Asbestos is a hazardous material which was used in several applicaons in the construcon industry unl the mid 1980’s. Some uses for asbestos include: Sheet asbestos Vermiculite insulaon Pipe insulaon in heang and ductwork systems There were and are other uses of asbestos as well, and the current edion of the Alberta Building Code allows the use of asbestos containing materials in certain applicaons. Asbestos is no longer used in the normal course of construcon. In its undisturbed state, asbestos is not harmful, however when asbestos fibres have been disturbed, and or released, a dangerous condion may result. Who regulates asbestos removal during demolion? The Occupaonal Health and Safety (OHS) Act governs worker safety when dealing with the removal (abatement) of asbestos in a building which is undergoing renovaon or demolion. The Alberta Building Code (ABC) does not contain any prescribed measures to be taken during either of these operaons, although Building Inspecons has had measures in place for several years which help inform applicants of their obligaons. What is the role of the City of Lethbridge? In 2008, City of Lethbridge Building Inspecons Services created a new demolion permit applicaon form which included a statement advising the applicant of the requirement to contact OHS 72 hours prior to commencement of the demolion project, as well as an area which provided the applicant the opon of assuring that all asbestos had been removed and disposed of properly, or that the building contains no asbestos. In 2013, the Demolion permit applicaon form was updated to reflect fee increases and provide further informaon to the applicant of their responsibilies under the OHS Act. In 2014, aſter meeng with the City of Lethbridge Risk Management staff, OHS staff and the City of Lethbridge Building Inspecons staff, it was agreed that Building Inspecons would nofy OHS personnel when a permit for demolion had been issued.
