was sent out by Iberdrola in December 2013 in which they confirmed to become full
member of the BWR-Club starting January 2014.
The new representative for Iberdrola in the BWR-Club steering committee will be Luis Yagüe.
The letter from Iberdrola / Felipe Galán Garciá (General Manager Cofrentes NPP) was
distributed within the steering committee.
BWR-Club wants to thank Iberdrola for their decision and welcomes our Spanish colleagues
to BWR-Club.
Before separate letters have been sent to OKG and Iberdrola by the chairman and the vice chairman
in 2012/2013 asking them to be a full member from 2014.
After some failed communication (reported in meeting minutes 12th Nov. 2013) BWR-Club is now
happy to have more involvement from Iberdrola.

7. GEH support GEH-contract for 2012, 2013 and 2014
Contact person for GEH is George Depta, [email protected].
GEH have send out an offer covering services for 2013 to all members in December 2012. The offer
has been accepted most of BWR-club members. The lacking ones will be contacted again by GEH.
GEH has sent out offers covering services for 2014 in May 2014.
GEH-delivery
GEH have participated in the workshop on radiolysis gas, in the workshop on Robust Power, in the
JBOG-workshop and the workshop on safety principles. GEH was host for the PSA workshop 2013.
The steering committee agreed that GEH support was good in 2013 and brought us closer to BWROG.
GEH has participated in JBOG workshop, PSA Workshop, Structural Integrity, Valve Workshop,
European Conference and in the meeting with BWROG during 2014.
8. ERIN contract ERIN has fulfilled the work with the European conference 2012 and the conference report. No
contact for 2013 has been taken. The chairman has informed ERIN that we will not request any
support for the European conference 2013.
9. BWROG contact Plan before October 2013:
On the 23 of October 2013, a meeting will be held between the BWR-club executive group and GEH
and hopefully BWROG management at GEH. A meeting just after this steering committee meeting
discussed the logistics related to this meeting. BWROG will be represented by GEH BWROG manager-
Ken Mccall. BWR-club will as a minimum be represented by the chairman, vice chairman, the coming
chairman and Roman. Other members could also join. GEH George Depta will chair the meeting. The
meeting shall start with presentations from BWROG and BWR-club on existing and coming programs
A specific invitation shall be sent out for this meeting. George will develop this invitation. The
meeting will be held at the same hotel as the PSA-workshop.
Daniel Schupp, Göran Hultqvist and Roman Zofka will attend the meeting with the BWROG
management. Topics to be discussed are, amongst others, how to organize and synchronize the

workshops, and how to establish an efficient and beneficial cooperation. George Depta will be the
chairman for this meeting.
Notes after the meeting:
The BWROG has a new Chairman Mrs. L.P. Hill. The former Chairman Ted Schiffley is no longer in this
position.
Results of the Wilmington-Meeting:
There were no decisions made at the meeting. The responsible persons were not attending the
meeting. The impression of the meeting is written in Email-report from Göran (this paper was
distributed to all SC members).
GE (George Depta) will develop conference report/minutes of meeting with consideration of the
“Göran paper”. Certainly a discussion with new Chairman Mrs. Hill and Ken McCall is necessary.
Information about developments and contacts with BWROG since the
Wilmington meeting and other general issues Ken McCall (BWR Owners’ Group Program Manager) sent an email to the BWR-Club Chairman on 8th
January 2014 in which he informed that the BWROG Leadership team wants to meet the BWR-Club
again to “explain the current BWROG International member program to stimulate discussion
between our current offerings and the needs of the BWR-club members”.
This Email was sent out to the Steering Committee before the phone conference on 15th January.
The Steering Committee considered Ken’s email as a positive signal and agreed on having a meeting
with BWROG. Though a phone call should be arranged before to clarify the areas which should be
discussed on the meeting and to be able to decide who should join the meeting.
It was agreed that Göran H. and Ulrich I. should support Daniel S. at the phone call.
Daniel will send a response to Ken. – phone call performed on 20th February 2014
It was suggested that a steering committee meeting could be linked to the meeting with BWROG. It
could take place at the same location where BWROG will be met (location not defined yet).
After further email conversation and another phone conference between Ken McCall, Lesa Hill,
George Depta and Daniel Schupp on 23rd of April it was agreed to meet Ken and Lesa on the 26th of
May 2014 at Leibstadt NPP. It shall be discussed how and what kind of information could be
exchanged between BWROG and BWR-Club in the future. Daniel sent out an invitation to the BWR-
Club Steering Committee to join the meeting.
The meeting between BWROG and BWR-club was performed on the 26th of May 2014 at Leibstadt.

BWROG presented their structure and the Executives decision concerning getting the BWR-Club back
in the BWROG. Göran presented the presentation prepared for the Wilmington meeting to show
structure, work, goals etc. of BWR-Club. Daniel prepared some proposal on how we could exchange
information between BWR-Club and BWROG in the future.
The meeting ended with a decision to meet again (possibly on BWR-Club European Conference
2014). Both organizations are interested in finding ways to have an increased exchange.
Meeting Minutes were developed after the meeting. These are available on the BWR-club
Homepage. The Meeting Minutes describe the outcome of the meeting in more detail.
In August 2014 a meeting between the Nordic Plants and the BWROG was performed. The meeting
was initiated by BWROG. The Nordic plants proposed that BWR-Club (all members together) could
become (one) member in the BWROG. This proposal was not accepted by the BWROG.
Petri will ask for meeting minutes or some more information about this meeting.
It seems that no Nordic utility will join BWROG based on the proposals given in the August
meeting.
On the Steering Committee meeting of 23rd September the participants agreed on inviting the
BWROG to the BWR-Club European Conference 2014. The chairman will transfer an invitation.
On the affiliated Steering Committee Meeting (3rd Nov) we shall discuss the “hopes/wishes” from a
BWR-Club – BWROG cooperation to coordinate our interests within BWR-Club.
BWROG have been invited and was prepared to come but parallel activities BWROG activities made it
impossible. BWR-club will transfer a draft schedule of workshops for 2015 to BWROG as soon as
possible after the European conference. BWROG plan a European conference to be held in June. It
will be discussed if some parallel program could be developed in conjunction with the BWROG
European conference 2015.

10. JBOG contacts
a. JBOG workshop 2013 at Forsmark The second workshop between JBOG and BWR-club was performed the 16th and 17th of May 2013 at
Forsmark.
The workshop developed good contacts with the JBOG members. All BWR-club members find the
workshop to be successful. A conference report is developed with inputs from all participants. The
conference report and all the presentations have been transferred to a CD. The CD will be sent to all
participants in early September 2013. -done
The Conference report asks for future workshops on specific issues and on common issues.
The following issues have been seen as high priorities
- Training on Emergency preparedness
- Fire spreading data and fire assessment methodologies
- Operational routines
- Regulatory demands
Contact points for planning coming meetings will be BWR-club chairman and for JBOG - Kazuhiro
Takei (KAZUHIRO have changed work and JBOG will soon appoint another contact person).
The meeting decided to plan future contacts with the JBOG at the coming steering committee
meeting in Adelsried. Coming meeting with JBOG including handling of the high priority issues shall
then be discussed.
b. JBOG workshop 2014 in Nagoya, Japan This year’s JBOG – BWR-club meeting was held on July 7th – 9th in Nagoya, Japan.
The meeting was a success with a lot of information exchange and lively discussions.
A steering committee meeting between BWR-club and JBOG was performed in parallel to the
technical presentations to discuss the following issues:
- Value of the performed exchanges since 2012
- Wishes on the exchanges for the coming years
- Views of other networks as BWROG, JANSI, NOG and ways to link these to the exchange
- Ways to improve the exchange
- Programs for year 2015
- BWR-Club Homepage

The feedback regarding value of the performed exchanges was very positive. JBOG stated that they
want to go on with the yearly meeting and that they will continue to participate the BWR-Club
Workshops. It was decided that we will have another JBOG – BWR-Club Workshop in 2015 in Europe.
The 2 days meeting was followed by a very interesting tour to Hamaoka power station.
All documents, presentations, Steering Committee meeting minutes and pictures from the Hamaoka
tour has been uploaded on the BWR-Club homepage.
The steering committee supported the agreement documented in the JBOG steering committee
minutes which also supported that the JBOG-Workshop will be arranged by BWR-Club in Europe
2015.
Other workshops
BWR-club will also continue to invite the JBOG members to other workshops. Some JBOG members
are very active at the BWR-club workshops.
11. Coming workshops with invitations
11a) European Conference 2014 The BWR-Club European Conference will be held at 3rd – 5th of November 2014 at Zürich-Regensdorf,
Switzerland. The chairman’s plant -Leibstadt- is host of the Conference.
The invitation has been sent out. The conference are performed the day after this steering
committee meeting.
At the Steering Committee Meeting on November 3rd decisions shall be made on:
updated charter, BWR-club program 2015, JBOG partnership, BWROG cooperation and further
issues. A more detailed agenda will be sent out in the beginning of October.
11b) Valve Workshop 2014 On November 5 & 6 the valve workshop will be held close to Helsinki airport. TVO is host of the
workshop. Invitation with request for preliminary confirmation of attendance has been sent out.
There are more than 30 persons registered for the workshop.
11c) Fuel Workshop 2014 The Fuel Workshop 2014 will be performed on November 18 & 19 in Varberg, hosted by Ringhals. An
invitation has been sent out. Approximately 30 persons have been registered.

12. Coming workshops without invitations
A proposal for workshop to be performed 2015 had been sent out before the meeting by the Tech.
secretary. The proposal also proposed hosts for the different workshops. The proposal was
supported by the steering committee according to the following scheme:

Iberdrola has informed that they cannot be host for workshop 2015. It was decided that the
Technical secretary shall propose suitable periods in which the different workshop shall be
performed. Forsmark informed that they proposed to perform the external event workshop in June
2015.
A request had been sent out before the workshop to give proposal on new workshops for 2015 and
later and togive prioritization on a list of workshops proposed by the secretary. The output of this
exercise is attached to the report. Some of the proposals got priorities higher than the other.
The steering committee should develop this list of new workshops during the spring of 2015.
12a) Assessment of External events -2014/2015 The plan was that KKP will host the workshop on External event on the 3 and 4 of December 2013.
But the site manager Roman Zofka retired end of 2013 and there is no successor in sight. A new host
has to be found for this workshop. The workshop was rescheduled to 2014.
At the end of 2013, the new design base will be specfied by the Swedish regulator so it makes more
sense to held the workshop afterwards. A date in March or April 2014 was suggested.

Jan and Göran proposed that this workshop could be performed in combination with an EU research
workshop (project ASAMPSA-E) that will take place with Forsmark as host in spring 2014 (26-28 of
May-2014).
Update: There will be no BWR-club workshop on External event in connection to the ASAMPSA-E-
workshop. It is not possible to coordinate the programs. Forsmark will propose a new date for the
workshop.
It was suggested to have it in combination with the ”Alarms, communication and emergency centers,
Instrumentation -workshop”.
The workshop will be performed 2015. More detailed planning at the steering committee meeting on
the 3 of November. Forsmark proposes that the workshop will be performed in June 2015.
12b) Human Performance workshop -2015 The workshop on human performance/MTO was planned to be held by Leibstadt in spring 2014. A
specific date will be set once they are no longer busy with their WANO Peer Review.
The Human Performance Specialist from Leibstadt left in January 2014. There is no successor so far.
This delays the workshop again.
Daniel is in contact with a Human Performance Expert from Brunsbüttel NPP (Manfred Sickert). He
agreed to support Leibstadt in planning and performing the workshop with his technical expertise.
Manfred Sickert has sent some proposal to Daniel with recommendations how to set up the
workshop. He also gave a suggestion on time and location: Spring 2015 in Zurzach.
12c) Alarms, communication and emergency centers,
Instrumentation -2015 A workshop related to Alarms, communication and emergency centers and instrumentation shall be
performed in 2014. OKG offered preliminary to be host.
Another possibility is to connect this workshop to the “external events workshop”. Forsmark & Göran
will take this into consideration. The workshop will be performed 2015. More detailed planning at
the steering committee meeting on the 3rd of November.
It is proposed that Ringhals will be host for the workshop and that it will be performed during the
spring/summer of 2015.

13a) EOP-workshop and questionnaire -2011 The EOP-conference report was sent out on the 30 of November 2011.
The EOP technical report is distributed.
13b) Human Performance workshop -2011 The workshop on human performance has been performed in Helsinki with TVO as host at 22-23
November 2011.
11 participants from 7 organizations participated in the workshop. The presentations made at the
seminar have been sent out. The participants found it productive and recommend a second
workshop to be held 2013 during the fall.
The steering committee has proposed that Leibstadt will be host for this workshop. KKL have
accepted this.
13c) Stress Test workshop -2012 The stresstest workshop was a success with 30 participants coming from Europe, US and Japan in
January 2012. The presentations have been put on a CD that has been distributed to the participants
and to the steering committee members.
The responses to a follow-up questionnaire resulted in decisions to initiate the workshops listed in
the table below.

13d) Fuel workshop -2012 Fuel workshop was held in Gundremmingen 2012, 3 to 4 of July. 20 persons attended the workshop
representing most of the BWR-club members, and the three main vendors were present as well.
Discussions focused on safety assessment methodologies, how to handle uncertainties, fuel failures,
and the assessment of fuel pool. The participants expressed their satisfaction with the output.
The BWR-club Fuel failure report and the stability report have been up-dated 2012 and signed by the
chairman and distributed to the BWR-club members.
A CD with presentations and the conference report have been sent out in February 2014. The
workshop supported the idea of develop new reports related to fuel issues e.g. concerning PCI and
dry-out assessments will be initiated after the JBOG-workshop by Tech. secretary.-Still remaining.
13e) FME-workshop -2012 The FME-workshop 2012 has been hosted by Ringhals in 24-26 April 2012. There is still no formal
connection with BWR-club. BWR-club will follow any new international meeting on this issue.
13f) PSA-workshop -2012 Host for the PSA-workshop 2012 was Leibstadt. The workshop was performed 23 and 24 of October
2012. The workshop had 16 participants with almost all BWR-club members. A conference report
including information about how to perform PSA and relevant PSA data was sent out on a CD with all
presentations to the participants.
The PSA-workshop 2011 and 2012 support development of BWR-club reports on the following issues
- Modeling of Level measurements
- Modeling of LOCA-at shut down state
- Benchmarking of existing initiating events in PSA-level 1
- Methods used for specifying event frequencies for external events
Request for inputs on these topics has been sent out in September from Forsmark. Responses have
been given by most of the members. Tech.secretary is developing BWR-club reports on these issues.

The two first of these reports was finished in December 2013 the other will be finalized in the spring
of 2015.
The PSA group also looked into severe accidents presented by the U.S. and comparable to what in
Europe is called stress test issues. It has been a very creative workshop which was successful in
getting output distributed.
13g) Valve workshop -2012 The Valve - workshop 2012 was held at Leibstadt 26 to 28 of November 2012, with about 30
participants from most of the BWR-club members and some associate members. One day with the
vendors and manufactures and one with only the utilities so that vendor-related problems could be
discussed openly. This was found to be a good structure of the meeting.
A conference report has been delayed and shall be sent out by the host, Leibstadt. A CD with all
presentations was delivered in November 2013.
With regard to the conference report from any BWR-Club workshop it was stated unanimously that a
report should always be provided.
13h) Radiolysis gas handbook - workshop covering issues
related to radiolysis gas and hydrogen management -2012 Gundremmingen hosted the workshop related to radiolysis gas and hydrogen management in
Gunzburg on the 13th and 14th of December 2012. The workshop had 38 participants from most of
the members and from associate members and other organizations.
The presentations and a conference report have been put on a CD and been sent out to all
participants and the members.
Responses to a questionnaire on hydrogen management have been given by almost all members. A
draft report on the responses has been sent out to all members for review. A final version on the
report has been sent out during the fall (September) 2013.
The result from the report is that hydrogen is handled very differently in the different plants and
there hasn’t been enough time yet to examine the differences in detail. Understanding these
differences will be the focus of an upcoming discussion.
The German handbook on radiolysis gas handled by VGB was finished in July 2012.
Several organizations expressed their interest to fund a translation of the German handbook into
English to develop a Global handbook. Many of the BWR-club members and associate members have
ordered a translation of the handbook to English from SIMAPS –Mr Breitung. The work with the
global (English) radiolysis gas handbook has been finalized in spring 2014 and the handbook has been

distributed in CD-format to all project partners.
It is planned to make the Handbook available on the new BWR-Club Homepage. Göran will ask Mr
Breitung about this.
Mr Breitung has accepted that the English version is placed on the BWR-club homepage and is
available for the German/ Swiss utilities that sponsored the German handbook.
13i) Robust grid workshop -2013 A workshop on issues related to Robust Power supply was performed in Barcelona on the 7th and 8th
of February 2013. This workshop covered
- Dynamic effects from external grid into the internal grid
- Design for SBO-events
- Lightening protections
- Design of mobile equipment and system for power supply in emergency scenarios
The workshop also covered issues that have got high priority in the stress test questionnaire related
to the “power supply and SBO”
The workshop had 40 participants from utilities and vendors with many interesting presentations.
A CD with the presentations and a conference report has been distributed to all participants.
As supplementary information it was stated that the most important topic during this workshop was
Fukushima and lack of power supply. Adelbert has written a report including details on regulations
and measures taken in the plant. In this meeting not only BWR utilities were discussed but also those
from the Czech Republic and Slovakia. It was a very successful meeting. Also, lightning strike
protection was discussed. As it turned out there are always some deficiencies with lightning
protection in these plants. This report is ready to be handed out. Questionnaire were handed out as
well, and follow up on the answers is carried out to learn how to prepare plants for black out. There
are many different measures in European countries; all plants follow very different approaches with
respect to station blackouts.
There are different levels on assessment of lightning, of how dangerous it is and how to protect
against lightning strike, but there is no clear calculation method. There is a lot to learn from each
other in this area. One of the many benefits of workshops is to establish contacts with peers from
other plants and countries to this effect. The BWR-club report based on the questionnaire give more
insights in this.
A questionnaire has been sent out to get complementary responses to the issues handled at the
conference. Responses have been delivered by all participants in the mid of June 2013. FKA has (will)

develop a BWR-club report based on the responses. A draft report was sent for review to the
members in December 2013. – The final report was sent out in June 2014.
13j) Safety principles -2013 Workshop on safety principles was held in Rauma with TVO as host on the 26/27 of June 2013.
28 persons attended the workshop. The workshop was very good with a lot of interesting
presentations and discussions. The conference report and all the presentations will be developed by
TVO and the technical secretary and distributed to all the participants.
The workshop discussed among others issues related to design demands and tech.spec., demands
related to system used for beyond design. The NEI report 12-006 cover these issues and the
workshop asked for more detailed information about the way different members followed the
recommendation in that guide. BWR-club will specify a questionnaire to get a better understanding
of the status. Reporting shall be made at the European conference in Adelsried. –Not done, will be
done during the fall of 2014.
It was stated that design demands are related to how to handle event assessment. What is good
enough, what do you design for and what do you not design for. This include issues about the safety
classification and demands on systems and components. There are many different positions on these
issues among the BWR-club members.
The workshop also discussed the Forsmark event with disturbances on the grid on the 30 May 2013.
It was decided to continue a dialogue about the event and its implications on plant design. Status of
this shall be reported on the European conference in Adelsried. A BWR-club report has been
developed based on responses to a questionnaire related to this issue. The draft report was sent out
in December 2013. A final report will be distributed in June 2014.
The presentations from the workshop are available on the homepage. The Tech.Secretary shall
develop a conference report during the fall of 2014.
13k) European Conference 2013 in Adelsried Gundremmingen volunteers to be host for the European conference 2013, as they have the chairman
position this year.
The date for the conference 2013 has been decided to be 23 - 25 of September 2013.
The Conference started with a steering committee meeting in the morning on the 23 of September.
The presentations started in the morning of the 24 of September.
A conference report including all presentations was sent out on a CD to the participants.
A brainstorming session was held on the topic of workshop participation in general.

To promote the participation of the plants it was suggested to give information about who took part
in which workshop. This could be a good motivation to participate in future workshops.
To this respect several ideas were discussed. These included:

13l) Fuel workshop -2013 Forsmark –Vattenfall will be host for the fuel workshop during 2013. After inputs from the members
it has been decided to have the workshop 28/29 October 2013.
The workshop had 39 participants from all BWR-club members and also from OKG and Iberdrola.
AREVA, GEH and Westinghouse was participating with presentations. Some consultants/experts were
also participating. The workshop was a great success just like the workshop on radiolysis gas and
hydrogen in Gunzburg. The host got many strong indications that people were satisfied with the
output. Ringhals has made a preliminary offer to be host next year. Göran and Forsmark will develop
a conference report in December. The CD and the conference report were distributed in February
2014. The participants also decided to update the 2 BWR-club fuel reports. This has been performed
in October 2014 and will be distributed in early December 2014.
13m) Valve workshop -2013 Forsmark have volunteered to be the host for the workshop during the fall of 2013. The workshop
will be performed in Uppsala, Sweden on the 4-6 November 2013, with the participation of
manufacturers and vendors and non-BWR representatives.
FKA have sent out an invitation in July 2013.

The workshop had 38 participants including many from the PWR-utilities and from Valve
manufactures and reactor vendors. The workshop was according to Forsmark colleagues very
successful. Forsmark will develop a conference report. A conference report was sent out in June
2014. The presentations will be up-loaded to the homepage or put on a CD when all presentations
are delivered late 2014–performed by the tech.secretary.
It was also decided that TVO will be host for the workshop 2014.
13n) PSA-workshop -2013 GEH have volunteered to be host for the workshop 2013. This has been accepted by the members.
The workshop will be held 21/22 of October- 2013 in Wilmington, USA
An invitation was sent out by GEH-Dennis Henneke and the vice chairman. A meeting with the
BWROG management shall be held the day after the workshop.
It was suggested to ask the participants of last year’s workshop whether it should be held each year
or every two years since the number of registrations has decreased. This, however, could be related
to the workshop being held in the U.S. since the reimbursement of traveling expenses is a difficult
topic. Attention was drawn to the fact that material on severe accidents that was developed with
funding through the Owners’ Group is not to be published.
A possible solution could be to tie U.S. based workshops to other meetings to make more efficient
use of the time and resources involved in traveling.
The workshop was performed with several interesting presentations related to issues on initiating
event frequencies, external event, severe accident and FLEX- strategies. GEH-Dennis Henneke
together with the technical secretary have developed and distributed a conference report. The
presentations and the conference report was distributed in August 2014. The workshop confirmed
the decisions taken on the workshop 2012- se paragraph 12f.
In 2014 the PSA-workshop will be held in Ringhals in September 2014.
13o) EOP and SAMG workshop -2013 KKM hosted the workshop on EOP and SAMGs in 2013. The workshop also included topics related to
use of mobile systems for core cooling and residual heat removal. The workshop was performed on
the 21 and 22 of November 2013 in Mühleberg NPP.
During the workshop it was decided to update the reports on EOP/SAMG and develop a report on
Emergency organization and preparedness at the utilities. Additional a questionnaire on “Research
needs related to EOPs and SAMGs” was sent out after the workshop.
Conference report and all presentations were sent out in June 2014.
The BWR-club reports related to EOPs were up-dated in May 2014.

13p) PSA workshop -2014 Ringhals was host for the PSA workshop 2014. The workshop was performed on the 11th and 12th of
September in Varberg. The feedback of the participants was positive.
The workshop had 20 participants from members, vendors and PSA-specialists organisations. The
workshop include presentations and discussions about the following issues:
- Modelling of level measurement and LOCA at shut down
- Modelling af initiating events
- Methodologies and demands related to Living PSA
- Ways to present result from PSA-studies
- Risk applications
- External event
The workshop decided to assess how to handle the recommendations in the BWR-club reports on
Level measurement and on LOCA at shut down. New BWR-club reports shall be developed for:
- Initiating event modelling
- Living PSA
- Presentation of PSA-results
A schedule for this work was supported.
The workshop also pushed the needs for a BWR-club workshop on assessment of external event.
Ringhals and the Technical secretary have developed a conference report and loaded all the
presentations on the homepage.
It was proposed that Gundremmingen could be host for next year’s workshop. This was confirmed
during this meeting.
13q) Structural Integrity Workshop -2014 OKG with Thomas Probert as coordinator has organized a Structural Integrity Workshop on October
20 & 21 close to Oskarshamn NPP.
The workshop was followed by a tour to Äspö Hard Rock Underground Laboratory.

More than 20 persons participated in the workshop. The workshop was much appreciated and many

Follow-up of recommendations from the European conference 2011 Göran and Roman had a meeting in Frankfurt in the fall of 2011 to plan for the coming year. Meeting
minutes was sent out to the BWR-club member. The steering committee reviewed the different
items and decided according to the following. Several of these were following up of
recommendations from the European conference. The decisions are described in the attachment 1 to
the minutes.
a. Handling of decommission issues on within BWR-club (no new information
based on this meeting).
It was proposed to activate a program/workshop on decommission to support German needs. This
topic have also been planned to be handled within VGB. It was decided to not initiate any program
until the fall of 2012. –The meeting concluded that this position is still valid.
b. Forum for assessing causes of scrams and prolonged maintenance (no new
information based on this meeting) It was recommended that the BWR-club members meet to assess the causes of scrams and the
prolonged maintenance to develop common countermeasures to increase the plant availabilities in
Europe. The meeting decided that it was not relevant for the BWR-club to initiate actions on. Mainly
based on the fact that there are few scrams.
c. Forum for assessing replacement of analog controls to digital controls (no
new information based on this meeting) It was recommended that the BWR-club members meet to assess methods, techniques and
strategies to perform replacement of analog controls to digital controls.
Projects and actions within this area are ongoing in different research programs. The topic is
interesting. It was recommended that this issues are put on a waiting list within BWR-club until
workshops related to the stresstest is performed.
d. Reporting from workshops to - European conference and steering
committee (no new information based on this meeting)
The steering committee supported Göran and Romans position that all workshop shall report to the
steering committee with a report summarizing the workshop and the outputs and recommendations
given at the workshop. The chairman shall ask for such reports after each workshop. Important
commitment shall be followed up at the steering committee. All agrees on that. This shall be
positioned in the new Charter.

The meeting supported that it is important for the BWR-club to develop report. All was positive to
support report development with in-kind contribution. The chairman shall push for late deliveries. All
agrees on that. This shall be positioned in the new Charter.
f More European Benchmark (no new information based on this meeting) Göran have proposed to initiate more benchmarking on safety issues.
The meeting suggested that this should be used in specific cases. One issue could be assessments of
new safety demands. To initiate such a benchmark it has to be initiated by a questionnaire.
The Workshop Stresstest planned workshop on “Plant level safety assessment principles” will be the
first workshop to cover this proposal.
g Connections to VGB- and NOG-programs and other research networks (no
new information based on this meeting) To increase the exchange between the utilities in different region of Europe working in local
networks as VGB and NOG it was proposed to develop list of VGB-report (Roman) and on NOG-
reports (Göran). Göran make presentation on the European conference the 9 to 10 of October (the
day after this meeting) in Phillipsburg on the NOG-program. At the same conference UWE presented
the overall structure of the VGB-program. Göran have requested a more detailed list of projects by
contacting the VGB project manager - Ludger Mohrbach- [email protected].
Göran have got a first response that shall be assessed for use in the BWR-club.
h Plant managers workshop (no new information based on this meeting) Göran has proposed to initiate a plant manager’s workshop. This got no support.
During the fall of 2012 the charter for the club shall be reevaluated by the members. This will include
contacts among the plant managers.
i Support for BWR-club chairman It was proposed that the chairman from 2012 will be supported by a vice –chairman. This persons
work as an executive group of the club. This was accepted by the Steering committee. For 2013
Göran Hultqvist was elected as vice chairman.
j PWR- involvement (no new information based on this meeting) As discussed in point 4g there are several requests to include PWR- utilities and plants in workshops.
The steering committee supports PWR-involvements for any workshop as long as BWR- issues are the
