    y Aim - To develop an action plan model forsustained growth of rural enterprises.

    y Apart from these, there are several schemes topromote the non-farm sector, mostly initiated bythe government of India.

    y For instance, there are schemes forentrepreneurship through subsidised loans likeIntegrated Rural Development Programme (IRDP),Prime Minister Rojgar Yojana (PMRY), schemes to

    provide skills like Training of Rural Youth for SelfEmployment (TRYSEM), and schemes tostrengthen the gender component likeDevelopment of Women and Children in RuralAreas (DWCRA).

    The District Industries Centers

    (DICs)y In the past, there has been a tendency to

    proliferate schemes, agencies and organisations

    which have tended to confuse the average smalland rural entrepreneur rather than encourage andhelp him. The focal point of development for smallscale and cottage industries, therefore, was takenaway from the big cities and state capitals to the

    district headquarters. In each district, oneagency was created to deal with all requirementsof small and village industries. This is calledDistrict Industries Centers. The DICprogramme was launched on May 1, 1978.

    entrepreneurs is provided under the single roof

    of the Districts Industries Centre. Forcomprehensive understanding of DIC, Ive takenand example of Gujarats District Center.

    y Till 1997 Gujarat has set up 23 district

    Industrial Centers, few of them are: Amreli,Bhavnagar, Kutch, Junagadh, Sabarkantha,Valsad, Surat, Ahmedabad, Jamnagar, Rajkotetc.

    Conclusiony In india DICs play a vital role in entrepreneur

    development. This initiative of governmentproduced some good results like generating selfemployment, at the same time it is reducingregional imbalance among developed andunderdeveloped regions of the country. Inspiteof many good results, there are somebottlenecks in this scheme which are stoppingpeople to take benefits of this scheme like lackof information.
