• The Comprehensive Land Use Plan (CLUP)~1:40 000 - 1: 20 000strategic planning approach, specific proposals for guiding, regulating growth and development; considers all sectors significant in the development process consistent with and supportive of provincial plan provides guidelines for city/municipality, including

Comments on planning instruments
• With decreasing scale, plans become increasingly detailed and
spatial.
• To rely solely on zoning plans might not lead to the desired results,
particularly in dynamic environments. Planning systems, which employ
plans ranging from non-binding to binding, from sectoral to comprehensive,
and from abstract to detailed, offer the best equilibrium between
adaptability, flexibility and implementability.
