Dear Member States' National Contact Points,

The call for applications for High Level Advisers (HLA) posts in Moldova of 24 July 2015 was met with great interest by the Twinning-TAŒX network, the Commission services having received in total 363 applications for the 25 posts available.

This success is due to the mobilisation of the network you are part of and we can all be very satisfied of the way this network is responding to needs for public sector experts coming from EU's partner countries.

Applications were first analysed by NEAR services and interviews of short-listed candidates were conducted by the EU Delegation to Moldova with a view to have the process completed by the end of 2015. At that stage, we would like to inform you that 20 candidates are in the process of obtaining endorsement by the Moldovan government.

Nevertheless, the selection was unsuccessful for five posts and, in parallel, the Moldovan government requested assistance for the newly created post of High Level Adviser at the General Prosecutor's office.

For these reasons DG NEAR is recirculating the call for applications for the following five posts:

- HLA on Justice

- HLA on Internal Affairs

- HLA on Education

- HLA on Taxation

- HLA on Anti-Corruption

In addition DG NEAR launches a new call for the following post:

- HLA on Public Prosecution

Focus was put in the Terms of Reference to identify candidates with a proven experience in high level office such as at ministerial level or regional executive level.

In parallel, the amount of required years of experience in public affairs has been lowered to a minimum of five to ideally ten years.

We would be grateful if you could share the job descriptions with the appropriate services of your administrations, so that potential candidates can be informed about this opportunity. Applications should then be centralised at your office of National Contact Points and forwarded to the mailbox NEAR-EU-HIGH-LEVEL-ADVISERS@ec.europa.eu by 29 February 2016, end of day. National Contact Points should check the applicants' credential and verify that their CVs (using Europass format1) meet the criteria and specify the post(s) applied for. It is recalled that applicants should be in active service or have left it for no more than two years.

Applications will be examined by European Commission services in Brussels and in the EU Delegation in Chişinău. Once short-listed, applicants will be invited for an interview with the EUD in Chişinău (in person or via teleconference).

The selected candidates will be posted in Chişinău, Moldova for an initial period of one year, renewable twice. They must be available to take up their assignment in the first semester of 2016. Remunerations will range from approximately €10.000 to €12.000 monthly. High Level Advisers will contractually be individual experts and must be able to regularly issue invoices against which emoluments will be paid.

HLA will in principle be provided by the Moldovan Ministry of Foreign Affairs and European Integration with diplomatic identity cards and enjoy such privileges and immunities and be subject to such obligations as correspond to those laid down in the Vienna Convention of 1961 on Diplomatic Relations for the period of their mission.

The CVs, cover notes and any supporting documents of those candidates not shortlisted will be deleted at the end of the evaluation process. The CVs, cover notes and any supporting documents of those candidates who were not successful at the interview stage will be retained and may be utilised agam, in cases where vacancies arise in the framework of this initiative.

The Commission would like to recall that EU HLA are expected to provide policy advice to the Moldovan authorities in order to enhance their ability to design and implement their reform agenda, inspired by European values.
