• Resource matters! – Need a ‘critical’ mass

• Operational/reactive: Everybody on the ‘dance floor’

• Lack of clarity of LEA legal responsibilities for ensuring quality of educational provision (Education Act 2016) v HT/school autonomy

• Who is the community? – conflicting interests

• How do we make improvement sustainable?
