    There are a number o eorts that have been made to try and nd ways o

    intervening in Busogas plight, but there is no compelling initiative like this one o

    promoting Busogas tourism potential that is galvanizing or the people o Busoga.

    I am thereore, very pleased that the Busoga Expo received such tremendous

    support and enthusiasm rom all parts and leaders o Busoga. The Expo whose

    objective was to show case our cultural heritage and natural endowment was the

    rst o its kind in Busoga and we look orward to the 2nd edition o the expo which

    will be held in December this year.

    I would like to take this opportunity to prooundly thank H.E the President o

    Uganda, Gen. Yoweri Museveni or his magnanimous contribution nancially thatenabled us to hold this event. Besides this contribution, his personal attendance

    and commitment to our eort was a clear maniestation o the NRMs government

    to improve on the lives o the people o Busoga through supporting wealth

    generating initiatives such as this one we are championing.

    IntroductionCognizant o the increasing economic signicance o tourism in its overall contribution to the national

    GDP, and aware o the direct trickledown eect that tourism can bring to the communities where the

    tourist visit, the Busoga Parliamentary Group has started an initiative to promote tourism in Busoga.

    Busoga has so many interesting and various potential tourist sites, but which are not developed and

    not known to both those in and outside Busoga.

    The most interesting thing is that in Busoga, the most would-be potential tourist sites are intertwined

    with culture and traditional heritage. Thus, you cant divorce culture rom tourism in Busoga. Indeed

    most o the potential tourist sites are located or are part o the cultural sites that are spread all over the

    dierent cultural chiedoms o Busoga.

    It is because o this cultural set up that we decided to involve the cultural hereditary chies in our

    initiative to promote tourism in Busoga. Realizing the act that in order to have a quick impact, we

    needed to popularize those already known areas o potential tourism importance, we decided to have

    an expo in which we would be able to show case what is available in place. This idea evolved into whatnow we are presenting to you as Busoga tourism Expo 2012.

    Objectives o Te Expo: TocatalyzethepeopleofBusogatoconcretizeonthevisionforBusogaTourismpotential.

    Togenerateareasofcriticalimportancethatrequireinterventionandalsopointoutthekindof

    intervention needed.

    Tohighlightthekindofinterventionsthelocalleadersatvariouslevelsneedtomakeinorder

    to enable spur tourism in Busoga.

    Activities Included: Exhibitions by various stakeholders who show-cased our culture, traditional heritage and

    Busogas long journey to date, a case or Busogas potential or social- economic transormation.

    Agrouptriptosomeofthecultural-historicalandpotentialtourismsitesinBusogawasdoneto

    enable us get acquainted with what we have as a region and launch o Busoga Tourism Circuit.

    Presentationsbythetourismindustryplayerstoenlightenusonthestatusofthetourismsectorand the potential competitiveness or Busoga.

    Workshop:A workshop was organized which attracted many people including not only the stakeholders in the tourism

    industry in Busoga, but also tourism enthusiasts in the area and local leaders. There were several guest

    speakers at the workshop including the Minister o Tourism, Hon. Maria Mutagamba who highlighted the

    strategic role o tourism sector in the economic social transormation drive or Uganda.

    Other speakers included, Pro. Wasswa Balunywa o MUBS who gave a Key note speech, Dr. Peter Ngatigize

    rom Ministry o Finance who gave the Banyakigezi case, Mr. Amos Wekesa o Great Lakes Saaris who

    passionately lobbied or Basoga involvement in the tourism economy.

    Te Busoga ourism Circuit:In order to enable the people acquaint themselves with what Busoga has in terms o tourism potential, a

    one day trip was organized on the 13th December which attracted 254 people. The trip started o at Jinja

    S.S. grounds and went to the ollowing sites:

    The enthusiasm generated by this on spot visit was enormous that there has erupted tremendous interest

    in promoting tourism within Busoga. There was also an awakening call within the communities where

    these sites are located about the real potential o those sites contrary to the resignation attitude that had

    been prevailing over years.

    Te Ofcial Opening o Te Expo:The expo which was ocially opened by the Rt. Hon. Rebecca Kadaga, on the 14th December attracted

    scores o people rom all over Busoga. As part o the ceremony the Rt. Hon. Speaker toured and inspected

    each and every exhibitors stall. She also toured and was welcomed by traditional chiedom into their

    respective symbolic palaces that were represented by the traditional grass thatched huts that were built in

    the cultural village at the venue.

    Later, the Speaker addressed the gathering and explained to the people o Busoga the genesis o the

    expo and its objectives. She urged government through the Ministry o Tourism to continue supporting

    this eort so that Busoga as a region can start taking ull benet o its both cultural heritage and tourism

    potential.

    H.E Te President o Uganda At Te Expo:The expo was graced to have the head o state, H.E the President o Uganda attend and ocially close the

    unction on the 15th December. This marked the climax o the unction and it was witnessed by several

    high ranking government dignitaries who included the Rt. Hon. Speaker o Parliament o Uganda, Rebecca

    Alitwaala Kadaga, Rt. Hon. Deputy Speaker o Parliament, Jacob Oulanya, Hon. Migereko, Minister o Lands,

    Hon. Maria Mutagamba, Minister or Tourism, Wild Lie and Antiquities, Hon. Asuman Kiyingi, State Minister

    or Foreign Aairs, several Busoga Members o Parliament, Haji Tezikuba Sajjabi, Senior Presidential Advisor

    on Business, District leaders rom Busoga and many civil servants.

    The President too, inspected the stalls

    o exhibitors and the cultural village o

    the traditional leaders o Busoga. During

    this inspection, the President was able to

    chat and exchange views with the various

    traditional chies that were manning the

    huts.

    He later addressed the gathering in which he hailed the organizers o the event headed by the Rt. Hon.

    Speaker o Parliament to have initiating this drive to promote tourism in Busoga. The President pledged

    his support even or the Expo 2013. He also instructed the Minister o Tourism to embark immediately on

    the process o gazeting the Bukaleba Peninsular as a game reserve as had been requested by Chie Luba

    o Bunya.

    Way Forward:All in all, the Expo was successul in that it achieved its intended objectives. Thus this success can be

    categories in the ollowing area:

    At the expo we saw an opportunity and a possible window o reconciliation among the 11 traditionalleaders. Inspite o the seemingly latent mistrust that has characterized the institution o ObwaKyabazinga

    or many years now since the demise o Isebantu Wako Muloki, at the expo, we saw a rather dierent

    and positive atmosphere. Thereore, the expo provided an opportunity or politicians and the traditional

    leaders to work together on a uniting objective o developing Busoga.

    There was enthusiasm and desire shown by the people o Busoga or unity among all actors in order to

    promote those initiatives that seek to address the unortunate poverty plight that Busoga as a region is

    aced with currently. Thereore, it became evident that the initiative to promote tourism in Busoga can be

    a ulcrum or rallying the people o Busoga together or development.

    Thereore, as a way orward or this initiative, there is need to devise a strategy o keeping the interest thatwas shown at the expo burning. Thus, the recommendations, proposals and observations that were made

    during the expo need to be carried orward and synthesized in action plan or uture annual expos.

    Thus, in order to be able to have an embracing strategic thinking orum where ideas about moving orward

    the tourism drive eort in Busoga, it has been decided that a Special Purpose Vehicle organ called the

    Busoga Tourism Initiative be set up. The objective o this organ will be to brainstorm, assess and lay

    ground work or any initiative that will seek to promote tourism in Busoga.

    Some o the immediate areas that Busoga Tourism Initiative is going to work on are the three sites that

    o Kyando, Bukaleba and Kagulu that were indentied in the expo as those that can be considered orimmediate intervention.

    Thereore, as we look orward to the next expo slated or December 2013, BTI will working with the relevant

    authorities o government to ensure that the Bukaleba Peninsular is gazette as a Game Reserve as directed

    by the H.E, the President o Uganda in his address at the Expo.

    Secondly, BTI will seek to design some activities that will continue to attract people to visit both Kagulu

    Hill and Kyando sites. These activities should be ongoing as all avenues are explored or unding or the

    development o these sites.

    In order to have a coordinated and well scheduled approach, a Busoga Tourism Initiative Work Plan is

    going to b developed that will guide and inorm its uture activities.

    Busoga ourism Initiative (BI)Following the enthusiasm shown in Busogas tourism potential generated rom the Busoga Expo, there is

    need to establish an organ that will act as a special purpose vehicle to coordinate, galvanize and harmonize

    all the ideas and eorts towards opening opportunities or the development o tourism in Busoga.

    Such organ will be the Busoga Tourism Initiative (BTI).

    This will be a non government organization whose Board members will be o careully identied people

    o good calibre.

    Mandate or activities o BTI:

    Among the activities BTI will undertake are:-

    VerifytheviabilityandpossibilityofgazettingBukalebaPeninsularasagamereserve

    WorkingonthedevelopmentoftheBishopHanningtonKyandositeintoatouristdestination

    PrepareforthenextBusogaTourismExpo2013

    LobbyforparticipationofthevariousactorsinpromotingBusogaasatouristdestination

    DesignandprotectaBusogatourismcircuit

    LobbygovernmentanddevelopmentpartnersforfundingindevelopingtourisminBusoga

    Lobbyboththecentraland localgovernmentstofullyparticipateinthedrivetopromoteand

    develop tourism in Busoga through interventions such as improvement o Inrastructure, provision

    o basic amenities at the sites and mobilization o the local communities to participate in the sector.

    It must be emphasized that BTI will not be an implementing agent, but rather a channel or thinking

    process o ideas about tourism in Busoga. In order to encourage and attract sustainable development o

    tourism in Busoga, the involvement o the private sector is highly recommended and encouraged.

    In order to tackle the immediate task ahead o moving the ideas that were generated in the expo ahead,

    there is need to constitute the BTI immediately so that the processing through o those ideas can commence.

    Work Plan or BIProposed work plan or the BTI or the year 2013 is to tackle our major tasks, Kagulu Hill Climbing Challenge,Gazetting o the Bukaleba Peninsular, Development o Kyando Site and cataloguing the various tourism

    potential sites o Busoga.

    Kagulu Hill Climbing Challenge:This activity is scheduled or 10th 12th May 2013. Milestones in this activity will include the ollowing:-

    Sensitizing the local community

    Mapping and marking the activity site at Kagulu Hill

    Bush clearing around the hill

    Assess availability o accommodation in Kamuli

    Develop a budget or the challengeDesigning Publicity material such as Web Site, Brochures, Registration Forms, Sponsorship orms

    Designing o publicity adverts or radio, tv, billboards and banners

    Hire agency to market the challenge and solicit or corporate sponsorships

    Identiy and coordinate involvement o Health Outreach actors

    Identiy transporters rom Kampala and Jinja

    Identiy suppliers o tents in Jinja

    Indentiy suppliers o meals in Kamuli

    Engage with the Scouts

    Identiy entertainment group

    Identiy Music provider in Jinja

    Bukaleba Game Reserve:Gazetting o the Bukaleba Peninsular into a game reserve shall include the ollowing:-

    Carrying on a spot visit to the proposed area

    Interacting with the settlement communities around and in the peninsular

    St. Gonza Gonzaga Church

    Te Kagulu Hill Challenge Competition

    The Concept:This is an event which will combine both sports and adventure. The essence o the challenge competitionis to climb the Kagulu hill while enjoying the panoramic scene o its environs that will reveal the hidden

    beauty o this rather remote site in Buyende District. The adventure will seek to test stamina, endurance

    and mental control o those that will seek to climb the rock.

    Rock climbing is admittedly a ast emerging tourism sport even in Uganda. However, all over the world, rock

    climbing has become a popular sport that attracts scores o both participants and sponsors. In Uganda,

    rock climbing has been limited to a large extent in the Mountain Rwenzori and Elgon rages. But o recent,

    interest has been shown in climbing the rather the not so equally challenging rocks such as those in Kumi

    which are amous or their pre-historical paintings known as the Nyero Rocks.

    Thereore the Kagulu Hill Climbing competition will not only oer yet another rontier or the lovers o rock

    climbing, but also open up opportunity or unraveling this hidden treasure wrapped up in the cultural

    heritage signicance that it has or the people o Busoga to the rest o the world.

    Kagulu Hill Climbing Challenge is being organized by the Busoga Tourism Initiative (BTI), as yet another

    eort to promote tourism in Busoga.

    The event is organized on a competitive basis and seeking to see who will get to the summit rst in the

    shortest time. For purposes o ensuring that as many people get involved in this un adventure sport, the

    rock will be segmented and marked in milestones o 2,000t, 5,000t, 8,000t and nally the summit at

    10,000t. During the competition, each milestone achieved will be recognized and prized.Entry to the competition will be by registration and on payment o a ee. Entrants will be ree to enter the

    competition as individuals or as a team on a sponsorship basis. Registration will be made both online and

    at the BTI oces.

    The Event:The challenge is scheduled or 10th 12th May 2013. Departure will be rom Kampala or Kamuli early in

    the aternoon with a stopover at Namasagali Pier or a reminiscence o this once time Busogas trading hub

    on River Nile. Expected arrival in Kamuli is at 7.00pm where the group will be welcomed with a borne re

    barbecue accompanied with kisoga traditional dance entertainment.

    The group will depart the ollowing morning or Kagulu geared up or the challenge that will eagerly be

    waiting or those who will dare it. Ater the days grueling adventure, the group will set o at 6.00pm or

    Kamuli or the overnight.

    Early in the morning ater breakast, the group will embark on the journey back to Kampala with a stopover

    at Itanda Falls or lunch on the Nile.

    Beneit and community involvement:We realize that in order or the drive to encourage tourists to go to Kagulu hill or both the rock climbing

    and cultural tourism, there must be a deliberate eort to involve not only the local governments in the

    area, but also to seek ull involvement o the local community in whose territory the hill lies.

    Thereore, joint sensitization meetings o the local government and the local communities have been

    held whose outcome has supported and underscored the desire o the community to see that tourism

    is encouraged in the area in order or them as a community to be able to benet rom what accrues rom

    such development. Arising out o this meeting, three areas o intervention have been identied:-

    Health community outreach:Based on the needs in the community, BTI is planning to hold a health community outreach programme

    at Kagulu village. The outreach programme that will be held or a ull day on the 10th May 2013, just a day

    beore the real challenge, will include the ollowing:

    HIV testing and counseling

    Dental scanning and basic treatment

    Personal health care

    Child deworming and immunization

    Proceeds from the event:In order to give back to the community, BTI is dedicating part o the proceeds to go towards the start o

    establishment o a health unit in the community. Apart rom that, BTI plans to use part o the proceeds to

    construct a reception center and lavatory acilities at the hill as basic inrastructure development to spurand acilitate improved visit to the hill.

    Tree planting drive:Noticeably, Kagulu area is increasingly becoming a dry place due to the ongoing deorestation which has

    simply exercibatted an already bad situation. Thereore, as a contribution by BTI, all participants in the

    Kagulu Hill Climbing Challenge will be encouraged to plant a tree soon ater the challenge and beore

    embarking on the journey back to Kamuli.

    Expected Outcome:As it is already stated above, the event is organized as an adventure sport with un and enjoyment. The

    resulting outcome expected by the organizers o this event is threeold:-

    One:To introduce the tourism potential o Kagulu hill to both the outside world and internally in Uganda.It is hoped that at the end o this event, the Ugandas Ministry o Tourism and other stakeholders in the

    tourism promotion will have picked concrete interest in marketing Kagulu Hill not only as a rock climbingdestination, but also as one o the places rich in cultural heritage and t or research and cultural tourism.

    Two: It is hoped that through this event, enough interest will be generated which should result in manymore people going to Kagulu hill either as individuals or as groups. Since through the preparation process

    or this challenge we have brought the local government on board, it is hoped that by seeing the revenue

    potential this can bring to their governments in orm o local service tax, these local governments will be

    more proactive in maintaining and making the access roads to the area motorable.

    Three: It is hoped that there will be signicant benet to the community is that it is hoped that with the

    increasing potential o this area, there will be private investment in the area in terms o accommodationand rereshments which will obviously mean creating jobs and income or the local community.
