“In recent times our municipality ran the gauntlet because of its historical fi nancial distress. The municipality’s fi nancial ac-counting faired below standard.

We could not honour salaries payable and accounts payable on time. We suff ered net loss due to implementation of projects which were outside legislative mandate.

Today we feel thrilled to announce that we are no longer under a cloud. The cloud has re-ceded and our fi nances have stabilised. The institution is willing to turn the tables around by providing bett er services and enhance ser-vice delivery to its community members.

The storm has fi nally cleared despite trials and tribulations due to fi nancial woes that faced the municipality in the past years. Some of the challenges faced by the District Munic-ipality included issues of compliance and ad-herence to budget and treasury transactions, which has led to delaying of a process to transfer equitable shares to the municipality.

We commend council for remaining resil-ient and demonstrating collective leadership spirit as we navigated our way out. Through concerted eff orts by council we managed to resolve the shortfalls and fi nally our share have been transferred as well as MIG funds.

Again, council has taken a decision to com-plete all unfi nished projects, including those that were abandoned by the contractors du-ring the previous fi nancial year.

Similarly, council has resolved to appoint

Forensic Audit fi rm to investigate fi nancial mismanagement which has occurred in the municipality.

COGHSTA has stood us in good stead by arranging secondment of Mr Nare Ngoepe as the Acting Municipal Manager on imper-manent basis. Mr Ngoepe is att ached to Pro-vincial Treasury as a Senior Manager and has got vast fi nancial background and wealth of experience. With him, we can see far because we have stood on shoulders of a giant.

All the above interventions have assisted us to regain fi nancial stability within a short period of time.

We have re-advertised the positions of CFO, DCS and PMU Manager. The fi lling of these vacancies will make our service delivery val-ue chain meaningful.

Mopani District Municipality will complete-ly move out of the woods once we start ad-dressing accounts receivables, especially in the area of water. We are going into a Strategic Planning from the 12 -13/03/2015 to deal with planning and controlling of business activities of the municipality and accounts receivables will feature predominantly on the agenda.

We hold a conviction that the fi nancial dis-tress of the municipality is increasingly be-coming a thing of the past as we forge a way-forward to a new era of working together to achieve a bett er society. Our reputation has now been restored.”• Read “Our Opinion” on page 6 — Editor

‘MDM will completely move out of the woods’

“Sharing what we have with the less blessed communities is our mission as a church,” said Jim Whitfi eld, the leader of the delegates from the Willow Christians’ church in Chicago, currently helping communities in the Mopani district. At Mnghonghoma village the church donated various agricultural seeds to the Redemption Missionary Church and drilled a borehole for water to enable the church’s congregation to grow vegetables; and supply veggies to the rest of the community. “The borehole that

we drilled here is not only meant to service the church alone, but the community at large,” Whitfi eld said. “We also plan to equip one of the government’s boreholes in the village that is currently not in use, in order to ease the pressure on the existing new borehole. However, we need to obtain government’s permission to do so”. Past Ezekias Simango of the Redemption Missionary Church thanked the delegates from the Willow for what they have done for his church and the community.

Daggavonds verdwyn by Polisie

The mayor of the Mopani District Municipality, Ms Nkankareng Rakgoale, issued a statement about the MDM’s state of a airs earlier this week. We publish her statement herewith verbatim

Double murder suspect denied bail

Frederick Molewa (35) was recently arrested for allegedly shooting Marry Mangena and her daughter, Hermina Mangena, at their home in Sasekani Village (between Nkowankowa and Lenyenye) last week.

The 35-year-old, who had since been on the run, was arrested in Germiston, Gauteng.

He is said to be a resident of Rwanda Section in N’wamitwa.

He appeared in the Ritavi Magistrates Court earlier in the week on two counts of murder and was denied bail. His cases were remanded to next week for a formal bail application.

Village reacts to murderFour cases of public violence, arson, malicious damage to property and assault GBH were opened aft er community members reacted in violence to the murder of a man at Mandlakazi Village earlier in the week.

The man was found dead on his doormat. Angry community members set two cars and three houses alight, including a tavern and double-storey house, and damaged property. The owner of the tavern fell prey to the community members who believe he is responsible for the murder as the suspects and motive of the murder are unknown.

No fatalities have been reported since the violence erupted. The damage to property is estimated to be around R4 million. No arrests have been made so far. Police investigations are underway.

The Police appeal to anyone with information related to the incidents to contact either Capt Matome Notoane on 082 4690900,

the nearest police station or the crime stop number 08600 10111.

Dagga syndicate busted

A 45-year-old man, Kgashane Ngwako, and his 25-year-old female accomplice were recently arrested for dealing with dagga aft er the police received a tip-off about their plantation at Ga-Matipane Village, Bolobedu.

A bag and fi ve refuse plastic bags full of dagga, with an estimated street value of between R50 000 and R100 000, were also found in their possession.

The plantation was estimated to consist of about two hundred plants with an estimated mass of 2,740 kg.

The suspects appeared in the Bolobedu Magistrates Court late last week, on charges of dagga dealing.

The Police urge all community members to continue reporting dagga dealers and other criminals in their areas.

Haenertsburg detaineesPolice in Haenertsburg arrested 21 people for various criminal activities over the past two weeks: eighteen people were arrested for contravening the Road Traffi c Act and the rest for possessing dagga, common robbery and assault GBH.

Kontak my gerus vir meer inligting oor dié kostebe-sparingsvoordeel.

Wisselkoersvooruitsigte:EUR-USD:Euro is reeds aansienlik

A well-established panel beating shop that reigned in Tzaneen for nearly fi ve decades is taken over by new management with en-thusiastic plans to enlarge the business exten-sively within the next few months.

H-Eff ect Multi Workshop & Panel Beaters are the new owners of Van Vreden’s Panel Beaters at 11 Plantation Road in the old in-dustrial area. Whereas the previous owner only practiced body works and spray-paint-ing, the new group will expand these services to include a multi workshop handling highly professional mechanical and auto electrical services as well.

The Nissan-approved company is in the fi nal stages of get-ting factory approval from most other vehicle manufacturers and component dealers, while an impressive list of brand new equipment will fi ll the revamped building.

The owner, Mr Hennie van Rooyen, and his manager, Mr Hannes Craemer, (both from Secunda) aim to set the pace with the latest technology and will keep the staff up to date

through training from the manufacturers. With the restructuring all the staff of Van

Vreden’s were taken in and they also added a number of new trained personnel. On hand training for general workers is regularly per-formed by diff erent suppliers, for up to date trends and changing techniques in the trade.

The new company off ers a variety of addi-tional services, like free computer-ized quotations on request, courtesy vehicles, rubberizing on site, number plates, the re-gas of air-conditioning and digital assessments.

Completed jobs carry a three year workmanship warrantee, spares one year as per man-ufacturer guarantee and life time on paintwork. All paint work will be water-based as prescribed by vehi-cle manufacturers.

Pot of goldThe relatively new mayor of the (bank-rupt) Mopani District Municipality re-leased a statement on Tuesday that can be read on page 3. We publish it verbatim.

Has it not been such a serious matt er, the statement would have been laughable. It is a synical political faux pas by an amateur politician, confi rming the scary shallow-ness of leadership in our area (country?).

Her worship the mayor makes prom-ises about an almost instant turn around of a district municipality that has recently suspended its municipal manager (alleg-edly for mismanagement and corrup-tion), that needs a Chief Financial Offi cer, who suspended its manager of water af-fairs for alleged misrepresentation of her qualifi cations, etcetera, etcetera.

In short, the MDM is almost in tatt ers. But the mayor reckons a clearly visible rainbow extends across the sky over Mopani, with the proverbial pot of gold waiting to be emptied for the benefi t of Mopani’s residents.

Our madam mayor is in for a hell of a shock and we have no sympathy what-soever for her. She is busy with cheap politics on the eve of the next round of municipal elections next year — when she will be sized up by the electorate.

Our advice to her is to stop the foolery and to concentrate on service delivery.

Our Opninion The Message

Whose fault is it when a mentally disabled man rapes a 3-year-old child?A mentally disabled man from Rita Village in Maake was recently ar-rested for raping a three-old girl two years ago.

Some time ago I woke up in what seemed like the middle of the night at the sounds of my bed-room window opening and found a boy, who could not have been older than seventeen, staring at me while I sleep. He had been visiting his grandmother not far from my place.

A mentally disabled man once ap-proached me from behind at a shop and tried to force himself on me while I paid for my items. He felt it

was funny and so did the shop-keeper.

I feel like my cry is more than me saying I am a feminist. When is society going to start taking responsibility for the neglect, the un-safe world it has condi-tioned for women?

I know very litt le about mental disorders. However, perhaps men-tally disabled people cannot tell right from wrong. Perhaps they only do what they see other people do. They react to stimuli the way they see other people react to stim-uli. Maybe this is what we all do.

Who is to blame when violating women is just the way things are, even mentally disabled people

know to violate women to extract certain gratifi cations for their bod-ies; when teenage boys also be-lieve sexual gratifi cation is some-thing you forcefully extract from a woman?

What happens when the disabled person is arrested? How many dis-abled people must be arrested be-fore we realise something is wrong with the way we do things, the way things just are? How many women from all walks of life, across all

ages, should suff er before we realise the situation never has anything to do with a woman’s behaviour, dress code or physical appearance?

Would the Police have arrested the disa-

bled man sooner than aft er two years if he had raped a daughter, niece, sister or cousin of one of them? The mother of the now fi ve-year-old who was raped when she was three says she reported the rape just aft er it happened, two years ago. The then three-year-old described every detail of the ordeal to the police, from the man who raped her to everything he did to her, and the suspect was known.

He stayed in close proximity to them. The police, however, took their time to arrest him. Would they have taken as much time if the proof was as stark against a wom-an to a man, a young boy?

How about the quality of life women live? Should I take self-de-fence classes to protect myself from the good guy who has been pursu-ing me, but would rather die than take ‘no’ from a woman? What if I kill him the next time he forces his way on me, unsuspecting of my acquired ability to fi ght, hurt and destroy? Will society then open its eyes when I have killed him?

Groot eer vir modelafrigter

A dream come true for the coach of Amone Modelling Academy, Ms Leandri Schreiber... She has been selected to be the national director who will represent SA on the international judging panel at the “Little Mr & Miss Galaxy 2015” pageant in Bulgaria. It is her fi rst time as a national director and her responsibilities include traveling with the group of delegates and their families to the ski-mountains of Bansko in Bulgaria,

where they will compete against other countries... Two of her models will represent SA at the pageant.

“Time the silent herald of life or death; the unseen power that measures one’s destiny” these lines came from a serial that was broadcast on Springbok radio many years ago.

Time is something we oft en do not take seriously enough: “Oh! I will get around to it just now” or “When I get older I will be more serious about my religion, I just want some time to enjoy myself” If we look at the sorry state the world is in today, I oft en wonder if I will be ready if God called me? Would I ask Him for extra time, time to make amends, time to say sorry to those I have off ended in any way, time to tell someone how much I really love them?

We are told in Romans 8:1 “Therefore, there is now no more con-demnation for those who are in Christ Jesus.” Jesus knows how much time we have and even if we wait until the last moment to acknowledge His love for us He will accept us.

But my question is “Why wait until the last moment to enjoy what He has in store for us?” Many have said “If only I accepted Jesus earlier I would not have been through all the problems I have had on my own” God is always there and His timing is perfect.

Believing in Him is easy, staying in Him is diffi cult, because we are always ready to look for excuses to go off the path. One of them being “I am to busy at the moment I will get to it later” when later comes maybe it will be to late. Are you prepared to suff er the consequences of your decisions, or will you like so many blame God? Remember, when you accept Christ as your Saviour there is no condemnation,

He will readily forgive you time and time again. So get down on your knees and pray to the Almighty, or speak to Him and tell Him how you feel, He will answer you and your prayers. The Lord’s prayer is one of the most powerful tools you have, it is simple yet, it contains all that is needed.

Blessings.

1. The Swiss Government’s Remarkable Re-port on Homeopathic Medicine. They con-cluded that it is effi cient, cost eff ective with bett er patient-physician relationships. It was published in book form (Bornhoft & Matt hies-

sen 2011)2. Devel-

o p m e n t s on drug discovery and on new therapeutics: highly diluted tinc-tures act as biological response modifi ers (de Oliveira et al. 11.101 htt p://www.biomedcen-tral.com/1472-6882/11/101)

3. Homeopathy saves lives in Intensive Care: randomized, double-blind, placebo-controlled study in intensive care unit on patients with se-vere sepsis, showed that aft er 180 days 75,8 % of the homeopathic patients were still alive ver-sus 50% of the placebo patients.

“Research Misconduct Identifi ed by US Food and Drug Administration. Out of Sight, Out of Mind, Out of Peer-Reviewed Literature” (archlnte.JAMANetwork.com).

Lees gerus die boek:”The Medical Mafi a: How to Get out of it Alive and Take Back Our Health and Wealth” — what many doc-tors know, and will speak about only behind closed doors.

In an eff ort to prove that fi rst impressions last, the Greater Tzaneen Municipality is working towards enhancing its image and providing effi cient park-ing space for both its employees and clients.

The news comes aft er complaints and enquiries by Bulletin about the overgrown garden, limited parking space and a fountain which has not been working for some time.

According to the GTM spokesperson, Mr Neville Ndlala, the maintenance of the lawn is a work in progress. The main-tenance is currently carried out by the GTM staff and the fountain needs either a revamp or to be de-molished.

“In a situation where a decision to demolish the fountain is taken, a council resolution will be re-quired and only aft er it is acquired will the demol-ishing and subsequent creation of additional park-

ing take place,” he explained. Bulletin also enquired about the recent shadow

net covered parking — whether it belongs to the GTM and why it was built.

According to Ndlala, the parking is a property of the GTM. It has been created to accommo-date GTM employ-ees in order to free up parking space for clients. “The parking bays are still to be allocated to individ-uals; however, em-ployees have already started using the ex-tra parking space,” he said.

The initiative is part of the GTM’s customer service im-provement program, which seeks to pro-

vide services to clients in the most convenient way, Ndlala said.

Tzaneen and at month end you see people, (normally poverty struck), queuing up to try their luck on the horses and the slots in the hope of hitt ing the “big time”. (Also known as “soft gambling”). The town also can’t sup-port another 200- seater restaurant. Are you joking? Or are you just arrogant?

The fact that the Gambling Board would allow a gambling license to be granted in the middle of a residential area to my knowledge, is not normal procedure and I’m sure, abhorrent to many residents. It will att ract undiserables, es-pecially as the developers are planning a res-taurant that no doubt will serve liquor. Looking at the photo’s adds insult to injury. In my opin-ion, the decor looks cheap, nasty and kitsch. Sies man! I don’t want that on my doorstep.

The R10m injection into the project is not a “favour” to our micro- economy. It is not a “job creator”. It is another city-based company who know their business and want to take advan-tage of yet another community buckling under fi nancial pressure and unemployment and will take all the profi ts into their own fat -cat pock-ets based out of Tzaneen. Its amazing how these sort of companies always drop in the bit about how “socially responsible” they are. Your fi rst social responsibility should be to do some mar-ket research to fi nd out if people in the neigh-bourhood fi nd it acceptable to have a gambling den on their front lawns.

Having lived in Tzaneen for decades, I also know that their shelf life will be about as long as the rott en apple it is. Countless entities have gone bankrupt over the years due to lack of support from the community. To name but a few examples is the short -lived Ocean Basket, Blitsbal and the Movies. Forty 9ers, do us all a big favour and stay away. I for one fi nd your concept abhorrent and object strongly to it.

My pa woon op Mookgophong. Elke dag sms ‘n vriendin: “Geen water. Pyp ge-bars.” So gaan dit vir byna drie jaar lank.

Iemand het gesê: “There can be no daily de-mocracy without daily citizenship.

Abou Ben Adhem(may his tribe increase!)Awoke one night from a deep dream of peace, And saw — within the moonlight in his room, Making it rich and like a lily in bloom —An angel, writing in a book of gold.Exceeding peace had made Ben Adhem bold, And to the presence in the room he said, ‘What writest thou?’ — The vision raised its head,And, with a look made of all sweet accord, Answered, ‘The names of those who love the Lord.’‘And is mine one?’ said Abou. ‘Nay, not so,’Replied the angel. Abou spoke more low, But cheerly still, and said, ‘I pray thee, then, Write me as one that loves his fellow men.’The angel wrote and vanished. The next nightIt came again with a great wakening light, And showed the names whom love of God had blessed,And lo! Ben Adhem’s name led all the rest.

Recently 54 Gr 9’s of Stanford Lake College left on their fi rst expedition. The hiking section took them on the route that the Voor-trekker Louis Trichardt took in 1838! They even walked on a section of road they built to get down the mountain.

The group experienced from hot and humid con-ditions to strong winds and heavy rain during the hike. Day 3 was the worst and longest day of the hiking section. They were lucky with the weather and it wasn’t as hot as it usually is when they go through the notorious gorge.

In Penge on the last day of the ex-pedition, the shop was a big hit (as always) where the group got to buy some ice cold soft drinks and any-thing other than camp food! This is

also where they met up with the raft s and started the raft ing section.

Day 1 on the river was hard because

of the low water level. They had to paddle around all the sand-banks and zigzagged their way to camp. During the night, the water level came up a bit and that made Day 2 a lot easier. At Camp 2 they spott ed two

Samango monkeys, unusual being in the middle of the bushveld. Day 3 on the water was a short day, which gave

them the time at the camp to practice some swim-ming techniques in fast fl owing water. This was to prepare the group for the last day’s rapids that lay ahead.

They left Boabab Beach early on the last day and paddled straight into the Olifants gorge. At the end of the gorge was the fi rst big rapid named ‘Rent-o-kill’! Aft er that they had rapids like ‘double trou-ble’, ‘corner post’, ‘long

drop’, ‘no name rapid’, ‘simple Si-mon’ and the last one, ‘roller coaster’.

It was once again a very successful expedition with many learning op-portunities for the pupils and a won-derful privilege to be out in the bush.

More than 150 grandparents came together for fun and morn-ing tea at Unicorn Preparatory School in Tzaneen last week. The headmaster, Mr Ian Houston, welcomed the parents by playing the bagpipes.

“We are celebrating the milestone of 21 years as an independ-ent school and most of the grandparents here were a big part of this journey,” said Houston.

He thanked the moms’ committ ee and the foundation phase teachers for coordinating the event, as well as Ms Zelma van Rensburg for teaching the children the morning song and drum routine. Each foundation phase class sang songs. Aft er-wards the grandparents had tea whilst the learners ate fresh doughnuts. The morning event ended with learners spending time with their grandparents at the Travelling Bookshop.

SCHOOL NEWS

Connie and Gracious Makamu from Xitlhelani village in Malamulele could not wait to go to school in their new uniforms, which was donated to them by a DA member of Parliament, Mr Sol-ly Malatsi (seen here with the children). The kids, aged 7 and 9 respectively, had not been going to school as oft en as oth-er kids, because they did not have even one piece of uniform to wear to school.

According to their unemployed moth-er, Ms Lynett e Makamu (36), who has four other kids to look aft er, this has

been going on for a while with no solu-tion until a DA representative in the vil-lage spott ed them.

“Even though the school understood my predicament and did not send them back home when they were not in uniform, they did not feel comforta-ble att ending school because other kids would laugh and make fun of them,” she said. She also batt les with two of her other children who are slow learners needing special education.

Makamu lives in a one room house with her six kids, four of whom are on government grants. “For me, moving around looking for a special school comes at a huge sacrifi ce since I have to use the same money that I’m supposed to feed my kids with,” she said.

Meanwhile Malatsi said now that they had managed to get uniforms for the kids, they would also consider the other needs of the family. “With regard to the issue of a need for a special school, I will write to the MEC of education and see if the government could not help fi nd them a special school,” he said.

Two pupils of Tzaneen Prima-ry School, Dian Malherbe and Keynan Fox, participated in the Super 12 public speaking com-petition in Pretoria. They both advanced to the finals, where

Keynan achieved fifth place.

The Gae Lebowa project, sup-ported by the University of Cape Town and the National Lott ery, hosted a rural high schools’ ex-

hibition at Masalanabo High School in Bolobedu.

The project has for the past six months been engaging with Grade 10 history and Grade 9 arts and culture pupils, with the aim of encouraging a new gen-eration of heritage producers and managers.

During the six months it held class sessions with three schools in the area, namely Kgapane High School, Makgoletša High School and Masalanabo High School.

The opening of the exhibi-tion brought together 350 pu-pils from the schools that took part in the project for a confer-ence that will also provide ca-reer guidance, while the fi nal phase of the project will involve

putt ing together an exhibition which will consist of a historical and heritage archive material donated by UCT.

The university was convinced to donate an iPad to each of the schools that had taken part in the project. The three iPads used in the projects were thus offi cial-ly given to the schools.

The projects’ research assistant, Masutane Modjadji, said, “Du-ring the exhibition, learners got to learn about the importance of cultural heritage, with the hope that they will follow heritage management studies to preserve the Balobedu Culture”.

The exhibition will run until the end of March.

Anke Vaughan (Gr 10) of Stanford Lake College was a mem-ber of the Limpopo swimming team at a recent gala. Her ma-jor achievement was a personal best time of 32.085 for the 50 m freestyle, which earned her a third place. Anke also came third in the 50 m breaststroke event in a

time of 43.085.

Merensky Archery club recently participated in two SANAA 3D (Bowhunter) Champion-ships. 3D Archery takes place on a range set out in a natural hunting environment.

The range comprises 22 butt s set out at var-ious distances between ten and sixty meters. Archers shoot from pegs in the ground, and have to estimate the distance.

There are 11 x 2D targets and 11 x 3D targets. For 2D ten points are scored for a kill, eight points for a wound in a marked area and fi ve points for a hit on the rest of the animal. 3D targets are rubber moulded animals near life-size, also with marked scoring areas. The dis-tance of the range varies between 1 km and 4 km. Participants are grouped (on average four archers) that walk and shoot together. The av-erage time to fi nish a 3D round is six hours.

Sixteen Merensky archers participated in ten

diff erent styles at the two diff erent champion-ships. At the Tshwane championship Meren-sky archers won seven of the ten styles and gold medals were awarded to Ockert le Roux, Renart Botha, Canell Jackson, Janco Theron, Marietjie Harmse, Ricus Warmenhoven and Carissa Ivy. The group also won two silver medals by Beneche Jackson and Yolandi Pot-gieter and also two bronze medals by Pieter van der Merwe and Regert van der Merwe.

This was not the end of this group’s win-ning streak for the weekend and they went on to win another eleven medals during the 3D championships: gold for Ockert le Roux, Renart Botha, Canell Jackson, Janco Theron, Marietjie Harmse and Ricus Warmenhoven. Silver went to Beneche Jackson, Simone Smith and Yolandi Potgieter and bronze for Pieter van der Merwe and Carissa Ivy.

Skitt erende hardlooprugby

Wys waartoe julle in staat is!

The Politsi Pedlars, a small group of cyclists from the Letaba area who train together, showed their mett le at the Cape Town Cycle Tour (for many years best known as “The Ar-gus cycle tour).

Jon Hyde, the owner of Trophy Toyota Mo-tors in Modjadjiskloof, organized and man-aged his team of cyclists for a wonderful out-ing to partake in the 2015 Cape Town Cycle Tour last week Sunday. It is rated the largest cycling race in the world, with over 34 000 riders who took part this year.

The race was shortened to 47 km as a result of the devastating fi res in the Cape Town area, but still had a 565 meter climb. The team sup-ported the charity “Sabrina Love Foundation” and in doing so assisted physically disabled children, in memory of a young girl (Sabrina) who passed away at the age of nearly 7.

Ashley Murray, a teacher from Dr Annecke

Primary School in Letsitele, completed the race in an excellent time of 1 hour 28 minutes; only eleven minutes behind the winner. Local doctor Shani van den Heever, who had spent ten days in ICU aft er a horrifi c cycle accident a year ago, fi nished the race in a remarkable 1 hour 51 minutes.

Jon Hyde got the bad news that he could not participate in the race only days before, due to medical reasons.

Included in the team were two visitors from Australia: Graham and Denise Wilkie.

The “Mopani” team enjoyed a fantastic event and the enthusiastic support of their mascot, 83-year-old Jenny Hyde — who showed the youngsters a thing or two about endurance.
