1.2 Project Name This project has been called the New Settlers Switch house – Medium Voltage Backbone for future developments. 1.3 Project Description The Emnambithi/Ladysmith Municipality is a licensed electricity distributor with the National Electricity Regulator of South Africa (NERSA). This project is to establish a new switch house at the south end of the CBD and to feed the new switch house with two 300mm2/3 core/ Aluminium/PILC medium voltage cables from the existing 132kV Jantha switch house that has spare capacity. To project will also entail installing 2 x circuit breakers at Jantha switch house, 2 x circuit breakers at existing Lyell switch house and laying secondary 150mm2/3core/Aluminium cables to Wimpy and Windsor School secondary substations. This work is unavoidable to ensure that the project performs at its desired functionality. On completion, this project will not only provide the capacity to supply new developments but, also take off some of the burden of the Newcastle Rd switch houses thereby making provision for future housing developments (+/- 1000 households) within its vicinity.
2. ORIENTATION The Emnambithi/Ladysmith Municipality is submitting a business plan for the approval of funding in the 2011/2012 year, to the Department of Energy.

4. BACKGROUND
ESTABLISHMENT OF NEW SWITCH HOUSE AT THE SOUTH END OF THE CBD AND, LAYING OF 2 X MV CABLES FROM JANTHA SWITCH HOUSE TO THE NEW SWITCH HOUSE.
4.1 PROBLEM: With 1000 households planned around the Newcastle Rd substation (North End of Ladysmith) and a further 2000 around the Ladysmith Airport and sports stadium (South End of Ladysmith), Capacity needs to be freed up at existing substations to make provision for such developments. 4.2 SOLUTION: The solution to this problem would be to establish a new switch house at the south end of Ladysmith (Settlers Park Switch house) and to feed the new switch house with two medium voltage cables from the existing Jantha switch house that has spare capacity. The new switch house will not only provide the capacity to supply new housing developments around the South of Ladysmith, but also take off some of the burden of the Newcastle Rd switch houses thereby increasing capacity at the north end of Ladysmith for the future 1000 households. This will ensure sustainable electricity service delivery in the Ladysmith area and surrounds and provide sufficient capacity to supply new housing developments within surrounding areas. 4.3 COSTING: The estimated costs to;
o establish a new switch house equipped with 12 circuit breakers, o add 2 more circuit breakers at Jantha switch house, o lay 2 x 300mm/3core/Aluminium 11kV cables from Jantha switch house
to the new switch house, o turn existing secondary medium voltage ring into the new switch house,
and o lay 2 x 300mm/3core/Aluminium cables from the new switch house to
Lyell street switch house is estimated at R 15,798,815.00
4.4 CASHFLOW FORECAST:

4.5 TIME SCALE: The project will be undertaken over a two year period commencing in April 2011. The basic rollout plan will be as follows: 1. April - July 2011: Procurement. 2. August 2011 – October 2011: Construction of new switch house. 3. October 2011 – January 12: Laying of cables, Installation of Circuit breakers, Making-off of cables, Testing and Commission. Project completion.
5. POLICY AND PROCEDURES: 5.1 PROJECT MANAGEMENT The Emnambithi/Ladysmith Municipality is capable of managing this project. 5.2 TENDER AND PROCUREMENT The Tender and Procurement Procedures will be in line with Council's Supply Chain Management Policy in terms of the MFMA and other relevant legislation. 5.3 CONSULTANTS The services of external consultants will not be utilized.
