Construction Products RegulationREGULATION (EU) No 305/2011 OF THE EUROPEAN PARLIAMENT
AND OF THE COUNCIL
of 9 March 2011 laying down harmonised conditions for the marketing of construction products and
repealing Council Directive 89/106/EEC
(Text with EEA relevance)
‘construction product’ means any product or kit which is produced and placed on the market for
incorporation in a permanent manner in construction works or parts thereof and the performance of which
has an effect on the performance of the construction works with respect to the basic requirements for
construction works
‘kit’ means a construction product placed on the market by a single manufacturer as a set of at least two
separate components that need to be put together to be incorporated in the construction works
‘construction works’ means buildings and civil engineering works
The product standard EN 50575 for power, control and communication cables was cited in the Official
Journal of the European Union on 10th July (amended December 2015) - scheduling the start of the
application of the CPR to these products on 1st July 2016

CPR: Extension to OF Cables
[BS] EN 50575:2014Power, control and communication cables - Cables for general applications in
construction works subject to reaction to fire requirements
The “engine” of the Construction Products Regulations in relation to power, control
and communication cables
• product characteristics (classification via EN 13501-6)
• test methods
• assessment and verification
• marking, labelling and packaging
• relationship with the CPR
[BS] EN 13501-6:2014Fire classification of construction products and building elements
Part 6: Classification using data from reaction to fire tests on electric cables
Defines the requirements for each EuroClass
Covering “Reaction to Fire”
NOTE: the term “electric cables” covers all power, control and communication cables,
including optical fibre cables
Not covering “Release of dangerous substances”
Small change to text clarifying this has now delayed implementation of the CPR
until 1/7/2016

BS EN 50174-x Revisions and Amendment
BS EN 50174-1: 2017
Information technology. Cabling installation - Installation specification and quality assurance
Information technology cables that do not comply with EuroClass ECA (formerly the recommended
performance requirements of EN 60332-1-2) shall either be: :
1) terminated inside the building, within 2 m (unless an alternative distance if specified by local
regulations) of the point of internal penetration of the external fire barrier (e.g. floor/ceiling/wall);
or
2) any length exceeding 2 m (unless an alternative distance if specified by local regulations) is
installed within trunking or conduit that is considered as a fire barrier in accordance with local fire
regulations.
NOTE This also applies where the cable has to pass through a space between two external fire
barriers within a building.
BS EN 50174-2: 2017
Information technology. Cabling installation - Installation planning and practices inside buildings
BS EN 50174-3:2013 Amendment 1: 2016
Information technology. Cabling installation - Installation planning and practices outside buildings
BS EN 50174 series standards require that unmitigated installations
within a building adopt the use of EuroClass Eca as a minimum.
These cable management systems are designated as either “flame propagating” or “non-flame
propagating”. The selection of products shall be in accordance with local regulations. Where such
regulations do not exist then non-flame propagating shall be used inside buildingsNOTE: The flame spread requirements for non-flame propagating products are approximate to those of EuroClass Eca of EN 13501-6.

BS 8492 Ed.2: 2016
1st IMPLEMENTATION STANDARD TO REFERENCE THE CPR
Telecommunications equipment and telecommunications cabling
– Code of practice for fire performance and protectionBS 8492
CONTENTS
Balanced approach to fire threat mitigation: compartmentation
Fire protection measures: containment, detection and suppression
Mitigation by cabling component selection
SIGNIFICANT UPDATE OF ALL CABLE FIRE PERFORMANCE TEXTS
BS EN 50174 series standards require that unmitigated installations within a building adopt the use of
EuroClass Eca as a minimum.
Existing standards and specifications for cables or cabling may require one or more of these
requirements, but are most likely to be in accordance with BS EN 60332-3-24 (or -25) and BS
EN 61034-2 and/or BS EN 60754-1 which do not have direct equivalence with the Reaction to Fire requirements
of EuroClasses Dca, Cca, B2ca or B1ca.
EuroClass Cca has the closest correspondence to the bunched cable tests of BS EN 60332-3-24 (or -25).
The requirement for 60% light transmittance in escape routes within BS 7671 is equivalent to s1b

IMPACT
Future “installation specifications” need to reference EuroClasses
Ongoing obligations (maintenance contracts etc.)
need to be modified to reference EuroClasses
EuroClasses provide a defined and clearly specified set of requirements
There are a limited set of realistic, commercially viable options
