MAPPING Federal Program Overview
Overview•NTIA (Dept. of Commerce) program to collect and display data and maps for broadband availability across the U.S.•As part of the Broadband Data Improvement Act (BDIA), the State Broadband Data and Development Program will fund projects that document comprehensive and accurate state-level broadband mapping.•$140 million in funding to states to collect data, develop maps, & develop broadband plans.
Timeline•Broadband Data Improvement Act
–Farm Bill 2008 framed the program•Stimulus Bill (ARRA) – Feb. 2009
–Provided funding•Grant Applications due Aug. 2009•Awards Nov. 2009•Initial Dataset Due Mar. 31,2010•Data due every 6 months through 2011.

NTIA program– mapping/planning
• ARRA made $350 M available to states for broadband mapping and planning
• PSC was designated by Governor Doyle• PSC applied (08/09) and was approved (11/09)– Grant was $1.7 M • ($1.2 M for mapping; $ .5 M for planning)

MAPPING PROGRAM OVERVIEW
Development of comprehensive statewide map of broadband availability:•Inform Providers of program’s purpose and benefits• Providers not required to participate, but are highly encouraged
•Negotiate NDA’s to protect sensitive network infrastructure and customer data•Develop interactive online map for consumer and policy-maker use• Update maps every six months• Validate provider data using consumers and third party data• Identify anchor institutions and other resources that will help expand
broadband availability and adoption

MAPPING PROGRAM NEXT STEPS
State Mapping Program as of June 2010:• More than 80% of the state’s Broadband Providers submitted
data prior to Mar. 31 deadline• Providers who submitted data reviewed check maps for
accuracy before submissions sent to NTIA• Wisconsin 1 of only 10 states to meet NTIA deadline of 3/31• Data as of July ‘09
• Online interactive map currently in development• Test versions being vetted by PSC• Public beta version of map expected by end of June 2010• Additional features added throughout summer• Update of underlying data & fresh mapping output in

Next Steps:Implement Regional Workshops
WHAT -- Organize and conduct a regional workshop in each of the 8 Wisconsin Planning Regions
WHO – Facilitated by LinkAMERICA together with an appropriate Wisconsin partner organization
HOW – Engage Wisconsin broadband planning team to develop successful strategies to gain inclusive participation
WHEN – Have venues identified and ready to issue invitations by late July. First workshop in mid-August
