In addion to the prominent incidents* our ocers managed

nearly *000 calls $or service throughout the year" #o o'er

some perspecve* this averages out to %e a%out 131 calls or

contacts per day"

oversees the <irst !esponder Group" Goals during

2013 +ere to connue to assist in hosng the

38E5:& training $or police and -re departments

throughout Dakota 5ounty" In a large8scale violent

incident* it is important that all area departments

are +orking $rom the same protocols as mutual

aid resources" 7sing grant $unds* the <irst

!esponder Group provided speci-c pieces o$ li$e8

saving e(uipment $or each marked s(uad and -re

vehicle in the county to help enhance response to

these incidents" In addion* the group hosted a

<rontline ,upervisor orkshop in +hich <ire*

Police and Pu%lic orks supervisors +ere

presented an overvie+ o$ previous maor incidents

that previously occurred in Dakota 5ounty and the

lessons learned $rom each one" =endees also got

a chance to see all o$ the resources availa%le $or

emergency response in the county"Burnsville connues to support the Dakota 5ounty

,pecial &peraons #eam ?,&#@ +ith $our mem%ers

disciplinary having mem%ers $rom <ire* Police and

E4, throughout Dakota 5ounty" #hey respond to

uni(ue* high8risk incidents +ith training and

e(uipment that most agencies cannot a'ord to

have on their o+n" #he team trains monthly on

topics such as ha.ardous materials* terrorism*

con-ned space* rope and trench rescue* and alsoare mem%ers o$ 4innesota #ask <orce 1 $or

state+ide response to structural %uilding collapse"

In 2013* the ,&# team took part in a mul8day

structural collapse e)ercise in 5amp Douglas* I"

Burnsville/s 4o%ile Folunteer >et+ork ?4F>@

stayed strong +ith more than 2 mem%ers*

including seven ne+ mem%ers that +ere added in

2013" lthough the 4F> +as not called out $or

any emergencies in 2013* mem%ers assisted +ith

seven special 5ity events* conducted 1A :eart!estart training sessions* and a=ended (uarterly

training" #raining topics include cro+d control and

de8escalaon situaons* improvised e)plosive

devices* ha.ardous materials* -rst8aid* chaplain

presentaon* trac control* geography and radio

communicaons"

Chaplain Corps#he volunteer 5haplain 5orps has %een serving

ci.ens and employees o$ the 5ity o$ Burnsville $or

the past 23 years" #he 5haplain 5orps had anum%er o$ opportunies to +ork as a team on

various incidents throughout 2013* to include

crisis calls* death no-caons* personal issues and

crical incidents" #hese incidents* in addion to

+orking on ta%letop training e)ercises* did much

#he mission o$ the 5haplain 5orps is to provide

con-denal support to ocers* 5ity employees

and ci.ens in crisisH o'ering spiritual counseling

and assistance +hile remaining respecul o$

individual religious %elie$s"

and retrieving them at the end o$ the event"

Dayhonor guard mem%ers oined ocers

throughout 4innesota at the Peace &cers/

4emorial located on the grounds o$ the

4innesota ,tate 5apitol" #his day is dedicated to

the memory o$ peace ocers +ho have made the

ulmate sacri-ce" #he Burnsville Police :onor

Guard stood a shi9 at the ,tate memorial to pay

respect to all 4innesota peace ocers" #he

evening o$ 4ay 1 is cele%rated +ith a candlelight

service" 4em%ers o$ the honor guard march $romdo+nto+n ,t" Paul to the Peace &cers/ 4emorial

+here they present their colors $or all people in

a=endance"

%icycle ride %egins in 5hesapeake* F* and

concludes 20 miles later in ashington D5"

#hese miles are covered over t+o and a hal$ days*rain or shine"

#his year Sergeants Rich 0laten and Dan Ath!ann

 oined in the K!oad to :opeL %ike tour" #his +as

<laten/s $ourth year parcipang" !iders must %e

currently licensed police ocers* rered police

ocers* or a survivor o$ an ocer killed in the line

o$ duty" <laten also had the honor o$ %eing

designated as a ride marshal" !ide marshals make

sure the riders are sa$e and $ollo+ the rules" #hey

also assist riders +ho are struggling due toe)hauson or inuries"

Each rider is assigned an ocer killed the year

%e$ore in order to ride in their memory" ,ergeant

detect the narcoc odors o$ heroin* cocaine* crack*

meth and mariuana" In 2013* %oth canine teams

+ere used over mes $or narcoc searches on

vehicles* residences and hotels;motels" #hese

located" #his later aided in the development o$ the

case as suspects +ere iden-ed and connected to

evidence $rom the cash dra+er"In <e%ruary* &cer :asselman responded to a

violent domesc assault" n into)icated male had

%roken into an e)8girl$riend/s home* assaulted the

vicm %y strangulaon* used a kni$e to $urther

assault and threaten her and then Jed the scene"

through %ackyards eventually locang the suspect

under a deck" 7pon re$using commands to

cooperate* the suspect +as (uickly apprehended
