1. BackgroundandContext1.1IntroductiontotheOfgemSwitchingProcess

ThissectionprovidesahighleveloverviewoftheOfgemSwitchingProgrammewithregardstoitsimpactsuponthegasindustry,UKLink,Shipper,GTandiGTsystems.Thepurposeofthissectionistosetthesceneforthemodification0630ReviewGroupandhelpthegroupunderstanditsscope.

TheOfgemSwitchingProgrammeaimstoimplementasuiteofsystemsdesignedtodeliverfaster(nextday)morereliableswitching.AnewsystemtheCentralRegistrationSystem(CSS)willprovidetheswitchingfunctionalityforgasandelectricityswitches.Wherepossible,gasandelectricityswitchingprocesseswillbeharmonised.

Forgas,Suppliers,notShippers,willinitiateswitchrequestsontheCSS.CSSwillprovideoutputstoUKLinkandShipperstomanageShipperregistrationtotheSupplyPoint.UKLinkwillstillholdaSupplyPointRegisterforGTsandiGTs.TheSupplier’sShipperwillstillberegisteredtotheSupplyPointforthepurposeofgassettlementandotheractivities.

GasTransporters(GTsandiGTs)willretainresponsibilityfortheSupplyMeterPointlifecycle-thecreationandeventualendoftheservicepipeintheground.SupplyMeterPointswillbecreatedonUKLinkandwillbesenttotheCSStoenabletheregistrationprocessesandswitchingactivitiestooccur.

ThenameofthethingthatisbeingswitchedintheCSS(astobedefinedinthenewRetailEnergyCode)istheRegistrableMeasurementPoint(RMP)–forcomparisonpurposesthenameofthethingswitchedbetweenShippersintheUNCistheSupplyMeterPointorSupplyPoint.ThereferencenumberofaRMPistheSupplyMeterPointReferenceNumber(MPRN).TheMPRNisusedastheuniqueidentifierforrelevantUKLinktransactions.FortransactionsontheCSStheuniqueidentifierofaRMPistheMPRN.ThesamereferencenumberisbeingusedtoensureUKLinkandtheCSSrecordscanbecorrectlysynchronised,andtoallowtransactionsinCSStobereflectedintransactionsinUKLink.

WhenaSuppliersubmitsaregistration,switch,orwithdrawaltransactionontheCSS,thetransactionwillincludetheSupplier’sShipper.AsthetransactionprogressesonCSS,notificationsareprovidedtotherelevantShippersandUKLink.WhenthetransactionresultsinaSupplierregistrationactivitytoaRMPthetransactionwillresultinthecorrespondingShipperregistrationactivityattheSupplyPointinUKLink.Thiswillensuretheregistrationactivitiesareco-ordinatedacrossthetwosystems.

ThefollowingdiagramsetsouttheOfgemSwitchingProgrammeinthreelevels.ThefirstisthecoreCSS,thesecondisthechangesrequiredtobemadeinUKLinktoenabletheCSStowork,thethirdareconsequentialchangesasaresultoftheCSSwhicharerequiredtosustaingasandUKLinkoperations.Thefourthbox,theMarketIntelligenceService(MIS)isshownassupportingallthreelevels.TheMISisnotbeingdeliveredaspartoftheOfgemSwitchingProgramme,itisbeingdevelopedunderajointgasandelectricityworkinggroup.

1.2 OfgemSwitchingProgramme‘Core’ChangesOfgemSwitchingProgrammeCoreChangeswillberequiredtodeliverchangesasaresultoftheprogrammeandtheintroductionoftheCSS.Thesearesubstantialchangestodeliverthefunctionalrequirementsoftheprogramme,includingchangestoXoservesystems,forexample,fileflowsfromXoservetotheCSS.ThesechangeswillbemanagedthroughtheOfgemSwitchingProcessthroughaprojectteamwithinXoserve.Thesechangeswillnotbefurtherexploredwithinthisdocumenthowevermaybereferredto.Thechangeswillbecoveredwithinthedocument[OfgemSwitchingProgrammeCoreChanges]

1.3 OfgemSwitchingProgrammeConsequentialChangestoXoserveSystemsOfgemSwitchingprogrammeConsequentialChangeswillberequiredtodeliverchangesasaresultoftheprogrammeandtheintroductionoftheCSS.ThesearesubstantialchangesthatareasaresultoftheprogrammewhichimpactonXoservesystemsandprocesses,forexample,withintheOfgemSwitchingprocessitislikelytheobjectionprocesswillbedecommissionedthereforetherewillbefileflowsdecommissionedandprocessesrequiringamendment.ThesechangeswillbemanagedthroughtheOfgemSwitchingProcessthroughaprojectteamwithinXoserve.Thesechangeswillnotbefurtherexploredwithinthisdocumenthowevermaybereferredto.Thechangeswillbecoveredwithinthedocument[OfgemSwitchingProgrammeConsequentialChanges]
