Hampshire based Black Velvet TravelLtd has been sold to a new owner, AdamSmith. The sale has been arranged byspecialists from accountancy firm ChantreyVellacott. According to a statement from theaccountancy practice, Adam has many yearsof experience in the bus industry and hascompleted a deal to take over the companytwo weeks on from stepping in to run

services on an interim basis after the businessceased operation after running into financialdifficulty. Under the new ownership, theBlack Velvet Travel name will remain in placeand it will continue to operate routes A, S1,S2, B4, M and 503.

Restructuring Specialist at ChantreyVellacott, Terry Evans, said, ‘We’re delighteda deal has been completed – safeguarding

the long-term future of Velvet Buses, its busservices in the community, along with jobs.We’ve been working with Black Velvet Travelfor around two months and always held outhope during this time that there was a futurefor the company. We appreciate the supportand patience of all parties involved in thisprocess and we are confident Black VelvetTravel is now well placed to move forward.’

Adam Smith takes on Black Velvet

New Adventure takes over First airport serviceNew Adventure Travel has taken over thecontract to run the T9 Cardiff AirportExpress service from First in Cymru.The new operator will begin running theservice from 17 August and the timetablewill remain unchanged. The route runsbetween the city centre, Cardiff Bay andthe airport. The contract was awarded bythe Vale of Glamorgan Council followinga tender exercise and they will manage thecontract. First Cymru announced in Juneit was to stop running it. The Express bus

was launched in August 2013.An independent report by Professor

Cole of the University of South Wales wascommissioned by the Welsh Governmentto review the effectiveness of the T9shuttle service. It found that despite anumber of challenges, the service hadmade a good start and achieved all thatwas expected of it in delivering a fast andfrequent service between the city centreand airport. It also found passengernumbers appear to have exceeded the

initial estimates and the service wasalready attracting more passengersthan the more established train link.

Transport Minister, Edwina Hart,said, ‘We have listened to the findingsof Professor Stuart Cole’s report aboutimproving this service and it will continueto provide the fast, frequent publictransport link to the city centre thatpassengers expect. Having quality publictransport links is vital to ensure thatCardiff Airport continues to grow.’

Stagecoach invests £1.6m in ExeterBaroness Kramer, Ministerof State for Transport,has unveiled a £1.6m fleetof 12 new Stagecoachbuses during her recentvisit to Exeter. The latestnew fleet of vehiclesbrings Stagecoach’s investment in new buses in Devon in 2013-14 aloneto around £10m. These latest additions carry the Ex-citi branding and wentstraight into service on a selection of city routes. Baroness Kramer metsenior directors from Stagecoach as well as representatives from DevonCounty Council and Exeter City Council during her visit. They discussedhow working together on areas such as quality partnership corridors andbus priority measures helps improve overall reliability and punctuality,boosts customer satisfaction and gets more people back on board thebus. Stagecoach carries over 27m passengers a year on its bus servicesin the south west. Customer satisfaction with Stagecoach bus services inthe region is one of the highest in the country, with the latest PassengerFocus research showing 90% are satisfied with their overall service.MD of Stagecoach South West, Michael Watson, said, ‘The strength

of our city and rural networks is not just down to the services we deliverand the investment we are making. It is also down to the partners wework with. The fact that 90% of Stagecoach South West’s bus passengersare satisfied with their overall service is a great endorsement of thecommitment of our people and our strong partnership with our localauthorities. 815 MAN busesfor Deutsche BahnDB Regio Bus, part of Deutsche Bahn AG,has signed a framework agreement with MANTruck & Bus for the delivery of up to 815 localand regional buses. Accordingly, Germany'slargest bus transport company will be orderingup to 435 city and intercity buses wortharound €100m/£79.7m in 2015 and 2016.For 2017 and 2018, DB Regio Bus has anoption for a further 380 vehicles worth around€90m/£71.7m. The deal involves the deliveryof low-floor MAN Lion's City, MAN Lion'sCity U and MAN Lion's City G/GU typesin various lengths. They will all be equippedwith Euro6 engines. The buses will also featuretopography-dependent gearbox control,which further reduces fuel consumption andexhaust emissions. On journeys, this systemautomatically activates the most efficientgearshift programme, depending on whetherit is on an uphill or downhill stretch. Thislatest development continues the decades oldrelationship between operator and manufacturer.Across Germany, Deutsche Bahn uses around2,000 vehicles made by MAN and NEOPLAN.

Defibrillators for WestMidlands bus stations

West Midlands transport authority, Centro, has purchasedten automated external defibrillators (AEDs) from the BritishHeart Foundation, whilst West Midlands Ambulance hasdonated another one. They have been installed at bus stations inBilston, Coventry, Dudley, Halesowen, Merry Hill, Stourbridge,Walsall, Wednesbury, West Bromwich and Wolverhampton, aswell as in Centro’s head office in Birmingham city centre. Theintroduction of the life saving equipment follows a cardiac arrest atWolverhampton Bus Station last year where a passenger was saved

with a defibrillator from thenearby railway station. Overthe last few months, the NHSFoundation Trust has trainedbus staff in basic first aid, CPRand the use of the defibrillator.

Centro Health and SafetyManager, Dave Hadley, said,‘We hope of course that theywill never need to be used,but it should be reassuringto both our own employeesand the travelling public toknow that if there is a needwe have the equipment andthe skills available to help.This availability is a welcomeaddition to the first aid servicewe already provide at our busstations, an excellent exampleof us giving something backto the community we serve.’

‘Sound performance’ for MANMAN Group said it had a ‘sound performance’ in the first halfof fiscal year 2014. Demand in the European CV market roseslightly during this period but the company continued to feelthe effects of the introduction of the Euro6 emission standard.The MAN Group’s order intake in the first half of the year was€7.7bn/£6.14bn, down slightly on the prior year level due to lowerorder intake in the CV business area. Order intake here declinedby 6% year-on-year to €5.8bn/£4.6bn. This meant that demandwas again down slightly year-on-year in the second quarter. WhileMAN is optimistic about the economic situation in Europe, it isfacing growing challenges in Brazil, a key market for the company.MAN Truck & Bus’s order intake was up 2% on the prior-yearperiod, at €4.7bn/£3.75bn. This part of its business generated salesrevenue of €3.9bn/£3.1bn.

MAN is expecting slightly stronger global economic growthin 2014 compared with the previous year. However, there arestill uncertainties surrounding economic developments owing inparticular to the ongoing sovereign debt crisis in Europe, as wellas political instability, particularly in connection with the Ukrainecrisis. The management is keeping a close eye on economicdevelopments in Brazil, which are also a cause for concern. On thebasis of business developments in the first two quarters of 2014,MAN expects the Group’s full year sales revenue to be noticeablybelow the prior-year figure. However, MAN expects to see asignificant increase in operating profit.

Sapphire launched in AshingtonArriva North East has launched itslatest Sapphire route: Service X21/X22 between Newbiggin, Ashingtonand Newcastle via Stakeford, WansbeckEstate, Guidepost and Beddlington. Thenew ADL Enviro400s used on the routewere unveiled at the Newbiggin MaritimeCentre by lookalikes of Queen Elizabeth,Prince Charles and baby George. The

buses represent a spend of over £1.6m,which is part of a bigger £6m investmentfor Northumberland. All vehicles areequipped with power points to chargephones and lap-tops, free wi-fi, audio-visual next stop announcement systemsand E-leather trimmed seats.

Make electrics safe, saysGuide DogsIn response the announcement from the Mayor of London'sEnvironment Adviser that taxis and buses will switch to electricmode in busy parts of central London from 2018, Guide Dogs hasurged these quieter vehicles are made safe for people with sight loss.The charity is urging people make roads safer for blind and partiallysighted pedestrians by supporting its ‘Safe and sound’ campaign.

A statement from the charity said, ‘Electric and hybrid vehicles are25% more likely to injure a pedestrian than conventional vehiclesand pose a huge risk to people who are blind or partially sighted.Imagine being on Oxford Street and trying to judge when it's safeto cross if you can neither see nor hear a car coming? We want allelectric and hybrid cars fitted with an artificial engine noise to makethem safer. At just £20 per vehicle, this is not a big ask. In fact it'sonly about the same price as a taxi fare from Boris's office in CityHall back to his house in Islington.’

Arriva put three of its new WrightbusStreetLite Micro Hybrids on display inGravesend recently. The operator wantedto let the public inspect the buses thatwould be entering service the next dayon its half hourly Service 136 from theMedway Towns to Gravesend town centre.The 40-seaters are the first low carbonemission buses for the town and are helpingto reduce pollution along the line of route,joining eight other similar buses that arerunning on local services in the MedwayTowns. The buses were also inspected by the Mayor of Gravesham,Cllr John Caller, who was able to see the new features such as theE-leather seating, bright LED interior lighting and the wi-fi facility.

The three StreetLites represent an investment of over £400,000for the Gravesend area and are part of a batch of 16 totalling£1.29m that have just entered service from the company’s Maidstoneand Gillingham depots. Further investment in the Gravesend andDartford area will be taking place later this year when a fleet of 11StreetLite Micro Hybrids to Arriva’s ‘Sapphire’ specification taketo the roads of Kent Thameside on Services 480 and 490 that linkGravesend, Northfleet, Bluewater and Dartford.

Solent Go has been launched, a new smart travelcard that for thefirst time offers unlimited bus travel across South Hampshire, aswell as ferry travel. It replaces the existing Solent Travelcard. SolentTransport, the region’s transport body, is also working with popularlocal attractions in the South Hampshire area to offer discounts and2-for-1 entry, rewarding those who leave the car at home and arriveby bus using a Solent Go travelcard. The card is accepted on servicesoperated by Black Velvet, Emsworth & District, First Hampshire& Dorset, Go South Coast, Stagecoach South, Xelabus, Brijanand Wheelers. Participating ferry operators include Red Funnel,Hovertravel, Gosport Ferry and Hythe Ferry. It costs £8 per day,£30 per week and £100 per month for almost unlimited bus travelacross the region. A selection of ferry tickets can also be added to it,which is a first for South Hampshire travellers. Lower cost city basedtravelcards will be available from October 2014.

Buses in London airquality plansMayor of London, Boris Johnson, has called on the Governmentand European Commission to match London’s plans to tackleair quality and do their bit to help London meet EU limits fornitrogen dioxide (NO2) emissions by 2020, rather than 2030.Working with the Government’s Office for Low Emission Vehicles,Boris wants to transform London’s vehicle fleets, delivering200,000 ultra-low emission cars, 7,000 zero emission capabletaxis, 11,500 ultra-low emission private hire vehicles, an additional1,600 zero emission capable buses and up to 350 electric vehiclesin other public fleets. By 2020 London is expected to have35 rapid charging hubs with 350 rapid charge points and aninductive charging network. As an immediate measure, the Mayorannounced the retrofitting of emissions reduction equipment ona further 400 of TfL’s older buses as well as plans to expand theelectric bus fleet by a minimum of 300 by 2020. The Mayor'sEnvironment Adviser has said buses and taxis will switch to electricmode in busy parts of central London from 2018.

First changes in Bath and WiltshireFirst is to adjust some of its local services in and aroundBath and Wiltshire from the end of August. In addition,two further bus routes, both serving the universitycampus in Bath, will be altered from 21 September. Aspart of the alterations the Trowbridge Town Networkhas been redesigned to ensure bus services in the arearemain commercially sustainable. Bus services operatingon Sundays and Public Holidays between Bath, Bristol,Radstock and Midsomer Norton have also been reviewed.Specifically improvements are being made to Service 38between Bristol and Bath which will bring a new Sundayand Public Holiday timetable into force. Elsewhere peoplein Midsomer Norton, Radstock, Paulton and Farmboroughusing Service 178 are set to benefit from changeswhich will see journeys on Sundays and Public Holidaysextended to operate to and from Bristol.Commercial Manager for First West of England, Simon

Ford, said, ‘The changes to Trowbridge’s town networkare designed to ensure the long term viability of the busservice in the area. The new T1 will offer a good serviceconnecting key parts of the town, and in combination withthe existing Service 234 and 265, gives residents a way ofgetting around and about by bus. Elsewhere the additionof new Sunday and Public Holiday timetables on a numberof routes will give more people the chance to travel bybus on these days. These developments are universallypositive and we hope that people will find the increasedaccess to buses on these days useful. New timetables forthe affected services are already available online (on thewebsite under journey planning / timetable booklets) andwill be available to pick up in hard copy format, from travelshops, from 15 August.’

First service changes in BristolA number of busroutes in Bristol will bealtered in the comingweeks as First Westof England adjustsits network. As partof the changes threebrand new routesare being created,while one route isbeing withdrawn.The majority of thechanges take effectfrom 31 August,although a handful of alterations are being made from 14September. A new express link between Bradley Stoke,Little Stoke and Bristol city centre is to be introduced anda new connection from the city centre to UWE (FrenchayCampus) will be established. The changes are to bringabout a new link from UWE (Frenchay Campus) to BristolTemple Meads. Another 24 hour bus route has beencreated, with extra late night journeys added to Service 48.

Commercial Manager for First West of England,Simon Ford, said, ‘The changes being made in thecoming weeks are almost universally positive. Therewill be new cross city journey opportunities, changes toroutes made in direct response to customer feedback,extra late night journeys on some routes and newlinks between Gloucester Road and Temple Meads.One service is being withdrawn at the same time andwe understand that this may cause some concernto those people who have used it. We would stressthough that there are a number of alternatives alreadyin place for people to use if they need to travel.’

Wythall TransportMuseum inWorcestershire is tomark the 25 yearssince the demiseof bus and trainbuilder MCW on24 and 25 August.As well as a displayof photographs, buses with Metro-Cammell bodies on awide range of chassis will be on show, with rides availableon some of them. On the Sunday of the event, formerMCW bus designer, John Seale, now with Optare, will bedemonstrating his traditional draughtsmanship skills. Johnwill be completing an unfinished general arrangement drawingof a Birmingham City Transport 1931 Morris Dictator(Wythall has one of these buses awaiting restoration).

The museum on Chapel Lane, Wythall, is to the south ofBirmingham, just off the A435 immediately north of junction3 on the M42. On Sunday and Monday it will open half anhour earlier than usual at 10.30. Parking is free. During thetwo day event, the museum is linked by classic bus from centralBirmingham. Exhibits will pick up passengers from HollowayCircus (near the Alexandra Theatre) at 10.30 and 11.45, withreturn journeys from Wythall at 15.00 and 16.20. The Parliamentary Transport SelectCommittee has called on the DfTto look at what it calls a ‘TotalTransport’ concept particularly aimed

at isolated communities. The idea is tocombine local public transport serviceswith other publicly provided transportsuch as hospital patient services. I thinkthey are getting their publics confusedhere, do they mean only subsided buses?The concept can just as easily be appliedusing commercial services. But theyalso support Quality Contracts so wecan see where they are coming from.

The committee recognise there havebeen small scale experiments but wanta large scale trial. DfT are bid producean interim report by July 2015. Whilststraightening the deck chairs on theTitanic springs to mind, unlike that,this is a good concept. What is tragic isthat this problem has been around formany years and no one has tackled itproperly. I attended a packed village hallpublic meeting to discuss the rural busproblem in 1975. When you look at anaverage rural community, lots of vehiclesvisit them, if you had combined otherservices onto buses, the only vehicledesigned for public service, maybe moreroutes would survive. I recall a colleague

at Kent County Council saying in thelate 70s there were some villages withno bus service but had a mobile libraryvisit. It wouldn’t take long to find thesame in Cumbria where local councillorssee nothing odd in withdrawing busservices forcing rural folk into their carsthen scrapping free town centre parkingmaking them pay for the privilege. Theywill claim horror when folk don’t visit thetown centre, use out of town centres, oras they increasingly do, order online.

The growth of online shoppinghas removed one of the services thatcould have been provided by buses, awhole new industry has grown up todo it. Half bus, half van type vehiclesare nothing new and the bus industry,used to maintaining vehicles that stopand start a lot and employing skilledengineering and driving staff wouldhave been well placed to develop sucha business. But we have curious Britishway of looking at things. Remember postbuses? We put seats in a van instead ofmail on a bus, it didn’t make sense.

You’d like to hope it still isn’t toolate. But one of the main reasons ithasn’t happened before is that it chargesthe hallowed walls of social serviceswho don’t want anyone interferingin their patch. I’m not hopeful.

The 2011 census and work associatedwith it by the Office of National Statisticstells us some interesting transport stories.Nottingham, not usually thought of asa London commuter town, sends 1206workers there every day up from 493in 2001. The reason cited is fast peak

trains stopping only twice, so let’s giveover thinking HS2, if built, will benefitanywhere except London. The censusfigures also show growth in car commutingranging from 1% to 3% in most regionswith one major exception which showsa drop of 8% - London. The only otherregion with an appreciable drop is theSouth East. So London is different andthat is as a result of sustained publictransport policies and huge spending overmany years. Those who crave for QualityContracts to have a London type systemneed to wake up to this reality.

Further work by ONS showed peopleare commuting further however theyfound such folk were a miserable lot,longer journeys causing greater anxietyand lower life satisfaction. It notes peopleare adapting. Even as some are travellingfurther a growing proportion are workingat home. This has huge implications forpublic transport. You have been warned.

I know I go on about cyclists, butbear with me as I’ve an important pointto make. There are lots I don’t botheryou with. I know some of you haveembraced it but a word of caution. Thegrowth of cycling is fuelled by fashion,a fickle thing at the best of times, andpolitical encouragement. The latter is a

cop out taking an easy course rather thantackling the real problems of congestionwith the added bonus of being able toblame us when it doesn’t work. Threeinstances recently have caused me tothink quite hard about it. I was chattingwith a very reasonable cyclist the otherday. He was telling me of a trend towear basically speedometers then try andbeat your and others times. He claimedto be terrified at 33 mph but told talesof others attaining 53mph. I’ve heardof horrifying skiing accidents for justthe same reason and saw some runnersdoing the same thing up Mount Cadilacin Maine. This is frightening stuff.

Jersey has become the first place tointroduce compulsory helmet wearingalbeit for under 14s only. The cyclinglobby CTC was immediately up in armssaying it discouraged cycling but Jerseywas ahead of them. They commissioned

a report by TRL who said not only wasthere no evidence of this but the Australianresearch CTC use is out of date and‘statistically flawed’. And, key point here,guys, TRL says helmets are most effectivein non vehicle collisions which ‘are themost common type for cyclists.’Finally, the London Borough of

Southwark is planning a Borough wide20mph limit for all vehicles, includingcycles, citing complaints about theexcessive speed of some of them. ABarrister who lives there challenged thelegislation used saying it only covers motorvehicles and the council backed down. Iexpect being hit by a bike at 30mph hurts.My point is that the cycle lobby seems

to be lead by an unreasonable vocalminority who are getting their way. Thereare suggestions that in a vehicle collisionthe blame should be apportioned to themotor vehicle driver and vehicles should beredesigned to be bike friendly at great cost.As frequent road users who are governedby very strict legislation which we doour very best to abide by and having totrain our drivers to a very high standardat considerable cost, I think we have anabsolute right to expect others to act just asresponsibly on the road.

Tragedy struck the headlines recentlywhen a nine year old boy opened theemergency door on a coach next tothe toilet and fell into the road. The

accident left him in a critical condition.Though unimaginably terrible for allinvolved, it is not the first accident of itstype. Not only does this have an adverseaffect on the operator of the coach, bothinsurance and reputation wise, but theindustry as a whole. On hearing of thisawful occurrence, Operations Managerat Camborne based Williams Travel,Garry Williams, decided somethinghad to be done to prevent it fromhappening again. Chris Peat spoke toGarry to find out what his idea was.

Need more signageAfter much thinking and calls to hisinsurance broker, Garry came to theconclusion that even though operatorsmay be following the legal regulations forsigns on emergency doors, he does thinkadditional signage is required. He believesthese must have clear pictorial symbolsso young children will understand theconsequences of opening the emergencydoor whilst the coach is in motion.

Taking it beyond just an idea, Garrycontacted his livery provider, Redruth basedMill Signs, to design and produce someprototypes of the signs he had in mind.The result is pictured in the accompanyingimage to this article. It also includes someinstructions for drivers to add to theirsafety speech to groups who carry children.He has demonstrated the sign to TrafficCommissioner Beverley Bell, who hassince passed it onto the DVSA for theirapproval. Garry is currently looking for asmany approvals of the design as possiblebefore putting it into full production.

‘Insurance companies are not goingto say no to it’, according to Garry,believing they are in favour of anythingthat should reduce accidents. He saidthe purpose of the additional signageis not money related but is intended toprotect the industry’s clients. There will

be a charge for the signs, but he aimsto keep this minimal and suggested acontribution of profits can go to a charity,of which he is open to suggestions.

Signs are not the only vehicle safetyproducts Garry is working on at themoment, with several projects currentlyon the go. For instance, he is working ona warning device for coaches. A designcompany is carrying out a worldwidepatent search for it and is startingdevelopment work on it. Although hewas keeping under wraps exactly whatit is, we can tell you it is intended tobe both retrofitted and installed duringvehicle manufacture, as well as beingtransferable to the wider automobileindustry, including cars and vans.

CRB/DBS concernsIt is not just new products Garry has beenworking on to improve safety. Focusingon child safety, he has been campaigningto get an update on the Criminal RecordBureau (CRB) and Disclosure and BarringService (DBS) disclosure legislation. He isconcerned with the current interpretationof the legislation that drivers on servicebuses are not considered to be workingin ‘regulated activity’ and therefore arenot subject to the same checks requiredfor drivers working on closed schoolcontracts. He acknowledges that mostoperators do have a policy in place thatall employees have a cleared CRB/DBSdisclosure, which is normally authorisedthrough the Passenger Transport Unit(PTU) at the relevant County Council.However, he is concerned a minority

of operators still use drivers without acleared DBS/CRB disclosure and says hehas known some who have used driversbanned by the PTU on registered services.

Garry claims this scenario happens whenan operator dismisses a driver followinginvestigation by the PTU and safeguardingunit, with the driver then walking intoanother job with their disclosure which wasissued by the relevant authority and stillin date. He claims some operators do notcheck with the relevant authorities that thedriver is cleared but take the disclosure on itsown merits. He said, ‘I have seen on manyoccasions the badges issued by the CountyCouncil the company name Tipexed outand the new operators name added. Whendrivers move they will be issued a newbadge by the PTU if they have been madeaware. Operators must do their checks asthe PTU and Safeguarding do not adviseoperators which drivers have been banned.’

He continued, ‘However this is notrequired for registered services even thoughsome previous closed door contracts havebeen incorporated with registered servicesand children still have free passes to travelon such services. There is a risk that abanned driver or a driver who has neverhad a check may have been employedon such services which go onto schoolpremises. This is also the case for privatehire school bookings - that such drivers maybe used by operators who do not do theirown checks prior to employing drivers.’

Another of his concerns is that free buspasses for registered services are issued topeople with disabilities, some of whom arevulnerable and may be put in a positionwhere they are the only passenger on aPCV with a banned or unchecked driver.He acknowledged that most schoolsrequest each year a declaration fromoperators that such checks have beenmade for their risk assessments, but hestresses there are many that do not.

Garry said, ‘I would advise all parents,teachers and operators to be extravigilant and ask to see the driver’s IDbadge and take a note of its details andkeep a record. Drivers and operatorswho have nothing to worry about willwelcome these extra checks.’Garry Williams.

Boris Johnson, Mayor of London, haslaunched the first British built electricbus to go into operation in London.The bus is a fully electric powered

Optare MetroCity EV and is one of fourbeing operated by RATP Dev ownedLondon United on the H98 betweenHayes and Hounslow. The single deckersare currently being trialled on the route.Partly funded by the DfT’s Green BusFund, they are part of TfL’s continuingcommitment to trialling new emission freetechnology in the capital.

Rolling up to the event at The MansionHouse on his push bike, Boris met OptareCEO, Enrico Vassallo and managersfrom Hinduja Group, Optare’s parentcompany, for a ceremonial handingover of the keys. The event was part ofan air quality exhibition held at TheMansion House, with the Mayor beingshown some zero emission taxis as well.

First step to zero emissionsThe introduction of these four pure electricOptare MetroCity buses is the first step ofthe Mayor’s plan for all single deck busesin central London to be zero emission attailpipe, as part of the world’s first Ultra

Low Emission Zone, from 2020. Althoughthese are the first British built electrics inthe capital, the total number of electricbuses now in service in London is six.The first two electric BYD e-buses in thecapital entered service last December andare being operated on routes 507 and 521.A further two electrics are expected to taketo the streets later this year, as Londonis engaged in a partnership funding bidwith seven other cities in Europe to trial arange of pure electric and hybrid vehicletechnologies and charging techniques.

Electric powered Optares have beenoperated across the UK before, withexamples in Nottingham and Manchesteramong them. According to EnricoVassallo, they are starting to take off,gaining more popularity. However, hesays the manufacturer still has to convincecustomers of the payback times of thesevehicles, saying the initial cost comparedto diesel equivalents is a significantconcern among a lot of operators. Hesaid Optare’s focus when it comes togreen vehicles is on electrics, ratherthan hybrids. He described the latteras being a ‘bridge’ to electric power.

Enrico said one of the main driversbehind the high cost of electrics isthe battery. However, he said thebattery industry is growing fast and heexpects payback times will improve.If the cost of this technology becomeseven more competitive, then in thenear future he believes payback timescould be as short as two years.

He stressed that electrics are not suitablefor all applications. For instance, hejoked that a long distance service, suchas one between London and Glasgow,would not be suitable for electrics. Hesaid it is a solution most suited to cityservices, with start/stop operation.

The trial of these latest electric buseswill be used to establish whether thetechnology can stand up to the rigours ofoperating in an intense urban environmentsuch as the capital. The tests will helpTfL develop plans for greater use ofelectric buses in central London in thefuture, contributing to the Mayor’svision of a central London Ultra LowEmission Zone. Optare’s own tests havedemonstrated that while the initial capitalcost of these vehicles was more thanthat of standard diesel, the significantlylower running and maintenance costsare expected to offset this within thetypical lifetime of the vehicle.

Green and quietThe buses take around five hours to fullycharge overnight, or two hours using fastcharge technology, and have a range ofup to 100 miles depending on operatingconditions. They are fitted with a smalldiesel fuelled heater that will be used toheat the interior of the buses in the wintermonths. This will produce a limitedamount of emissions and is currently moreefficient than using some of the batterycapacity to heat the vehicle. The batteriesare located in the rear of the vehicle,with nothing on the roof. The drive was

quiet, with the driver quipping, ‘I couldturn it on, but you wouldn’t notice.’The electric bus trial is one of the

many measures the Mayor has introducedto make London’s bus fleet moreenvironmentally friendly, including theoperation of zero emission hydrogenbuses on Route RV1 between CoventGarden and Tower Gateway and deliveringEurope’s largest hybrid bus fleet. Around800 hybrid buses now operate on thecapital’s roads, including the NewRoutemasters, with more being introducedin a rolling programme. By 2016 there areexpected to be over 1,700 hybrid buses inservice on London’s streets, representing

20% of the total bus fleet. TfL has alsorecently completed an extensive retrofitprogramme covering 1,000 older buseswhich involved fitting them with SelectiveCatalytic Reduction (SCR) equipment,reducing emissions of harmful oxidesof nitrogen (NOx) by up to 88%.Mike Weston, TfL’s Director of Buses,

said, ‘The introduction of these new pureelectric vehicles is part of our continuingassessment of the technology, to ensureit can handle the capital’s challengingoperational environment. We will beclosely monitoring the results of the trials,which may help us adopt this new cleantechnology more widely in London.’Co-Chairman of the Hinduja Group,

Take care of your customers and takecare of yourselfThe complaintLast month we explained how a drivermay be entitled to respond in self defenceif faced with a threat from an unrulycustomer. This month we will turn thesituation around 360 degrees and ask, ‘howshould an operator respond when facedwith complaints from customers or othermembers of the public about the way adriver has behaved?’.

The golden ruleThe golden rule when a complaint hasbeen made by a customer or member of thepublic, whether it relates to timekeepingor misconduct on the part of an employee,is not to ignore it. There are numerousoccasions where cases regarding driverconduct or bus compliance have beenreferred to the Traffic Commissioner forinvestigation, sometimes leading to aPublic Inquiry, purely on the basis thatthe original complaint was either handledineffectively or was ignored. It is essentialthat operators of whatever size have inplace a system to handle such complaints.In very large operators this will oftencomprise a centralised call handlingdepartment dedicated to customer care.At the opposite end of the spectrum,a small operation may ensure that allcomplaints are handled by the proprietor.In all too many cases complaints will beinitially handled well but will then notbe properly concluded by being passedto someone to take ownership of it.

Often operators, or those within theoperator tasked to deal with complaints,

view complainants as out to cause trouble,or simply as having too much time ontheir hands and having nothing betterto do. While there are no doubt caseswhere this is true, the vast majority ofcomplainants are genuinely concerned,and can be placated fairly easily if theircomplaint is dealt with properly.

Even those who might be considered tohave a low tolerance of network difficulties,usually only complain when there issomething to complain about.

The Senior Traffic Commissioner is onrecord as pointing out that the vastmajority of complainants are genuineand that she expects complainants to betreated accordingly.

For the most part complainantsare only human! They recognise thatoperators cannot achieve high standardsall the time, and also that mistakes aremade. If operators treat complaints asan opportunity to sell the company,rather than a problem to make go away,it is likely that overall complaints willreduce, and if a Traffic Commissionerever gets involved, then they are morelikely to be impressed by the operator.

Having received a complaint the firststep to take is to ensure that the complaintssystem is such that the correct person ishandling the complaint. If the complaintis about a driver’s alleged misconductthen the complaint must be investigatedthoroughly. This can be done in a numberof ways. Depending on the size of the

operation, it may be necessary to pass thecomplaint to a local operations manageror transport manager to deal with. Thedriver will need to be interviewed togive his or her side of the complaint.Other evidence should be accessed suchas CCTV. Any other witnesses shouldalso be spoken to. Care must be taken toensure that whatever one’s views of thecomplaint are that it is investigated in aneven-handed and fair way (and is seen tobe). Reports should be made during thecourse of the investigation to the customermaking the complaint and particularly ifthere are any delays to its conclusion.

Once all the evidence has beenconsidered, then action needs to be taken.If the investigation reveals that there is somedoubt as to the veracity of the complaint,then, at the very least, the customer mustbe contacted to explain that that conclusionhas been reached and if appropriate, why?

If the complaint is substantiated then anumber of actions are possible.

Firstly, one must consider discipliningthe driver concerned. We recently reportedon the steps to take as part of a disciplinaryprocess (B&CB Issue 1284, 11 July 2014).The disciplinary investigation shouldbe somewhat easier than usual giventhe investigation that will already havebeen carried out into the complaint.

Secondly, it may be advisable to reportthe incident leading to the complaintto the Traffic Commissioner. In termsof vocational driver conduct, the TrafficCommissioner will only usually hold adriver conduct hearing if it is referred by

DVLA, in relation to driving endorsements,or a third party such as the Police as a resultof a conviction for a non motoring offence.The point in referring the matter to theTraffic Commissioner, even in circumstanceswhere it may not be incumbent on theoperator to do so, is to avoid any challengeto the operator’s repute. In serious casesrepute could be in issue as the TrafficCommissioner has discretionary powers tohave regard to any matter in determiningwhether an operator is of good repute ornot. Sometimes, in a case of a complaintbeing made, the matter will be cascadedto the Traffic Commissioner even if theincident has been properly handled.By being proactive and reporting thecomplaint and its resolution to the TrafficCommissioner, the operator should avoidany suggestion that the customer caresystem has not been effective and it willafford the operator protection, should theTraffic Commissioner subsequently bealerted to the circumstances surrounding theoriginal complaint. It will not be the casethat a report to the Traffic Commissioneris advisable in each and every occasionregarding accusations of driver misconduct,and one should weigh up carefully thecircumstances on a case by case basis.

In a recent case an operator and thecustomer disputed whether a serviceran. The operator produced thesatellite data and the customer said itwas fabricated. Partly due to an openand pro-active liaison with the TrafficCommissioner, the Traffic Commissioneragreed that this was not the case.

Thirdly, it is always a good idea fora senior member of staff to offer tomeet with the customer. If a customersees that their complaint is being takenseriously that may well avoid the casebeing taken further. It may be that someform of apology by the driver and/oroperator or compensation such as a freepass for a week may be another suitableway of mollifying the customer.

Each case needs to be looked at onits own merits and investigated. If theconclusion is that there is no substanceto the complaint, that is fine so longas the investigation has been fair andthe customer has been advised ofthe result. Not every complaint willbe substantiated and of course some

customers are serial complainers.In cases where evidence conflicts, it

may be reasonable not to decide on whichversion to believe and effectively find thecomplaint unproven. Again, the customershould be informed.

Case Study 1PSV Buses are a large company operating300 vehicles. A complaint is received bythe customer care department from Carl, aregular customer on the number 6 service,that the driver on the noon service, whichwas 20 minutes late, was rude and abusivetowards him after Carl accused him ofshort changing him when he bought histicket. The customer care adviser taking thecomplaint, sends an email to the transportmanager at the relevant depot and also theoperations manager. Both managers assumethat the other will deal with the issue asit is “not their area”. Neither managerhas had training on the customer carecharter for some time. As nothing happensCarl then complains again and sends acopy of his complaint to the local TrafficCommissioner. The Traffic Commissionerthen becomes involved asking what has beendone and demanding a response within 14days. By now the Operations Manager ison holiday and belatedly an investigation iscarried out. The CCTV from the journeyhas been wiped and the driver, Dave, cannotrecall the specific journey given the passageof time. Unsatisfied with the replies receivedthe Traffic Commissioner calls a preliminaryhearing to look into the complaint herself.

This is regrettably a not uncommonscenario. Increasingly the TrafficCommissioner will take action oncomplaints from members of the publicand at the very least in this scenariowould seek a written explanation from theoperator. This is particularly the case wherethere are multiple complaints or issues withtime keeping given that Bus Complianceofficers are now less prevalent. Clearlythose responsible for customer serviceshould be aware and trained in who takesownership of complaints into particularissues and they should be dealt withexpeditiously. If Carl had felt his complaintwas being dealt with efficiently he maywell not have complained to the TC. Thedelay has lead to vital evidence being losttoo and that also causes PSV Buses someproblems when deciding what action, ifany, to take against Dave as he denies thathe can recall the relevant service.

Case Study 2Riot Buses are a four vehicle operation. Yetanother complaint is received from Charles,this time that the driver, Delroy, on thenumber 8 service was smoking whilst hewas driving. Oliver the proprietor of RiotBuses receives the complaint and writes toCharles informing him he will investigateit. Oliver is aware that the allegation isa potential breach of the Public ServiceVehicles (Conduct of Drivers, Inspectors,Conductors and Passengers) Regulations. Heinterviews Delroy as soon as possible whosays the allegation is untrue. Delroy is ableto name two regular passengers who wereon the relevant journey. Oliver speaks tothe named passengers who deny Delroy wassmoking and concludes that Delroy is tellingthe truth. He writes to Charles informinghim that his investigation is complete andhe does not have any evidence to suggestthat the complaint has foundation. Charles,unhappy with the result writes a letter ofcomplaint to the Traffic Commissioner.She asks Oliver for an explanation andhe provides copies of all the notes of hisinvestigation and his letters to Charles.Satisfied the TC then writes to Charles andOliver explaining that she is satisfied thatthe complaint was investigated properly.

Just because a complaint is made thatdoes not mean it has merit. Every operatorwill have its serial complainers for whom noservice is complete unless there is somethingto moan about. The important issue is thatthe complaint is handled expeditiously andin an even-handed way.

ConclusionIn every operation, however well run,there will be complaints about driversand their behaviour. Whether they havefoundation or not it is important to takethem seriously and act on them expeditiouslyand in accordance with your customercharter. It is also important to documenthow they have been handled, includingif necessary what disciplinary action hasbeen taken against the driver. It is essentialto keep the complainant informed ofwhat is going on. It is when these essentialsteps are ignored that a complaint getsout of control. In terms of consideringa complaint the best advice is to makea common sense decision based on thebest evidence that can be obtained. If youbelieve a complaint is without merit, don’tbe afraid to say so, but keep your findingsand the reasons for them documented.

This year’s BusEuroTest to determine theInternational Bus of the Year 2015, wasstaged in Lucerne, Switzerland, with theassistance of the major local operator,

Verkehrsbetriebe Luzern (VBL). Duringthe event, Director, Beat Nater, gave anillustrated talk on the company and thisarticle is based on information from thatpresentation with pictures at the time.Lucerne or Luzern is the biggest of six

counties within the Central Switzerlandregion, though it is the Zug countythat is the most affluent. Beautifullylocated and home to the nation’sexcellent transport museum, Lucerneis regarded as the geographical heart ofSwitzerland and uses the promotionalslogan, ‘Where nature meets progress.’The Greater Lucerne area of 24.15 square

kilometres has a population of 195,000people giving it a population density of 280per square kilometre, though this is greatlyaugmented by tourists with 1,128,000recorded in 2011. Passenger transportusage in the greater Lucerne area is highat 25.2%, considerably higher than the

national Swiss average of 16.5%. Withinthe city limits the figure rises to 48%.VBL was founded in 1899 as a municipal

tramway and did not run its first busesuntil 1928. The first trolley line was openedin 1941 and two decades later in 1961 thelast trams were withdrawn.In 2001 VBL, as municipals in the UK

had previously done, became an armslength company from the local authoritywhich continues to own its shares. Thedecision was made on the basis of a publicvote which produced a 68% majority infavour of the change. It is run as a privatecompany with a non-political chairman andboard. Though it is the dominant operatorin the area, VBL is not the only concernwith a total of ten operations runningbuses in the city. There is competitivetendering process every ten years.

OperationTotal turnover in 2013 was 79.2mSwiss Francs (CHF)(£51.51m) of whichCHF44.9m (£29.2m) was ticket income,CHF23.5m (£15.28m) was paymentsagainst contracts from the Government,and CHF10.6m (£6.89m) was incomefrom other business. 67.3% of costs were

recovered from fares. VBL takes the ticketrisk and cannot increase the fares. A featureof the Government support level is that itreduces each year by CHF1m (£650,000).VBL provides a 22 hour service,

operating 32 lines, six of which are nightlines, with the other 26 split twenty/six between diesel bus and trolleybus

operation. Total route length is 271km.Annual passenger numbers are 48mand the fleet achieves 111m passengerkm each year. Service 1 to Kriens is notonly the city’s most popular route, it isthe most used in the whole of CentralSwitzerland carrying 9.7m annually.Including 360 drivers and 60 in the

workshops, the company employs 459people. We were told that the averagemonthly wage of a driver was CHF5,200(£3,380) but Beat said that though thismight sound high it was an expensive placeto live and the figure included a lot ofthings that would be paid in other ways inother countries. The entire fleet operatesfrom one depot, although this 22,000square metre facility is so full that a seconddepot is being sought. Demand on spacesaw the company’s six bus heritage fleetdepart for an external site in 2007.Traditionally, an interesting aspect of

Swiss operation was that people tendedto go home from work for their lunch,creating a midday peak in addition tothe morning and evening peaks, but thiscustom is now declining rapidly.

AppsThe local Government didn’t see thedevelopment of an App to keep customersinformed of where buses were, whenthey would arrive and what the fare totravel on them was, as necessary so theydeclined to support the development ofone, but despite this the management were

convinced it was the right thing to do andentirely funded it through the business. Thei-phone edition was launched in 2010 withan Android version following in 2011.It provides the Timetable with real time

data of the VBL services in the Lucerneregion complete with a flexible input fieldwhere every start and destination stop oraddress can be entered. There is a favouritesfeature and it provides ticket priceinformation. The App shows the entireroute of a journey including any changesand walking sections necessary.VBL’s app runs in real time showing both

the scheduled time of a service and theactual time it is running at. In comparison,the rail network runs 95% on time, thoughin this regard on time is taken as up tothree minutes early or late.As well as running the App for its own

operation, VBL also runs Apps for othercompanies in Central Switzerland, thoughthese companies do not want a unifiedcontrol centre introduced.

FleetThough it totals under 150 vehicles,the VBL fleet is a mixed and somewhatinteresting one, containing solutions notwidely seen elsewhere as well as moreconventional models. Not only does it runtrolleybuses, it also runs trolleybuses withtrailers and bi-articulated trolleybuses aswell as midi, 12m and articulated diesels,hybrids and coaches, including doubledeck Setras. By any standards, this isn’tyour average fleet. Around 100 of the busfleet are diesel and 40 are trolleybuses.The very hilly and often mountainouslocal terrain requires powerful buses.Since 2008, all buses have been equippedwith on board infotainment systems.In 1985 a fleet of 30 12m long

trolleybuses was bought, partly for politicalreasons, when the NAW vehicle buildingcompany was in difficulty. It went intoliquidation during the build process andthe buses were completed by another Swisscompany, Hess. The trolleybuses’ capacityproved woefully inadequate as demand fortravel grew and a solution was found inthe form of lower floor passenger carryingtrailers. In theory, such trailers can bedecoupled between peaks and money savedthrough increased fuel economy, but inpractice demand on the busy route onwhich they are used justifies their retentionuntil the evening and even if it didn’t,taking them back to the depot to uncouplethem and returning to service again wouldtake too long and cost more than would be

saved, so they remain virtually permanentlycoupled. The vehicles are scheduled forwithdrawal by October and have beensold to an operator in Del Paradiso, Chilewhere they will replace trolleybuses boughtsecondhand from St Gallen in 1987! Chilewill not be taking the low floor trailer unitswhich Beat Nader was keen to find homesfor, indicating that providing they weren’tbeing used as chicken houses, they couldbe acquired for very little money, if any.Their replacements are rather more

exotic, a batch of nine double articulatedHess trolleybuses, each with a capacityof 200 passengers, which entered serviceon 12 June. They are marketed under theR-Bus brand standing for Rapid Bus. Allof the trolleybuses run on a 600v nettDC system, which I understand is thesame as that generally used in Eastern

Europe. The new trolleybuses have smalldiesel engines to provide an alternativepower source but future generationswould have battery packs instead.They feature regenerative braking.VBL already had three double

articulated Hess trolleybuses thatintroduced the type to the fleet whenthey were purchased in 2006. Before thelatest three section buses were acquired,other models were tried including theVan Hool ExquiCity but one factor thatfavoured the Hess was that Governmentpolicy was to give the buses a tram look.Beat said that articulated trolleybuses

cost around €1m each, so theyhad to achieve 20 years in service.Included within the contract was arefurbishment after ten years.2011 saw the introduction of six Volvo

Hybrids and more recently the first Euro6articulated Volvo 7900 has gone intoservice to join a trio of 12m 7900s.More conventional acquisitions

include articulated Mercedes-BenzCitaros, in 10.5m, 12m and 18mformats as well as Hess diesels.For the future, VBL sees less and

less need for 12m buses and wants toreplace what it has with higher capacityvehicles. Beat said that there was a needfor between 35 and 40 articulated busesand they will shortly be evaluating todecide what to purchase. This is in linewith the Government’s stated policy ofhaving bigger buses not more. It wantspublic transport capacity to grow by40% and individual mobility by 20%.

CoachingIn the UK the trend has been formunicipally owned companies to moveaway from coach operation but inDecember 2006 VBL moved into thisfield for the first time. The reason wasto provide a motorway link betweenLucerne and Altdorf that offers significant

advantages over the train service,taking 46 minutes compared withthe 68 minutes of the rail alternative.Before they were allowed to launchit the company had to prove to theauthorities that low floor buses werenot the answer. The clincher, I was told,was that the area sees a lot of touristtraffic and the Japanese are not happyon low floor buses over such distances.Five coaches are operated currently.

Volvo supplied a Euro5 13m 9700 withwheelchair lift and 51 seats, a 13m Euro59900 (with 48 theatre seats and slopingwindow line) and a Euro6 12m 9700also with 48 seats. Demand dictated theacquisition of a 79-seat Setra S431DTdouble decker and in May a second similarcoach was purchased. There is also an 18seat Sprinter minicoach.What was originally thought would

be four runs daily, Monday to Friday,and perhaps 140 passengers a day hasgrown dramatically carrying 140,000passengers in 2013. In addition, VBLhas started running a tour programmewith destinations such as Spain andVenice and undertakes private hire.The coaching operation sits within

a daughter company as do all of VBL’sbusiness interests that are not directlyinvolved with the provision of publictransport. Among these is a trainingcompany providing training includingCPC training for both buses and trucks.

Last wordThis is only a brief overview ofVBL but I hope it shows that thecompany, with its smartly presentedblue and white vehicles, is focussedon the needs of its customersand willing to embrace moderntechnology and ideas to maintainand grow its already impressiveshare of the transport market.

One of the keys to providing asmooth ride for passengers is agood set of suspension bushes. ThePolybush brand is renowned in

the bus sector, coach sector and beyondfor providing them. Not only is there agood chance your fleet has their productsfitted, your car may have them too.Chris Peat visited the Wrexham basedmanufacturer of these polyurethane bushesto get an insight into the company.

Over three decadesHaving the status of a well known branddoes not come easily, it requires a lotof expertise and experience and this iscertainly not something Polybush is shortof. The company has been manufacturingpolyurethane bushes for 34 years in itspurpose built factory, 22 of those underits own brand name. The business isthe suspension division of BonapreneProducts Ltd. It started as an OEmanufacturer, with no particular brandname before moving into the aftermarket,giving birth to its current moniker.The story goes that the founder of thebusiness, Roy Hitching, decided to usepolyurethane (PU) for bushes after his

dog chewed a piece of the material. It wasso unscathed by this canine’s chompingthat he thought it would be an idealsubstance from which to create bushes.

It turned out he was right and oncethe company went into productionone of its first customers was LandRover. Over the years, the range itsupplies has expanded dramatically,rolling out into various markets andvehicle types. Among those it suppliesbushes for are Bentley, JCB, Mercedes-Benz and various other big brands.

Sales Manager, Hayley Smith, describedthe company as a ‘problem solver’. Shesaid this was the case when the companynow known as ADL approached them.The bus builder sought them out tosupply its aftermarket parts, a taskit was able to fulfil. The relationshipbetween the manufacturers progressedand Polybush became the OE supplierof the components. Over the years ithas become a number of other bus andcoach builders’ preferred choice forthe provision of aftermarket and OEsuspension bushes. Hayley said, ‘There’sprobably not a lot of buses out therethat do not have our bushes on them.’

As well as bushes for suspensionsystems, Polybush provide them for other

applications. For instance, in conjunctionwith Volvo Bus, it has jointly developedan Alternator Table Mount for the B7TL,which significantly reduces vibration forthe rear seat passengers.

Here’s the scienceThe polyurethane used to make thebushes is a strong, durable substance.However, the material is not the onlyreason behind various companies’choice of Polybush as their aftermarketand OE equipment supplier. Hayleyexplained the quality is also down tothe method used to mould them.

There are three commonly usedmethods to manufacture PU bushes:injection moulding, dispensed castingwithout cure and dispensed casting withcure (the method used by Polybush).Each of these techniques makesfor a different class of product.

Injection moulding PU bushes isconsidered a cheap and low grade method.To do this, the PU must be created insuch a way that it will melt when heated.This allows a manufacturer to purchaseinexpensive pre-made PU in granular form,melt it down and inject it into mouldsunder high pressure. An automated processis most often used to do this, meaning ahigh production rate. Also, as the substancecan be melted down, any waste can be putback into the machines and recycled.

However, according to Polybush, bushesmade this way have a relatively low lifespanand limited strength. The reason beingthat to make a PU that can be meltedmeans it has to have comparatively shortcarbon chains and weak electrostatic forcesholding the material together. Althoughthis makes it easier to mould, it alsomakes it susceptible to compression set,meaning it no longer returns to its originaluncompressed shape after bearing a load.This detracts from the product’s capabilityto dampen impact. The limited forcesholding the material together also mean itcan be easily damaged under compressioncompared to PU bushes moulded in otherways. According to Polybush, an injectionmoulded PU bush will last no longer,and in some cases even less time, than anequivalent rubber bush.

The dispensed cast without a curemethod increases the product’s strengthand resistance to compression set. Toachieve this, the method ensures thePU is manufactured with long chainmolecules and ‘clustering’, where theelectro static forces holding the chainstogether are immensely strong. However,this chemical structure means it is notsuitable to be injection moulded andthus must be dispense casted. Thisprocess starts by a dispenser measuring

out the right ratio of ingredients andmixing them. The liquid mixture is thentransferred to open topped moulds.The chemicals will then react, forminglong chain molecules, transformingfrom a liquid into a solid. Accordingto Polybush, the technique gives theproduct ‘excellent’ performance, makingit ‘very resistant’ to compression set.

This process can be improved furtherby curing the casting after it has beende-moulded. This involves heatingthe PU for a specific time at the righttemperature. The benefit of curing it thisway is it raises the extent of molecularbonding within the material, allowing itto withstand even larger loads. Polybushclaims a bush manufactured this waycan last four or five times longer than arubber or injection moulded equivalent.

The trouble is, according to Polybush,it is hard to tell just by looking and

feeling what method is used to castany one PU bush. According to thecompany’s marketing material, comparingthe products of the three mouldingtechniques is like comparing graphite,coal and diamond. They are all madefrom carbon crystals but are very differentmaterials with differing properties. All ofthe company’s products are made usingthe dispensed cast with cure method,helping to ensure high quality. Also,where applicable, its bushes are fittedwith mild steel zinc plated inserts, as usedon OE bushes, which prevent galvaniccorrosion and wear to mating parts.

Moulded for qualityPolybush’s moulding method requiresa lot of manual work, which Hayleysaid makes it seem a little old schoolcompared to the automated factoryprocesses which we are used to seeingand hearing about with manufacturers ofthis size. This is not to say it is behindthe times, the technology used is highlyspecified, from the mixing equipmentto the ovens for curing them. Even thebenches used in their manufacture arespecially heated to ensure the productscure properly. Hayley explained that theprocess also needs a considerable amountof skill and know how, with years of

training involved before their techniciansare considered fully fledged moulders.She likened it to baking a cake whilepouring a pint, with the correct mix andthe right temperatures required to ensurethe optimum outcome. It takes a lot ofexperience, skill and precision to get right.On a tour of the factory, I was given

a run through of the manufacturingprocess. The first stage of which involvesselecting the correct mix for each product,using a computer controlled machinethat can be programmed with the correctblend of polyurethane for whicheverapplication it is to be used. This is thendispensed and poured by hand into opencast moulds. According to Hayley, eventhough it may not seem so to the casualobserver, the pouring is a tricky thingto get right, though the experiencedtechnician I saw made it look easy.Once in the mould, the bushes sit on

the heated bench for a while to settle.Once ready (and knowing when theyare ready is something else learnt withexperience) they are then put into anindustrial oven for curing over night.Once out of the oven, they are then

subject to a quality test. Hayley explainedthat the slightest of imperfections meanthe product is destined for the reject bin.The final stage of their manufacture seesthe removal of any flash, the flaky bitsof polyurethane clinging to the edgesof the bush as a result of the mouldingprocess (anyone familiar with Airfixmodels may well have encounteredthis). Again, this is done by hand using

a lathe-like piece of machinery.Having such an intense focus on quality,

with the production process mentionedabove, means Polybush’s bushes come ata premium price. Even though the initialcost is slightly more than other brands,Hayley said the cost savings over thelonger run more than make up for it,with the products lasting at least four orfive times longer than cheaper equivalentson the market. Being longer lasting alsomeans the vehicle will spend less timeoff the road due to the bushes needingto be changed, which effectively leads tofurther savings. Hayley said, ‘I’m confidentthat when they have tried our products,customers will be back for more.’To bring to life the difference between

its own and other company’s products,Hayley showed a Polybush bush next to acompetitor’s. She said they had both beenfitted in the same position on CVs underregular use for six months. The differencewas obvious, with the other company’sproduct appearing much more worn andwarped than Polybush’s.Not only do Polybush’s products

last longer, they also provide improvedcontrol as a result of what the company’smarketing material describes as ‘consistentsteering geometry’. It said its products

lead to responsive steering, better roadhandling and due to the correct suspensionalignment, will increase tyre life.Polybush’s products are designed to be

installed with normal workshop tools andequipment. They are intended to be fittedthe same way as OE bushes and should notrequire any grease to fit.

All in the UKLike the manufacturing process, all ofPolybush’s research and development takesplace at its Wrexham headquarters. Oneof the latest developments it is workingon is a high temperature resistant, climatecontrol system mount. The product isto be fitted as OE by a third party, butproduced by Polybush. To make this, itwill be working with high temperaturematerials that Hayley said are uniqueto them. Although this new productis for OE, the company still does a lotfor the aftermarket. Hayley said thesplit between the amount it does forthe two sectors is probably 50/50.Demand for the products is persistently

high, with Hayley saying the company is‘constantly chased all the time’ on accountof its reputation. When an operatorcomes to the company with a request fora certain part, if they have it available thebusiness will point them in the directionof a distributor. If a customer requests aspecially made item, then Polybush usuallymanufactures them in batches of 100 plus.This tends to give a commercially viableprice to the end product. However, onrequest, the factory can produce a singlebush, but Hayley said these do come at ahigh price. Before releasing any producton the market, Hayley said, ‘Everythingis trialled and tested, working closely withgarages and manufacturers to ensure thatthey meet our standards.’As well as providing a high quality

product, the company also aims to providegood technical support. ‘We alwaysdeal with customers as best we can. Ifanything, you could almost say we’re toonice, we spend a lot of time dealing withthe little things because it makes all thedifference. We’re far more patient than ourcompetitors,’ said Hayley.

Oakham’s new Bus Station has beena success from the outset. Notonly was it opened on time, it wasdelivered under budget too. Funded

by the DfT, the facility cost £750,000,which is £150,000 less than the originalanticipated cost. Chris Peat gave theservices time to settle in and visited alittle while after its opening, to see forhimself what it offers passengers.

Better waiting facilitiesPrior to the opening of the new station,the outdated old provision left much tobe desired. It had no inside waiting area,just some run down public toilets thathad been closed down. The only place towait was the pavement and, according to aRutland County Council spokesperson, theold waiting area was poorly lit so ‘was notgreat in the winter months’. The new siteis definitely an improvement on this. Notonly does it provide people with indoorareas to wait, it also has toilet facilitiesincluding disabled and baby changing,better lighting, cycle storage and a canopyto cover the pavement. The internal andexternal waiting areas both have real timeinformation screens provided by VixTechnology. The information for this is

provided through Leicester City Council’sreal time project. In addition, passengerscan pick up paper timetables on offer or

consult the printed information boards.The company behind the design

Leicestershire and builders GFTomlinson carried out the work.

During the four month longconstruction phase bus services in Oakhamoperated from a temporary base on nearbyCatmos Street. The new site is located onJohn Street, tucked round the back of aCo-operative store, the same place as theprevious site had been. The new facility isjust a few hundred yards from the railwaystation, a five minute walk at most, as wellas being in the town centre. It is used by allservices coming into Oakham’s centre andis maintained by Rutland County Council.

It was officially declared open on7 May 2014 by 102 year old localresident, Tommy Suthern. Mr Suthernis still a regular user of public transportlocally and is also Rutland’s only living‘Honoury Alderman’ in recognition ofhis service to the county. He has beenMayor of Oakham twice and has alsoserved on Rutland County Council.

Complimenting the team at the councilwho have co-ordinated the project, Leaderof Rutland County Council, Cllr RogerBegy, said, ‘Not only have they deliveredthe new bus station on time, but theircareful management and attention to detailhas ensured that we have spent £150,000less than originally planned. It does notmatter that this is government grant, it’sstill public money and they worked to getthe best value possible.’

Travel4RutlandIt’s estimated that approximately 150,000passenger journeys are made on busesin and around the Rutland area eachyear. Money for the station came fromthe Local Sustainable Transport Fund.Under the Travel4Rutland banner, anumber of projects have been launchedin Rutland as a result of the Fund. Thisincludes the ShoreLink service connecting

passengers (and their bikes thanks tospecial onboard features) to Oakham,Uppingham and Rutland Water. It alsoincludes the four WorkLink services,which link Corby, Stamford and Meltonwith major employers in Oakham andUppingham at times to fit in withshift patterns. Both the WorkLink andShoreLink were launched in May 2013.Both services are operated by Centrebuson behalf of Rutland County Council.

Benefiting those bringing their bikesonboard the ShoreLink is a new CycleNetwork set up with aid from the LocalSustainable Transport Fund, with new bikeroutes and links added in the county.

Dave Shelley, Commercial Directorof Centrebus, the town’s main operator,supports the transport improvementshappening in Oakham and the widerarea. He said, ‘Centrebus certainlywelcomes the ongoing investment in

During Busworld Turkey, andimmediately after the launchof all three new Setra modelson the Turkish market, I

interviewed Rainer Genes, Presidentand CEO of Mercedes-Benz Türk.He is responsible not just for buses

and coaches but for all the company’soperations in Turkey, including cars,vans, minibuses and trucks. Lastyear, in Turkey, Mercedes-Benz hit arecord of 50,000 sales. The moderntruck factory in Aksaray, in centralTurkey, built 18,500 units last yearmainly for the domestic market.Rainer Genes has an interesting and

comprehensive automotive background.He previously worked in the carindustry, mainly on production, beforejoining Mercedes-Benz in 1997. Hecontinued working on the car side,including major projects like takinga new model from the design andprototype stage to full manufacturing.Just over a year ago, he took up his

present appointment and said that he wasenjoying it very much.We talked about the product range

being built in the Hosdere factory. TheConecto low floor city bus is availablein solo and articulated versions and withvarious engines ratings from Euro3 toEuro6, depending on market regulations.There is the Tourismo, including righthand drive models for the UnitedKingdom, and the Travego range. Thatincludes the standard RHD model that ismainly supplied to Western Europe. Thehigher SHD model is only for the Turkishmarket, because there is demand forgreater luggage capacity.Rainer Genes said that the factory built

4,005 vehicles last year, an all-time record,and at full capacity. Sales in Turkeytotalled 1,174 units of which 941 werecoaches and 233 were city buses. Thecompany consistently takes 65% of thelong distance and tourist coach sales inTurkey. Hosdere increased its exports by28% compared to the previous year with2,861 units, especially to Western Europe.Germany and France were particularlystrong markets for the factory.During various other discussions

in at Busworld Turkey, there weresuggestions that some of the largetenders in Istanbul last year had beenwon at highly competitive prices.That is why Mercedes-Benz city busregistrations appear to be relatively low.We talked about trends in the city bus

market. There is on-going demand fordiesel and CNG vehicles. Rainer Genesthought that there would be little if anydemand for hybrid vehicles, but therecould be some interest in all-electricvehicles. The Turkish Government issupporting a major project in this field.Capacity at Hosdere is being increased

from 4,000 units per annum to around4,700 per annum. Part of the reason forthis is that Daimler Buses has a long-term contract in Algeria. The Conectobus will initially be supplied to theDaimler factory near Algiers almostfully built up from Turkey. The Algeriancontent will be increased progressivelywhen suppliers are found and employeesare trained. This is an additionalmajor market for the Turkish plant.Rainer Genes said that the increase

in capacity had required extensions tothe paint shop. The factory was workingtwo shifts for six days a week with atotal headcount of 2,500 of which250 were white collar. In addition tothat, 325 engineers were working ona number of Daimler Buses projectsand truck development projects.It means that 2,500 people built

nearly two vehicles per head last year.If you think of the old yardstick ofone vehicle per man per annum,this is highly efficient, especially atcompetitive Turkish labour rates.Much of the test driving of engineering

prototypes and new vehicles is carriedout for Daimler Buses in Turkey. Trafficconditions in Istanbul are a challenge forany bus, with lots of congestion, but alsosome severe gradients. Out in the country,there are some very testing roads and alsoa wide range of climatic conditions.I asked about staff retention. There is

a risk in Turkey that, when employeesare trained up to high West Europeanstandards, particularly by companies likeMercedes-Benz, they then become very

attractive to local Turkish companies.Rainer Genes said that they had notexperienced that kind of drift. 'Ifemployees leave, it is normally becausethey dislike the long journey to and fromwork and the heavy traffic congestion,and have found alternative employmentmuch near to their homes.'

The company offers many regulartraining courses for all levels of employees,including technicians and graduates.The average age of the workforce isrelatively young, particularly by WesternEuropean standards, and workersin the factory are multi-skilled. TheTurkish education system produces well-qualified technicians and graduates andmany want to work with internationalcompanies like Mercedes-Benz.

The factory also has a strong social sidewith leisure and gymnasium facilities, andteams that participate in several sports.

When I first visited Hosdere, itwas in the countryside quite a bitbeyond the boundaries of Istanbul.Its only neighbours were an armycamp and satellite factories occupiedby some of its main suppliers.Istanbul has now reached Hosdere.

Rainer Genes said that the army hadsold its land and that apartments for30,000 people were being erected nearthe factory! This was quite concerning.The plant was already very careful tocontrol emissions from processes like

painting, but with two shifts workingsix days a week, there was inevitablysome noise from vehicle movementsand factory processes. As he put it: 'Wewill have to be good neighbours.'

The EvoBus factories in Hosdere,Mannheim, Neu Ulm and Ligny-en-Barrois (France) all work to exactlythe same manufacturing and qualitystandards. It means that there is totalflexibility in production. If there aresurges in demand for one product, mainlybecause of success in international tenders,then the factories can help each other.

Hosdere was already building Travegocoaches for Turkish customers and otherimportant markets in the region. It hassince taken over production for Europeanmarkets quite seamlessly from Germany.I suspect that the costs of transportingmechanical units from Germany is morethan offset by the lower labour costs inTurkey. The most recent decision has beento build Business versions of the SetraMultiClass in Turkey so that the rangecan be more competitive in importantWestern European markets.

Mercedes-Benz Türk has also taken overthe rights to sell the Setra range from theprevious importer. Setra has establisheda strong reputation at the top end of thecompetitive inter-city coach market.

Setra can offer highly sophisticatedspecifications including large and verycomfortable seating with single rows onone side of the gangway and twin seats onthe other. On the busiest routes, there arecustomers who are prepared to pay for thehigher quality of these vehicles, comparedwith standard 2+2 seating. Indeed, Turkeywas one of the first markets where Setraoffered connectable wi-fi on such coaches.

Mercedes-Benz Türk is also verysuccessful in the market for Sprinterminibuses and minicoaches. There are

quite a number of converters in thecountry, selling not only in Turkeybut in export markets. Some of thosevehicles are relatively standard, forinstance school buses, but othershave extremely luxurious interiors foras few as four or six passengers.

Turkey will move to Euro6 emissionstandards from 1 January 2016. Whilethat will be a challenge for many ofthe local competitors of Mercedes-Benz Türk, the company has alreadydone the hard work, because of itssupplies into Western Europe.

I have long thought of the Hosderefactory as a benchmark in bus andcoach manufacturing and that has notchanged after my interview with amodest but confident Rainer Genes.The Turkish company never sits backand relaxes, but is constantly lookingfor ways to improve its products andprocesses. That should be re-assuring toits customers, including those buyingthe Tourismo in our market.

Triscan is promoting its Kisskey mileage access device for fuellingsystems. It has been specifically designed to be used in conjunctionwith the On Board Vehicle Device (OBD), a compact mechanismfitted to the vehicle to generate distance readings from the speedocable, electronic tachograph, CANbus or from the output of thegearbox. This automatic data capture method is intended to makethe fuelling process simple, quick and exceptionally accurate.Sophisticated chip technology prevents the OBD from losing datashould the vehicle’s battery fail.Data is carried from the OBD to the fuel injection unit using

the Kisskey. This eliminates the need for any manual entry of thevehicle mileage, the vehicle identification and fueller ID. Theseare added to the fuel quantity delivered and the time and date,to form an accurate fuelling transaction. The stored transactioninformation is downloaded, typically once a day, to Triscan fuelmanagement software, allowing the generation of accurate fuellingreports with usable MPG figures.

Vehicle wash specialist,Wilcomatic, ismoving into chemicalmanufacture andstrengthening itscommercial vehicleoffering with theacquisition ofArchway (TCS). MickResteghini, formerlyEngineering Directorat Archway, is joiningWilcomatic to assistin the management ofthe new venture. Aswell as wash chemicals,the current range ofArchway productsincludes screen washes and traffic film removers.Wilcomatic MD, Kevin Pay, said, ‘Archway has a good range of

products from SVG that will fit in alongside our existing productsand a sound customers base, so, at least initially, we will becontinuing with the Archway brand. The main difference Archwaycustomers will notice is improved service from our combinednationwide team of more than 70 engineers. One of the maincapabilities this acquisition gives us is the ability to manufactureour own chemicals to our own specifications. Catteralls Coaches from Southam, Warwickshire, has takendelivery of a Mercedes-Benz Tourismo M. The vehicle has 53seats with Travel Star Xtra upholstery, folding 19inch monitors,a centre toilet and an entertainment package. A Mercedes-BenzOM 470 hLA Euro6 engine coupled to a six-speed automatictransmission powers the coach. Stability and safety systems fittedas standard include ESP, ASR and Brake Assist, whilst drivers alsohave the benefit of cruise control. The vehicle will be in additionto the three other Mercedes-Benz products in the 30 strong fleet.The Tourismo M was supplied by Mercedes-Benz Coach Sales atEvoBus (UK).

Richard Taylor Travel's first Volvo

Richard Taylor Travel from Hitchin, Hertfordshire, has takendelivery of its first Volvo, a B11R Jonckheere bodied coach. Theplanned use for the coach is mainly touring, predominantly inIreland and Northern Ireland. It has two TV monitors, 53 seats,an onboard toilet, a hot drinks servery and a fridge. It featuresthe Volvo I-Shift transmission, EBS controlled disc brakes and amultiplexed electronics system. Richard Taylor Travel plans to usethe Volvo Truck and Bus service centres in Ely and Milton Keynesfor its ongoing maintenance and service requirements.General Manager for Richard Taylor Travel, Richard Lush, said,

‘Our whole purchasing process with Volvo Bus, and in particularour dealings with their Regional Sales Manager Richard Mann, hasbeen fantastic from start to finish. We wanted a 53 seater coachto enable us to offer additional flexibility to our customers, aspreviously the largest capacity coach we could provide was 49. Wealso wanted to make sure we purchased the right vehicle for ourneeds, which was why we undertook a series of demonstrationswith several coach manufacturers, but the Volvo B11R came out
