Poznań’s position in rankings and distinctions
Poznań is the fifth most populous city in Poland, with 541,5611 inhabitants (almost one million in the whole agglomeration). It is one of the country’s most important academic and cultural centers, with a stable, modern economy featuring a large number of knowledge-based services, and great quality of life. The dynamic growth in Poznań’s business services sector is due in part to the city’s excellent transpor-tation system, the high quality of its human resources, and the maturity of one of Poland’s largest office markets. The investment success of dozens of companies from the sector – including many globally-renowned entities, leaders in their industries – attests to how attractive the city is as a business location.

Dynamic growth of the business services sector The majority of the business proccess outsourcing centers (BPOs), shared services centers (SSCs), IT centers and research & development (R&D) centers operating in Poznań were set up after 2011; almost 50% of jobs in the sector have been created in the last four years. Around the industry there has arisen a stable, local ecosystem of connections and cooperation with the commercial real estate industry, recruitment firms, city authorities, universities and numerous start-ups.
Services centers success storiesA large majority of the companies have expanded their operations since they were founded; most have increased hiring beyond their own declared forecasts, while there has been growth in the level of advancement of the services provided, and many centers offer expert services.
Embeddedness of business services centersMost new jobs are generated by companies already present on the market. This attests to the degree to which they are embedded in Poznań, and indirectly, to how satisfied they are with their choice of location for their business services center.

Poznań’s location
Poznań is situated in central Europe, near one of the continent’s most important east-west transit corridors, halfway between Berlin and Warsaw. The A2 highway and a network of express roads (S5, S11) make car travel to the city center easy. The rail network is also well-developed, with conven-ient connections to Berlin and Warsaw.
Quick access to the most important European hubs (incl. Frankfurt, Munich) and a number of capitals (e.g. London, Rome, Paris and Dublin) is ensured by Poznań-Ławica Airport (POZ), located just six km west of the city center.
Investments in transport infrastructure ensure that the city’s transportation system is growing year by year.

In terms of employment in BPO, SSC, IT and R&D centers, Poznań is in sixth place among business services locations in Poland and in thirteenth place in Central and Eastern Europe1. Since 2014, the city has seen significant growth in the number of newly-created services centers. The business services landscape has been formed not only by new investments, but also by the development of global companies already operating here. Yet there is still room for new centers, and for the development of the activities of entities already present in the city. Poznań is well-prepared to become a leading business services location in Poland and Central and Eastern Europe, both for companies seeking to establish their first center in the region, and for those planning to expand by developing new centers. Considering Poznań’s potential, it is highly likely that the industry will continue to grow here in the years to come, and thousands of new jobs in services centers will be created.

About the report
The purpose of this ABSL report is to describe in detail the business services sector in Poznań, and to discuss selected aspects of the labor market, the office market, and forms of support for investors. An important element of the project related to preparing the publication was obtaining information on services centers operating in Poznań directly from their representatives. A questionnaire was completed by 30 respondents representing services centers employing a total of 8,200 persons in Poznań agglomeration, that is, 63% of the total number of sector employees in the location analyzed. The information obtained from the questionnaire made it possible to perform a statistical analysis of the current activities of the entities involved (by subject). The figures given on services centers are for Q4 2016.
In the publication, the industry has been defined broadly to include research & development activities. The information provided on the sector is based on an analysis of services centers with foreign capital and Polish centers: business processes outsourcing centers (BPO), shared services centers (SSC), IT centers, and research & development centers (R&D). Please note that some centers serve both a parent company and external clients (the hybrid model of providing services). The report, however, does not separate mixed-type BPO/SSC centers, but organizes individual entities by basic type (BPO, SSC, IT, R&D) according to the dominant activities in their profile. “Contact center” type centers for external clients are categorized as BPO.
Only export-oriented service centers – in which services are provided in foreign languages, and not just in Polish – have been considered in the analysis. The report takes into account centers with a headcount of over 25. This does not include companies in the process of creating jobs which have an anticipated target headcount of over 25. The criterion does not apply to IT and R&D centers.
The unit analyzed in the report is the Poznań agglomeration. This means that all descriptions concerning Poznań also include business services centers operating in surrounding locations such as Sady, Suchy Las, Tarnowo Podgórne and Złotniki.
It is worth noting that, in addition to the centers providing services in foreign languages analyzed in this report, there are other entities in Poznań that focus on serving internal and external clients within Poland, only in Polish. In such centers, which mainly provide customer services, more than 2,000 people are employed. Companies running such centers include Enea in its shared services center, the outsourcing company Administration Personnel Services, and Bank Zachodni WBK in its operations center.

ABSL in Poznań
The main goal of the ABSL Chapter in Poznań is to develop a platform for exchanging information among its members. In periodic meetings, new developments are presented that help companies become more competitive on the Polish and global markets. The meetings concern new trends (such as robotics and automation), creating strong organizations through skilful brand building, managing talent, and many other issues important to the sector.
Another important topic touched on during the meetings is that of information presented by Partners from City Hall, including on new investments in business services sector in Poznań and on potential forms of cooperation between business, science and local authorities.

In Poznań, there are 76 business services centers belonging to investors from 17 countries. Most of them are American (20), Polish (14) or German (10). Several centers belong to companies from Great Britain (6), as well as the Netherlands, France and Denmark (4 each).
Business services centers in Poznań employ 13,100 people. A large majority of those employees (81%) work for entities with foreign capital. American companies generate 21% of the jobs in the sector, German companies 20%, Polish companies 19%, British companies 14%, and companies from other countries 26%.
The business services centers operating in Poznań comprise: 34 shared services centers (SSCs), 20 IT centers, 12 research and development (R&D) centers, and 10 business process outsourcing (BPO) centers. The highest average employment is found among the BPO centers – 330 persons. In the SSCs,
the average employment is 180 persons, and in the IT centers – 160. The lowest average employment is seen in the research and development centers (30 persons).
It is worth noting that the SSCs dominate the employment structure by center type (47%). The IT and BPO centers employ 25% of these business services center employees each, with the remaining 3% in R&D centers.
The average employment level in business services centers in Poznań is 173 persons (the median is 65 persons). It should be added that the 15 largest business services centers in Poznań (having more than 200 employees) generate a total of slightly more than 2/3 of total employment in the sector.
Considering the companies’ plans for development and potential new investments, it can be anticipated that employment in the industry will reach 18,000 by 2020.

In the last five years (since the beginning of 2012), more than half of the business services centers now in Poznań were created (40), and these provide 19% of the total number of jobs in the sector (as at Q4 2016). It is worth adding that 19 new centers began operations after 1 January 2015, including Huawei, Capgemini, Osram, Rockwool and AutoVision (a subsidiary of Volkswagen AG). Assuming that the average for the last five years is maintained, it can be estimated that in the year 2020 at least 100 BPO, SSC, IT and R&D centers will be operating in Poznań, and employing a total of 18,000 employees.

Geographic scope of services provided
Poznań centers support companies from many parts of the world, with 30% stating they provide services globally. Most companies (60%) serve clients from several countries or specific regions of the world. The largest number of centers focus on serving customers in Western Europe and Poland. Half provide services to clients from the Nordic countries (Sweden, Denmark, Norway, Finland) and Central and Eastern Europe.

Languages used at business services centers
In Poznań business services centers, one of the languages most often used, apart from English, is German, and this has been so for years. Services in German are provided in 45 centers (59% of the entities in the city). According to an analysis by Randstad, about 30% of all recruitment processes in Poznań business services centers in Q3 and Q4 2016 concerned candidates able to communicate in German. Taking account of development trends in both mature and new Poznań business services centers, and of the significant share of German companies among the entities in question, it can
be assumed that in coming years specialists who are able to work in German will be in high demand. Services are provided in Polish in 34 centers (45% of entities).
A large group is that of centers providing services in the Romance languages (French, Italian and Spanish). Twenty four centers employ specialists working in French, 20 centers employ specialists working in Spanish, and 19 centers employ specialists working in Italian. In centers in Poznań there is also an observable need for specialists working in the Nordic languages (used in 17 centers), Dutch (17), and Russian (16).

Relations between business services centers and universities
A clear majority of Poznań business services centers cooperate with universities, most frequently concerning recruiting future employees. They offer internships and training for students, take part in job fairs, organize open days, workshops and lectures.Another common form of cooperation is concluding agreements on co-organizing specialized streams of study in which company representatives conduct lessons using materials they have developed.
Improving the exchange of information and transfer of knowledge is a very important task for those forming relationships between universities and businesses. Establishing effective cooperation and adapting the skills of graduates to the needs of the labor market is becoming common practice, and the growing number of joint projects and programs benefits both sides.

Business Service Centre Poznań (GSK IT), was established in 2005 in order to support transformation of the IT market in Europe. Thus the huge success of the centre, GSK decided to continue to grow in this location.

Poznań is the third largest academic center in Poland and the sixth largest in Central and Eastern Europe1. More than 116,000 students are enrolled in the city’s colleges and universities (one third of them at Adam Mickiewicz University). This means that Poznań has Poland’s second highest share of students out of total residents (215 students per 1,000 residents). Over the last few years, Poznań has seen some impressive changes in its office market, which has been significantly boosted by the growth of the business services sector and the famously strong economy of the city. Recently Poznań has gained some very distinctive and landmark office developments, such as Ubiq, Nobel Tower and Business Garden, to name but a few. Moreover, in the next few quarters the highly anticipated Bałtyk office building will enter the market, which, along with the completion of the redevelopment of Kaponiera roundabout, will vastly improve the perception of Poznań city center.

Currently Poznań is one of the largest office markets in Poland (after Warsaw, Kraków, Wrocław, the Tri-City and Katowice), with approximately 426,000 m2 of modern office stock. The market is growing at a steady pace, with more than 23,000 m2 under active construction and the launches of some large-scale projects planned for the mid-term perspective. The most active developers in Poznań include Echo Investment, Garvest Real Estate, Skanska Property Poland and Vastint, among others. As of Q3 2016, the largest developments under construction were Bałtyk (11,100 m2, by Garvest Real Estate) and Maraton B
(10,200 m2, by Skanska Property Poland). Historically, 2012 and 2015 were the most active years in terms of new supply coming to the market, with 43,000 m2 and 57,200 m2 completed, respectively. The major developments which entered the market in 2012 were Pixel (14,600 m2) and Andersia Business Center (11,600 m2), while the reason for the surge in new supply in 2015 was the completion of the first phase of the Business Garden complex (four buildings, 40,600 m2 in total). In the coming years, further buildings will be handed over for use, including Za Bramką, further stages of Pixel, phase II of Business Garden, and an office complex on the property of former bus station.

Demand
In the past, the demand for office space in Poznań was subject to significant levels of volatility, which somewhat influenced the image of the city as a business hub. However, both 2015 and the first nine months of 2016 have proved that Poznań is a strong market with a potential for growth that gives a positive outlook for the future. That is backed-up by the figures for employment growth in the city and the robust development of the modern services sector in Poland. In 2013, gross demand in Poznań totalled approximately 35,400 m2, only to fall to 18,800 m2 in 2014. However, the volume of leased space
skyrocketed, to astonishing 64,900 m2 in 2015 (a threefold increase as compared with 2014). Q1–Q3 2016 saw some 43,500 m2 of office space leased, which confirms the growing confidence of occupiers in the city. Year-to-date, the largest deals have included a pre-let for 3,400 m2 by Sii in Maraton, a new deal for 2,800 m2 for Concordia in Centrum Biurowe Podwale and the renewal of 2,800 m2 by DomData in Strzeszyńska 73/75. Recently, lease agreements have also been signed by GSK IT and MAN in Business Garden, and by Bridgestone, Rockwool and CenturyLink in Maraton.

Vacancy rate
Historically, the vacancy level in Poznań fluctuated between 9% and 16% at the end of each year. However, that vacant space was scattered throughout a number of existing developments, which meant that large occupiers had a somewhat difficult time finding suitable office space available immediately. Those market conditions prompted international developers to enter the market, which resulted in increased construction activity in Poznań. Such an upswing influenced the vacancy rate, which in markets of a moderate size (such as Poznań) is very sensitive to any changes, particularly new developments entering the market.
That was the situation in Poznań in Q1 2015 when the first phase of the Business Garden complex was completed: the vacancy rate shot up to 23.3%. However, along with the commercial success of the development and the gradual absorption of the new space, the vacancy rate has fallen to a level comparable with other major office markets in Poland: in Q3 2016 it stood at 13.7%, which equates to approximately 56,000 m2 of immediately available office space. The rate is expected to stabilize or even decrease in the next few years, as a result of strong demand for office space and the moderate amount of construction activity in Poznań.

Currently, prime headline rents stand at €13.80-14.30 / m2 / month, levels similar to those found in Kraków and Wrocław. This represents a decrease when compared to 2013-2014, when
rents ranged €14-15 / m2 / month. Further downward pressures on the levels of rents may be seen with regard to older developments, as competition in that age class is quite fierce as a result of the considerable volume of modern office developments attracting occupiers in Poznań.

According to the prestigious report “Social Diagnosis 2015”, which presents comprehen-sive results on the living conditions and quality of life of Poles, Poznań has the highest quality of life among large cities in Poland. Poznań took first place in the Ranking of Open Cities run by Deloitte and Gazeta Prawna. The jury appreciated the sustainable growth, openness and use of new technologies for making public services available in the capital of Greater Poland. Every year, the city hosts mass events that attract hundreds of thousands of visitors from various countries. These include cultural, enter-tainment and artistic events. Among the many festivals in the city, the most well-known include: the Malta Festival (theater), Ale Kino! (films for children and youth), Animator (animated films), Off Cinema (independent films), the Art & Fashion Festival, and the International Ice Sculpture Festival. Various large, international sports events are also held in the city.

A campaign addressed to foreign students staying in Poznań under the Erasmus+ programme. In response to investors’ needs for employees fluent in foreign languages, we encourage Erasmus students to stay in Poznań and work here. During the academic year inauguration ceremony, we distribute folders with current job offers for which the Polish language is not required.
Stay in Poznań
A campaign aimed at familiarising high school students with the BPO/SSC industry. The project comprises two stages. The first consists of workshops on recruitment and on the work of a centre, conducted in schools by BPO/SSC sector representatives. The second stage is an ‘open doors’ session for partner school pupils. In the 5 editions of the event held so far, 16 companies (incl. IKEA, Franklin Templeton Investments and GSK IT) have taken part, and almost 1,000 students have learnt about the industry and visited state-of-the-art service centers in Poznań.
BPO/SSC week
Currently, the largest investors operating in Poznań are companies from Germany, which explains the great need for German-speaking employees. The Investor Relations Department promotes German language learning in Poznań schools in order to encourage young people to begin obtaining the skills they need as early as possible.
German language promotion
Scholarships may be granted to Poznań university students who are accepted for an internship at a company in Poznań. A scholarship may entirely or partially cover the costs of a traineeship, within Poland or abroad, and in particular the costs of training, travel, accommodation, board and lodgings. Scholarships are for a maximum of 6 months. The organiser of an internship is obliged to employ the trainee for a further period of six months after the end of the traineeship.
