1. Introduction

1.1 Overview

Jacobs is framework consultant to the Transport for Buckinghamshire Alliance (TfB) between Ringway Jacobs

and Buckinghamshire County Council (BCC). Under the terms of this contract, Jacobs is commissioned to

undertake transport planning, modelling and appraisal projects on behalf of BCC.

Jacobs has previously been commissioned to undertake transport modelling assessments of the impacts of

Local Plan developments in Buckinghamshire. Work on the first, second and third phase of the Countywide

Local Plan Modelling project, which used a strategic transport model of Buckinghamshire, was undertaken and

completed as part of that commission. Further details of this work can be found in the Phase One Forecast

Modelling Report1, the Phase Two Forecast Modelling Report2 and the Phase 3 Technical Note3.

Following the Vale of Aylesbury Local Plan (VALP) Examination in Public (EiP), Buckinghamshire County

Council (BCC) and Aylesbury Vale District Council (AVDC) have asked Jacobs to undertake further modelling

using updated Aylesbury and Countywide strategic models, as well as local junction models of Buckingham, in

order to assess the impacts of the Local Plan in more detail.

This report details the impacts of the proposed developments in Buckingham Town Centre and demonstrates

whether a reduced amount of development at BUC051 may be feasible (DS2) without the need for Western

Relief Road or other mitigation measures to take traffic out of Buckingham town centre. The report uses an

existing two junction model, known as the Buckingham Town Centre Model.

This model includes the Bridge Street/West Street/Market Square roundabout and the Moreton Road/Stratford

Road/Market Square roundabout. The Buckingham Town Centre model was developed from outputs used in a

transport assessment and Jacobs used this information to create the model using Junctions 9 software.

Originally the model was validated using 2015 survey data. It was previously agreed by BCC that this model is

fit for purpose for this assessment.

1.2 Scope of Work

The scope of the project can be summarised as:

• Confirm the development quanta for assessment

• Recreate Buckingham Town Centre models using Junctions 9 software and the previous model outputs

received from BCC

• Calculate forecast demand flows for the required forecast scenarios

• Run junction models using forecast demand flows for respective forecast scenarios

• Produce a summary report of the key findings based on the model outputs

The following scenarios were assessed:

• 2033 Do Minimum – including development commitments only

• 2033 Do Something – including development commitments and local plan development

• 2033 Do Something 2 with demand at the BUC051 (land off Brackley Road, Buckingham) development

reduced on the basis of changing from 300 dwellings to 125.

2. Modelling Methodology

2.1 Buckingham Town Centre Model Development

A model of Buckingham Town Centre was generated using the output data from an existing local model and was essentially a model of two linked roundabouts located in Buckingham Town Centre:

• the Bridge Street/West Street/Market Square roundabout, and

• the Moreton Road/Stratford Road/Market Square roundabout.

The model also includes the zebra crossing east of Moreton Road and the pelican crossing between the two roundabouts. The time periods included in the model were an AM peak and a PM peak, and the base year was 2015. The output data provided allowed the models, including the traffic flows through the roundabouts, to be recreated for the purposes of the Local Plan assessment.

2.2 Scenarios Tested

The scenarios assessed as part of this work were the following:

• 2033 Do minimum (DM) – including development commitments only

• 2033 Do something (DS) – including development commitments and non-committed local plan development, including the land off Brackley Road development with 300 dwellings

• 2033 Do Something 2 (DS2) - with demand at the BUC051 (land off Brackley Road Buckingham) development reduced on the basis of changing from 300 dwellings to 125.

As shown in Table 2-1, the Do Something scenarios will include development at the following local plan

allocations, in addition to the development in the Do Minimum scenario:

2.3 Forecast Traffic Flows

2.3.1 Do Minimum scenario

The forecast traffic flows are calculated by applying growth to the Base Year flows (which are available from the data provided by BCC). The forecast traffic growth is derived based on the existing Countywide Base Year 2013 and Forecast Year 2033 Do Minimum (phase 3 work). However, the Town Centre model has a 2015 base year, and the Countywide model has a 2013 base year. Therefore, the growth from the Countywide model was applied pro-rata to forecast forward from 2015 rather than 2013. The growth factors calculation used for the forecast DM scenario entry links are summarised in Table 2-2 below. Finally, it is assumed that the proportions of vehicles exiting Market Square through the two junctions in forecast ‘Do Minimum’ scenario are the same as in Base Model.

2.3.2 Do something scenarios

The flows for the forecast ‘Do something’ scenario were calculated by identifying trip generation and trip routing for the proposed non-committed local plan developments (as defined by AVDC), as detailed in Table 2-1. Trip generation was based on the following Transport Assessments (TA):

• Land off Walnut Drive and Foscote Road, Maids Moreton, Buckinghamshire (February 2017) - used for MM006 Manor Park Maids Moreton and also for BUC043 Moreton Road Developments (as agreed with Buckinghamshire County Council)

• Land off Osier Way, Buckingham (September 2016) - used for BUC046 Osier Way south of Bypass Development

• Land at Tingewick Road, Buckingham, Environmental Statement (2015) - used for BUC051 Land off Brackley Road Development

For the ‘Do something 2’ scenario, the flows were proportionately adjusted to reflect the lower amount of development at site BUC051 (from 300 dwellings to 125). The forecast trip rates and trip generation derived from these TA and used for the calculations are summarised in Table 2-4 below:

Trip routing is based on an appropriate ‘donor’ zone from the Countywide model. A “donor zone” is used to duplicate distribution of a development zone from the distribution of a base year zone of the Countywide model in close proximity to the development zone. A donor zone has similar land use characteristics as the development. For example, a development zone that contains a residential development, should use a donor zone containing housing only. For example, trip routing for Moreton Road (BUC043) development, based on a donor zone trip distribution from the Countywide model is shown in figures Figure 2-4 to Figure 2-7 below:

The resulting traffic flows from the Do Something development which travel through the area covered by the Town Centre Model were then added to the ‘Do Minimum’ traffic flows. The traffic flows for the Base Year 2015, Forecast Year 2033 Do Minimum, Do Something and Do Something 2 are presented below in figures Figure 2-8 to Figure 2-15. Also differences in flows between Do Something/Do Something 2 and Do Minimum are also shown in figures Figure 2-16 to Figure 2-19. The traffic flows emerging from each development individually and their totals can be found in Appendix A.

Traffic flows increase in all entry links in the 2033 Do Minimum scenario compared to Base case, by

approximately 25%. There is an additional increment in flows, equivalent to around 3%, in the Do Something

scenario compared to the Do Minimum, due to the inclusion of local plan developments. In Do Something 2,

traffic flow increases are slightly lower due to an assumption of lower development quantum at Land off

Brackley Road.

3. Modelling Results

3.1 Junction modelling

The analysis of the two assessed junctions was undertaken using the Transport Research Laboratory (TRL)

software, Junctions 9. The scenarios considered for assessment were the AM and PM peak hours modelled for

each scenario. The following sections sets out the results of a comparison of Ratio of Flow to Capacity (RFC)

between each scenario.

RFC is a metric commonly used in the assessment of congestion at junctions, which considers the ratio of traffic

volume to capacity for each turning movement. An RFC below 0.85 is generally considered to represent a

situation within capacity and is represented by green shading in the tables in section 3.2. An RFC between 0.85

and 1.00 indicates a junction operating at close to its capacity and is represented by orange shading in the

tables. Finally, an RFC exceeding 1.00 indicates where the junction is over capacity and is represented by red

shading in the tables below.

The layout of the two junctions, as used in the Junctions 9 software is shown in Figure 3-1 below.

3.2 Junction Assessment Results

Tables Table 3-1 to Table 3-3 summarise the results of the Junctions 9 model runs for the two junctions in all

scenarios. The tables present the highest RFC value, volume of queuing, and delays, found across each

roundabout entry arm. The full Junctions 9 outputs can be found in Appendix B.

Overall, the RFC ratios in the 2033 DM are higher compared with those in the Base, as traffic flows increase by

around 22% by 2033 due to background and committed developments in Buckingham in both peaks. As

expected, with the inclusion of the local plan developments in the 2033 DS scenario, the RFC increases further

beyond those in the 2033 DM. However, the 2033 DS2 scenario presents slightly lower ratios due to inclusion of

reduced number of houses at Land off Brackley Road in both peaks. The model outputs also show that although

the increment in queues and delays corresponds to the increased RFC values in arms which operate within

capacity (RFC < 1.00), there is a disproportional increase in queues and delays in arms which exceed capacity

(RFC > 1.00). This can be explained through presenting these results in the context of a typical flow-delay

curve. Delays become very sensitive to even a small increase in flows when the junction is above capacity (RFC

> 1.00) and flows are on the ‘steep’ part of the flow-delay curve. An example flow-delay curve is shown in Figure

3-2 below.

A detailed analysis of these junctions is described below:

3.2.1 Moreton Road / Stratford Road (A422) / Market Square junction:

• In the 2015 base year, this junction operates within capacity with some approaches, especially A422

approaches, exceeding an RFC of 0.85 in the AM peak. In the PM peak, only Stratford Road reaches an

RFC of 0.85. Queues and delays are relatively higher in the AM peak compared to the PM peak.

• In the 2033 DM, this junction exceeds its capacity due to the significant increase in flows on the A422

Stratford Road in both peaks (+37% in the AM and +31% in the PM). In the AM peak, this approach has an

RFC of 1.31 which results in significant queues and delays, approximately 14 minutes of delay. However,

delays and queues are comparatively lower in the PM peak.

• In the 2033 DS, this junction shows progressive RFC changes, with most of arms approaching or exceeding

the capacity due to the inclusion of the local plan developments in both peaks. Delays and queues also get

worse in the 2033 DS compared to the 2033 DM scenario, as expected.

• In the 2033 DS2, the junction operates over capacity, similar to the 2033 DS scenario, with a slight

improvement in operation including delays and queues.

3.2.2 Bridge Street / West Street (A422) / Market Square junction:

• In the 2015 Base Year, this junction operates within capacity with all approaches exceeding an RFC of 0.85

in the AM peak. In the PM peak, both Bridge Street and West Street approach indicate to have an RFC over

0.85. Queues and delays are relatively higher in the AM peak compared to the PM peak.

• In the 2033 DM, this junction exceeds its capacity due to the significant increase in flows on the A422 West

Street in both peaks (+47% in the AM and +23% in the PM). In the AM peak, most approaches show to have

an RFC over 1.00 which results in disproportionate increases of queues and delays compared to Base.

However, delays and queues are comparatively lower in the PM peak.

• In the 2033 DS, similar to Moreton Road / Stratford Road / Market Square junction, this junction also shows

progressive RFC changes, with most of arms approaching or exceeding the capacity due to the inclusion of

the local plan developments. In both AM and PM peak, Bridge Street and West Street show to have an RFC

over 1.00, while Market Square is approaching capacity (0.98). Delays and queues also get worse in the

2033 DS compared to the 2033 DM scenario, as expected.

• In the 2033 DS2, the junction operates over capacity, similar to 2033 DS scenario, with a slight improvement

in operation including delays and queues.

The results indicate that the impact of development flows on the operational capacity of the roundabouts is

4. Summary and conclusions

As requested by BCC, a Buckingham Town Centre Model was developed to assess the impacts of the proposed Local Plan developments on an already congested Buckingham Town Centre, and also to assess if a reduced amount of development at BUC051 would be feasible without mitigation measures to remove traffic from the town centre. In this model, two roundabouts were included and assessed: Bridge Street/West Street/Market Square roundabout and Moreton Road/Stratford Road/Market Square roundabout.

In the 2033 DM, both town centre junctions exceed their capacity due to the significant increase in flows on the A422 Stratford Road in both peaks which results in disproportionate increases in queues and delays compared to the Base. In the 2033 DS and DS2 scenarios, the marginal flow increases from the DM result in a proportional increase in RFC. The inclusion of non-committed local plan development causes a marginal increase in traffic flows in the 2033 DS and DS2 scenarios. Most arms in the these scenarios are approaching or exceeding capacity, therefore flows are on the ‘steep’ part of the flow-delay curve and queues and delays increase exponentially in comparison to the DM. For example, flows increase on the Stratford Road approach at Moreton Road / Stratford Road / Market Square junction by around 10 vehicles in the DS compared to the DM, which results in queue and delay increases by around 30 vehicles and 3 minutes during the AM peak.

In summary, both town centre junctions are already operating over capacity in the 2033 DM and therefore the

additional marginal impact at these junctions in the DS and DS2 scenarios is unacceptable, even with a reduced

quantum of development in DS2. In both DS and DS2 scenarios, appropriate mitigation measures would need

to be considered.
