A diverse selection committee was established of college representatives including the Executive Director of the Center of Excellence, the Vice President of Student Success, Director of Library Services, Director of Administrative Services and the Facilities Director. The committee initially met on July 1 st and was charged with recommending the top CM at Risk firms for interviews to be conducted by members of the Building & Grounds Committee. On July 23, 2019, the top five CM at Risk firms participated in interviews and made presentations to the Building & Grounds Committee. The five firms that were invited for interviews were Rodgers Builders, Inc., Barnhill Contracting Company, The Christman Company, Skanska USA Building, Inc., and Vannoy Construction. The Buildings and Grounds Committee evaluated and scored each firm with The Christman Company, Vannoy Construction and Rodgers Builders receiving the top three highest average scores of 126, 126 and 124 points respectively out of a total possible 140 points. Firms were evaluated on their understanding of the project, proposed project team, proposed project management, related project experience, experience meeting GMP and schedule, current HUB status and plan to recruit HUB participation as well as experience with the College and proximity and familiarity with Alamance County. CM AT RISK SCORE (AVERAGE OF THREE COMMITTEE MEMBERS) RANK Christman 126 1 Vannoy 126 2 Rodgers 124 3 Skanska 115 4 Barnhill 113 5 Due to the tie for the ranking of first, the committee deliberated and voted to rank The Christman Company as number one and Vannoy Construction as number two. The top three firms, once approved by the Board of Trustees, are to be presented to the North Carolina State Construction Office who in coordination with the College, will negotiate the pre-construction services contract with the firm.

Action Required College Administration respectfully requests that the Board of Trustees approve the Construction Manager at Risk ranked order of (1) The Christman Company, (2) Vannoy Construction and (3) Rodgers Builders, Inc. for the Multi-Deck Student/Visitor Vehicle Center and Public Safety Substation Project and authorize College Administration to submit the three firms to the North Carolina State Construction Office for contract negotiation.
