Last year the magazine made a contribution of £10,936.00 to the Association’s funds – all of it directed to improvements in the village.

SHAKE HANDS WITH OUR NEW NEIGHBOURS – all 2,310 of themAdmittedly not all at once…even our Elders and Betters at Westminster might consider that a little too much to ask. But, let’s say in tranches of 87 each year. This is about what ‘the market can stand’. 35 houses per year times 2.5 new neighbours each, give or take a toddler or two.

More maths, and let’s not always see the same hands…

190 bacon factory houses = 475 new neighbours

60 Borley Crescent houses = 150 new neighbours

240 Wetherden Road houses = 600 new neighbours

38 Warren Close houses = 95 new neighbours

120 Ashfield Road houses = 300 new neighbours

250 / 300 School Road houses = 690 new neighbours

That’s 2,310 at 87 per annum = 27 years of welcoming.

Of course, ‘twas ever thus. Since what historians call, ‘The Olden Days’, Elmswell has been an attractive place to live. Our ‘Marker for the Millennium’ history text estimates that, even as early as 1086, we comprised some 200 inhabitants of what was then the western edge of ‘Butten Haugh Green’. The road that ran North – South through this settlement might well have had a magical spot where village elders told of mysterious futuristic visions of ‘eville lynes on the ground, bringing rush and thunder’, and, ‘often blocking ye waye so that the honest folke would tear their hair and gnash their teeth…as if ’twere ye Gaytes of Hell ’.

Despite the odd teeth-gnashing drawback, we have attracted and welcomed some 1700 house-holds to date – by the same reckoning as above, some 4,250 residents. Over 931 years that’s an average of 4 or 5 per year. Behind this rather silly average there is the reality of White City, built by the Council at Wetherden Road; of the ground-breaking and exemplary Pightle Close, of the big tranches of housing at Eastern Way and Bennett Avenue followed by Blackbourne and Crown Mill, whilst lost playing fields are remembered at Pye’s Meadow and Oxer Close. We know the list. We live there. And once we were, most of us, newcomers.

The Planners argue about ‘infrastructure’. We argue back, with feeling and with considerable justification. For, long after the silly develop-ment names are forgotten - ‘Kingsbrook Place’, clearly generated by a computer programmed with the words, ‘sounds posh but homely’ – we have to live with an apparently endlessly expand-able Health Centre, a school that is theoretically big enough but clearly fails to provide the space we want for our kids to thrive and which impos-es an unfair strain on the staff, and roads which barely cope but where the accident statistics are not horrific enough to justify Planning action. Our arguments are not just made on our own behalf. When our new neighbours do arrive, they deserve to enjoy what they thought they were buying into – a well-served community

with adequate facilities and a bit of a frustrating railway crossing.

Those arguments are made and will continue to be made. The middle of Stowmarket reminds us that Planning policies can be ill considered – the infamous clearances of the 1960’s created such lookalike high streets bereft of character, soul or local reference. Meanwhile, St John’s Street in Bury stands as a nationally acclaimed example of how the arguers and the community activists won…a thriving, rewarding, human environ-ment defying the pressures from the mega-fund-ed Amazon – Starbucks paramilitaries. So, argue we shall! Against a Planning policy of, ‘cram in the houses and then, possibly, later on sometime, think about the community they create’.

But what of the issues that slip under the Plan-ning radar? What about community crowding? When there are just too many people to nod, ‘Hello’, to each morning. When there is no room, however clever we are in developing our Wesley facility, for all of the clubs and societies and get-togethers that we need to stay in touch? When the churn of neighbours coming-and-go-ing in a small town of six-and-a-half thousand inhabitants means that we don’t have the time to make connections, acquaintances, friendships. When we have to adopt the big city habit of avoiding eye contact at all costs…just in case.

The new Blackbourne & Wesley Management Association comprises some 16 organisations based at either of the two venues. These bodies range from hobbyists to community carers; from babies & toddlers through to the mature and be-yond; from serious sports players to those who refuse to let the sport get in the way of the fun. And there are many more community groups with no need of a venue.

Planning goes out of the window. The lottery of who remains aware and active and committed to a communal view will dictate how Elmswell grows. We can become a suburb without the suburban centre that would gift us that name, or we can stay the people-based organism that we

now are – with interaction, with caring and with humanity. Occasionally one of our activists, our neighbourhood contributors, is noticed by the wider world – our cover story celebrates just such a rare event. Otherwise, many toil without notice or reward and seek neither.

TRIBUTE TO NEIL KING Who passed away June 5th 2017 Who served the village at the Mace stores from 1967-1999

It was a privilege to have attended his funeral on the 15th June 2017. Where we met his partner Ann and his sons Adam and Nick and the rest of the families. Neil was a credit to the village and over the years contributed so much to all the local clubs, which was so much appreciated. He was always jovial and had a joke or tale to tell. He was a true gent and will be sorely missed. To a lot of people he was known as Arkwright, ‘Open All Hours’.

ELMSWELL EXCHANGE AFTERNOON W.I.Our June meeting was well attended.

Mary, our newly elected President, introduced our speaker, Jean Wright. Her expertise is Goldwork and she took us on an illustrated journey beginning in the days of Ethelberga right through to the present day. The styles inevitably altered over the many years as did the cost of creating these masterpieces. We learned about the different types of materials used from early times until now. Jean’s very excellent illustrations demonstrated that beautiful as the early dresses and robes were, they weighed a ton and were not easy or comfortable to wear. We also saw some breathtaking examples of 1930’s flapper dresses which were heavily embroidered with gold thread and thousands of beads on soft fabric which had lots of movement. So glamorous ! We learned a great deal and enjoyed an afternoon looking at wonderful creations which certainly lifts the spirits and gives us inspiration.

We then went through our business matters. Our finances are still very healthy. Various events were highlighted for members who were interested.

Jean had judged our competition “A piece of embroidery” and we had quite a few entries. First was Margaret Hitchen, second Maureen and third Dot.

Our next meeting is on Wednesday 3rd July when we welcome Jenny Steer. Jenny creates unique work with encaustic art on wood. The competition is an item of decorated wood.

We are an informal group. Guests and new members are always welcome. Further details

ELMSWELL HISTORY GROUPElmswell History Group for July Newsletter

Because the Wesley Hall was in use as the Polling Station, St John’s Church was the venue for the June meeting, where we welcomed Paul Peachey to the History Group to talk about his collection of postcards featuring Elmswell. Paul was born and lives in the village so knows his subject very well, travelling many miles to postcard fairs seeking out postcards.

There were places which had been familiar to those of us who have known the village for many years, some are no more, but others have survived. Examples of those which have gone included the Bacon Factory and Bakers Mill. The Red Lion opposite the Mace is now The Beeches and F J Nunn & Sons Works is now the site of Blacksmith’s Way. One of the survivors is St John’s Church and another The Fox.

There were people whom some of us could remember including Fred Rice, photographed with a pony and trap belonging to Hicks’ Grocers Shop and Snowy, the signalman at the Railway Station.

From the oldest (1902) to the most modern (a coloured card of the Post Office) there was something of interest to everyone. Many of Paul’s cards are featured on the Elmswell History web site, www.elmswell-history.org.uk

There is no meeting in July, but the Summer visit will be to Stow Anglo-Saxon Village for a guided tour.

The next meeting will be on 14 September at 7.30pm in the Wesley Hall, when our speaker will be Julia Barrett “Mrs Pretty, a Businesswoman’s Role in !orld War 1”

ELMSWELL EXCHANGE SOCIAL CLUBJuliet welcomed members to the meeting. She confirmed that the Wesley Hall now belongs to the Parish Council.

This month we welcomed Garry Newnes to the meeting. He is a Deputy Governor of Highpoint Prison. Garry explained that Highpoint is a category C prison and prisoners were there for more than 12 months. It is the 7th largest prison and has 1323 prisoners. These include 150 who have life sentences.

There are 480 staff employed directly by the prison service including governors, prison officers, admin, caterers, instructors and chaplains.

There are 200 staff not directly employed by the prison including teachers, nurses, volunteers, drug intervention and debt advisors.

One of the biggest problems is that a high number of prisoners cannot read or write. Also many have mental health problems and need help with drug addiction. Education is a high priority from Keystage 1 to A level and beyond. Work is also important and vocational courses are offered.

Due to their behaviour some prisoners spend most of their time in their cells and do not have any privileges such as being able to have a television. Those that do, have to pay out of their wages.

The main objective is that each prisoner should reach his potential through education and gain life skills so they will be able to work after leaving prison. It is vital that companies recruit prisoners after release to encourage them to lead useful lives.

Garry was able to dispel many myths about prison life and gave us a comprehensive overview of life in prison and lots to think about.

After refreshments and the raffle, Juliet reminded members that July’s meeting is our AGM. She appealed to members to let the committee know if anyone would like to come forward to be our new chair. If no one comes forward, unfortunately the club will close in December. Please speak to a member of the committee if you can help.

Our next meeting is is on July 18th. The AGM will be followed by a strawberry tea.

CLUBS & SOCIETIESELMSWELL WIAfter Rachel had welcomed everyone, Val told us all about her visit to the National Federation Meeting in Liverpool. She really felt welcomed – there was a very friendly atmosphere and she found the meeting interesting and enjoyable. The two resolutions: “Alleviating Loneliness” and “Plastic Soup,” were strongly supported. One of the speakers was Jo Fairley, who began the Green and Black’s chocolate company and she talked about the impact of their fair trade ideas on the lives of the workers. Suzie Dent, who takes part in radio and television programmes, requiring a knowledge of word origins etc., also gave a very interesting talk. Finally, there was music from the Liverpool Tribute Band!During the rest of the evening, we were entertained by Jenny Gibb and her partner, Mustapha. Last time she came, she told us about her life in the traditional Turkish village, where she lives for half the year. This time, she discussed Turkish food, its origins and preparation. It evolved from the cuisine of the Ottoman Empire, six hundred years ago, and ideas from other parts of the world were brought by travellers on the silk and spice routes. Turkey has a very diverse climate, the land is fertile and the sea full of fish. Tea grows well in the Black Sea area and Turkey is one of the main exporters. The Turks are the second largest tea consumers, after us! Rice and nuts are also grown. Vegetables are not boiled or steamed but always cooked in a sauce, which is usually tomato-based. Lots of milk is obtained from cows, goats and sheep and this is made into yogurt, which is eaten at every meal and is always savoury. The Turks make their butter and cheese out of yogurt too and the whey is drunk. Wheat is grown in the central plain in the middle of the country and bread is the staple food. Goat is the favourite meat but there are many lovely vegetarian dishes.The main cash crop of the village is olives and these are picked in the Winter, cut three times and soaked in brine, to remove the bitterness. They are then dried or made into olive oil. It was also very interesting hearing about how filo pastry is made. Ashury is a special pudding, which uses up leftovers, takes twenty-four hours to cook and is always shared with friends and neighbours. There are about forty ingredients!Jenny was highly entertaining and we could have listened to her for hours. She kindly brought various delicious foods for us to try, as well as some beautiful silk scarves and jewellery, made in the village. ELMSWELL GARDENING CLUBAnyone who finds themselves on Elmswell Station wondering if their train will ever arrive. Frustrated, with no means of knowing if the train is negotiating heat buckled lines or even stuck in a snow drift: don’t despair and sit on the flower boxes but turn and gaze at the Gardening Club’s display of summer colour. The tubs overflow with blue lobelia, red geraniums and pink marguerites which cheer up weary passengers and allow contemplation whilst patiently waiting. The gardening club gnomes work tirelessly to keep the displays in tip-top condition.

This month’s speaker, Geoff Hodge, had an appreciative audience for his talk on how to get the best from our houseplants. We certainly didn’t know that the UK has a double claim to fame. Not only do we have the lowest number of houseplants per capita in the EU; but we also manage to kill the highest number of houseplants. It must be gold medal time! Where our continental neighbours use houseplants as fashion accessories for their homes, we nurture ours to the last sickly leaf. Former favourites, rubber plants and African violets have been superseded by palms and orchids. Ever the optimists, over Christmas we might group together pots of cyclamens, azaleas and poinsettias. The first two need a cool climate, the poinsettia is from hot dry Mexico – that is a temperature/watering dilemma: a 2:1 killing spree. Geoff had simple solutions. First, when buying plants, lift from their pot, examine roots for healthy growth with no little pests lurking, fend off angry garden centre assistants and use a plastic sleeve for protection against the UK elements. Do not imprison your exotic plant in a dark corner, but find means of giving them sufficient light. Orchids need high humidity and benefit from using a tray of absorbent Hydroleca pebbles which will give 95% humidity. Geoff swings round houseplants to check if they need watering. Light pot - water, heavy pot - leave them alone. Plants often wilt from overwatering and being the tender owners we are, if they wilt, we water and maintain our reputation as Europe’s premiere plant killer. Geoff very kindly donated many prizes to our raffle including 20ft of the RHS ‘best buy’ everflow pipe.

LAST CHANCE….. Gardening Club Outing will be to Cambridge Botanical Gardens on Tuesday 18th July, 2017. We leave Blackbourne Community Centre at 10.00am, returning at approx. 4.00pm. There is no Gardening Club meeting in August. Our next meeting will be on Tuesday, 19th September when we may look forward to a varied autumn programme filled with interesting speakers – and lots of unusual plants for us to sample. ELMSWELL OVER 55’s CLUBAs a follow up to our Strawberry Supper on June 15th i would like to thank Stella for her beautiful flower arrangements which she created for the tables which were laid with Red and White Tablecloths and serviettes to match the theme. The committee must have a thank you for preparing the main course and especially Barry for creating the Desserts.As this report is being prepared almost half of our year has flown by with hopefully not too many people being affected by our recent weather, if you have an elderly neighbour please give up a few minutes to check on them!We open our July meetings on Thursday 13th when we welcome the Jubilee Singers an all Ladies Choir who will be entertaining from 7 30pm doors open from 7 00pm it is always nice to see some visitors join us ,we only make a small admission charge.As we are off to London to the Chelsea Pensioners on Thursday July 27th there will not be a meeting at the Blackbourne.We are holding a fund raising event at Bacton Fayre on August 5th so if anybody has any unwanted gifts or the odd bottle of spirits or wine lurking in the cupboard donations would be appreciated.On August 7th members anrd Friends are off to Bournemouth for our Summer Holiday however there will be a meeting on Thursday 10th for those not going on holiday.If you need more information please contact Diann (241002) or any committee member.

ELMSWHEELIANS 2017Following a period of very hot temperatures Sunday 25th June very kindly produced a much cooler, albeit un-certain day (in weather terms).  Indeed rain was forecast. Undaunted by all of this 11 riders set off on a 16 mile evening ride that took us out of the village via Ashfield Road, into Grove Lane, and on to Wetherden Upper Town, Daisy Green , Long Thurlow, Badwell Green, Cranmer Green and into the centre of Walsham-le-Willows. From there it was Badwell Ash, Gt. Ashfield, Button Haugh Green, and back into the village along Ashfield Road to finish at “The Fox” for well-earned refreshment. And luckily for us all the rain stayed away until we were taking our first drink. 

A very enjoyable ride and a good reward for those who decided to go all the way !!!

ELMSWELL MEMORIAL LIBRARYThe annual summer Reading Challenge is upon us once more and we can’t wait to welcome all the children into the library.

The challenge for the children is to simply read six library books over the six weeks of the summer holidays, but they need to come to the library and talk to a volunteer about the books they read, perhaps read a little section or (if they’re very young) point to their favourite pictures! It’s an invaluable part of the year for the library, and it encourages children to continue reading for pleasure throughout the holidays. Teachers do notice the children who have continued to read over the holidays.

So, for all you children and parents out there, get ready for Animal Agents to become part of your summer holidays. This year there are new rewards to collect and new characters to meet as you progress through the challenge with each book you read. We had a brilliant year last year, with more than 60 children completing the challenge and collecting their medals and certificates in another cake-fuelled celebration. You can sign up from July 15th, sessions will begin from July 22nd and the challenge will run until September 2nd. We are looking forward to seeing you very soon.

ELF will not be running a Christmas Draw this year. Having achieved the goal of refurbishing the library and provided new moveable shelving, it was decided that maybe other organisations in the village would like to enjoy the support ELF has received. We would be delighted to provide details of how we ran the draw to those organisations who may be interested to help them set it up. Please call into the library and leave your name and number.

ELF would like to thank all those businesses and individuals who kindly donated prizes over the

last three years and to all those groups who sold tickets on our behalf. Also, to Travel Stop for covering the cost of printing and to The Fox for allowing ELF to complete the draw in time for Christmas. We look forward to handing the baton on to another worthy organisation.

Speaking of fundraising, we had another hugely successful wine evening at the library last month. The South African theme saw guests trying eight different wines while enjoying a traditional braai, complete with ostrich. Thanks to the ELF committee and, of course, Bob Stopp for another amazing night – next stop Eastern European wines provisionally booked for November 3rd.

Last year we installed a coffee machine in the library, and, for the time being at least, we would like to invite all our customers to come and have a cup for free. It is delicious coffee, roasted by Bury St Edmunds company Frank and Earnest. So just pop in for a cuppa and we will happily make one for you.

The next community café will be on July 19th at Dorothy’s Café. Aimed at people who are either new to the village or have found themselves isolated for one reason or another it’s an opportunity to simply sit and have a cuppa and a chat. Just come along between 10:30am-12pm

and meet some new people and find out what is going on in the village.

And finally, we want to pick your brains and find people in the village and surrounding areas passionate to share their love of arts and sciences for Elmswell Library’s first Fun Palace. Details are yet to be confirmed, but over the first weekend in October we want to open the library up to people who want to share their skills and knowledge with adults and children alike, in a real ‘give it a go’ fashion. If you want to find out more about Fun Palaces then please look up funpalaces.co.uk and see how 124,000 people took part last year and tried to find the genius in everyone. It’s an exciting project and one we are very keen to bring to Elmswell, so please, if you are interested and think you have something to offer then get in touch on 01359 240974.

Praying... For several days in late May - early June, amidst terror attacks and terrible news stories, churches across the world prayed for God’s blessing on our communities, countries and continents. We prayed for peace, for understanding and that our friends might come to experience the joy, peace and fulfilment of encountering God for themselves.  The event was called «Thy Kingdom Come: Prayer from Ascension to Pentecost.»  You can read all about it, see photos, articles, blog and tweets at www.thykingdomcome.global 

We are committed to prayer at St John’s. Partying... On a hot Saturday in June, we hosted our Summer Fun Day at the Wesley Hall.  Thank you so much to everyone who came and supported this event!  It was a perfect day to enjoy the BBQ, watch the juggling or to simply relax in the café area with coffee and cake. Entertainment was provided by our wonderful band and the Slam Jam choir. There were many stalls and games and even the Rector in a funny hat! Many thanks to all involved at this fabulous annual event.

This month, we’re having our church annual BBQ, which is always a lovely event for our church family.  We spend a Saturday afternoon relaxing and catching up with one another.  There’s always plenty of food and friendship. 

Promoting… “Watt-a-Lott Castle” is the name for this year’s Christians Together In Elmswell holiday club - four mornings and one early evening of fun activities, crafts, games, drama and Bible teaching from 14 to 17 August.  It is for children in school years Reception to Year 6 and is held at The Blackbourne. ELMSWELL BAPTIST CHURCH What a month June was with three terrorist incidents, the tragic fire at the Grenfell Tower in West London and a general election that confounded all the opinion polls and expectations of the media. Our thoughts and prayers must go out to all the families affected by the Manchester, Borough Market and Finsbury Park atrocities, who have lost loved ones at the hands of people who had been so incensed by hatred to commit such evil acts. We can only hope and pray that people contemplating similar evil acts will come to learn that violence never achieves anything but sadness.The one good thing to emerge from all of these disasters is the love and care shown by members of the public towards the victims of these awful events both in the immediate care and support offered in the way of shelter and transport home and the ongoing donations of food clothing and money made by people up and down the country. I hope that the strength and resilience shown by folk together with the love and support expressed by people will make us a stronger more united nation. On a more local note those of you travelling past our little church can’t fail to have noticed our change in appearance instead of the grey church on the Ashfield road we’re now the green church.

Our activities continue in July with Food and Friends Lunch on Thursday 13th July at 12 noon we have spaces available for more guests contact Jackie on 01359 245918 if you haven’t been before. Our Ladies friendship group are having their summer break until September.Together with our friends from the Parish Church we are in the latter stages of preparation for the Annual Christians Together in Elmswell Children’s Holiday Club. THE FRIENDS OF ST JOHN’S CHURCHAgain this year during Lent the Friends organised a series of meetings where Bible readings, prayers and discussions were followed by a light lunch. A collection was taken each week and a total of £150+ was sent to the Foodbank at Stowmarket, plus some items of food. The amount included the collection from a further meeting in between Ascention-tide and Pentecost.

The Annual Meeting of the Friends was held on 9 June and was followed by a Coffee Morning when around £230 was raised for Friends’ funds. These funds are passed to the church Fabric Fund for repairs and maintenance of the church building.

On 9 July at 10.30am we shall be holding the Annual Service of the Friends, when the preacher will be Miriam Fife. The service will be followed by a buffet lunch.

YOUNG ELMSWELLELMSWELL TODDLER GROUP

Well, the toddler garden has definitely had some use this month with the hot weather, and more than one parent has ended up slightly soggy when they got too near the toddler water table! The next few weeks may a bit cooler, but I’m sure they’ll still be plenty of chances to have some good fun outside.

While the sunshine has meant that the craft table has been a bit quieter there have been some exceptions, particularly when we have taken craft outside. I hope the Dads of the group are enjoying their father’s day notepads; they were definitely decorated with enthusiasm! We have plenty more fun crafts planned in the next month, some of which can be done in the garden. I have to say there are a few that have looked like really good ideas until I’ve sat down with an actual toddler to do them, so if anyone has something that they have tried that worked well and was fun please let me know.

We will be making space ships this month so I’m appealing for washing up liquid bottles and any other bottles that look like they may make a funky rocket, I’ve got my eye on a few at work that I’m hoping will be emptied in time (I’m debating how much of a helping hand I should give them). You can definitely tell the people with children, they’re the ones who don’t look at you like you’re odd for snaffling bottle tops and stockpiling cardboard tubes.

We’ve had a couple of fire drills this month and each time all parents and children were out, at the collection point and accounted for in under two and a half minutes. We were pleased with how calmly and efficiently we were able to exit with so many toddlers and babies (some in arms, some in fancy dress, some on vehicles!) and we’ll continue to have drills regularly so the children get to know the routine and new members are aware of the route.

We’ve had some excellent news that you’ll undoubtedly be hearing about elsewhere in the newsletter; The Wesley Site with all its facilities has been purchased by the Parish Council to enable continued community use. It has been a long time coming... it was October 2014 we found out the site was to be sold and since then the chairperson of our group has changed hands twice, many babies have been born to existing members and dozens of new families have joined our community. This purchase means that our group can continue to grow, develop and change, with our venue secured for years to come. We’d like to thank all our members, past and present, who attended Parish Council meetings,

objected to planning applications and hassled the councillors to ensure the venue was saved. Particular thanks go to Jen, Helen and Jo who invested lots of time and effort on behalf of the group.

As well as our usual toddler sessions this summer, we have a few other things planned. There is a fun evening planned at the hall mid-July with a bouncy castle and thoughts have also turned to the toddler summer trip (which this year is Africa Alive,) and the sign-up sheets are out so please remember to put your name down. I’d like to say a big thank you to Donna who volunteered to help us on the haggling for this one, we do love a discount! I would say I’m not entirely sure who’s more excited by this me or Jessica but I’m fairly sure we all know the answer…

STREET FARM NURSERYDuring the week commencing the 5th June, the 120 children at Street Farm Day Nursery took part in a giant obstacle course to raise money for two charities very close to our hearts at the nursery.

As the foliage dies away it’s easier to stand back and look at the structure of the garden and to see where improvements can be made.

It’s the same at Lukeswood. There are certainly lots of autumn fruits about – perhaps not all edible for people, but something is bound to appreciate nature’s bounty. Most of the hazels have already gone – nibbled by mice, no doubt – but there are still plenty of berries around to feed the birds through into the winter. It’s also been a good year for blackberries, judging by the hedgerows – enough for lots of apple and blackberry pies and still plenty left for the birds.

Autumn is the time for a fungi foray – a walk through the woods to see all the variety of wonderful fungi on the forest floor. Even though we haven’t got many trees yet, there are still plenty of colourful fungi to see at Lukeswood. Some have been brought in as spores on the wood chips we’re using to mulch around the new trees, and some, such as the Jew’s Ear, are growing on dead wood lying around the site. This curious fungus often grows on elder and takes its name from the story of Judas, who is said to have hanged himself from that tree (and presumably left his ear behind!).

Even though we haven’t got many trees yet, there are still plenty of colourful fungi to see at Lukeswood. Some have been brought in as spores on the wood chips we’re using to mulch around the new trees, and some, such as the Jew’s Ear, are growing on dead wood lying around the site. This curious fungus often grows on elder and takes its name from the story of Judas, who is said to have hanged himself from that tree (and presumably left his ear behind!).

NEWS FROM ELMSWILDLukeswood BioBlitz We said that the BioBlitz would provide a snapshot of the wonderful wildlife at Lukeswood – and what a glorious, technicolour snapshot it was! We had two lovely days of warm sunshine, allowing us and all our visitors to comb the site for new and unexpected treasures. On the first day we were aided by 75 enthusiastic young scientists from Elmswell Primary School, along with several even younger but no less enthusiastic participants from Street Farm Forest School. On the Saturday our fantastic expert naturalists guided us and members of the community around Lukeswood, looking for butterflies, insects, spiders, dragonflies, birds, wildflowers and even lichen. In between, on the Friday evening, our bat walk proved very exciting – there was just enough light to see the bats zooming about as well as hear them on the bat detectors.

Huge thanks to everyone who helped to make the event such a success. Full details will be in the next edition of the Newsletter – we have a large number of records and photos to sort through! In the meantime here are a few photos of some of the treasures we discovered at Lukeswood (thanks to Alan Thornhill, Trevor Goodfellow and Keith Harvey for the photos).

HEDGEHOG HELP

Probably our best-loved wild animal, the hedgehog, has been around for over 65 million years, but it could disappear very soon. Hedgehogs have changed little in the last 15 million years — two or three times as long as us humans. During the 1950s there were about 30 million hedgehogs in Britain, but they now number only a million or so. Ten million have been lost in the last ten years: if nothing is done to halt their decline, there may be none left in five or six years’ time.

Hedgehogs are struggling because there is simply not enough food for them; neither is there enough suitable habitat. They do eat slugs and snails, but normally 95% of their diet would consist of caterpillars, beetles, millipedes, centipedes and other insects. The use of insecticides in gardens and the cultivation of sterile male plants that do not produce pollen — therefore don’t attract butterflies (so no caterpillars) — have greatly affected hedgehogs’ diet. They have been forced to eat more slugs and snails, which means they run an increased risk of lungworm from a parasite (this is not the nematode that gives cats and dogs lungworm, and so there is no chance of it infecting your pets). Lungworm usually causes severe pneumonia in hedgehogs and leads to their deaths, but it can be treated if it is caught early enough.

Hedgehogs in this county are comparatively lucky: a Suffolk Wildlife Trust hedgehog officer, Ali North, started work in Ipswich last September, and Suffolk Prickles Hedgehog Rescue — a voluntary organization run by Kane

Waller and Paula Baker— has two “hogspitals”: one at Stonham, for emergency admittance and treatment, and one in Colchester, for intensive and veterinary care. There is also a nursery for baby hedgehogs at Forward Green, and there are satellite carers working closely with Suffolk Prickles. One of these, Lisbeth Welsh, is in Elmswell.

Gardeners can help in many ways. Wildlife-friendly gardens attract a wide range of insects. Hedges provide shelter and make hedgehogs feel safer, and a patch of long grass and brambles or a log-pile gives them somewhere to nest. A 13-centimetre (5-inch) gap in fences allows them to travel from garden to garden without having to use roads.

Don’t strim long grass or under hedges without first checking carefully for hedgehogs, and don’t use slug-pellets, which are poisonous to them. Move bonfire material before burning it: if you set light to it where it has been overnight, a hedgehog may well have made a nest in it.

Put out fresh food and water at night, particularly in these summer months — suitable food includes tinned dog or cat meat (not fish). Bread and milk should be avoided: hedgehogs are actually lactose-intolerant.

Hedgehogs do not hibernate until the temperature has been below freezing for several nights. Even then, they will wake up in warmer periods and drink water. Any hedgehog weighing less than about 550 grammes is unlikely to survive hibernation, and so, when the cold weather approaches, any small juvenile seen should be over-wintered in a rescue centre.

Hedgehogs are nocturnal animals. If you see one out during the day, it is probably unwell, and it is vital that it gets to a rescue centre as soon as possible.

I’ve just come back from a package holiday where our hotel was miles away from where we booked. We couldn’t contact anyone to change hotels, and had to pay to travel back and forwards to the destination we’d booked. Can I claim compensation?

It’s reasonable to ask for compensation when you haven’t got the holiday you paid for.

Your accommodation should be as agreed. If not, it’s usually considered a breach of contract.

You can’t claim the total cost of the holiday, but you can ask to be reimbursed for the extra travel costs, plus a fair sum for the change to your holiday.

Start by writing an email or letter to the tour operator’s customer services department. Give your booking reference number, explain your grievance and specify the amount of compensation you’d like.

As evidence for your claim, include the details of when you tried to contact your tour operator while you were away, and copies of any taxi or car hire receipts.

The firm may come back with an initial offer that is lower than what you are asking for, so be prepared to negotiate.

If you’re not offered any compensation, check your tour operator’s website to see if they belong to a UK trade body, like ABTA. If they do, you can lodge a new complaint through the trade body’s website. The tour operator is obliged to respond to the complaint.

BRIAN HAWES – now BRIAN HAWES QFSMOur cover picture needs little introduction. Brian has been part of our Fire Crew since he was 18…that’s 37 years of being on call at all hours of the day and night in the service of the community.

For the past 10 of those years, Brian has spearheaded and inspired fund-raising activities based on the station and the Crew. The recent runaway success of the regular Bingo nights at Blackbourne (last Friday of the month, eyes down 7.30) has added serious impetus to the lads’ efforts which include their regular car wash at the station where the Crew host regular fun and information days. The annual distribution of the funds raised sees local groups and organisations benefit to the tune of many thousands of pounds. A significant recent initiative has seen the Crew’s efforts helping to match fund, with the Parish Council and the Amenities Association, the regular outreach Citizens’ Advice Bureau sessions at Blackbourne.

With fire safety uppermost in the news, it is an appropriate moment to celebrate the dedication of a leading individual serving in the Service itself dedicated to disaster prevention and mitigation. Brian’s worth is now recognised by the award of the rarely-won Queen’s Fire Service Medal. Typically, Brian sees the award as a reflection of the efforts and dedication of the Crew. Our thanks and appreciation must go to them all.

New Players We have welcomed several new players into the team so far this season but we are always looking for new players to keep both our teams thriving. Our Sunday team play in the Suffolk Cricket League (Division 5). Matches begin at 1:30pm most Sundays and are 40 overs per side. Our Wednesday evening team plays in the Stowmarket League and these matches are 20 overs a side, beginning at around 6:30pm.

ELMSWELL PARISH COUNCIL - JUNE 2017Full Council is scheduled to meet on the 3rd Monday monthly, excepting August. The June meeting took place on 19th at The Blackbourne with 8 councillors present, along with Mid Suffolk District Council Ward Member Mrs Sarah Mansel, County Council Ward Member Mrs Jane Storey, Parish Clerk Mr Peter Dow, and 3 members of the public. This report is compiled from the meeting by the Parish Clerk and edited by the Council’s Editorial Board which comprises the Council Chairman, Cllr Fred Pallett, the Council Vice-chairman, Cllr Shaun Pratt and Cllr Mike Friend, nominated by his peers to join them. It seeks to cover some of the more interesting or significant items thought to deserve wider public attention. Included, where appropriate, are matters reported to the meetings by external bodies such as Ward Members or as raised at the meeting by members of the public. Further background and reference to subsequent events are included where relevant.The Minutes of recent Parish Council meetings and Committee meetings, together with the agenda for the next meeting, when published, are available on line at www.elmswell.onesuffolk.net, in the Memorial Library and from the Parish Clerk by arrangement. Bound copies of older Minutes are lodged with the Suffolk County Records Office in Bury St. Edmunds. The most recent Minutes, from the Council’s Annual Meeting held on 22nd May, as approved at this meeting, are posted in the community notice board at the Co-op.District Council Cllr Mrs Sarah Mansell tabled a written report confirming that, following last month’s Annual District Council Meeting the leader-cabinet model of governance has now begun. The Cabinet agreed to implement a new chargeable pre application advice service for planning applications. There is a scale of fees dependent on the size of the application and the service required. The fee system will come into force from 1st July 2017 and details should appear on the website shortly.Nick Gowrley remains the Council leader, with John Whitehead as deputy leader. Derek Haley was elected as the Chair with John Levantis as the Vice Chair. All the other committee posts were also agreed. Following the success of the previous Councillor Locality Award Scheme a second one is now launched. Each member has been allocated £6,250 to be distributed to local community groups. Applications are invited from groups between now and 30th September. The expectation will be to allocate them in a similar way to last time, across all 3 villages in the Ward. A provisional date of 12th July is suggested for the Planning application to be determined by the MSDC Development Control Committee regarding substantial residential development at Wetherden Road and Warren Lane. There is likely to be a Committee site visit prior to the meeting. Work is well underway on the New Joint Local Plan and the first draft is due to be out for the first round of consultation at the end of July. There will be allocated sites for development in the larger villages, and much more support for developments in the hinterland villages.BMA A report tabled by the Blackbourne Management Association, which administers the Council’s Blackbourne facilities, confirmed that Members were pleased at the news that the contracts for the Wesley had been exchanged and that, as at the end of May, completion was imminent, barring the sort of extraordinary factors which had dogged the process for over a year. It was decided to delay the inaugural AGM of the ‘BWMA’ until after a meeting had been held to welcome the current Wesley representatives. All regular current users from community groups will be invited to nominate a member to the new management body. The inordinate length of time that the purchase took was unanimously regretted and it was emphasised that none of the delay could be laid at the door of the EPC, who sought to expedite the process at every turn. Thankfully, once the site has been acquired for the village the Council can begin the task of deciding on how to improve the facilities. There will be a significant cost to the village, given loan repayments of about £9k pa, but the social benefits will be considerable and will be there for ever.The installation of webcams in strategic areas within the Blackbourne is being further researched and it is estimated that they could

save £2K per year by discouraging petty vandalism and antisocial behaviour. The possibility of extending the storage area into the Chamberlayne, allowing expansion of the Parish Council office, is also being taken further before the suggestion is put to the Council.County Council Cllr Mrs Jane store reported that, following on from the County Council elections on 4th May, the Annual Meeting of Suffolk County Council took place on 25th May. Typically such meetings are a confirmation of appointments and calendars for the next 12-18 months. In addition to the usual papers for the meeting there was a paper regarding a change of the way some committees are organised. The Constitution Working Party has looked at different ways for all councillors to be involved with the decision making process. Under the current ‘Cabinet’ model the Cabinet decide most things without needing to involve other councillors. The Constitution Working Party has been looking at a hybrid system between the existing Cabinet model and going back to a committee system. They have agreement now to come back to the July council meeting with their proposals.Police The Clerk reported on the Police public liaison event held at Blackbourne on 25th May. Some 36 members of the public from across the Mid Suffolk SNT area attended, 4 from Elmswell. As on previous occasions, the debate centred on the pressures under which the force currently operates given financial and, consequently, staffing constraints. There remains a strong appeal from the communities that there is little or no Police presence and that priorities seem to be following an agenda which does not accord with rural, small-community needs. The external assessment of Suffolk Police remains ‘good’ and we are in the top 20% of all forces in terms of safety of our citizens. There is a tendency for Police time to be spent in areas formerly the province of other agencies – specifically dealing with issues arising from mental health problems. There are also growing, ‘new’ areas of concern such as cybercrime. It remains the case that the matters of immediate concern, parking on pavements, minor antisocial behaviour, speeding & parking problems at schools etc are unlikely, in the current climate, to be a matter for Police action and that the community liaison formerly afforded by the PCSO network is lost. He confirmed that he is scheduled to meet with the local LPC Commander at Stowmarket on 11th July when town & parish clerks, together with Neighbourhood Watch co-ordinators, are invited for regular consultation sessions and will gladly raise any specific issues raised by Councillors and / or public. Annual Parish Meeting The Clerk reported on the Annual Parish Meeting on 24th May when the frustrations of residents with

the situation whereby the village is under considerable pressure for housing development were made clear in a Q&A session with Tom Barker of Mid Suffolk. For the Councillors attending there was nothing new to note The reports in the Elmswell Newsletter made clear that Councillors share the frustrations and that this is not a situation of the Parish Council’s making. There has, as yet, been no feedback from the public meeting held to debate this issue on 13th March. Meanwhile, the strategies suggested by the Neighbourhood Plan Steering Group are being pursued towards as swift a route as possible to producing the Plan which would effectively control future development growth along lines determined by the expressed wishes of the residents, tested by a formal and binding referendum.Clerk’s Report The Clerk confirmed that he is pursuing the issues raised regarding the empty MSDC bungalows at Manns Court and the matter of fly tipping of soil at Clay Field. He is aware of other Planning Enforcement issues at Ashfield Road and in Kiln Lane and confirmed that he will report any substantive moves on any and all of these matters to Council. The annual appeal has been made in the Newsletter for residents to be aware of the problems caused by hedges overhanging pavements and 3 individual householders have been reminded of their responsibilities in this regard, an area of regular concern which could benefit if Council agrees to the appointment of a Village Warden.CAB The Clerk and Chairman attended the quarterly review of the CAB outreach scheme at Blackbourne. The CAB team and management seem pleased with the response and convinced that the exercise is worthwhile. Council is co-ordinating with the Amenities Association and the Fire Crew with a view to a possible continued joint funding exercise as the end of the first year of the experiment in is reached in September. Applications, forwarded by MSDC for comment, were considered. DC/17/02404 Councillors objected to an application for Prior approval of the Proposed Change of Use of an Agricultural Building to a dwellinghouse (Class C3) and for Associated Operational Development at Ten-Ten, Kiln Lane. They argued that:1 Evidence by way of personal testimony

from long-standing members of the farming community confirm that this building has not been used as a grain store for some 60 years. The agricultural holding which it then served was sold some 50 years ago and the building has been in general purpose use, ancillary to the enjoyment of the occupiers of Ten Ten, in the intervening period. The building therefore fails the test of section Q1 (a) of the Order.

2 The tie bars and general structural evidence suggest that the building operations required to effect the conversion would have to go beyond those permitted under section Q1 (i) of the Order. No evidence is presented by the Applicant by way of a Structural Appraisal which might gainsay the sensible conclusion that the building is unfit for conversion without major structural modification, clearly beyond the scope of the permitted building operations under the Order.

3 The Application supposes no transgression of the Conditions identified under section Q2 of the Order. These include, reference (a), that consideration be given to the transport and highways impacts of the development as proposed. In its objections to recent development at Kiln Lane under MSDC ref 4767/16, Elmswell Parish Council cited the unsuitability of the Lane as an access to further development. The highway here is single track along its whole length and carries industrial as well as farm traffic. The traffic and highways impact of this or any development serviced via Kiln Lane is such as to create a clear hazard and threat to road safety.

4 The red line plan furnished with the Application fails to identify any access under the Applicant’s control other than directly from Kiln Lane. This is clearly impractical and stands as another factor in the clear case for the refusal to sanction this proposal by

way of Prior Approval.1725/17 Councillors supported the application for a Change of Use of existing log cabin for the purpose of running a small business at 26 Eastern Way as long as the following constraints are conditioned:1 Permission must be applicable only to the

current household;2 Permission must require adherence to the

hours specified in the Application, being: 09.00 – 20.00 Monday – Friday;

3 Permission must be limited to the business use as described in the Application, being: ‘nail art and design’;

4 Permitted Development rights pertaining to outbuildings should, henceforth, be removed in order that there can be no expansion of the log cabin.

0210/17 Councillors felt that the further information submitted for the residential development on land to east of Ashfield Road, adjacent to White house Farm, did not detract from their earlier support of the initial application, now reduced to 112 houses.Haughley Park Position Statement Councillors agreed that a formal statement from MSDC that independent approaches made to them towards sizeable developments of both residential and industrial schemes at Haughley Park required an immediate and forceful response. As the Planning Authority, MSDC are actively seeking to introduce a coordinated masterplan approach to these proposals. The Meeting agreed that this is exactly the thinking that Councillors feel should be applied with immediate effect to the current spate of such applications in Elmswell, Thurston and Woolpit. The Clerk was asked to pursue the matter and to keep council informed.Grants It was agreed that grants of £150.00 and of £50.00 should go, respectively, to the Over 55’s Club and to the Trefoil Guild. Both organisations have recently demonstrated strong community commitment, the former in maintaining the Station Road recycling facility over a 3 month period, and the Guild having volunteered to provide the refreshments for the public at the recent Parish meeting.Wesley The Clerk confirmed that Completion on the purchase of the Wesley chapel and halls at School Road had recently been effected. Councillors agreed unanimously that a Heads of Agreement document, as tabled following

discussion with the BMA, should form the basis of the arrangement whereby the BMA incorporates the management of the new facility into a Blackbourne and Wesley Management Association with representation from user groups, Councillors and others.Village Warden An advertisement is to be placed in the Elmswell Newsletter for the newly created post of Village Warden. Council is seeking to implement a programme of caretaking throughout the village, including the perennial problems of littering, fly tipping, dog fouling and nuisance parking together with innovations such as the cleaning of street signage and the trimming of highway vegetation where it causes hazard or nuisance. The warden will work closely with the Blackbourne Management team in accommodating the newly purchased Wesley facility under the existing cleaning, care and maintenance cover.Office hours Councillors accepted the views of the Task & Finish Panel members, including the Chairman and Vice chairman, who had been asked to address the problem of the escalating workload being undertaken by the Clerk and office support team in the face of the growing success of Blackbourne, the up-coming management of Wesley and the pressures of development requiring many more meetings and consultations. It was agreed that the Clerk’s contract be amended to require 25 hours per week, an increase of 5 hours, and that the ceiling of the Clerical support hours be uplifted by 7 hours. It is anticipated that this will prevent the build-up of extra hours worked over and above the limit whilst retaining the responsive nature of the arrangement whereby, should the work load drop, the administrative costs reduce accordingly. It was suggested that these levels would have prevented the accumulated 368 unpaid hours from the beginning of the year to date which are to be paid off. The situation is to be monitored towards consideration of the creation of a post of Assistant Parish Clerk as the village grows.Next meeting The next meeting is scheduled for Monday 17th July at 7.30pm in The Blackbourne. The public are, as ever, welcome to attend all Council and Council committee meetings and the agenda will always offer opportunities for questions and comment.
