The Port of Brownsville is governed by the Brownsville Navigation District, a political subdivision of the State of Texas. The district is

M-10 AND M-69 HIGHWAY DESIGNATION
The Port is part of the M-10 and M-69 Marine Highway corridors. This allows the Port to provide an economical method of transport-ing cargo with service routes from the Port of Brownsville along the designated marine highways. M-10 and M-69 include the Gulf of Mexico, the Intracoastal Waterway and connecting commercial navigation channels, ports and harbors. M-69 connects to a larger interstate network of marine routes, intersecting with M-146 in Chambers County and linking up to M-10 in Port Arthur, which con-
nects to marine highways in Louisiana and Alabama.

MEXICO IMPORT/EXPORT EXPERTS
The Port of Brownsville provides excellent services to facilitate the international movement of goods between the United States. We
have the facilities and the knowledge to handle international cargo efficiently.
LOCATION
The port is located at the southernmost tip of Texas at the westernmost terminus of a 17 mile (27 kilometers) channel that flows into the Gulf of Mexico at the Brazos Santiago Pass. The City of Brownsville is two miles (3.3 kilometers) to the southwest and lies adja-
cent to the Rio Grande River, providing a convenient gateway via three international bridges to Mexico and beyond.
MAIN CHANNEL DEPTH
The Brownsville Ship Channel has an authorized depth of 42 feet. The Turning Basin has a depth of 36 feet and a width of 1,200 feet.
LAND AVAILABLE FOR DEVELOPMENT
The port owns approximately 40,000 acres (16,187 hectares) of land available for development. Developed and undeveloped sites are available in the port’s Turning Basin for cargo facilities, industrial sites, expansion, relocation, manufacturing, greenfield projects,
and more.

MULTI-MODAL ACCESS
The Port of Brownsville offers multiple modes of transportation which include ocean-going vessels, all major U.S. and Mexican truck lines, rail service, barge service via the U.S. Intracoastal and Inland Waterway System, short-sea shipping via the M-10 Marine High-
way, pipeline access to U.S. and Mexican terminals, and air freight service at the Brownsville/South Padre Island International Airport.
OVERWEIGHT CORRIDOR
In order to facilitate the movement of cargo to and from Mexico, the Port of Brownsville in conjunction with the Texas Department of Transportation issues permits online to shippers allowing them to load their trucks to the legal weight limits of Mexico. The permits cover truck movements between the Veteran’s International Bridge and the Port of Brownsville via SH 48. This provides the most efficient and cost-effective movement of cargo by trucks to destinations in Mexico. For additional information contact Tony Rodriguez
FISHING HARBOR
Located on the north side of the Brownsville Ship channel, about five miles (8.1 kilometers) east of the Turning Basin, is the Fishing Harbor, a very unique asset at the port. It consists of three 14 foot (4.2 meters) deep basins and over 10,000 linear feet (3,280 me-
ters) of docks, which houses up to 500 fishing boats that call the Port of Brownsville home.
BROWNSVILLE & RIO GRANDE INTERNATIONAL RAILWAY (BRG)
The Brownsville & Rio Grande International Railway (BRG) provides efficient and reliable rail service to all businesses at the Port of Brownsville. Operations are 24 hours per day, five days per week. The BRG offers direct interchange with Union Pacific Railroad (UP), Burlington Northern Santa Fe (BNSF) and Kansas City Southern de Mexico (KCSM). The Port of Brownsville is a dynamic deepwater facility which continues to grow and adapt to ever-changing demands of the global marketplace. The board of commissioners, port director and staff members know the importance of having the Port of Brownsville prepared to meet any challenge. The Port is constantly working to improve and expand not just its infrastructure but most importantly increase employment opportunities in the area. Cargo diversification took a significant step forward in 2012 with the movement of windmill components (blades, towers) in addi-
tion to other commodities such as petroleum products, steel (plate, slabs, coils), iron, aluminum billets, lubricants oils, and paraf-fin wax, among others. Today, the Port of Brownsville moves more steel into Mexico than any other port in the United States.
In 2015 the port opened a new cargo dock, referred to
as Dock 16. The new dock enhances the port’s expan-sion in its cargo handling efforts and has the versatility to keep pace with the growing demand for handling mul-tiple commodities. Dock 16 also serves as the port’s second heavy-load capacity dock and increase efficien-cies by eliminating or minimizing potential vessel delays.
In response to the growing demand for heavy cargo
handling capabilities the port purchased a second mobile harbor crane with a maximum lifting capacity of 125 tons. The addition of the crane improves the port’s productivity and enhances its reputation of reliability in handling and moving cargo. In addition to its lifting capacity, the crane also has a maximum radius of 51 meters or 167.32 feet and is powered by an environmentally friendly low-emission diesel-powered generator. The new crane’s handling capacity includes dry bulk, heavy lift cargo and containers.
It is important to mention the expanding liquid cargo business at the Port of Brownsville. A liquid cargo company recently ex-
panded its presence in the port with a new bulk liquid terminal facility. The new facilities began operations in the second quarter of 2016 and will ultimately increase the volume of petroleum products moving through the port.
Port tenants are expanding their operations and making improvements to their current sites. Major capital projects were completed in 2012 such as the Road Improvements Project and the Seafarer Center. Completion of
the SH 550 Entrance Canopy project, the new Command and Control Center, and the dock lighting was done in 2013. The port is currently working on the Foust Road Canopy project.
The Port of Brownsville continually strives to maintain its competitiveness and is ready to embrace the future demands of the global market.

The Port of Brownsville offers its customers various modes of transportation to and from the Port, including worldwide ocean-going vessel transport, U.S. and Mexican truck lines, rail service, barge service via the U.S. Intracoastal and Inland Waterway System,
pipeline access service, and air service at the Brownsville/South Padre Island International Airport.
Terminal facilities are available at the Port of Brownsville to handle and store liquid bulk commodities. There are five liquid cargo docks complemented by total tank storage capacity of approximately 3.4 million barrels. Railcar and truck loading racks at the vari-ous terminals provide for the safe and efficient transfer of petroleum products, chemical products, and edible oils moving into the
U.S. and Mexican markets.
The port owns and operates 10 transit warehouses totaling more than 635,000 square feet of covered storage space. These build-ings are adjacent to vessel berths and have aprons and rail track on the landward side. Additionally, there are another 2.85 million
square feet of public warehousing available near the docks. Warehouses are located in a secure area.
COMMODITIES HANDLING
The port has several versatile marine terminal operations for both liquid and dry bulk cargo. Chemicals, LPG, clays, petrole-um, grain, windmill components, sulfur, steel, bulk minerals, ores, fertilizers and aluminum are some of the leading commodi-
ties routinely handled at the port.
HARBOR FACILITIES
The Main Harbor is comprised of the Turning Basin, Turning Ba-sin Extension, and Turning Basin approach, and has almost five miles of improved real estate with water frontage. The Turning Basin is 3,500 feet long, varying in width from 400 to 1,200 feet with Cargo Docks 1 thru 4, 7, 8, 10 thru 13, and 15 for a total of 5,685 linear feet of dock. Liquid Cargo Docks 1, 2, 3, and 5 are located in the Turning Basin Extension which is 7,592 feet long and has a width of 500 feet. The Turning Basin Approach is 15,600 feet long with a bottom width of 300 feet. Various private marine related businesses, i.e. ship repair and ship dismantling yards, as
well as Keppel AmFELS, are located on both sides of the Turning Basin Approach.
The Fishing Harbor is five miles east of the Turning Basin and has a protected entrance from the ship channel. The basin measures 2,100 feet by 1,600 feet overall, with two 300 feet x 1,200 ft. peninsulas in the center. The channel connected to the ship channel is 200 feet wide and 600 feet long. This basin has over 10,000 linear feet of dock space for shrimp trawlers, tugs and other small craft.

TERMINAL OPERATIONS
All waterfront facilities at the Main Harbor are owned and controlled by the Brownsville Navigation District (BND). Fishing and small craft facilities are leased to private oper-ators, but all deepwater facilities in the main harbor are operated by BND as public facilities. Vessels, upon request from their designated agent, are assigned berths by the Harbormaster’s Office at the Port of Brownsville on a first-come, first-serve basis. Stevedores are responsible for coordinating the loading and unloading of cargo from ves-
sels, barges, rail cars, and trucks.
The Harbormaster’s office schedules vessel arrivals and departures, assigns berths, maintains radio contact with pilot boat of the Brazos-Santiago Pilots Association, and provides up-to-the-minute information on schedules useful to agents, stevedores, tugboats, line runners, and the gen-eral public. Vessels can contact the dispatchers in the Har-bormaster’s office at (956) 831-8256 or on Marine VHF
Radio Channel 16, 24 hours a day.
The ship channel has no bridges or other obstructions which could interfere with the transit of large vessels. Two rock jetties over 5,000 ft. in length and 1,200 ft. apart, protect the entrance channel. Design

All general cargo sheds, except Shed No. 2, Dock 15 Warehouse and Dock 15 Warehouse East are equipped with automatic sprinkler systems and hoses. Fire hydrant stations are located on wharf aprons and throughout the port area. Water supply is from two 16” water mains connecting with the City of Brownsville facilities. Storage capacity and pressure equalization are provided by a 500,000 gallon elevated water tank and a one million gallon
elevated water tank.
PORT OF BROWNSVILLE POLICE/SECURITY
The Port of Brownsville Police/Security Department provides patrol and surveillance of the public areas at the Port of Brownsville 24/7. The Port Police/Security Department enforces all federal, state and local laws and regulations to maintain a safe and secure environment that promotes uninterrupted Port operations. Officers patrol the waterfront, monitor public facilities and areas, and provide general assis-
tance to port stakeholders.

HOMELAND SECURITY
The regulations implemented by the U.S. Department of Homeland Security in 2006 require that Port security screen every person and vehicle entering the Port. In order to enter the Port of Brownsville visitors are asked to declare the purpose for entering the Port
and for a government-issued ID such as a state driver license, a U.S. passport, a VISA laser card, or Residential Alien Card.
Additionally, it is required that credentialed merchant mariners and workers with unescorted access to secure areas of vessels and
facilities must present a Transportation Worker Identification Credential (TWIC) card.
