Helen Scherer, teacher from the High School campus discussed the Beef &

Public Law 2010, Chapter 122 now requires that districts report twice a year on incidents of violence and

vandalism, including harassment, intimidation and bullying (HIB). The first reporting period covers

September 1 to December 31, 2011 and will be reported on at this Board meeting. The second reporting period covers January 1 to June 30, 2012 and will be reported on during the October 2012 Board meeting.

The Burlington County Special Services School District has gathered and reported data for the Electronic

Violence and Vandalism Reporting System (EVVRS) for the past 13 years. This year the system has been

collecting more comprehensive data concerning HIB which will be addressed in this report.

The staff received training using the Olweus Bullying Prevention Program which was implemented this

September. The goals of the program are to reduce existing bullying problems among students, prevent the

development of new bullying problems and to achieve better peer relations at school. Most of the campuses are using the program for 30 minutes a session at least 1 time a week. In addition, some campuses are

providing other activities such as the “No Bullying Magic Show”. Attachment H is a copy of the HIB

Trainings and Programs Data Collection for each campus.

Attachment G is the District HIB Report which combines all the investigated HIB incidents for Reporting Period 1. There were a total of 18 investigated incidents of which half were confirmed. Of the 9 confirmed

there were 3 based on the Protected Category of sexual orientation, 3 mental disabilities and 1 each of

mental disability, race and gender. The majority of the unfounded incidents occurred on the Elementary

Campus.

Analysis of the EVVRS generated reports were conducted on all incidents for Reporting Period 1 and will be

discussed by category. Specifically, there were 14 violent incidents reported as follows: 4 simple assaults, 2

threats and 9 harassment/intimidation/bullying. The number of HIB reports has greatly increased most

likely due to the heightened awareness our staff now have concerning this type of incident and the

importance of reporting them. Elementary campus had 1 founded incident of HIB while Jr/Sr High and Lumberton had 4 each. Jr/Sr report 1 case of an assault and 1 threat. Lumberton had 3 assaults and 1

threat. We currently have experienced 2 cases of vandalism with minimal cost to the district. The district

will continue to provide counseling programs focusing on anger management, conflict resolution and

harassment reduction and bullying to address these problems.

The number of incidents involving substance abuse is currently at 8 confirmed usage of marijuana and 1

possession with all but one occurring at the Lumberton campus. We only had 1 weapons offense for

possession of a knife. We have worked with the WORKNET for the past six years to provide cost efficient

and timely testing of students who are suspected of being under the influence of a substance as well as

having a physician examine the student. This program has been highly successful in providing accurate

information as well as immediate medical care for the student.

Since its inception, the federally mandated Unsafe School Choice Option effort has maintained data and

identified schools which are considered as persistently dangerous. As local school districts are pressed to

implement this federal policy, we have continued to receive pupils who have been perpetrators in their local

schools being referred to our Lumberton and Junior/Senior programs. Thus, we must continue our efforts in the areas of prevention of violence and substance abuse. The Burlington County Special Services School

District is proud of its staff for their continuing efforts and will always strive to educate those students who

need our programs and services in a safe environment.

Approval was sought for the minutes of April 26, 2012 Regular Meeting. April 26, 2012

(Current Expense) in the amount $1,244,861.93 subject to proper

It is recommended a resolution be adopted renewing the Source 4 Teachers

following contract with Source 4 Teachers: Contract Renewal 2012 – 2013

WHEREAS, the Burlington County Special Services School District

Board of Education(“Board”) has determined that the Educational

Services Unit has a need for the provision of comprehensive services

providing substitute certificated staff on a regular basis; and WHEREAS, the nature and extent of the services to be provided cannot

be reasonably described by written specifications given the unique nature

of the credential, training and expertise required to provide such services

as stated in the attached description of services; and

WHEREAS, the Business Administrator/Board Secretary has certified the

availability of funds for payment of such services; and WHEREAS, N.J.S.A. 18A:18A-5(a)(2) requires that the resolution authorizing

the award of a contract for extraordinary unspecifiable services without

competitive bids state the supporting reasons therefore and a brief notice

thereof be published and a copy of the contract be available for public inspection.

NOW, THEREFORE, BE IT RESOLVED by the Board that the Board President and Board Secretary are hereby authorized and directed to execute the attached

contract with Teacher Placement L.L.C., d/b/a Source 4 Teachers; and that the

contract is awarded without competitive bidding as an extraordinary unspecifiable

service in accordance with N.J.S.A. 18A:-18A-5(a)(2) of the Public School Contracts

Law because as stated herein, the services to be provided are not susceptible to

bidding by specification; and BE IT FURTHER RESOLVED that notification of this contract award shall be

published in The Burlington County Times as required by N.J.S.A. 18A:18A-5(a)(2).

the school district to join the Burlington and Camden County Consortium

Educators Insurance Consortium, a subfund within the New 2012 – 2015 Jersey School Boards Association Insurance Group, for the

period of July 1, 2012 through June 30, 2015.

Services School District and the county listed below for the 2011-2012 school year:

Camden City Jointure

1) Joint Transportation Agreement with Camden City BOE.

Burlington County to transport eight students to Garfield

Park Academy in Willingboro, NJ for the 2011-2012 school year for the sum total of $2,459.60.

The Superintendent recommended a resolution be authorized adopting Susquehanna Bank

the following unanimous consent of members in lieu of special Line of Credit

meeting, pursuant to N.J.S.A.18A:22-42 as listed:

THE UNDERSIGNED, being all of the members of the Board of Education

of Burlington County Special Services School District, a body politic of the State of New Jersey (the “District”), hereby consent to and adopt the

following resolution at a public meeting duly called and held on the 24th

day of May, 2012:

WHEREAS, the District has agreed to take a revolving line of credit loan

from Susquehanna Bank, in a principal amount of not more than $2,500,000.00 (the “Loan”) (all documents entered into in connection with

the Loan shall be referred to collectively hereinafter as the “Loan

Documents”); and

WHEREAS, it is in the best interests of the District to take the Loan on the

terms set forth in the Loan Documents;

NOW, THEREFORE, IT IS RESOLVED, that the District ratifies and approves the Loan; and it is further

RESOLVED, that Theresa L. Margiotta, Business Administrator/Board

Secretary, acting alone, without joiner of any other party, is hereby authorized

and empowered to execute and deliver, on behalf of the District, the Loan

Documents and such affidavits and other documents or agreements, and to take such other actions and expend such sums, as she shall deem necessary,

convenient or appropriate to effectuate closing of the Loan or any Line of Credit Continued

transactions contemplated by the Loan Documents, and her signature on any such document shall be sufficient to bind the District; and it is further

RESOLVED, that any actions previously taken by the District, or any officers or

administrators on behalf of the District, in connection with the Loan or any

transactions contemplated by the Loan Documents, are hereby ratified, adopted

and approved.

The Superintendent recommended a resolution be adopted approving Food Services Contract

a Food Services Contract Addendum for the 2012-2013 Addendum 2012 – 2013

school year as listed:

a) Management Fee:

District shall pay Sodexo a Management Fee in an amount equal to $92,451 for the 2012-2013 contract year, payable in ten equal installments

of $9,245.10 (September through June).

b) Guarantee:

District and Sodexo shall work together to ensure a financially sound operation and shall guarantee financial results for the 2012-2013 school year as follows:

Deficit Guarantee:

If the Food Services Operations result in an annual Deficit greater than

$355,087.00 for the 2012-2013 school year, the following shall apply: Sodexo

shall reimburse District for the annual Deficit greater than $355,087.00. Sodexo reserves the right to recover any such reimbursement made during the current

contract year from that year’s Surplus on a monthly basis.
