CLOSING THE GAP

Alameda County Public Protection Departments were tasked with closing a funding gap of $13.6 million dollars for fiscal year 2017-18.

The District Attorney has contributed one-time revenue from its civil forfeitures and penalties trust account in the amount of

$1,713,600 to help close this funding gap.

KidZone provides a safe, nurturing and engaging environment for children visiting the ACFJC. It serves more than 2,500 kids annually.

‘EVERY DAY COUNTS’

• We created the DA Mediation Program in 2004 to address absenteeism of youth aged 13-16

• Work with schools throughout Alameda County, andwith teens and their families

• Nearly 1,000 teens have participated

• Consistent outcome: 60% of the teens improve their school attendance

JUVENILE JUSTICE

Over the last few years, we have reduced numbers of filings in juvenile court by two-thirds.

This is primarily due to programs that focus on keeping kids out of the juvenile justice system as an alternative to prosecution.

Restorative Justice

An intervention model facilitating teens to grow their empathy and understanding of the impact of their crime, and allows the victim to resolve negative judgement toward the minor and other youth.

We refer on average 100-125 minors per year to this program.

JUVENILE JUSTICE

Know Your Rights: Helps build trust with law enforcement to engage and empower youth. Conducted in partnership with NAACP, Charles Houston Bar Association, and local law enforcement. ADA Terry Wiley leads a diverse team of attorneys conducted the seminars on Saturdays. More than 2,500 youth have participated.

Girls Court: established in 2011 as a gender-responsive approach to addressing the unique challenges faced by system involved girls. It is a model for the State.

Mental Health Collaborative Court: Provides specialized supervision and a multitude of services to seriously mentally ill juvenile probationers and their families.

WORKING WITH YOUTH

Recently a group of DDAs spent their weekend debating students from Frick Middle School in east Oakland. The debates were to provide the 8th Grade Debate Team with valuable preparation before they competed at the State Championships.

The team has never made it to State finals before and are the only predominantly African-American team competing, so this opportunity to debate seasoned professionals was well received.

The DA’s Office staffs and supports numerous innovative court programs to better serve the citizens of Alameda County while providing opportunities for offender rehabilitation.

SMART SOLUTIONS FOR SAFE COMMUNITIES

Pre-Filing Program

Our innovative DA pre-filing diversion model provides an opportunity for those with low-level, non-violent misdemeanors to participate in a program offered by Pacific Education Services (PES) in lieu of charges being filed.

We waive the administrative fee for those in need.

More than 2,000 people have completed the program.

BSCC ‘PAY FOR SUCCESS’ GRANT

In FY15-16, the DA was part of the group that helped secure one of just 3 Board of State and Community Corrections (BSCC) ‘Pay for Success' grants awarded in California.

The aim of Pay For Success is to provide an enhanced level of service to formerly incarcerated individuals who have violated probation. They are offered wraparound services and peer mentors (themselves formerly incarcerated).

MAKING A DIFFERENCE FOR VICTIMS OF CRIME

The DA’s office also invests its resources in providing the highest quality service to victims of crime.

In 2016 alone, the DA’s Office provided 88,879 distinct services to 12,985 victims and their families.

We processed 2,458 applications to the State of California, Victims of Crime Fund, ultimately securing $2,347,039 in assistance (such as funeral/burial, relocation, and counseling) for victims in Alameda County.

We obtained 1,097 victim restitution orders totaling $9,449,096.

REAL ESTATE FRAUD

Postcard Initiative

• Pilot project where the DA’s Office sent postcards to homeowners facing foreclosure to alert them to possible fraudulent activity

• Through this outreach effort, we were alerted to a number of cases of fraud that were charged and resolved

The DA’s Office has seen overlap between real estate fraud and identity theft, with many criminals perpetrating ID Theft to take possession of a home.

We prosecuted the owner of Chinese restaurant for tax evasion, workers compensation fraud, and wage theft.

The defendant was ordered to pay thousands of dollars in restitution to the victims and he also served time in jail.
